Description (EN):

Climate change is affecting the Black Sea area, despite not being sufficiently addressed at the regional scale. The region is particularly vulnerable to: erosion, landslides, sea level rise, flooding, storms, heatwaves, new types of plant diseases and droughts. Adaptation to the consequences of climate change is a key challenge in the BSB territory. New technologies in the environmental sector, such as artificial intelligence, data science, and small sensors, can be used to collect real-time geospatial data and make it more accessible, preventing disasters and increasing climate change readiness and adaptability. Transnational and cross-border cooperation is at the heart of the vision and methodological approach of the project. It derives from its overall objective - to enhance transboundary cooperation for increasing the regional readiness and adaptability to climate change related hazards through application of nature-based solution assisted by highly innovative remote sensing methods. The MoreAdaptBSB is making involved stakeholders from local and regional level, to exchange experiences, use common knowledge tool and get familiar with state of the art on adaptation planning. By taking this approach, the dialogue and co-design of measures for restoring urban and coastal green spaces will be increased. The reason why these targets cannot be efficiently achieved acting only on a national, regional, or local level, is that climate change is intrinsically not addressable by a single region and nation. The main outputs are: i) tool for visualizing climate change vulnerability and resilience (incl. the areas of Greece, Bulgaria, Romania and Ukraine within the programme territory); ii) a nature-based adaptation plan and a catalogue of restoration measures; iii) 60 dka restored green spaces in a New European Bauhaus manner in coastal and urban areas within Kassandra (GR), Constantsa (RO), Primorsko (BG) and Odessa (UA); iv) 3 conducted knowledge exchange groups and 1 Living Lab in the form of multi-actor approach. The main results are: i) well-established transboundary cooperation for increasing the regional readiness and adaptability to climate change related hazards; ii) improved capacity of the relevant authorities. Regional and/or local authorities will directly benefit from MoreAdaptBSB's results through knowledge exchange and further application in their daily work; from a science perspective, higher education and research institutions can gain familiarity with highly innovative remote sensing methods; being a part of restoration activities will benefit NGOs and citizens associations.

Actual Achievements (EN):

During the first reporting period 26.07.2024-25.11.2024, the MoreAdaptBSB project has successfully laid the groundwork for achieving its climate adaptation objectives in the Black Sea region. By focusing on fostering cross-border cooperation, the project has made significant strides in building regional resilience to climate change. Notable achievements include: Kick-Off Meeting: Organized by PP2 (Chamber of Chalkidiki) in Polygyros, Greece, the meeting brought together all partners to align on project goals, responsibilities, and strategies. They also discuss further steps and opportunities to foster cross-boarder cooperation, to identify solutions regarding adaptation to climate change and provide impact to the local communities in the Black Sea region.During the initial meeting, the partners introduced their areas of expertise and agreed on the first steps and responsibilities for each organization. During the discussion regarding the organizational and administrative aspects of the project, OUC took the lead and described the overview of the project structure and management and also the project objectives. In the end of the Kick-Off Meeting, we had a study visit to the Petralona Cave highlighted environmental challenges and the importance of nature-based solutions. Communication and Dissemination: The project developed a branding identity and launched social media platforms to ensure effective communication. These efforts, led by PP2, aim to raise awareness at local, regional, and international levels. Stakeholder Engagement: Partners engaged diverse groups, including local authorities, NGOs, and research institutions. PP6 (Odessa State Agrarian University) connected with 51 stakeholders, while PP5 (Municipality of Primorsko) mobilized local communities to support project goals. Nature-Based Solutions: Initial assessments and consultations for restoring urban and coastal areas were conducted by LP1(UOC), PP4 (Via Pontica Foundation) and PP5, targeting the restoration of at least 60 hectares of vulnerable landscapes. Remote-Sensing Methodology: LP1 (Ovidius University of Constanța) and PP6 initiated the design of a tool to assess the resilience and vulnerability of coastal and urban areas, providing data-driven insights for adaptation strategies. Cross-Border Cooperation: Knowledge-sharing mechanisms were established to foster collaboration among partners, ensuring tailored solutions for regional challenges. Added Value of Cooperation: By leveraging the expertise and resources of partners from Greece, Bulgaria, Romania, and Ukraine, the project fosters innovation, strengthens cross-border relationships, and ensures sustainable climate adaptation strategies. These achievements demonstrate the project’s critical role in enhancing resilience across the Black Sea region. Regarding Activity 1.2, related to the Application of nature-based solutions for increasing the adaptability of the most vulnerable areas, LP (UOC) was involved in discussions regarding the selection of representative areas for the implementation of nature-based solutions, in accordance with the submitted documents, which are an integral part of the funding application. while PP6 (OSAU) conducted several site visits to the location where the nature-based solution is to be implemented, aiming to enhance its adaptability potential. At this stage, preparatory activities were carried out, including collecting information about the site's condition, initiating consultations with local authorities for obtaining authorization documents, and