A number of threats to marine biodiversity occur at different temporal and spatial scales, from local short-term pollution to long-term regional impact of fishing, eutrophication, climate change, introduced species and other threats. Ocean science research is key for a sustainable future which has ultimately led to the UN General Assembly proclaiming a Decade of Ocean (2021–2030). Over-exploitation has been identified as a major threat to marine biodiversity to the extent that we can conclude that people are systematically devouring marine organisms to extinction. Most Adriatic commercial fish stocks are in unsustainable decline, while many are threatened with extinction, due to overfishing. The results of such behaviour have broad social, economic and biological consequences that transcend national and regional boundaries, and successfully can be solved only through cooperation at the international level within a global framework. Marine protected areas (MPAs) are an area-based conservation strategy commonly used to safeguard marine biodiversity and ecosystem services. Ecological connectivity governs the exchange of individuals among spatially fragmented habitats and is often highlighted as an important element in the design of MPAs. The current network of legally protected areas, including those under strong protection, is not sufficiently large to safeguard biodiversity. Both countries need to contribute to the goal of the EU Biodiversity Strategy for 2030 which states that at least 10% of protected areas surface should be strongly protected. Both Croatia and Italy have large shares of the Adriatic Sea, and with that have the largest scope of influence on it. They both share a long history of joint usage of marine resources. Similar problems and predispositions are tackled through joint implementation and cross-border jointly developed solutions of pioneer activities for this area. Large gaps in spatial distribution to ensure much needed connectivity among MPAs are especially visible in north and middle Adriatic. That is why project is focused on Natura 2000 sites around Island of Silba, marine area around Parco del Conero and Natura 2000 site around Foce Trigno that will with efficient management and strong protection be the missing link in MPA connectivity in the north-middle Adriatic. All project areas are parts of the European ecological network Natura 2000 with designated important habitats and species. These three areas represent the diversity the Adriatic in compact form. They jointly have all important marine habitats. These three areas will be commonly branded as MAPAs – Marine Adriatic PArks and their strong protection will be supported by the legislative system relevant authorities of both countries. Project will also provide tools for easier replicability of successful implementation of strengthening protection status, establishing co-management, and expanding of territory. MAPAs truly represent the Adriatic Sea so when these solutions are successfully applied to these three areas they can be transferred and replicated and applied anywhere in Croatia and Italy. Important aspect is those areas are recognized by the local community as important to be protected and supported by scientific research and the civil society organisations that are the most in touch with the local knowledge. In Programme Area, and especially in three project areas, the sea is the basis of life, therefore it is extremely necessary to support the coexistence of people and the sea. It is necessary to bring people closer to the sea, but at the level of appreciation that the marine environment, as a key part of everyday life, need to be known, protected, preserved, and used sustainably. This premise multitudes considering the growing interest of tourists in such places. Pristine nature is something that ensures livelihood to the local communities through ensuring food and resources, nature-based solutions to reduce impact of climate change and economic growth through eco-friendly touristic activities. This translates into quality of life, territorial attractiveness and contributes directly to the sustainable economic development of the Programme area. A strong connection amongst locals, tourists and nature will be accomplished through project activities and key benefit of nature-based and community-based actions will be promoted to all target groups. Project implementation will tackle all common challenges through strengthening the protection status of three existing Protected Areas as Marine Adriatic PArks (MAPA). Higher protection status, achieved in active collaboration with local communities, will enhance protection and preservation of nature and biodiversity that supports regeneration of marine resources with the preservation of local livelihoods.

