Mediterranean Wetlands are extremely vulnerable ecosystems, often under environmental protection. The Ramsar Convention defines them as one of the most productive and biodiverse environments in the world, providing the habitat on which countless species depend. They are highly subject to external pressures including i) the state of health of the river basins to which they refer; ii) intensive agriculture causing water consumption and water and soil pollution; iii) heavy urbanization. Wetlands are often challenged by the poor coordination and capacity of institutions to manage complex territorial dynamics needing different levels of planning. Thus, the active protection of wetlands biodiversity requires overcoming the current sectoral approach and addressing the problem systemically. WE GO COOP addresses these issues by promoting the implementation of the Wetland Contract, a multilevel collaborative governance tool tested in several EU-funded projects, fostering coordination between organizations previously involved and new central stakeholders. The project will: 1- Set up a Community of Practice (CoP) amongst actors engaged in Wetland Contracts at the Mediterranean level, capitalizing on the outcomes of former EU-funded projects, sharing challenges and solutions; 2- Exchange experiences, methodologies, and strategies, and transfer the Wetland Contract tool to new contexts in the Euro-Med region (Croatia, Portugal, Albania) and the South and Middle East Med region. Transnational cooperation becomes the tool through which WE GO COOP forms the CoP uniting different perspectives facing similar challenges, enabling the project to meet the needs of wetlands on a large scale, ensuring the transferability of its results. WE GO COOP is expected to: 1- Improve knowledge about wetland collaborative governance processes, 2- Improve collaboration between researchers, policy-makers, experts, environmental associations, key stakeholders, and communities.

Les zones humides méditerranéennes sont des écosystèmes extrêmement vulnérables, souvent sous protection environnementale. La Convention de Ramsar les définit comme l'un des environnements les plus productifs et les plus riches en biodiversité au monde. Ils sont fortement soumis à des pressions externes dont i)l'état de santé des bassins fluviaux auxquels ils se rapportent; ii)agriculture intensive entraînant consommation d'eau et pollution; iii)forte urbanisation. Les zones humides sont souvent confrontées à une mauvaise coordination et capacité des institutions à gérer d’une facon concertée et integrée les dynamiques territoriales complexes nécessitant de différents niveaux de planification. WE GO COOP répond à ces enjeux en promouvant la mise en œuvre du Contrat Zones Humides, un outil de gouvernance collaborative à plusieurs niveaux testé dans de projets financés par l'UE, favorisant la coordination entre les organisations impliquées et les nouvelles parties prenantes centrales. Le projet vise à: i)Mettre en place une Communauté de Pratique (CoP) entre les acteurs engagés dans les Contrats Zones Humides au niveau méditerranéen, en capitalisant sur les résultats des anciens projets financés par l'UE, en partageant les défis et les solutions; ii)Echanger des expériences, méthodologies et stratégies, et transférer l'outil Contrat Zones Humides à de nouveaux contextes dans la région Euro-Med (Croatie, Portugal, Albanie) et dans la région Sud et Moyen-Orient Med. La coopération transnationale devient l'outil par lequel WE GO COOP forme la CoP réunissant différentes perspectives face à des défis similaires, répondant aux besoins des zones humides à grande échelle, assurant la transférabilité de ses résultats. WE GO COOP est censé: i)Améliorer les connaissances sur les processus de gouvernance collaborative des zones humides; ii)Améliorer la collaboration entre chercheurs, décideurs, associations environnementales, acteurs clés et communautés.

Actual Achievements (EN):