expanding the list of stakeholders by including relevant local authorities and environmental organizations. However, these were only preliminary activities, considering that Activity 1.2 is scheduled to begin in Period 6, starting from the 21st month of the project. These is the report for PERIOD 2(26.11.2024 – 25.03.2025). In the reporting period, the partners of the MoreAdaptBSB project made significant progress towards developing a common methodology based on remote sensing and nature-based solutions (NbS) for assessing and reducing climate vulnerabilities in urban and coastal areas of the Black Sea region. The Lead Partner – Ovidius University of Constanța (LP1) – initiated the procurement process for the development of four environmental studies essential to the methodological framework of the project. The required technical documentation was prepared, and preparations were launched for a potential notification regarding implementation adjustments. In parallel, LP1 mapped relevant stakeholders in the region and established communication channels with them to facilitate their involvement in future activities (including consultations, methodology validation, and pilot actions). EPICHAL (PP2) –has continued the communication and visibility activities by publishing 34 social media posts and drafting the dissemination plan. It provided guidance to partners on applying Interreg NEXT visibility rules and coordinated the collection of a stakeholder database covering all participating countries. In the period 2, Kassandra Municipality (PP3) began collecting historical climate data and field observations in the pilot area in Greece, involving local experts in defining relevant indicators. PP3 also contributed to the preparation of the international knowledge exchange event in Polygyros, alongside local awareness-raising efforts. Via Pontica Foundation (PP4) – leader of the methodology-related activity – contracted remote sensing experts, began drafting a data parameters report, and acquired advanced equipment (LiDAR drone, RTK station, dedicated software) for accurate mapping. Collaboration with the other partners was strengthened through joint planning of data collection and field verification activities. This activity of data collection is a very important step for finalizing the methodology, and it should be comprehensive and adaptable to the diverse environmental conditions across the pilot areas of Kassandra (Greece), Primorsko (Bulgaria), Constanta (Romania), and Odessa (Ukraine). Primorsko Municipality (PP5) prepared documents for outsourcing data collection and analysis services, but the contract was not finalized due to unclear specifications. Instead, it conducted an inspection of the proposed restoration site, confirming the absence of protected species, and provided monthly updates to the community on project progress. OSAU (PP6) carried out activities to identify experts and available climate data sources, adapting actions to the martial law context. In parallel, OSAU engaged the university community by organizing an essay contest and a public lecture on environmental topics. It also published online articles and distributed a questionnaire to involve stakeholders in the next stages of the project. All these achievements reflect the partners’ commitment to strengthening the technical foundation of the project, fostering transnational collaboration, and actively involving local communities, thus laying the groundwork for testing and validating climate adaptation solutions in the next project phase. During the third reporting period (26 March – 25 July 2025), the MoreAdaptBSB consortium made substantial progress towards its specific objectives, particularly in relation to the co-development of the remote-sensing based methodology and the preparation of pilot interventions across the Black Sea region. The joint work of all six partners demonstrated the added value of transnational cooperation by pooling expertise, aligning data standards, and engaging stakeholders across four countries. A major highlight was the successful organization of the first Knowledge Exchange Group meeting in Chalkidiki, Greece (19–20 May 2025), hosted by the Chamber of Chalkidiki (PP2) in close cooperation with the Municipality of Kassandra (PP3). This two-day event brought together partners, policymakers, scientists, and local communities from Greece, Bulgaria, Romania, and Ukraine. Participants discussed climate vulnerabilities, exchanged good practices, and co-developed local restoration strategies. Field visits and thematic workshops provided a practical setting for sharing lessons learned and aligning visions for Nature-Based Solutions (NbS) across pilot areas. The event significantly strengthened cross-border networks and enhanced mutual learning among partners. The Lead Partner, Ovidius University of Constanța (LP1), finalized the procurement of external expertise through a direct award contract with SC Atlas Research SRL. The commissioned studies on reducing vulnerability and increasing adaptability to climate change provide essential scientific input for Activity A1.1 (development of the methodology) and Activity A1.2 (preparation of NbS interventions). LP1 also actively contributed to the Knowledge Exchange Group and ensured smooth financial and administrative coordination by submitting two notifications to the Joint Secretariat for budget reallocations. The Chamber of Chalkidiki (PP2) consolidated its role as Communication Officer by refining the Dissemination Plan, managing project social media (over 30 posts during this period), and coordinating partner contributions to visibility. Beyond communication, PP2 played a central role in organizing the Knowledge Exchange Group, ensuring high-level participation from local and regional authorities, academics, and NGOs. The Municipality of Kassandra (PP3) contributed with local environmental data, involved municipal officials and experts, and co-organized the Knowledge Exchange Group. Their active participation in panel discussions and field visits highlighted municipal challenges and opportunities for applying NbS in coastal areas. The Via Pontica Foundation (PP4) delivered one of the