Climate change is evident in many aspects, among them there is the progressive increase of the average sea level, which is affecting the rare extremes too, both on their frequency and intensity. The assessment of risks deriving from sea level variations requires a robust quantification of all the elements bringing the sea level to become a hazard thus, for an effective adaptation to future sea conditions, it is mandatory to have reliable knowledge on scenarios for sea level trends. This is the challenge addressed by this project with the objective of improving the assessment of risks deriving from the Mediterranean sea level variations, through a robust quantification of its hazardous source. Mediterranean coastal impacts are deduced from global sea level trends or climate simulation each affected by significant uncertainties, furthermore, there is an open debate, in the scientific community, on them. As a consequence, there is an urgent need to quantify the likelihood of available scientific information on the expected XXI century sea level trends, in the Mediterranean sub-basins, with an estimate of the uncertainties. This project outputs are expected to contribute in meeting this need, defining best practices on sea level trends usage, in the risk assessment processes, according to the sensitivity of impacts to the hazard information likelihood. Best practices, supported by examples of applications and summary datasets, will help stakeholders to flow the scientific information into the risk assessment logic. Benefits are expected to reach a wide spectra of stakeholders from the economic and safety to the coastal ecosystem preservation sectors. The project transnational partnership brings the inter-regional portrait of the challenge together with the interdisciplinarity required to understand how anthropic solutions and better preservation of the coastal ecosystems have to be involved in resilience and adaptation actions to the progressive sea level rise.

Le changement climatique a des conséquences directes, dont l’augmentation du niveau moyen de la mer, qui entraîne l’apparition d’événements climatiques extrêmes, tant en termes de fréquence que d’intensité. L’évaluation des risques découlant des variations du niveau de la mer nécessite une quantification des éléments qui font que le niveau de la mer devient un danger pour une adaptation efficace aux conséquences futures de la montée des eaux. Il est indispensable de disposer de connaissances fiables sur les scénarios des évolutions du niveau de la mer. L’objectif de MedSeaRise est d’améliorer l’évaluation des risques découlant des variations du niveau de la mer, grâce à une quantification robuste des risques de montée des eaux. Les impacts côtiers méditerranéens sont évalués à partir des tendances globales de variation du niveau de la mer ou de simulation de conséquences du changement climatique. Il est urgent de quantifier la probabilité des informations sur les tendances attendues du niveau de la mer au XXIe siècle, avec une estimation la part d’incertitudes. MedSeaRise entend répondre à ce besoin, en définissant des pratiques exemplaires sur l’utilisation des données sur le niveau de la mer, dans les processus d’évaluation des risques, en fonction de la sensibilité des impacts et de la probabilité des scénarios. Des études de cas aideront les intervenants à intégrer l’information scientifique dans une logique d’évaluation des risques. Les résultats de MedSeaRise s’adresseront à un large éventail d’intervenants, des secteurs de l’économie et de la sécurité jusqu’aux secteurs de la préservation des écosystèmes côtiers en passant par les pouvoirs publics. MedSeaRise est un partenariat transnational qui repose sur une approche interdisciplinaire pour comprendre comment les solutions anthropiques et une meilleure préservation des écosystèmes côtiers peuvent contribuer aux actions de résilience et d’adaptation face à l’élévation progressive du niveau de la mer.

Actual Achievements (EN):