Actual Achievements (EN):

The MAPA project started on February 1, 2024. During the first two months of project implementation, the clearing condition phase was in progress in order to simplify further implementation of the project. On March 22, 2024, a Pre-kick-off meeting was held online, during which the lead partner (LP) introduced the project partnership and outlined the activities and deliverables within WP1, WP2, WP3. It was emphasized that the project remained in the clearing condition phase. AGRRA has established management structures and introduced key activities with specified deadlines for deliverable completion. During the meeting, Programme guidelines have been presented, focusing on communication and financial management. In preparation for the upcoming Kick-off Conference (D.2.1.6), the LP actively communicated with project partners. This conference, scheduled for May 28, 2024, was successfully held in Zadar in a hybrid form, accommodating both in-person and online attendance. During the event, the partners emphasized the importance of enhancing the status of protected marine areas (MPAs) and presented three pilot sites: Conero Park (Italy), Silba, the Silban ridges (Croatia) and Foce Trigno (Italy), jointly known as Marine Adriatic Parks. Joint Secretariat (JS) outlined the strategic objectives for the new Programming period. The Steering Committee (SC) was held the same day to formalize project partnership and a Regular live coordination meeting was organized also. The LP encouraged partners to complete Deliverables 1.1.1 Expert Background Analysis and elaboration in support of different MPA monitoring schemes; D.1.1.2 Development of the Research Plan on MPA capitalization and D.1.3.1 Legal analysis of the legislative system of Croatia and Italy on MPA management) by the end of the reporting period. Financial part was also presented and Partners were invited to comply with legal and Programme rules, when they carried out procurement procedures. A Communication strategy (D.2.1.1 Projects communication Strategy for New management practices in MPAs) was delivered by PP3 with the help of LP. On May 29, 2024, the LP hosted the Blue Cafe event (D.2.1.4), engaging 33 attendees, including 19 students from various universities and three external lecturers. Moderated by 20000 Leagues (PP3) with contributions from PP2 and PP4, the session focused on MPAs' significance, challenges and successful management solutions. AGRRA participated in a series of meetings organized by PP3 and PP4 on June 12, 19, and 26, as well as July 11, 2024. These meetings were aimed at finalizing Deliverables 1.1.1, 1.1.2, and 1.3.1. Each deliverable, including the Expert Background Analysis and the corresponding legal and research plans, was successfully produced within the first reporting period, according to the Gantt chart. AGRRA has procured promotional materials for the Kick-off Conference, Project meeting, SC meeting, and Blue Cafe event. UNIVPM organized the first Mapa day July 25th (D.2.1. 3). UNIVPM also organized first Ocean Action Festival on July 27th 2024 (D.2.1.5), where the MAPA project was presented during the yearly Ocean Action festival organized in Fano Municipality and hosted by the Fano Marine Center (FMC), a research hub hosting five research national entities. At this event all the main environmental associations were present: WWF, Greenpeace, Legambiente, Marevivo, Sea Shepherd,Medreact, Pro Natura, Reef Check Italia. Project partners have participated in several training sessions and seminars to enhance knowledge of the recent programme regulations. On March 26, 2024, the Lead Partner attended the Seminar for Standard Projects in Venice. The LP's and PP3's communication managers attended an online training session for project website administration on June 20, 2024. On June 28, 2024, PPs team members participated in an online training session - Reporting in Jems. LP maintained regular communication with the JS during the submission of the Partnership Agreement and Subsidy Contract. The Partnership Agreement was signed on April 16, 2024, and the Subsidy Contract was signed on June 20, 2024. On July 18, 2024 the final regular online meeting was organized to monitor the project's progress. Project partners reported on their activities, financial expenditures, and discussed the submission of the Partner Report. The LP proposed guidelines for preparing the report and set a deadline. PPs have prepared their Partner reports and FLC certificates have been validated. he second MAPA reporting period started on August 1, 2024. As per the first reporting period, the Partner reports from LP, PP3 and PP4 have been certified, while the PP2 Report was submitted with an amount of zero. This certificate will be added as part of PR2. PP5 did not submit the Report by the end of the reporting period but remained in constant communication with the LP. PP 5 submitted PR1 and was certified on 05/02/2025. This certificate will be added with the second period. After the submission of the Project report, it was certified, and