most important technical outputs of this period: the Technical Guidance Document for the collection of historical and spatial data. Developed with external expertise, this methodology provides harmonized instructions on data type, format, and sources, enabling consistent and scientifically robust contributions from all partners. PP4 also procured additional IT equipment to process LiDAR data, ensuring that the consortium has the technical capacity required for the upcoming phases. The Municipality of Primorsko (PP5) continued preparing the Bulgarian pilot by contracting external services for the elaboration of regional reports and spatial planning. It also took part in the Knowledge Exchange Group and engaged with local authorities and NGOs through publications and public outreach, thereby enhancing visibility and local ownership of the project. The Odesa State Agrarian University (PP6), despite operating under martial law, achieved impressive results. It collected and processed climate, ecological, socio-economic, and geospatial data for five Ukrainian coastal regions, based on PP4’s methodology. It secured the involvement of the Velikodolynska community as pilot site and initiated collaboration with the Odesa State Academy of Civil Engineering and Architecture. Moreover, PP6 engaged over 100 stakeholders through surveys and awareness-raising campaigns, and published several articles on its official website and social media. These efforts laid a strong foundation for the future implementation of NbS in Ukraine. Overall, the period was marked by strengthened cooperation across borders, concrete technical outputs, and enhanced stakeholder engagement. The partners not only advanced the methodological work but also ensured that local authorities, academic institutions, and civil society were involved in shaping climate adaptation solutions. The diversity of expertise – from universities and municipalities to NGOs – proved to be a key asset, enabling the consortium to address complex challenges and to prepare for the practical implementation of pilot actions in the upcoming phases. The implementation progress of the project is estimated at around 40%. During the 4th reporting period (26 July – 25 November 2025), the MoreAdaptBSB project achieved significant progress in establishing a solid technical, scientific, and cooperative foundation for climate change adaptation in coastal and urban areas of the Black Sea region. The partnership successfully advanced the joint development and operational validation of a remote-sensing based methodology for assessing climate vulnerability and resilience, marking a major milestone in Work Package 1. A key achievement of this period was the successful finalisation and submission of the First Intermediate Report, coordinated by Via Pontica Foundation with the support of the external expert team. The report consolidated harmonised datasets, validated vulnerability assessment methodologies, spatial and statistical results derived from pilot territories, and a Technical Verification Guide for field application. These outputs ensure methodological consistency across partner regions and provide the technical backbone for upcoming nature-based restoration actions. Transnational cooperation was further strengthened through the second Knowledge Exchange Group (KEG) Meeting, organised by the Lead Partner, Ovidius University of Constanța, on 22–23 October 2025. The event brought together project partners, public authorities, researchers, NGOs, and regional stakeholders from Romania, Bulgaria, Greece, and Ukraine. The KEG meeting enabled the exchange of expertise, validation of preliminary assessment results, and alignment of future pilot interventions with local needs and New European Bauhaus principles. During this period, partners actively contributed to methodological validation and stakeholder engagement at national and local levels. Field vulnerability verification was carried out in selected pilot areas, supported by the jointly developed technical guidance, while preparatory activities for nature-based solutions were advanced through site assessments, consultations, and conceptual planning. In parallel, communication and dissemination activities were intensified, significantly increasing project visibility and stakeholder awareness across the programme area. Overall, the achievements of Period 4 demonstrate the added value of cross-border cooperation within MoreAdaptBSB. By combining scientific expertise, local knowledge, and coordinated stakeholder engagement, the project has successfully moved from methodological development towards operational readiness, creating a strong basis for pilot implementation and long-term climate resilience planning in the Black Sea Basin.

The MoreAdaptBSB forsees development of a widely accessible web-based tool that visualizes the assessment on the resilience and vulnerability of the project area (incl. urban and coastal territories) to climate change hazards. It could serve to the managing authorities and policy makers for appropriate planning of climate adaptation measures.
EUStrategyDanubeRegion The counteracting climate change (which is of particular importance for the Black Sea region) is among the five strategic objectives of the EU Macro-Regional Strategy for the Danube Region (EUSDR), as included in the revised Action Plan. Through implementation of nature-based solution - restoration of green spaces in urban and coastal areas (60 dka restored green spaces) assisted by highly innovative remote-sensing methods, the MoreAdaptBSB encourages the territorial adaptation capacity and counteract the climate change.
Other The EU Adaptation Strategy - The Strategy underlines the need of science-based, robust ecosystem restoration and management that helps minimise the risks, improves resilience and climate mitigation. The MoreAdaptBSB directly contributes through applying remote-sensing methods (producing web-based tool, that visualizes the assessment on the resilience and vulnerability of the project area to climate change hazards) for identifying most vulnerable to climate change areas and further restore them through planting trees (60 dka restored green spaces).
