The last few years have been challenging for healthcare facilities in Poland and Lithuania – COVID-19 has mercilessly exposed system deficiencies in the event of crisis situation an emergency and a surge in the number of patients requiring emergency health care. The year 2022 brought further challenges and threats - the bloody conflict in Ukraine, resulting from Russian aggression, makes one wonder about the degree of preparedness of Polish and Lithuanian health care, including hospitals, for a situation of warfare in Poland and/or Lithuania. Of course, armed conflict is this black scenario, but it is important to note that before February 2022, quite a number of politicians or geopolitical experts did not believe in the possibility of an attack on Ukraine. Decades of peace in this part of Europe have meant that hospitals, including hospital emergency services, have mostly abandoned any preparations for the bleak scenario of the start of hostilities. The current geopolitical situation calls for urgent measures to increase the resilience of health care system in the PL-LT border region in case of crisis situations such as military conflicts by undertaking joint multi-level complementary interventions. Project aims on building of PL-LT border region health system resilience by strengthening of emergency care adaptability to crisis situations. Aim will be achieved though: - providing medical personnel with the necessary theoretical and practical competences for the implementation of health care aimed at battlefield injuries, - equipping of units with medical devices and technical facilities, - developing of universal algorithms for the operation and interaction of medical units, including the admission of patients from hospitals abroad/transferring their own patients to other facilities. The direct beneficiaries of the project and its outputs are partner hospitals in the Polish-Lithuanian border area, i.e. Voivodeship Hospital in Suwałki and Alytus District Hospital. These units will experience positive changes/effects of the project in the form of providing higher quality healthcare in the field of broadly defined emergency care through equipping with modern medical equipment and devices, higher qualifications of medical staff and established algorithms for dealing with extreme situations, in particular armed conflicts. The target beneficiaries of the project and its outputs will be the population of Suwałki and Alytus regions, who through the implementation of the project will function (live, work, etc.) in an area with a hospital with the capacity to undertake effective, efficient emergency measures in situations of crisis, including armed conflict. Problem of interest to the partners in this project is essentially cross-border in nature. The sad experience of countries/regions that have experienced crisis situations and war clearly shows that a solidarity-based response from the international community, including – its closest neighbours, is necessary to minimise the tragic consequences. Border regions are vulnerable as crises situations might not halt at administrative borders, therefore cross-border coordination is required. It should be noted that so far no one has addressed this topic in the Programme area, even more so in the aspect of cross-border cooperation between health care units. Output to be created as a result of the planned project activities, i.e. study containing algorithms and response procedures for hospitals in the border region in the event of an emergency, in particular armed conflict, can be adapted by other stakeholders Soft and hard backgrounds acquired by project partners during the implementation of planned project activities will be also used in day-to-day statutory activity.

Actual Achievements (EN):

Within reporting period both PPs appointed a Project Teams responsible for the implementation of project activities and reporting. Responsibilities have been indicated for individual Project Team members. Project was initiated on 10th April 2024 in “Loft” Hotel in Suwałki by kick-off conference, in event participated 40 persons, 20 from PL and 20 from LT. Among participants were present representatives of emergency medicine from other PL health care units and representatives of the Podlaskie Voivodeship self-government. Representatives of the local and regional media were invited to the event, and a press conference was held in the course of the event. Information about the launch of the project appeared in numerous media materials. During the kick-conference directors of both partners officially signed partnership agreement. Both PPs placed durable plaques on the project in premises of the hospitals. Also, PPs published articles on the project in the regional press: LP1 on 28th April 2024 in regional dailies ‘Gazeta Współczesna’ and ‘Kurier Poranny’ and PP1 on 23rd April 2024 in ‘Alytaus Naujienos’. Moreover, PPs created websites sections dedicated to project, information on the project, EU support and project activities is published in this section. On May LP1 purchased bullet wounds trainer, which will be used in the trainings planned for the next reporting period. Also, patient transportation trolleys, operating theatre light, intraosseous access drill, lead safety aprons and EKG’s were ordered, delivered, but were not paid in the reporting period, therefore these costs will be included in the next report. PP1 conducted public procurement for project controller services, service was contracted. The procedure for selecting a contractor for the training activities by LP1 has also been initiated.

EU project entitled “Improving the quality of emergency care infrastructure and services for injured patients in the S. Kudirkas Hospital of the Alytus District Public Hospital” financed from ERDF (EN) | The project carried out by Alytus Hospital shows synergy with the project presented in this application in terms of subject matter, i.e. the medical speciality concerned. Both initiatives address the topic of increasing the resilience of medical care through intervention in emergency medicine.
Proposed project, which does not duplicate of previous activities, either further develop as well as complements results of the mentioned project – modernised within the past project infrastructure of the hospital units providing emergency medical aid in case of injuries will be equipped within the current project in terms of emergency healthcare in the event of, among other things, armed conflicts.
Given the above, it is important to point out that the projects analysed have a static synergy effect.
Static synergy to synergy effect results from the relationship between the current project and existing outcomes generated by past analysed project. It is not possible to interact directly with the already implemented project activities but the results will be used as the already existing and further developed infrastructure resources. Thus, the information offered by past project outcomes will contribute to a sustainable use of resources under a synergic process.
The added value of the current project is to address the topic of emergency healthcare from the point of view of armed conflict through a wide range of complementary activities (equipment, procedures, trainings).