funds were transferred to the LP, who subsequently transferred the funds to the remaining Partners (PP3 and PP4). Two Regular online coordination meetings were held: one on September 25, 2024 and one during January 2025 (31.01.2025). The live coordination meeting took place in Ancona, Italy, on November 6, 2024. The aim of these meetings was to analyze Partner reports, review deliverable execution, discuss communication activities, target groups, as well as conduct a detailed review of financial execution, including the submission of the Project report. The Regular live coordination meetings also provided an opportunity to discuss the plan for deliverables implementation. For the purpose of MAPA platform development – which serves as a pilot action solution for active citizenship involvement (D.1.4.2.), it was necessary to analyze their design and functionalities. During the second half of January 2025 (17.01.2025), an online trilateral meeting coordinated by LP was held to define the functionality of the MAPA platform among LP, PP3, and PP4. PP4 conducted research among target groups to define what specific features and content end users find useful for the Platform. This information will help LP effectively develop the technical specifications for the Platform. Three bilateral online meetings were organized between the LP and UNIVPM on October 3, 2024 (focused on financial reporting), October 11, 2024 (target group reporting), and October 14 (preparation and submission of the Partner report). During this reporting period, the 2nd (Silba, Croatia; organized by PP3), 3rd (Ancona, Italy; organized byPP4) and 4th (Ancona, Italy; organized by PP5) MAPA days were organized. Within the 4th MAPA day the Round table with key-players was also organized, as part of the WP3 - Activity 3.1. Developing partnership with local key - players in usage of marine resources. The 2nd Blue Café (D.2.1.4), The Sea Tales, organized by PP5 took place from October 22 to 24, 2024, at Portonovo Beach, providing an interactive learning experience for children, teachers, and naturalistic guides. With this initiative, PP5 and PP4 contributed to Capacity Building Schemes for children and Citizen Science Programmes through consultations with schoolteachers and naturalistic guides to support educational engagement. On November 7th 2024, PP4 coordinated the 3rd Blue Café on Marine Policies, hosted by DiSVA at UNIVPM. LP attended ECOMONDO 2024 (November 5, 2024), the leading international trade fair for the circular economy held in Rimini, Italy. During this event, AGRRA engaged with various stakeholders, including environmental organizations, policymakers, and industry leaders, to explore innovative strategies for enhancing the protection of marine biodiversity. AGRRA also presented the MAPA project to stakeholders and exchanged experiences with other project managers during the event. LP attended the event “100% EU funds”, where the MAPA project was presented. This event was a part of a wider campaign called "EU in my region", through which all member countries promoted the results and possibilities of membership in the European Union. During this reporting period, the Branding Campaign Strategy and Action Plan (D.2.1.2.) were finalized. The LP's communication manager attended an online training session for the web site Administrators and COM meetings on October 3, 2024, November 12, 2024, December 10, 2024 organized by the Programme and January 20, 2025. The project was promoted through dissemination activities by the PP3 and AP at significant gatherings focused on marine conservation. Notably, the “18th Meeting of Professional Services of Public Institutions for Protected Area Management” took place from October 9th to 11th, 2024, in Biograd na Moru, where over 120 experts attended and learned about co-management initiatives, including the achievements in Silba. Additionally, the MAPA project was presented at the CRO-MPA strategic planning meeting in Šibenik on November 13th and 14th, 2024, contributing to discussions on prioritizing marine conservation actions in Croatia. Specific conditions set in the Subsidy Contract have been respected in the second reporting period. The 3RP MAPA started on 1/02/2025. As per 2RP the Partner reports from all PPs have been certified. PP2 and PP5 certificates for the 1RP were added with the 2RP. After the submission of the PR, it was certified, and funds were transferred to the LP, who subsequently transferred the funds to the PPs. 2 online meetings were held on 14/04/2025 and 26/06: the 5th meeting covered key topics related to the 3RP, including deliverables and communication activities; the 6th covered a key checkpoint to assess the current progress of the project, preparation of the deliverables and plan for future activities. During this period live meeting and SCM was organized: on July 29th, 2025, hosted by PP2 in Termoli, Italy. During the SCM meeting partners reviewed the 3RP, discussed the overall project progress, financial and communication. The meeting concluded with key takeaways