The 1st semester served as a preparatory period for the engagement for setting up the management and administrative procedures, and elaboration of the main project outputs, deliverables and studies of the next phases of the project. Thus, the main progress can be summarized bellow: Regarding Administrative and Management issues, the Partnership: -Finalized the pre-contracting clarifications requested by the Programme Officers -Signed the Partnership Agreement and Subsidy Contract -Prepared the Rules of Procedure of the Steering Committee -Actively used Basecamp for monitoring deadlines and storing final deliverables -Organized the Kick-Off meeting (online) on 29.2.2024 with all partners' participation Regarding Communication and Dissemination, the Partnership: -Finalized the Communication Strategy -Created the project social media (LinkedIN, Facebook, Instagram) -Created the project website according to the guidelines of the Programme -Printed and located the project poster in visible place in their premises -Had an active presence in the social media Regarding contribution to the Amplification Strategy, the Partnership: -Attended the TCP and IDP common meeting in Rovinj, Croatia on 26,27/6/2024 and the NHM's 1st summer school in Piran, Slovenia on 18-20 June 2024 -Participated in the Natural Heritage Mission Working Groups Regarding the implementation of the Work Packages, a summary is presented bellow: The project's consortium facilitated the launch of communication activities both online and through specific materials to be used and distributed during the project. Posters and leaflets (as required by the AF) and rollups (additional material) were created in English. The materials were made available in editable formats so that partners could translate them into local languages. The project templates in .doc and .ppt format were prepared and made available on the project's Basecamp platform. The social media channels Instagram, Facebook and Linkedin have been activated and several posts have already been published. The communication strategy has been drafted and is scheduled to be delivered by September 2024, as planned by the JS. To optimize communication activities and integrate with those of the Mission and other thematic projects, the Communication Officer participated in the meeting organized by the Natural Heritage Mission on the 26th and 27th of June 2024 in Rovinj, Croatia. The exhibition on the collaborative governance of wetlands was set up in 7 locations, each chosen by the partners in their own area. The exhibition consisted of posters on previous EU projects on collaborative governance and pilot cases and practices described by each partner. In the end, 8 posters were created for the case studies and practices and 4 on past European projects. The deliverable was concluded, as planned, by the end of June. Concerning the WP2 and the activities in synergy with the Mission, a team member participated in the Natural Heritage Mission's 1st Summer School organized from the 18th to the 20th of June 2024, in Piran, Slovenia.

Interreg Med WETNET (EN), n/a (FR) | n/a (FR), The Interreg Med WETNET (MED 2014-20) developed a common territorial strategy for wetland integrated management. Building on previous EU experiences (River Contracts), WETNET tested Wetlands Contracts, acting through broad participatory processes where users, and private and public entities are committed to mainstreaming wetlands preservation into their ordinary activities.
The two projects develop several synergies: i) Interreg Med WETNET partners will be involved in the Community of Practice promoting networking and knowledge exchange, ii) Interreg Med WETNET interventions will be included in the Platform, iii) Interreg Med WETNET methodology will be transferred to WE GO COOP partners and new territories, building on the results of WETNET, taking advantage of the flexibility and feasibility of the Wetland Contract implementation (Deliverable Wetland Contract Methodology of Interreg MED WETNET Project “Towards a common methodology for implementing wetland contracts – principles, guidelines, and best practices” (Gusmaroli et al., 2020).

(EN), n/a (FR), Interreg Med COASTING and COASTING PLUS (EN) | n/a (FR), The Interreg Med COASTING (MED 2014-20) was a capitalisation project based on the ICZM principles application, aiming at enhancing the effectiveness of the multilevel governance tool Contract de Baie (Coast Contract), transferring a shared methodology mostly centered on the stakeholders’ involvement and focusing the tool deeply on the tourism sector sustainability and qualification.
In order to concretely promote sustainable coastal tourism in line with EU policies, a transferring project was funded. COASTING PLUS built upon COASTING efforts to introduce a tool for integrated governance of sustainable and responsible coastal tourism in the Med area. The two projects develop several synergies: i) Interreg Maritime IT-FR RETRALAGS partners will be involved in the Community of Practice promoting networking and knowledge exchange, ii) Interreg Maritime IT-FR RETRALAGS interventions will be included in the Platform, iii) Interreg Maritime IT-FR RETRALAGS methodology will be transferred to WE GO COOP partners and new territories, building on the results of Interreg Maritime IT-FR RETRALAGS, taking advantage of the flexibility and feasibility of the Lagoon Contract implementation.
The Municipality of Alghero was the LP of Interreg Maritime IT-FR RETRALAGS and will facilitate the synergies. Among the actions foreseen by the project, there is the definition of a governance tool: The Biodiversity Pact that activates an open and permanent workgroup, engaging key stakeholders (farmers, environmental associations, decision-makers, etc.) in order to share procedures for the management of rural areas able to enhance the mapped and evaluated ecosystem services and to increase the level of functionality and ecological connection. Among the actions foreseen by the project, there is the promotion of River Contracts.
The two projects develop several synergies: i) Life GREENCHANGE partners will be involved in the Community of Practice promoting networking and knowledge exchange, ii) Life GREENCHANGE interventions will be included in the Platform, iii) Life GREENCHANGE methodology will be transferred to WE GO COOP partners and new territories, building on the results of Life GREENCHANGE, taking advantage of the flexibility and feasibility of the Pact and the River Contracts implementation.
The Province of Latina is the LP of Life GREENCHANGE and will facilitate the synergies. The municipality of Brassanvido was the LP of Life RISORGIVE and will facilitate the synergies. (EN), Interreg Alcotra EAU CONCERT 2 (EN), n/a (FR) | n/a (FR), The Interreg Alcotra EAU CONCERT 2 was a project aiming at restoring and protecting transboundary aquatic ecosystems and strengthening their ecosystem services by implementing cooperation on participatory governance of river ecosystems based on the River Contract tool which is a working method for the negotiated and participatory management of water resources on the scale of the hydrographic basin, to which one voluntarily adheres.

