- SASPAS- Interreg Italy -Croatia (EN) | The challenge of SASPAS was to preserve and get a better status of conservation of biodiversity of the Adriatic Sea ecosystem to decrease its vulnerability. The overall objective was to improve seagrass preservation and restoration through: laying safe anchorage innovative systems, performing pilot transplantations, carrying out monitoring activities and by defining an integrated management system for seagrasses in Adriatic area. The main outputs referred to the activities were: a monitoring system with data collections/monitoring campaigns, the placement of environmentally friendly anchoring systems, pilot transplantations of seagrasses and an Integrated Management System for seagrasses in the Adriatic Sea. Considerable capitalization of this project has been made for BIOPRESSADRIA. Synergies consist in the typology of valuable habitats considered, in the relative approach in their investigation and in the management of the information collected. - (EN) | ECOSS overall objective was the establishment of the ECOlogical observing system in the Adriatic Sea (ECOAdS), shared between Italy and Croatia, able to integrate ecological and oceanographic research and monitoring with Natura 2000 conservation strategies. Building on the facilities, infrastructures and long-term ecological data existing in the Programme area and developing specific case studies, in ECOSS was enhanced the marine observational capacities for improving the conservation status and the expansion of the marine component of Natura 2000 network. The synergies and feedbacks among the main conservation management issues consist in the valorization of specific valuable habitats and species as capable indicators of quality and – conversely – of pressure occurrence. - (EN) | HATCH respond to a cluster call whose objective is to maximize the experiences and results achieved by the Interreg IT-HR STD projects to participate in the dissemination of the Maritime Spatial Planning (MSP) methodology for the use of the Adriatic Sea. HATCH partners capitalize on the data collected with analytical and monitoring activities carried out during Adswim, ECOMAP, ECOSS, CREW, SASPAS, SOUNDSCAPE, Watercare projects by analyzing, comparing, and organizing them into a single uniform format and uploading them into a cross-border platform (named Hadriaticum Hub), a tool exploitable by stakeholders and decision-makers in MSP’ application to preserve Adriatic sea. Also Best Practices cases and monitoring protocols from STD ITHR projects are collected, rationalised and shared cross-border.
- These outputs can be used in the frame of BIOPRESSADRIA to characterize pilot areas, to develop pressures monitoring protocols and the cross-border strategy too (EN), REST COAST - Horizon
- (EN) | RESTCOAST will demonstrate to what extent upscaled restoration addressed to vulnerable coastal ecosystems, such as wetlands or sea grass meadows, can provide Nature-based low-carbon solutions for climate adaptation and disaster risk reduction, while enhancing ecosystem connectivity and supporting biodiversity. To reach such an ambitious aim, REST COAST will implement Nature-based solutions to address urgent coastal issues, such as the erosion/flooding during storms and the acceleration of coastal habitat degradation, at nine pilot sites that represent the main EU regional seas (Baltic, Black, North, Atlantic, and Mediterranean). The project will evaluate the improvements owed to the restoration activities by evaluating a series of ecosystem services (ESS) provided by coastal ecosystems and raising the awareness on their importance among the principal stakeholders. Results from hands-on restoration at the Pilots will prove the importance of coastal restoration in reaching the EU Green Deal objectives (reducing emissions by 50-55% and promoting biodiversity by 2030) for adaptation/mitigation under Climate change, by supporting a transformative change in governance and financial structures aimed at long-term maintenance of coastal restoration practices, as well as favoring the replicability of large scale restoration, based on a scalable coastal adaptation plan, and the introduction of coastal ESS into national and international policies.