The 1st semester was mainly a preparatory period for the engagement of local stakeholders, setting up the management & administrative procedures, and elaboration of the main project outputs/deliverables/studies of the next phases of the project. Thus, the main progress can be summarized bellow: Regarding Administrative and Management issues, PPs: -Finalized the pre-contracting clarifications requested by the Programme Officers -Signed the Partnership Agreement and Subsidy Contract -Prepared the Rules of Procedure of the Steering Committee -Prepared the Monitoring & Evaluation Plan, setting internal procedures for monitoring progress and ensuring quality of cooperation and outputs -Allocated roles between the staff that will participate in the projects’ implementation and appointed representatives from each organization that will participate in the Steering Committee and Technical Committee -Set up a shared online space (Google Drive) for collaboratively working on Deliverables -Actively used Basecamp for monitoring deadlines and storing final deliverables -Organized the pre Kick-Off meeting (online) on 20.12.2023 with all partners participation -Organized the Kick-Off meeting (physical) on 20.2.2024 in Thessaloniki, Greece with all partners participation -Organized the SC online meeting (online) on 12.4.2024, attended by all partners -Organized the 1st Semester Quality Check related to internal collaboration between the partnership. Regarding Communication and Dissemination, the Partnership: -Finalized the Communication Strategy -Created the project social media (LinkedIN, Instagram, X) -Created the project website according to the guidelines of the Programme -Created the 1st Newsletter of the project which was distributed to local stakeholders by the partners social media, individual contacts and websites -Dedicated a specific section in their institutional website about the MedSeaRise project -Printed and located the project poster in visible place in their premises -Had an active presence in the social media (Instagram: 40 Followers, 18 posts, 804 profiles reached) (LinkedIN: 108 Followers, 18 posts, 74 connections, 10.578 total post impressions, 1.987 total unique views) (X: 12 Followers) -Had external dissemination from local online media press (3 in Greece, 3 in Malta), and gave a video interview about the expected results of MedSeaRise in Maltese online media. Regarding contribution to the Amplification Strategy, the Partnership: -Organized an online meeting with representatives of the Natural Heritage Mission TCP and IDP on 17.4.2024 (LP1, PP2) to present the main aims of MedSeaRise and coordinate, identify and plan the projects’ Amplification Strategy -Attended the TCP and IDP common meeting in Rovinj, Croatia on 26,27/6/2024 -Participate in the Natural Heritage Mission Working Groups -Drafted the projects’ Amplification Strategy that is planned to be delivered in the frame of the A1.3. Regarding the implementation of the Work Packages, namely WP1, a summary is presented bellow: -Activity 1.1. PP2 started the survey of scientific paper on sea level projection for the Mediterranean area. The survey is in progress in strict collaboration with PP6. This contributes to the deliverable D.1.1.1. Numerical data of future scenarios have been collected from CMIP6 and MEDCORDEX sets of simulations. Besides sea level, air temperature and precipitation are available for at least three scenarios, namely RCP2.6, RCP4.5 and RCP8.5. For sea level, in addition the RCP7.0 is available. Time extension of the scenarios spans from the historical section, which is covering the second half of XX century, and the projections, that go to the end of the XXI century. This contributes to the deliverable D.1.1.2. -Activity 1.2. PP2 defined the methodology for stakeholder engagement and information harvesting. The implementation of the methodology started and the survey of potential stakeholders completed. Future climate scenarios information, in graphical format, have been prepared and let available to support the interactions with stakeholders. The stakeholder survey and engagement will be done during the next period. This contributes to the deliverables D.1.2.1, D1.2.2 and D.1.2.3. -Activity 1.3. The deliverable D.1.3.1 “Definition of project contribution to Amplification Strategy” that was issued at the end of this project period, is finalized and uploaded on Basecamp. MedSeaRise showcase a great example of combination of organizations with different expertise to achieve the project goals. The scientific results of the 1st Semester have been collaboratively prepared by the scientific PPs (PP2, PP5) and were thoroughly presented & explained to the partnership to be easily transferred to potential local and international stakeholders. This excellent collaboration during the 1st semester can be also seen in the responses of the 1st quality check, highlighting the value of cooperation for the participating organizations.