and a Q\&A session led by LP. Within the project meeting Mid-Term Review Meeting was also held, attended by all PPs and JS representatives online. The LP prepared a presentation summarizing all project aspects, reviewing the project achievement on all levels and the meeting was scheduled to proceed with the presentation and discussion. The same day, the MAPA Mid-term Conference was held. After the welcome speech by Director Alberto Manfredi Selvaggi, PPs presented key activities, pilot actions, and research results. A round table with local stakeholders followed, fostering discussion on project impact. During this reporting period, most of the Activities and Deliverables scheduled in the Gant chart were finalized: D.1.2.1; D.1.2.2; D.1.3.2; D.2.1.6; D.2.2.1; D.2.2.2; D.2.2.3; D.2.2.4; D.2.2.5; D.2.4.1; D.3.1.1; D.3.1.1; D.3.3.1. The communication manager attended an online training session on "general" COM Meetup on 15/04, workshop about updating the Library section 17/04/2025, COM Meetup on 29/05, 10/06 SITE Webinar on Universal Design and Communication, 9th Thematic community COM Meetup on 24 July 2025. LP and PP3 were present at the meeting with JS Communication officers about the preparation of Article for joint communication campaign "Insights from Standard Projects" which will be organized in September 2025. PP3 will present during the Training on Citizen Engagement topic. PPs had several bilateral and multilateral online meetings in order to ensure smooth implementation and brainstorm the activities and deliverables execution. In WP1, partners continued to lead scientific research and monitoring at pilot areas, shaping the legal framework for MAPAs, participating in a high-level strategic dialogue on individual level and one jointly organized online meeting (9/05/2025) between representatives of the MAPA PP3, PP4, PP5), and experts from ISPRA – Istituto Superiore per la Protezione e la Ricerca Ambientale. The meeting was highly productive and fostered mutual interest in strengthening collaboration between MAPA and ISPRA. (outcomes integrated into Deliverable D.1.3.2, highlighting the transnational relevance of the discussion) This dialogue goes beyond national legislative contexts (Italy/Croatia), aligning with MAPA’s ambition to raise the level of protection in Adriatic MPAs by involving institutional actors and promoting shared, science-driven solutions. In the WP 2 PPs actively promoted the MAPA project’s branding, enhancing online visibility and jointly organizing local awareness events. The emphasis in this period was at the finalization of the Capacity building schemes and making progress in establishing LCCs. A joint working meeting between the BRIGANTINE and MAPA project teams was hosted in Ancona on 19/03/2025 in order to present the two projects to local authorities and key players to strengthen the cooperation between public administration and scientific and research institutions. The common purpose is to apply innovative approaches to coastal protection to advance the improvement of coastal environments and marine protected areas. In the WP3 partners worked on strengthening the stakeholder partnerships by organizing the round tables with key players, shaping the MoU and Joint training scheme for Pilot Action. Also, the preparatory activities for the D.3.2.1 scheduled for the next period were initiated. Regarding the capitalization activities AP and PP3 are preparing a project as a capitalization activity, submission within the Competitiveness and Cohesion Programme, under the call "Improved Management of Protected Areas and Natura 2000 Ecological Network Sites." This project will replicate the research and monitoring activities conducted in the Silba pilot area across selected islands of the Zadar archipelago, specifically Premuda, Molat, Ist, and Olib. PPs will work on capitalization during the project implementation, making the knowledge and outputs generated by project more accessible, improving the transfer of knowledge and reusing the MAPA activities and deliverables in order to support effectiveness, performance and impact.

INTERREG Italy - Croatia AdriaClim: Climate change information, monitoring and management tools for adaptation strategies in Adriatic coastal areas
(EN) | The project fostered collaboration among Croatian and Italian partners improving and setting up cross-border methodologies/protocols on coastal/marine monitoring with a focus on harmonizing and improving accessibility of observing and modeling tools and products. It contributed to the development of the Adriatic Sea regional integrated Monitoring Systems focus on hydro-meteo-marine climatological dimension. Integrated monitoring systems will be put in place: 4 in Italy (EMR, Puglia, Veneto and FVG) and 4 in Croatia (Split, Neretva, Northern Adriatic, Slano bay) dealing with different typologies of data (e.g. Sea level, sediments, nutrients, carbon dynamics, etc.). The monitoring systems include also integrated modelling tools both at Adriatic Basin scale and high resolution coastal scale for pilots.