- Synergies with RESTCOAST project are mainly related to the opportunity to share knowledge about the effectiveness of the implemented Nature-based solutions and their expected effect on supporting ESS supply. (EN), LIFE REDUNE (EN) | The LIFE REDUNE general objective has been to restore and maintain the ecological integrity of 5 dunal habitats in 4 Natura 2000 sites present along the Adriatic coast through an ecosystem approach. Alongside the restoration of 91 hectares of dunal habitats and the doubling of the number of individuals of Stipa veneta priority species, the project aimed to reduce human impact in 4 Natura 2000 sites and encourage the stakeholders to develop a responsible attitude toward the dunal ecosystems. A synergy opportunity is provided by following up the REDUNE objective to contribute to the acquisition of effective skills and methodologies to raise awareness on coastal dunes importance, that can be exportable in similar ecosystems in the Mediterranean context. (EN), FRAMESPORT - Interreg Italy -Croatia
- (EN) | FRAMESPORT project aims at supporting and driving an integrated and sustainable development of small ports of the Adriatic coasts through a new strategy framework able to make them pro-active socio-economic drivers of this improvement. Furthermore, a tailor-made ICT platform will collect and systematize relevant data on small ports to be shared as starting point for any further development. The platform also contains best practices, suggestions, and operational guidelines that small ports may internalize for optimizing their reality. This platform and the information collected on nautical tourism will give a useful support in BIOPRESSADRIA activities. (EN), MSP-GREEN - MSPgreen EMFAF-2021-PIA-MSP
- (EN) | The MSP-GREEN project contributes to align maritime spatial plans to the ambition of the European Green Deal by creating a framework for plans which will provide a cross-cutting approach to the key topics relevant for marine environment and sustainable transition of blue economy: climate change, circular blue economy, marine biodiversity, marine renewable energies, sustainable food provision.

MED INTERREG 2014-2020)
- (EN) | The proposal capitalizes the experience of the Project AMARE Plus funded by the programme Interreg Mediterranean Sea Basin 2014/2020, in detail the monitoring protocols developed to track climate change effects in the Mediterranean MPAs in the AMARE PLUS Project, and training activitiy addressed to the staff of Natura2000 sites and MPAs in order to acquire the know-how that makes them able to autonomously implement monitoring activities including field operations, data management and interpretation. The goal was to promote the role of MPAs a sentinel of climate change effects in the Mediterranean, with a session for the Local ecological knowledge based monitoring a session on temperature conditions, mass mortalities and fish visual census and another training session on Seagrass meadows and sea urchins.
- In general, the monitoring protocol of AMARE Project based on:
- -Mortality Assessment: a protocol of extreme importance to estimate the effect of heatwave on benthic organisms, two dives where the conservation status of P. clavata has been investigated. This protocol has been carried out at depths between 25 and 35m;
- -Visual Census: monitoring protocol required to detect changes in the fish population of all those species indicative of climate change (positively and negatively). This protocol has been carried out at depths less than 10m.
- -Posidonia: Counting of leaf bundles within the Posidonia meadows will be carried out, no Pinna nobilis monitoring is possible due the lack of this species. Reconstruction of the past fish population and monitoring of ongoing changes through the involvement of fishermen, through their activity and their historical memory;

- (EN) | CASCADE project proposed to develop a set of concerted and coordinated actions including monitoring and management to enhance the knowledge, evaluate the quality and assess the vulnerability of inland, coastal, and marine ecosystems in Italy and Croatia, with the final objective to restore endangered species and to support integrated management. Activities on pilot sites included assessment of coastal and marine biodiversity in degraded areas, restoration actions, assessment of impacts of extreme events on ecosystems, conflict management, etc. The project consolidated research capabilities through concrete dialogue with stakeholders (agencies, research centres, universities, etc.). Public institution Sea and Karst developed monitoring system on targeted habitat and species, as well as on ecological conditions of Natura 2000 site Cetina Estuary. Satellite data interpretation (with ground proofing) for mapping of Cymodocea nodosa meadows from 2013 onwards was tested. Identification of key pressures was carried out as well as consultation on mitigation measures with local authority representatives. Restoration program for critically endangered Pinna nobilis species was also tested. Ecological monitoring was done by an multiparameter sonde that can be used also to register pollution from nautical tourism. The approach of CASCADE project is very similar with BIOPRESSADRIA project proposal, as both are targeting seagrasses. Sea and Karst will share gain knowledge and experience with BIOPRESSADRIA project partners. (EN), IMPRECO - Common