- (EN), ALTER ECO - Alternative tourist strategies to enhance the local sustainable development of tourism by promoting Mediterranean Identity, 2016-2019 (Interreg MED 2014-2020)
- ALTER ECO aimed to enhance the local sustainable development of tourism by promoting Mediterranean Identity through the implementation of alternative tourist strategies in 6 pilots, co-designed and implemented by public and private stakeholders. The project provided the opportunity of testing, in representative MED cities, used as LIVING LAB, existing methodologies and tools arisen in previous high impact projects in the field of sustainable tourism or proposed by key stakeholders, with the aim of reaching holistic and realistic tourist strategies at local and regional level that allow transferability in the MED territory. Project results aimed to support policy makers to make more informed and integrated decisions for the governance and management of tourism in the Mediterranean and at the same time enhance the coordination of actions between public and private stakeholders towards the implementation of the raised strategies in order to create new business opportunities. ALTER ECO contributed in improving knowledge and decision making capacities, including a better use of observation, monitoring and planning in the field of sustainable tourism. - The project addresses the challenges of enhancing the level of uniformity, homogeneity and similarity of existing CP Early Warning, efficiently integrating them to predict risks, present alert levels and improve exchange of information with EU CP Mechanism. This approach is built on 3 pillars:
- Participatory process with the establishment of a networking structure as a stable cooperation relationship between project partners, CP organizations and main stakeholders with a long term perspective.
- It relates to its activation to change from traditional "vulnerable element" to "active sensor" of emergencies to obtain their contribution to CP emergency activities. Innovative Transnational network relates to the development of an innovative Warning System, a web platform able to integrate heterogeneous data. Establishment of a strategy and drafting of an Action Plan providing a common vision enhancing level of uniformity and similarity to make available to National/Regional Authorities a transnational uniform emergency basis. The overall objective is to increase cooperation level among National CP right from the early warning stage and better ensuring EU CP Mechanism intervention through an innovative and holistic networking approach with a lever effect also after project end, supporting the whole system of CP; keep open a real-time update channel on risk occurrences by collecting and using information provided; implement a Raising Awareness intervention of emergencies.
- Expected change is the promotion of homogenization among early warning legislation and processes, reinforcement of coordination and cooperation of ADRION CP chains of command, and convergence of IPA CP operation to EU CP standards by transfer of experiences and lessons learnt. Innovative Transnational network relates to the development of an innovative Warning System, a web platform able to integrate heterogeneous data. Establishment of a strategy and drafting of an Action Plan providing a common vision enhancing level of uniformity and similarity to make available to National/Regional Authorities a transnational uniform emergency basis. The overall objective is to increase cooperation level among National CP right from the early warning stage and better ensuring EU CP Mechanism intervention through an innovative and holistic networking approach with a lever effect also after project end, supporting the whole system of CP; keep open a real-time update channel on risk occurrences by collecting and using information provided; implement a Raising Awareness intervention of emergencies.
- Expected change is the promotion of homogenization among early warning legislation and processes, reinforcement of coordination and cooperation of ADRION CP chains of command, and convergence of IPA CP operation to EU CP standards by transfer of experiences and lessons learnt. Contribution to wider strategies and policies:
- EuropeanGreenDeal The EU Green Deal aims to transform the EU into a “modern, resource-efficient and competitive economy, while preserving Europe’s natural environment, tackling climate change and making Europe carbon-neutral and resource-efficient by 2050”. HERIT ADAPT’s results will contribute to the EU Green Deal, especially in relation to the key area of “Increasing the EU’s climate ambition for 2030 and 2050” through the testing of the HERIT ADAPT Sustainable Tourism Model & development of Sustainable and Resilient Tourism Strategies to monitor and manage risks associated both with tourism flows and climate change to protect the environment, including natural resources and Cultural Heritage. Cultural heritage is not explicitly mentioned in the EU Green Deal, however, the protection of cultural heritage buildings & architectural monuments can be considered as part of the climate change crisis solution. “Buildings in particular, due to their nature as carbon sinks, their thermal behavior and the cultural values they convey, need to be taken care of, repaired and (re)used. Ultimately, they must be considered a key element of the circular economy, with a role in solving the climate crisis, rather than a problem” (Strengthening Cultural Heritage Resilience for Climate Change, EC, 2022).