The Mediterranean Sea and specifically the Adriatic coastal and marine areas are particularly vulnerable to climate-related risks. The sea surface temperature of the Adriatic Sea will increase of about +1.5/1.6°C in 2050 and sea level will increase of +7 cm with consequent negative impacts on coastal areas and marine ecosystem services. In Italy and Croatia climate monitoring, modelling and adaptation are necessary to face this crucial climate challenge and to turn potential threats into economic opportunities. AdriaClim gained accurate information able to support the development of regional and local climate change adaptation plans. That information can represent a starting point for the MAPA project, in particular for coastal adaptation planning and for a sustainable blue economy based on reliable and accurate information on local sea level rise, sea temperature and salinity, coastal erosion etc. AdriaClim filled the gaps (lack of geographical coverage) in existing observing systems and enhanced and complement the existing modelling capacity (e.g. Med-CORDEX) by developing high resolution integrated models upon which MAPA can build on in cross-border cooperation. (EN), INTERREG Mediterranean MPA-Engage: Engaging Mediterranean key actors in Ecosystem Approach to manage Marine Protected Areas to face Climate Change (EN) | MPA-ENGAGE, led by the Institute of Marine Sciences of the Spanish National Research Council, was funded by the Interreg MED program with a budget of about 3 million euros. MPA-ENGAGE aimed primarily to support Mediterranean MPAs to adapt to and mitigate the ongoing climate change effects in the Mediterranean Sea. Through a participatory approach, MPA-Engage monitored in a harmonized way the climate change impacts, and elaborate vulnerability assessments and developed climate change adaptation action plans in 8 Marine Protected Areas located in 7 Mediterranean countries, namely Albania, Croatia, France, Greece, Italy, Malta, Spain. That information can represent a starting point for the MAPA project, in particular MPA planning based on reliable and accurate area-specific informations. MAPA project is consolidating the planning of measures for strengthening the adaptation capacity in Italy and in Croatia, while also building upon cross-border cooperation. (EN), INTERREG Mediterranean MPA-Adapt: Guiding Mediterranean MPAs through the climate change era: building resilience and adaptation (EN) | MPA ADAPT Project has allowed to: monitor the effects of climate change with a set of fine-tuned protocols, carry out climate change vulnerability assessments from a socio-economic and biodiversity perspective and improve the capacity and common knowledge with a training and data sharing programme. MAPA project intends to capitalize the main deliverables and results of the work undertaken during the project so as to enable the exchange of knowledge, experiences, learnings and good practices from the development of action plans for climate change adaptation and their integration into existing management frameworks of marine protected areas (MPA). (EN), INTERREG Maritime GIREPAM - Integrated Management of Ecological Networks through Parks and Marine Areas) (EN) | GIREPAM Project aimed at defining a cross-border strategy for the integrated management of marine and coastal ecological networks, shared and implemented by Regions and management authorities of parks, marine protected areas and Natura 2000 sites, in order to find solutions to the common problems and challenges related to habitats and species of the Mediterranean coastal marine areas. MAPA project intends to capitalize the main deliverables and results of the work undertaken during the project so as to enable the exchange of knowledge, experiences, learnings and good practices. Main capitalizing factor will be the transferability of the natural capital assessment done in GIREPAM to be adapted and implemented through the project prepared to be transfered on. (EN), INTERREG Mediterranean POSBEMED2 - Governance and management of posidonia beach - dune systems across the Mediterranean
(EN) | POSBEMED2 developed planning strategies that enhance the value of the Posidonia beach-dune environment and integrate them into the overall coastal strategy, while also addressing concerns and educating stakeholders, based on findings of the previous project (POSBEMED). Furthermore, POSBEMED2 addressed key knowledge gaps, providing information that enhanced management decisions on adaptation, policies, planning and promotion in Protected Areas. One of the parter project was Associated partner that will transfer its knowledge in working with different stakeholders with different interest to come to a common solution. (EN), INTERREG Italy - Croatia ADRIREEF: Innovative exploitation of Adriatic Reefs in order to strengthen blue economy (EN) | ADRIREEF project examined the Blue Economy potential of Adriatic reefs, enhanced the attractiveness of existing marine resources to promote economic development through aquaculture and tourism activities. MAPA project will capitalize on ADRIREEF project by finding out how to implement Natural capital assessments and