Contribution to wider strategies and policies:

EuropeanGreenDeal In the frame of the European Green Deal, it is foreseen to achieve climate neutrality by 2050, that means to give a great contribution in mitigating the present trend of climate evolution. Anyway, meanwhile the effect of mitigation actions will become effective, it is essential to support the adaptation to stress the changing climate will continue to produce on anthropic activities and on biodiversity. In fact, the Green Deal underlines the need to strength our efforts on climate-proofing, resilience building, prevention and preparedness. So, climate adaptation will continue to influence public and private investments, then it will be important to ensure all actors composing the EU society, thus those the Mediterranean too, namely investors, insurers, businesses, cities and citizens are able to access data and to develop instruments to integrate climate change into their risk management practices. According to this specific points of the European Green Deal, it is clear that the methodology this project will develop to support the adaptation to sea level rise is going to contribute to the strategy.
EUStrategyAdriaticIonianRegion According to the mission of European Union Strategy for the Adriatic and Ionian Region, this project will contribute to the strategy thanks to the partnership that includes partners operating in that Mediterranean area. This is a clear manifestation of the consolidation of cooperation among the countries of the Adriatic and Ionian region foreseen in the strategy. Furthermore, the essential interaction among all the partners, to conduct the project activities, promotes the sharing of the experience acquired thanks the strategy implementation with the rest of the Mediterranean partners. Since this specific EU strategy promotes sustainable economic and social prosperity in the region, while at the same time preserving the environment and ensuring healthy, balanced marine and coastal ecosystems, the project results will support the strategy in defining and implementing and climate change adaptation, risk prevention and resilience, through ecosystem-based approaches. Finally, it is worth to remember that EU Strategy for the Adriatic and Ionian Region is also expected to contribute to the EU integration of the potential candidate countries in the region This project, thanks to the Euro-MED inclusion of the IPA countries among the partners, has allowed to create a partnership in which a IPA country, overlooking the Adriatic Sea, is an effective and relevant partner, that is going to collaborate in the supporting one of the most important EU missions, working integrated with EU partners.
MediterraneanSeaBasin This project tackles a challenge that is shared with the WestMED initiative, namely the consequences of the progressive sea level rise due the future trends of climate. In fact, the initiative clearly states that the Climate Change greatly affects the western Mediterranean, and the rise in sea level is a major threat to coastal ecosystems and economies. So the outputs of the project directly contribute into the strategy, both because of the complete overlapping of the project objectives with those foreseen in the WestMED initiative and because more than half of the project partners belong to countries that are part of the geographical area on which the strategy is operating. Since the mission of the strategy is pursued through coordination and cooperation among the countries in the area, this project practically increases the cooperation, that is also coordinated by way of the project work plan. Finally, if we look at the main results expected for the WestMED, it is easy to recognize that the project is going to match some of the actions promoted by the initiative, such as new approaches in facing the climate change hazards, besides producing examples generated also with the participation of stakeholder.
TerritorialAgenda2030 The Territorial Agenda 2030 provides an action-oriented framework to foster territorial cohesion in Europe also promoting responses to the increasing pressure concerning sustainable development and climate change. This project foresees a methodology meant to increase the efficacy and improve the efficiency of the adaptation and the resilience to sea level rise, due to climate change in the Mediterranean area, so it is clearly inserted into the frame defined by the Agenda 2030. Furthermore, the application of the Territorial Agenda 2030 is strongly based on the significant benefits that are being achieved through the strategic use of existing resources. The resources let available by the Euro-MED program, through this project, are an example of that. In fact, the Agenda explicitly refers to synergies with the EU Recovery Plan and the EU macro-regional and sea basin strategies. Last but not least, among the six actions that have been launched to put in practice the Territorial Agenda 2030, there is the Climate change adaptation and resilience through landscape transition, which is focused on the rural areas, but shares with this project almost all the four thematic priorities for a landscape transition approach. It is worth to recall that rural areas, that are close or including the Mediterranean coats, are directly or indirectly affected by sea level rise. Keeping in mind all this aspects, this Euro-MED project gives a not negligible contribution to the Territorial Agenda 2030