- The activation of the TWGs will further contribute to a better coordination among climate change and city/monument conservation experts to identify climate change adaptation barriers and potentialities to better response to the climate emergency and lead the uptake of adaptation measures (use of nature-based solutions, climate-shelters etc.). Exhibitions to raise awareness on climate change adaptation will be also organized, utilizing historic buildings, cultural landscapes and traditional knowledge as inspiration in terms of sustainable living. Finally, the project considers eliminating carbon footprint by design and foresees the monitoring and offsetting of its impact within its work plan.
- TerritorialAgenda2030 HERIT ADAPT will contribute in the overarching objectives of the Territorial Agenda 20230 for a Just and Green Europe being aligned with foreseen actions i.e. place-based approaches; cooperation between territories; territorial cohesion at cross-border; transnational, inter- and intra- regional level and the following priorities:
- - Easier living and working across national borders: HERIT ADAPT reinforces transnational cooperation to address common challenges by exploiting existing synergies and encouraging exchanges with other projects and programmes to facilitate cooperation between different administrative areas.
- - Better ecological livelihoods, climate-neutral and resilient towns, cities and regions: In the Agenda it is stated that Europe’s natural and cultural heritage is a unique and diverse asset to be protected, managed and further developed to make best use of their untapped potential. Through the Euro-MED Programme, HERIT ADAPT will contribute to the goal of strengthening awareness and empowering local and regional communities to protect, rehabilitate, utilize and re-utilize their (built) environments, material and immaterial cultural assets.
- - Finally, in view of addressing the Sustainable development and climate change challenge, HERIT ADAPT will contribute in the fields of climate change; just transition and nature, landscape and cultural heritage. The Territorial Agenda acknowledges natural and cultural heritage as local and regional development assets that offer unique opportunities for development and high quality living environments. HERIT ADAPT will contribute through the monitoring and management of the risk related to mass tourism which can threaten cultural assets by testing tailored Sustainable Tourism Models and co-developing strategies together with key actors of the sector, making sure that no one is left behind.
- EUStrategyAdriaticIonianRegion HERIT ADAPT involves partners from Greece, Italy, Croatia and Montenegro, thus, it is geographically linked with the EU Strategy for the Adriatic and Ionian Region (EUSAIR). HERIT ADAPT’s objectives are also in line with the EUSAIR’s Mission “Connecting people and institutions to build a common understanding of cooperation for a harmonised, integrated and sustainable region” and vision for “Joint multi-level solutions for common challenges towards a stronger Adriatic and Ionian region”.
- In particular, HERIT ADAPT’s approach falls under EUSAIR’s pillar 4 “Sustainable Tourism”, contributing to the objective “Improving the quality and innovation of tourism offer and enhancing the sustainable and responsible tourism capacities of the tourism actors across the macro-region”. The HERIT ADAPT Sustainable Tourism model is expected to improve quality and innovation capacities in the sector, reinforcing sustainability and resilience through participatory approaches enhancing capacity building of key tourism actors.

- In order to conserve and sustainably use marine resources, the promotion of a multi-level, integrated and regional approach to sustainable consumption and production practices is needed, through the use of shared resources for sustainable economic development and the creation of new opportunities in the fields of sustainable coastal and maritime tourism and cultural heritage - blue tourism, innovation and support for entrepreneurship.

- HERIT ADAPT involves a partner and an associate partner from Bulgaria, thus, it is geographically linked with the EU Strategy for the Danube Region (EUSDR).
- HERIT ADAPT will contribute to the actions under the EUSDR priority area “Culture & Tourism: to promote culture and tourism, people to people contacts”, which is coordinated by the Ministry of Tourism in Bulgaria (HERIT ADAPT partner) together with the Ministry of Development, Public Works and Administration in Romania.