be navigated by this project's results and deliverables. (EN), INTERREG Italy - Croatia HATCH: Hadriaticum DATA HUB (EN) | Project HATCH is an on-going project that tackles similar topics as MAPA project from a different angle. Conservation of the Adriatic, a biodiversity hotspot, but also a fragile eco-system, depends on protection measures based upon multi-disciplinary, scientifically obtained knowledge. Various research programs conducted within the recently finished Interreg Italy-Croatia projects have significantly contributed to our knowledge of this basin but have also revealed some gaps. Namely, many indicators of conservation status are not standardized, which presents a problem in decision-making. HATCH will attempt at harmonizing chemical, physical, biological and ecological parameters from various monitoring programs and develop protocols for their application in Marine Spatial Planning, thus contributing to effective conservation of the Adriatic Sea. MAPA Project will make use of this project results upon its finishing and will work on establishing a collaboration after the project ends. (EN), HORIZON EUROPE SeaTecHub: (EN) | The main goal of the SeaTecHub project is to strengthen Croatian and Cyprus place-based innovation ecosystems and improve access to excellence for R&I actors by cross-border collaboration on a common strategy and alongside value adding chains within the area of eco-innovative technologies for healthy and productive seas, focusing on sectors 1. Aquaculture and fisheries, 2. Smart ports, 3. Maritime security and protection, 4. Research and Education, and 5. Maritime technologies.
PP3 is one of the partners on the project and collaboration between staff of both project and exchange of knowledge will be placed upon realization to bring added value to both of this cross-border cooperations. (EN), INTERREG Italy - Croatia NETWAP: A network of small "in situ" waste prevention and management initiatives (EN) | The NETWAP project generated a set of guidelines concerning biowaste management and optimisation of marine litter prevention of beached waste production, with particular attention to the local and community dimension. In case of biowaste management, this approach stimulates a spirit of participation in people who can consider waste not as something to get rid of, but a valuable resource to be exploited for the good of the community.
In two territories of Ist Island in Zadar county, Croatia and Fossalto village in Campobasso county, Italy,
selected to carry out the pilot action, a “local composting” scheme. l for the management of
composting operations. In case of waste plastic management, a methodology of valorization of plastics from marine and beach litter was established. Volunteers of environmental associations and local waste management operators were given criteria to recognize and separate recyclable plastic products; after selection, adequate washing procedures were presented in order to make
the selected plastics ready to be recycled. The application of this methodology attributes plastics from marine and beach litter a European waste catalogue number for recyclable plastics allowing to divert plastics from landfilling and incineration. With the use of Precious Plastic principle, the project included the local community in the proces of small circular economy. Project MAPA will capitalize on this approach and methodology developed in its educational activities for the general public. (EN)

EUStrategyAdriaticIonianRegion MAPA project with its activities is in full synergy with EUSAIR contributing to both specific goals of this pillar ensuring a good environmental and ecological status of the marine and coastal environment and contributing to EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services. It provides activities under the topic 1 – The marine environment. Project will contribute to the preservation and promotion of biodiversity and the sustainable development of marine ecosystems with the economic development of marine parks designed to efficiently protect areas that benefit the local community. Multidisciplinary approach of MAPA project is a necessary stimulant for trans-boundary collaboration and stakeholder cooperation across different coastal and maritime sector activities. Project will develop and implement pilot activities of a programme course for implementing alternative livelihoods bringing together ecosystem services and Blue Growth opportunities in a sustainable way. MAPA will improve management for MPA. Cross border developed and improved management of MPAs in the project is in synergy with EUSAIR indicative actions; by highlighting and branding (MAPAs- Marine Adriatic Parks) important marine habitats in project area and strengthening their protection this project is setting up transboundary marine protected areas, which refers to the Pillar 3 Flagship indicative actions.
EuropeanGreenDeal One of the main missions of the European Green Deal is to preserve our environment. Europe’s seas, oceans, and environment are a source of natural and economic wealth for Europe. Through European Green Deal EU wants to preserve and protect them.