strategies and best practices to IMprove the transnational PRotection of ECOsystem integrity and services (ADRION Programme) (EN) | IMPRECO main objective is to enhance the safeguarding of ecosystem services and tackle their environmental vulnerability strengthening the potential of protected areas in biodiversity and ecosystems conservation through their transnational networking. There are couple of synergies of this project proposal and IMPRECO project financed through Adrion programme https://impreco.adrioninterreg.eu/ (1.142.165,50 EUR) with Pakleni island as pilot area. PI Sea and Karst carried out wide data collection, analyses, and interpretation activities for the purpose of defining ecosystem services of the area, especially of the marine ecosystem. BIOPRESSADRIA will complement IMPRECO analyses with identification of pressures over marine area. Monitoring of anchoring pressure over Posidonia meadows was established through IMPRECO project which can be share and improve with BIOPRESSADRIA partner institutions. Stakeholder’s protocol was also established for an integrated and sustainable development of Pakleni Islands area that will be used for BIOPRESSADRIA stakeholders’ engagement and validation of proposed mitigation measures. (EN), “Development of Natura 2000 Management Framework” (EU Operational programme competitiveness and cohesion 2014-2020) (EN) | The main goal of the project is to establish a framework for effective management of Natura 2000 in Croatia through participatory development of management plans, including protected areas, development of individual and institutional capacities for management and raising public awareness on the importance of protection of these areas. It is implemented by the Croatian Ministry of Economy and Sustainable Development. Within the project Sunce is coordinating participatory development of 8 management plans for Croatian public institutions, that include a total of 23 protected areas and 70 Natura 2000 sites, in the coastal area. For two public institutions that are partners within this project proposal, PI Sea and karst and PI Dubrovnik – Neretva County, Sunce is coordinating development of 6 management plans. Process started in March 2021 and management plans are to be finalised by July 2023. Proposed project will include Natura 2000 sites from these management plans in its analysis and build on existing knowledge and cooperation generated through the stakeholders’ engagement process, especially those connected to anthropogenic pressures. It will help in finding solutions to mitigate identified pressures by implementing concrete actions on the identified pilot areas. (EN), Interreg MED COASTANCE (MED Programme – European Territorial Cooperation 2007-2013) (EN) | Its main aim was to develop practical tools (technical/administrative) to manage the coastal zone adaptation to climate change, according to European policies such as the Integrated Coastal Zone Management (ICZM), the Integrated Maritime Policy, the Maritime Spatial Planning, the Adaptation to climate change., etc. The project focused on those constituents of coastal protection action, such as coastal risks, submersion and erosion, territorial action plans for coastal protection management and guidelines for environmental impacts studies focused on coastal protection works and plans. Within the project, Guidelines for Integrated Coastal Zone Management for Dubrovnik-Neretva County was developed, which will be used as data input for this project proposal. (EN), Interreg MED COASTING and COASTING PLUS (MED Programme – European Territorial Cooperation 2007-2013) (EN) | COASTING is a capitalization project based on the ICZM principles application, aiming at enhancing the effectiveness of a multilevel governance tool like Coast Contract (Contrat de Baie), transferring a shared methodology mostly centered on the stakeholders’ involvement, and focusing tools and actions more deeply on the tourism sector sustainability and qualification. In accordance with the ICZM protocol, COASTING aims to apply its principles to enhance qualification and use of natural resources, to create social accountability through a participation process so to develop a coherent framework for coastal recovery and management, increasing coordination for actions related to sustainable and responsible coastal and maritime tourism in the MED area. The capitalization process aims to build the coherent methodology and framework for institutional uptake of procedures and policies related to coastal governance in the partner’s regions and in the EU. Coast Contract governance tool will be used as a tool in building our stakeholder network and defining pressures and activities in the pilot areas. (EN), Mapping of Adriatic Coastal and Seabed Marine Habitats Under the Croatian National Jurisdiction (EN) | It is a national project aiming at mapping 51% of Croatian coastal and seabed habitats and developing national marine habitats map. Project started in 2018 and will be finalised by the end of 2023. It is financed under the EU Cohesion Fund 2014-2020 under the specific objective 6iii2 Establishment of sustainable biodiversity management. Project will build on habitats maps that are to be developed under this project, using them for better marine spatial planning in respect to lowering nautical tourism pressures on habitats and pressures monitoring. In detail, as indicated in the action