- HERIT ADAPT objectives are aligned with the actions under this priority area:

- Other New EU Strategy on Adaptation to Climate Change
- The Strategy outlines a long-term vision for the EU to become a climate-resilient society, fully adapted to the unavoidable impacts of climate change by 2050. It aims to reinforce adaptive capacity by making adaptation smarter, swifter and more systemic, as well as stepping up international action on adaptation. This means improving our knowledge of climate impacts and adaptation solutions; stepping up adaptation planning and climate risk assessments; accelerating adaptation action; and helping to strengthen climate resilience globally.
- Aligned to the Strategy’s objectives, HERIT ADAPT will improve knowledge and availability of data and support policy development, society and the economy by improving adaptation strategies, integrating lessons learned from testing its Sustainable Tourism Model, including the promotion of ecosystem-based solutions for adaptation. Through its pilot activities it aims to contribute in the acceleration of the transformation to a climate resilient future, through the co-creation of innovation pathways and testing of solutions for Sustainable Tourism and Cultural Heritage.
- The Strategy aims to enlarge a toolbox that adaptation actors can use in their work and adapt to their individual needs (national, regional or local administrations, SMEs or individual citizens). HERIT ADAPT will consider this toolbox in the frame of A.1.3 and explore the potential of knowledge sharing through the Climate-ADAPT platform, aspired to represent the authoritative European platform for adaptation.

- The Strategy highlights the importance of the tourism industry and the need for integrating it into European and national development plans to enhance the quality of its offer and to make it more sustainable and accessible for all. The Strategy is structured in different thematics - objectives, pointing out aspects that fully comply with HERIT ADAPT’s approach:
- Refocus: governance policy within the Union framework. The Strategy stresses out the need for promoting alternative forms of tourism including cultural and sustainable tourism, to avoid overtourism.
- Strengthen: transition to sustainable, responsible and smart tourism. It underlines the importance of CH in tourism and the need for protection, not least from climate change and overtourism. It stresses the need to study the resilience of CH and notes the liaison between sustainable tourism and cultural heritage; recalls the different initiatives taken at EU, national and local level to improve sustainable tourism by integrating CH into environmental, architectural and planning policies; reiterates the need to raise awareness of heritage protection among all actors, encourages the promotion of excellence in sustainable cultural tourism and calls for measures to foster collaboration between experts in cultural tourism and to promote cooperation and exchange of best practices in the sector.
- Rethink: planning the future of the tourism industry. It requests the sharing of good practices for the tour guide profession in order to address the problems affecting this sector considering that professional tour guides play a vital role in promoting cultural heritage in synergy with the local territory, its traditions and its specificities.
- Other Transition Pathway for Tourism
- This report reflects the results of a co-creation process with tourism stakeholders across the tourism ecosystem and the EU Member states. HERIT ADAPT is in line with the described ambitions and desired objectives for twin transition, particularly related to the need for actively assessing measures to adapt to climate change-related challenges while developing economic activities and safeguarding cultural heritage.
- Since climate change effects affect areas also as tourism destinations, the report highlights that climate mitigation and adaptation measures should always be included in the smart and sustainable tourism strategies on national, regional and local levels, while also tackling the specific challenges and strengths of tourist destinations in terms of natural resources and cultural heritage; inclusiveness and accessibility; and supporting SMEs and cultural industries in terms of technical assistance and funding needed to meet the objectives of the strategy.
- HERIT ADAPT will develop and test a Sustainable Tourism Model, leading to the co-creation of strategies, with the aim to bridge existing gaps and reinforce resilience in the sector. The AP Region of Liguria was included in the organizations that supported this report.

HERIT ADAPT’s bottom-up approach fosters a sense of belonging to the pilot Euro-MED areas, utilizing the cohesive power of CH to build a more inclusive Europe, through activities targeted in engaging the wider public and youth while breaking barriers to access.