Sind. Interdip. di Gest. del Chirac was the LP of Interreg Alcotra EAU CONCERT 2 and will facilitate the synergies. (EN), LIFE REWAT (EN), n/a (FR) | The Life REWAT aimed to develop a participated strategy for integrated water resources management at the sub-catchment level, as a model of governance for sustainable development of the lower Val di Cornia. Specifically, the project aimed at developing an integrated and participating governance tool for surface and groundwater management at a sub-catchment scale, which will lead to signing a "Basin Contract", a pioneer experience in Italy of Negotiated Agreement involving all the waterbodies (fluvial, groundwater, transitional and coastal) of the same sub-catchment.

The Consorzio di Bonifica 5 Toscana Costa was the LP of Life REWAT and will facilitate the synergies. (EN), n/a (FR), LIFE RII (EN), n/a (FR) | The Life RII aimed to introduce and test the effectiveness of innovative land management strategies with experimental interventions to restore watercourses to a safer and closer to natural structure with the aim of increasing their self-purification capacity and improving water quality and ecological status. As part of the project, following the participatory process and the implementation of the interventions, a further phase of public participation was developed, functional to the signing by public and private organizations of a formal voluntary agreement (Pact of rii) which specifies precise commitments for environmental hydraulic requalification and maintenance of environmental canals.
The two projects develop several synergies: i) Life RII partners will be involved in the Community of Practice promoting networking and knowledge exchange, ii) Life RII interventions will be included in the Platform, iii) Life RII methodology will be transferred to WE GO COOP partners and new territories, building on the results of Life RII, taking advantage of the flexibility and feasibility of the “Pact of Rii” implementation.
The Emilia Romagna Region was the LP of Life RII and will facilitate the synergies. (EN), n/a (FR)

EuropeanGreenDeal The WE GO COOP Project is aligned with the main objectives of the European Green Pact. As intended by the Green Pact, WE GO COOP will promote the preservation, maintenance, and enhancement of the European Union's natural capital. Furthermore, the preservation and restoration of ecosystems, their services, and biodiversity are objectives of the Pact that WE GO COOP will help to fulfill as cooperation for the management of wetlands is fundamental for the preservation of Mediterranean biodiversity. One of the key points of the Pact is the fight for cleaner air, fresher water, and ensuring the ecological health of the land. Key to meeting this objective is caring for Europe's wetlands, one of the world's main water filters and a core of biodiversity. Securing a network of support and cooperation for the management and conservation of wetlands will be a major step in consolidating the preservation of European ecosystems as one of the key drivers of Europe's future.
TerritorialAgenda2030 The Territorial Agenda 2030 serves as a framework for the promotion of territorial cohesion in Europe in order to achieve balanced territorial development between countries and regions, fostering cooperation between various territorial actors across Europe. The creation of a Community of Practice advocates these objectives within the framework of the ecological conservation of wetlands, all with the same multi-level, multi-stakeholder approach with which the Territorial Agenda encourages actors to develop initiatives. In this way, as specified in the Agenda, the Community of Practice will build capacity and develop a network of synergies between diverse actors with common goals for a balanced development of the territory.
EUStrategyAdriaticIonianRegion The objectives of the WE GO COOP project are fully aligned with the pillars on which the Strategy is based: blue growth, connecting the region, environmental quality, and sustainable tourism. Blue growth is one of the most important long-term strategies for the European Union, so any project or action that promotes coordination and governance in the Mediterranean and its respective areas and seas will boost blue growth. Likewise, the work from the Environmental Contracts for wetlands through the creation of a Community of Practice allows the implementation of the project in the countries of the Region to improve the connection and coordination, and therefore boost the conservation of environmental quality and values. In addition, most of the areas in which wetland Environmental Contracts are developed are tourist centers where the conservation of the ecosystem and the economic development of the territory are often at odds and where the Contract has been proposed as a cooperative solution to this controversy.
MediterraneanSeaBasin The WestMED Initiative seeks to build momentum for collaboration between the countries of the different Western shores of the Mediterranean. In this sense, establishing a Community of Practice on the northern shore can serve as a first step towards the creation of a Mediterranean-wide network of actors advocating and cooperating for the implementation of environmental contracts across the region. Like other European initiatives, it promotes sustainable development and approaches it from a blue growth perspective, which makes WE GO COOP a project from which various good practices and frameworks for action can emerge for initiatives that want to align themselves with this and other strategies.