plan presented in 2021 as part of the European Union Strategy for the Adriatic and Ionian Region (EUSAIR) one of the main threats to the marine and coastal space is the human use of this space, including fishing, maritime transport, the tourism that have in recent decades intensified the pressures on coastal and marine ecosystems. In line with the EUSAIR action plan the ecosystem-based approach of the proposal aims to contribute to the coordination of activities in the framework of Integrated Coastal Zone Management (ICZM) and Maritime Spatial Planning (MSP) to ensure sustainable use of resources. Moreover, the BIOPRESSDRIA proposal aims to increase cross-border collaboration and stakeholder cooperation between different coastal and maritime sector activities and have the potential to bring together ecosystem services and blue growth opportunities in a sustainable way with special attention to the implementation of pilot actions that will allow the achievement of a better balance between the interests of the sectors competing for the marine and coastal space. The indicative actions are increasing marine knowledge and exchanging best practices among managing authorities of Marine Protected Areas. Moreover, the proposal will contribute to the Pillar 3 “Environmental quality” in detail with the specific objective “To ensure a good environmental and ecological status of the marine and coastal environment by 2020 in line with the relevant EU acquis and the ecosystem approach of the Barcelona Convention” and its flagship “Promotion of sustainable growth of the Adriatic-Ionian Region by implementing ICZM and MSP as well as to contribute CRF on ICZM of Barcelona convention and the appropriate monitoring and management of marine coast”
- EuropeanGreenDeal Related to the action “Preserving and restoring ecosystem and biodiversity” foreseen by the European Green Deal, the proposal addressed the project activities to measures the main causes of biodiversity loss, especially to nautical and tourist activities. To reach goal, European Union developed the “EU biodiversity strategy” with specific target to reach by 2030. The pilot actions will contribute to the EU Nature Restoration Plan, that bring diverse and resilient nature back to all landscapes and ecosystems, reducing pressures on habitats and species, and ensuring all use of ecosystems is sustainable. In this sense the pilot action of MPA of Porto Cesareo, which will analyze the capacity of physical or ecological load, definable as that limit expressed concretely with a number of tourists, beyond which the environmental or cultural resources are damaged leading to a degradation of an ecosystem. In line with this also the pilot action of Municipality of Monfalcone and the National Park of Kornati will support the limit to the impacts of the anthropic pressures on its ecosystem.
- Other Marine Strategy Framework Directive
- The updated Marine Strategy Framework Directives requires Member States to ensure good status of coastal and marine waters, that is a pre-requisite for tourism to prosper, provides a specific definition of good environmental status and the associated in order to formulate more precise environmental targets and establish more clearly the contribution that measures have made to meeting the targets. As indicated in “European Strategy for more Growth and Jobs in Coastal an Marine Tourism” C(2014)86, the tourism depends on a healthy environment and the sustainable use of natural capital, but activities are often concentrated in already densely populated areas, leading to vast increases in water demand, more waste and emissions from air, road and sea transport at peak periods, more risks of soil sealing and biodiversity degradation (from infrastructure developments), eutrophication and other pressures. Scarcely populated and pristine areas can be affected too. In addition, the impacts of climate change exacerbate pressures on these areas and could reshape tourism's geographical and seasonal distribution. The EU's Natura 2000 network protects vulnerable coastal and marine habitats which, if managed well, can provide significant recreational opportunities and contribute to sustainable growth and employment. Monitoring activity represent an essential tool to detect changes in ecological systems and to achieve adaptive management of environmental issues. The usefulness of this instrument has been highlighted both as regards the assessment and mitigation of anthropogenic impacts, the effectiveness of conservation strategies and the success of restoration actions, More generally, in monitoring the state of ecological quality of ecosystems, so as to represent the founding pillar of the European Directives aimed at ensuring the sustainable development of human activities in the marine environment.
- Other Habitats Directive 92/43
- The integration of the measures for the protection of aquatic ecosystems provided for by European directives is an opportunity to coordinate and optimize the effectiveness of the actions provided for in the plans and programmes for the protection of water resources and biodiversity from the basin to the local one, can improve the effectiveness of the management of Protected Areas (AMP, Natura 2000 Sites and Ramsar Areas) and can contribute to the creation of an ecological network of aquatic systems fundamental to the achievement of the overall goal of biodiversity conservation.