European Green Deal priorities include

- reducing air, water and soil pollution
- moving towards a circular economy
- improving waste management
- ensuring the sustainability of our blue economy and fisheries sector
The overall purpose of the MAPA project is to use co-management strategies to protect ecosystems and biodiversity. With implementing activities of testing of monitoring practices and conducting natural wealth assessments MAPA will contribute to protecting our biodiversity and ecosystems, but also to reducing air, water and soil pollution and ensuring the sustainability of our blue economy and fisheries sector.
Blue economy and fisheries sector's sustainability will be aided by the upgrade or creation of co-management models for protected areas. Nature is an important ally in the fight against climate change and protecting areas of high-biodiversity value is of the great importance European Green Deal and MAPA.
European Green deal anticipates a circular and sustainable management of these resources that will
- improve our living conditions
- maintain a healthy environment
- create quality jobs
- provide sustainable energy resources
MAPA will implement activities of capacity building and awareness activities for target groups, but will also implement pilot activity of developing a programme course with at least one participant (either SME or recreational) per MPA to equip them for touristic activities thus contributing to improving their living conditions, maintaining a healthy environment and creating quality jobs.

The 2030 EU Biodiversity Strategy
The EU’s biodiversity strategy for 2030 is a comprehensive, ambitious and long-term plan to protect nature and reverse the degradation of ecosystems. The strategy aims to put Europe's biodiversity on a path to recovery by 2030, and contains specific actions and commitments.
Project MAPA will directly contribute to specific commitments and actions to be delivered by 2030, concretely to Establishing a larger EU-wide network of protected areas on land and at sea. MAPA will also contribute to better respecting nature in public and business decision-making through active citizens involvement activities.

Project MAPA with its activities directly contributes to Zadar County development plan 2021 – 2027 and especially to:
 Measure 12.2.: Improvement of the system of management, preservation and valorization of natural heritage with activity of Developing a joint strategy on MPA capitalization in MAPAs - testing of monitoring practices and conducting natural wealth assessments

MAPA project with implementation of its activities contributes to Marine environment and coastal area management strategy of the Republic of Croatia; Program of protection and management measures of the marine environment and coastal area of the Republic of Croatia, specifically to it's:
- 1. Strategic priority: improving the operational framework for coordinated management of the marine environment and the coastal area
- Special objective 1.1. The establishment of a system for coordinated, participative and transparent agreement and decision-making on the use of coastal and marine resources
- Measure 1.1.4. Ensure better involvement and timely response of the interested public in the processes of protection and management of the marine environment and coastal area via activities Branding of MAPAs & MAPA's day, Capacity building and awareness activities for target groups, Establishment of Cooperation Councils of Local Communities, Educational tools and developing digital tools to assist in the management of strong protection areas in MAPAs with citizenship engagement an
- Measure 1.1.5. Formulate priority needs for cross-border and wider international cooperation in the protection of the marine environment and management of the coastal area within the framework of the existing regional coordination bodies and the EU program of territorial cooperation, developing a joint strategy on MPA capitalization in MAPAs - testing of monitoring practices and conducting natural wealth assessments, Setting up the legal framework for strengthening MAPAs.
Other MAPA project is coherent with the “Guidelines for the drafting of the regional coastal ecosystem action and protection plan for adaptation to climate change, integrated as part of the regional strategy for sustainable development Molise Region”.
The paper about an extensive study of the climate conditions of the Molise coast outlines adaptation actions to be implemented to challenge the altered climate conditions that could trigger local extinction of habitats and species or cause the "shifting" of species to more suitable conditions. Due to extensive fragmentation and degradation of coastal and dune ecosystems along the Adriatic coasts limit the possibility for species to colonize new territories:
Action number 1: Control and eradication of invasive alien species in dune environments (e.g. Acacia saligna) to increase the resilience of natural ecosystems and containment of ruderal species; Action number 4: Creation of suitable spaces to allow the expansion and movement of species/habitats even outside the protected areas through Monitoring and protection of habitats outside the network of protected areas; Action number 9: Restoration and improvement works of dune habitats through nature-based works (e.g. naturalistic engineering).; Action #23: Implement monitoring plans to study fish population variation; Action #24: Implement projects to reduce fishing days (by introducing other activities to support fishermen) and encourage aquaculture.