- P2-CH for a sustainable Europe: smart solutions for a cohesive and sustainable future: HERIT ADAPT will leverage the potential of CH in strengthening inclusive and sustainable development through a) reshaping tourism models b) promoting solutions to enhance adaptation to climate change c) balancing access to CH with sustainable cultural tourism and NH by improving practices and promoting sustainable, smart and innovative approaches.
- P3-CH for a resilient Europe: safeguarding endangered heritage: HERIT ADAPT aims to protect CH from natural disasters and threats caused by human actions, including climate change through awareness raising, capacity building activities, and the testing of tailored solutions to enhance the resilience of CH and tourism.
- P4-CH for an innovative Europe: mobilising knowledge & research: HERIT ADAPT follows a participative approach to transfer knowledge for the preservation and conservation of CH through a) creating new solutions and capitalizing on existing technological tools for innovation on cultural heritage b) fostering social innovation through citizen science c) strengthening skills in the field of cultural heritage through capacity building activities.
- P5-CH for stronger global partnerships-reinforcing international cooperation: HERIT ADAPT PPs will foster cooperation across the Mediterranean and beyond, entailing horizontal actions aiming at strengthening transnational cooperation at a wider scope, in the framework of the project’s external relations activities.
- Other European Climate Law
- The European Climate Law aims to ensure that all EU policies contribute to the goal set out in the European Green Deal for Europe’s economy and society to become climate-neutral by 2050, mainly by cutting emissions, investing in green technologies and protecting the natural environment.
- The HERIT ADAPT Sustainable Tourism Model aspires to facilitate protection of natural and cultural assets and reinforce destinations’ resilience. The protection of cultural heritage buildings can be also considered as part of the climate change crisis solution. “Buildings in particular, due to their nature as carbon sinks, their thermal behavior and the cultural values they convey, need to be taken care of, repaired and (re)used. Ultimately, they must be considered a key element of the circular economy, with a role in solving the climate crisis, rather than a problem” (Strengthening Cultural Heritage Resilience for Climate Change, EC, 2022).
- Finally, the project considers eliminating carbon footprint by design and foresees the monitoring and offsetting of its impact within its work plan.
- Other European Climate Pact
- The European Climate Pact is an initiative of the European Commission supporting the implementation of the European Green Deal. It is a movement to build a greener Europe, providing a platform to work and learn together about climate change, develop and implement solutions, connect with others to maximise the impact of these solutions and achieve real change.
- HERIT ADAPT is aligned with the Pact’s objectives:
- - Raise awareness of climate issues
- - Encourage climate action & catalyse engagement
- - Connect citizens and organisations that act on climate and help them to learn from each other.
- In particular, HERIT ADAPT plans to implement citizen-oriented actions to enhance the sustainability of touristic destinations and their cultural and natural heritage assets in view of the impacts caused by human activity including climate change. Moreover, the project will utilize cultural monuments as beacons of knowledge exchange and action towards adaptation and mitigation to climate change, by organizing targeted exhibitions connecting citizens and organizations. Climate action will be further enhanced through the formation of Territorial Working Groups.
- Options for active participation in the Climate Pact will be promoted by the project and the organization of an exhibition as a Climate Pact satellite event will be explored.
- Other A New European Agenda for Culture
- The aim of the New European Agenda for Culture is to exploit synergies between culture and education and strengthen links between culture and other policy areas, to build cohesive societies and offer a vision of an attractive European Union.
- HERIT ADAPT follows a participatory approach, involving citizens in the co-creation of its results, ensuring structured dialogue with civil society. National authorities will be also engaged and provided with feedback and tools to be scaled up, in line with the goals of the New Agenda.
- The project is aligned with its cross-cutting action for protecting and valorising cultural heritage and its strategic objectives as follows:
- - Social dimension - harnessing the power of culture and cultural diversity for social cohesion and well-being through co-creation.
- - Economic dimension - supporting innovation, jobs and growth through capacity building in 8 pilot areas, fostering favorable ecosystems for cultural industries, promoting access to finance, innovation capacity, cross-sectoral cooperation and promotion of skills.