- In particular, Directive 92/43/EEC of 21 May 1992 (Habitats Directive) was adopted in order to help safeguard biodiversity through the conservation of natural habitats and wild fauna and flora in European territory which provides for the adoption of measures to ensure that natural habitats and species of wild fauna and flora of Community interest are maintained or restored to a satisfactory conservation status. The Directive constitutes a coherent European ecological network of Special Areas of Conservation (SAC) Natura 2000 consists of the sites where natural habitat types listed in Annex I to the Directive and habitats of the species listed in Annex II to the Directive are located. This network shall ensure that the natural habitat types and habitats of the species concerned in their natural distribution area are maintained or, where appropriate, restored to a satisfactory conservation status. To this end, the Habitats Directive (1992/43/EC) introduces a series of obligations that Member States must respect for their Natura 2000 network such as (Art. 6 HD):
- - obligation to introduce conservation objectives and measures (Art. 6 Par 1)
- - obligation to monitor the sites for the definition of the conservation status (verification of non-deterioration) (Art. 6 Par 2).
- Other CROATIAN NATIONAL STRATEGIES
- BIOPRESSADRIA project fits into Croatian national strategies related to biodiversity protection and sustainable tourism, related pressures, monitoring and mitigation measures. Project supports all five strategic objectives of the Nature Protection Strategy and Action for Croatia for 2017-2017, especially 2. To lower direct pressures on nature and support sustainable usage of natural goods 4. To increase knowledge and data availability and 5. To increase level of knowledge, understanding and public support for nature conservation. National Sustainable Tourism Development Strategy by 2030 identifies need to better manage and monitor nautical tourism impacts on the environment, especially in respect to anchoring damages on seagrasses. This is also recognized in the Croatia Natura 2000 Priority Action Programme for 2021-2027 period, with priorities given to pressures monitoring and direct actions to manage nautical tourism pressures. Project is also in line with Croatian current efforts to develop monitoring plans for marine and coastal Natura 2000 habitats, and to fill in the gap identified through this process related to non-existing data and monitoring of pressures on site based level. Furthermore, the project will support the implementation of Croatia’s Marine Strategy Framework Directive, which includes provisions to protect marine habitats and ecosystems from the impacts of human activities, and monitor their state. Finally, the project will contribute to the Croatian Government’s commitments to the implementation of the 2030 Agenda for Sustainable Development, which among the goals includes also “Conservation and sustainable use of the oceans, seas and marine resources for sustainable development”. The commitment is to prevent and significantly reduce marine pollution of all kinds.
- Other ITALIAN NATIONAL STRATEGIES
- The BIOPRESSADRIA project aligns with the Italian national strategy for environment protection, known as the PNAC, which aims to reduce environmental impacts, restore ecosystems, and protect biodiversity. The strategy prioritizes reducing air and water pollution, preventing resource waste, and promoting sustainable forms of tourism, including nautical tourism. The project will support the PNAC by offering practical solutions to minimize the negative effects of nautical tourism on marine habitats.
- MARINE SPATIAL PLANNING DIRECTIVE
- The main purpose of MSP (Maritime Spatial Plann. Direct.) is to promote sustainable development and to identify the utilisation of maritime space for different sea uses; it is an example of multi-level governance in a transboundary context. The MSP applies the ecosystem-based approach for preventing and solving the conflict in marine space allocation, involveing the maritime stakeholders, and uses consistent multi-sectorial databases.
- Accordingly, Member States are preparing the MSP plan, identifing the distribution of current and future activities and uses in their marine waters taking into account their interactions and assessing anthropogenic pressures on the marine environment.
- This represents an excellent base of information for a careful quantitative consideration of the pressures on the Adriatic Sea coast
- ITALIAN RECOVERY AND RESILIENCE NATIONAL PLAN
- The BIOPRESSADRIA project is linked to and takes place in coherence with measure M2C4 - Land and Water Protection. In particular, to investment 3.5: Restoration and protection of the seabed and marine habitats. 19.1 per cent of Italian waters are subject to conservation measures; however, this percentage must increase significantly to reach the European Union's 2030 biodiversity protection targets. These targets call for actions that require a thorough knowledge of the location, extent and status of coastal habitats for their protection and restoration.