Contribution to wider strategies and policies:

EUStrategyBalticSeaRegion A healthy population in the Baltic Sea Region (BSR) is a prerequisite for productivity, economic competitiveness and further development. The Northern Dimension Partnership in Public Health and Social Well-being (NDPHS), Coordinator for the Policy Area “Health” in the EUSBSR pointed several thematic areas of intervention, including those connected to emergency medicine – harm resulted from alcohol and substance use, occupational safety and health or prison health.
Planned project is oriented on increase of resilience of emergency medicine in Polish-Lithuanian cross-border region by increasing the capacity of the hospitals in this area. The objectives of the project are directly in line with Action 3 – “Increasing stakeholder and institutional capacity to tackle regional health challenges” of the EUSBSR Policy Area “Health. Action 3 provides measures also included in the project – capacity building, shared learning, knowledge brokering and training activities.
It should be noted that the above health-related action correlate with the goals and operational targets included in the NDPHS Strategy and its Action Plan, the 2030 Agenda for Sustainable Development Goals, the principle of universal health coverage (UHC), the WHO Decade of Healthy Ageing 2020-2030 and other global and regional strategic frameworks.

The document identifies the main trends, challenges and the conception of the country's development in the long term. The strategic aim of the project is to improve the quality of life of Poles. In order to achieve the objective, a number of key decisions have been identified, among which there is the implementation of instruments to improve the quality of health services and the efficiency of the health care system through, inter alia, the implementation of permanent quality improvement systems in health care, the improvement of health care infrastructure.
Other Podlaskie Voivodeship Development Strategy 2030
The document defines the mission “Ambitious Podlaskie” and the vision “Entrepreneurial, partnership, perspective Podlaskie”. In the analysis of weaknesses in the area of Society, “Poor and uneven access to specialised healthcare services in the public sector” was identified, hence Strategic Objective 2. “Resourceful residents” and Operational Objective 2.2 “Active residents” were listed among the strategic objectives, where it is assumed that “in terms of health care and public health improvement, the focus will be on ensuring access to high quality health services focused on early disease diagnosis and treatment (...)”.
Other A roadmap for economic recovery and resilience “Next generation Lithuania”
The document includes difines planned directions of further state development. In the document we find, among many others, Reform 1.6 “Systematically strengthening the resilience of the health system to work in emergencies”, which aims to ensure the smooth, safe, uninterrupted and efficient delivery of health services during health emergencies.
The project is directly in line with the reform, concentrating on the topic of resilience of the healthcare system by emergency healthcare improving.
Other Strategic development plan of the municipality of Alytus till 2030
The strategic plan difines the vision of Alytus city development directions and describes specific priorities.
The Plan contains i.a. 1st Priority – “Convenient city” and Objective 1.3. – Develop public services that meet the needs of the population. Objectives will be achieved through specific tasks:
Task 1.3.1. Enable active and healthy lifestyles;
Task 1.3.2. Develop a sustainable health and social services system;
Task 1.3.3. Ensuring community safety.
The project is directly in line with the objective, concentrating on the topic of resilience of the healthcare system by emergency healthcare improving in order to ensure safety of inhabitants of Alytus.

The European Green Deal is a general commitment by the European Commission to implement cross-sectoral measures covering policy areas such as energy, transport, agriculture, finance, public participation to transform the European Union into a modern, resource-efficient and competitive economy where:
- there are no net emissions of greenhouse gases by 2050
- economic growth is decoupled from resource use
- no person and no place is left behind
This strategy, despite its environmental nature, is based on a general 'Health in all' policy, which means that the end result of meeting its conditions brings health benefits. The project proposed in this funding application takes the same result direction – health security for the inhabitants of the hospital partner regions
Under The European Green Deal Mainstreaming Sustainability in all EU Policies is included, mainstreaming climate emergency mitigation and adaptation into EU sectoral policies and EU funds is regarded as an essential component of a successful comprehensive policy, which covers:
- Infrastructure
- Agriculture & forestry;
- Marine, fisheries and coastal areas and water management:
- Biodiversity
- Disaster risk reduction;
- Health.
This last section focuses on actions that must be taken in response to direct and indirect effects of the climate emergency on human health, and the tools and financing to fix them. Direct effects result from, for example, changes in the intensity and frequency of extreme weather events (natural disasters). Activities planned under the project will increase the preparedness of health services to respond to incidents of this nature by enhancing emergency medicine resilience.