- - External dimension - Strengthening international cultural relations through the enhancement of a multilevel interdisciplinary, intersectoral dialogue, reinforcing cooperation on cultural heritage, sustainable tourism and climate change adaptation.

- SDG#1: No Poverty: The HERIT ADAPT Model can provide income through job creation.
- SDG#5 Gender Equality: will be ensured by all PPs and activities within the project’s work plan (C.7- horizontal principles).
- SDG#8 Decent work and economic growth: The HERIT ADAPT solutions and strategies are in line with Target 8.2: higher levels of economic productivity through diversification, technological upgrading and innovation and Target 8.3: Promote development-oriented policies that support productive activities, decent job creation, entrepreneurship, creativity and innovation.
- SDG#10 Reduced Inequalities: will be ensured by all PPs and activities within the project’s work plan (C.7- horizontal principles)
- SDG#11 Sustainable Cities and Communities. Aligned with Target 11.4: Strengthening efforts to protect and safeguard the world’s cultural and natural heritage.
- SDG#13 Climate Change: The HERIT ADAPT Model aims to contribute in achieving the Target 13.1: Strengthen resilience and adaptive capacity to climate-related hazards and natural disasters in all countries and Target 13.2: Integrate climate change measures into national policies, strategies and planning. Through C&D it will contribute to Target 13.3: Improve education, awareness-raising and human and institutional capacity on climate change mitigation, adaptation, impact reduction and early warning.
- SDG#16 Peace and Justice: HERIT ADAPT aims at enhancing the resilience of the tourism sector, which fosters multicultural tolerance and understanding, laying the grounds for more peaceful societies.
- SDG#17 Partnerships for the goals: The cross-sectoral nature of the tourism sector, in support of the TWGs formed by the project, can further strengthen the establishment of public-private partnerships.
- Other 2nd UfM Ministerial Declaration on Environment and Climate Action
- In the light of Climate and Environmental emergencies, reflecting common but differentiated responsibilities and respective capabilities of countries’ different national circumstances, the UfM declaration aims at joining efforts and stepping up the implementation of relevant global and regional commitments to achieve a balance between anthropogenic greenhouse gas emissions and removal as soon as possible during the 2nd half of the century, while promoting fair, resilient and resource-efficient economies, reducing pollution and protecting biodiversity and ecosystems in the Mediterranean region.
- HERIT ADAPT’s objectives are in line with the UfM declaration which among others entails:
- - Increasing action on adaptation by taking appropriate measures aimed at enhancing the countries’ capacities to respond to the impacts of climate change and make the Mediterranean region more climate-resilient.
- - Scaling-up resources i.e. capacity building and skills development, technology development and transfer and innovation, to support the transition towards more resilient, inclusive and sustainable economies in different sectors, including tourism and cultural and natural heritage.
- - Actively engaging all stakeholders, including national, regional and local authorities and administrations, civil society, the private sector and the academia in the design, development, implementation and monitoring of climate and environmental policies and actions;
- - Integrating gender and youth considerations into climate actions taking also into account vulnerable groups.
- Other UNEP Map Mediterranean Strategy for Sustainable Development
- The Mediterranean Strategy for Sustainable Development (MSSD) 2016-2025 provides an integrative policy framework for all stakeholders, including MAP partners, to translate the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) at the regional, sub-regional, national and local levels in the Mediterranean region.
- As a strategic document, the MSSD serves to adapt international commitments to regional conditions and guide national strategies and stimulate regional cooperation in the achievement of sustainable development objectives.
- The MSSD was adopted by all Mediterranean countries at the 19th Meeting of the Contracting Parties to the Barcelona Convention (COP 19) (February 2016, Greece).
- The implementation of the MSSD is supported by the UNEP/MAP – Barcelona Convention system, in particular through the work of the Mediterranean Commission on Sustainable Development (MCSD).
- A new MSSD for the period 2026-2035 will be issued following the final evaluation of the Strategy.