The MAPA project can succeed in developing and implementing it's pilot actions within the framework defined by the actions outlined in the regional guidelines and define a more extensive legislative framework.
Other Project MAPA with its activities directly contributes to POR MOLISE 2021 – 2027 and especially to:
Action 2.7.1 - Protect and restore ecosystems and biodiversity, consistent with the Regional Priority Action Framework (PAF) that aim to provide support for the interventions included in the Regional Priority Actions Framework (PAF), aimed at the preservation of biodiversity, with targeted and selective investments and actions in the management of ecosystems, species and habitats, particularly in Natura 2000 areas, through the decrease of pressure due to anthropogenic and/or wildlife frequentation, the enhancement of the territories of Natura 2000 sites by protecting their biodiversity.
Action 2.4.1 Promote climate change adaptation, risk prevention and disaster resilience (os 2.iv) In order to maximize the use of "scarce" resources for overabundant needs.
The Action 2.4.1 focuses on a specific type of risk, which exceeds available financial resources, by addressing the need for removal of re-contracted hazardous conditions and hydraulic risk on the maritime, river and lake state property and focusing action for mitigation of coastal and shoreline erosion risk, in complementarity with the overall risk mitigation action ensured by other available financial sources.
Other Project MAPA strongly contributes to The Convention for the Protection of the Mediterranean Sea Against Pollution (Barcelona Convention) which was adopted on 16 February 1976 in Barcelona and enforced in 1978.
Convention was amended in 1995 and renamed as the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean.
The Barcelona Convention and its seven Protocols adopted in the framework of the Mediterranean Action Plan (MAP) constitute the principal regional legally binding Multilateral Environmental Agreement (MEA) in the Mediterranean. MAPA project contributes to Integrated Coastal Zone Management Protocol. The Protocol on Integrated Coastal Zone Management in the Mediterranean was adopted in 2008 and enforced in 2011.
The protocol provides the legal framework for the integrated management of the Mediterranean coastal zone. Under it, Parties are called to take the necessary measures to strengthen regional cooperation in order to meet the objectives of integrated coastal zone management. Such measures include those aimed at protecting the characteristics of certain specific coastal ecosystems (e.g. wetlands and estuaries, marine habitats, coastal forests and forests and dunes), those aimed at ensuring the sustainable use of the coastal zone, and those aimed at ensuring that the coastal and maritime economy is adapted to the fragile nature of coastal zones.
MAPA project with it's activities of setting up the legal framework for strengthening MAPAs and developing of digital tools to assist in the management of areas of strong protection in MAPAs with citizenship engagement etc. strongly contributes to measures of Barcelona convention, such as protection of those marine habitats which are aiming to ensure the sustainable use of the coastal zone, and those aiming to ensure that the coastal and maritime economy is adapted to the fragile nature of coastal zones.

Research and innovation
With a 2030 target, the EU Mission "Restore our Ocean and Waters" aims to protect and restore the health of our ocean and waters through research and innovation, citizen engagement and blue investments. The Mission’s new approach will address the ocean and waters as one and play a key role in achieving climate neutrality and restoring nature. The Mission supports regional engagement and cooperation through area-based “lighthouses” in major sea/river basins: Atlantic-Arctic, Mediterranean Sea, Baltic-North Sea, and Danube-Black Sea. Mission lighthouses are sites to pilot, demonstrate, develop and deploy the Mission activities across EU seas and river basins.
With the implementation of activities: Developing a joint strategy on MPA capitalization in MAPAs and Testing of monitoring practices and conducting natural wealth assessments in MAPAs, MAPA project contributes to the mission of enhancing role Adriatic Sea (Mediterranean Seas basin) in achieving climate neutrality and restoring nature. With activities of Capacity building through mobility visit and experience exchange with participation in relevant workshops and branding of MAPAs & MAPAs day MAPA will contribute to citizen engagement in protection and restoration of the health of our oceans.
