- REPUBLIC-MED - REtrofitting PUBLic spaces in Intelligent MEDiterranean Cities (EN) | The REPUBLIC-MED project (REtrofitting PUBLic spaces in Intelligent MEDiterrannean Cities) focuses on the development and experimentation of a new methodology for conducting complete techno-economical studies for the refurbishment of public buildings and open spaces (public spaces).
- The project identifies new insights on the study stage, which enhance current study methods towards the implementation of energy performance and urban planning standards, taking into account requirements for renovation rates of buildings owned and occupied by central government from 2014 onwards (27/2012/EC) as regards retrofit works in the public sector. The benefits of these novel approaches are highlighted through applications in strategically selected pilot sites in the partner countries (Croatia, France, Greece, Italy, and Spain).
- The project is co-financed by the European Regional Development Fund (ERDF)The common element in both projects is the subject of public spaces.
- The RE-PUBLIC SPACES project, however, refers to public spaces in Central Europe in the form of courtyards and puts more emphasis on the development of a research tool for the revitalisation of such spaces and adaptation to climate change. - following the idea of urban acupuncture, has developed a methodology to involve inhabitants to participate in activities aiming at taking care of the small areas in their neighbourhood and promoting the planting of native and climate resistant vegetation on these areas to restore the biodiversity and natural heritage. In the framework of the project, trainings and public events were organized to show the values and benefits of planting the native vegetation. These methods can be taken as examples to develop a solid framework to let the citizens involved in RE-PUBLIC SPACES pilot cases be protagonist of the decisions concerning the public spaces in their cities. - PROGIREG: the involved cities Dortmund, Turin, Zagreb and Ningbo hosted Living Labs in post-industrial districts where nature-based solutions were developed, tested and implemented. The city of Turin can be involved in RE-PUBLIC SPACES to give guidelines and indications aimed at a positive involvement of citizens. The RE-PUBLIC SPACES project is able to capitalize on operating methods and contact networks to broaden the audience of stakeholders and achieve solid and shared results. - Slovenia was one of the first countries in the world to include cultural heritage in its Long-term Climate Strategy 2050. This is encouraging, although the inclusion of heritage in strategic documents alone does not guarantee implementation.
- Project is an opportunity to develop the necessary concrete knowledge for implementation of strategic goals from the strategy on national level not only on the pilot action in Velenje. Here the important contribution for the historic urban areas is foreseen. The project corelates very well with the state’s policy documents on the field of green transformation and as well with the necessary revitalization of several heritage urban cities’ centres which are facing downsizing of population and above all the moving of the trade and other programs to the shopping centres on the outskirts of the cities.
- Results of the project will be helpful for national authorities to redirect the negative trends and will give the basis for concrete measures for policies that will encourage people to rediscover the benefits of living in historic cities’ areas.

- (EN), HEI-TRANSFORM – Heritage for Inclusive Sustainable Transformation / Slovenia (EN) |
- The project RE-PUBLIC SPACES is directly connected with the ongoing basic national research project HEI-TRANSFORM, which deals among others with historic city centres as a resource for green transformation of Slovenia. The project’s hypothesis in which 36 researchers from 13 different fields are working on can be summarized in the statement: As ICH is the capital for the sustainable transformation of Slovenia, it is imperative to find ways to activate it to the greatest extent possible and use it as a starting point for a balanced and inclusive sustainable future for all.
- In order to prove the above and to prepare the basis for improving the competitiveness of ICH in the process of green transformation, the transdisciplinary research was designed. In it, heritage is highlighted as a process of change and a resource - the capital of a sustainable future for Slovenia. The main goal of the project is designing and testing the Cultural Heritage 4.0 (CH 4.0) model that will build on existing and new approaches and tools, to customizing and testing the Conservation 3.0 (Gustafsson, 2019) model for a specific Slovenian context in a way that will allow all stakeholders to comprehensively compare the future potential of adaptive re-use for ICH sites and buildings, especially the ones without use or underused. The CH 4.0 model/tool will be developed with the use of Multi Criteria Decision Assessment (MCDA) method, which will be use to evaluate proposals for adaptive re-use of ICH and their impact on the heritage, society, environment and economy of the local communities under consideration. The model can be used as well in the project RE-PUBLIC SPACES.

- CESBA MED Sustainable MED Cities aimed at developing eight regional contextualized tools for sustainability assessment, including methodology for use. The tools are designed as support in decision-making to the public building managers for the preparation of energy efficient reconstruction plans, of both buildings and the wider urban area. The tools also enable synergies between single building and neighborhood level approach to renovation planning. This is the key synergy with the RE-PUBLIC SPACES because the developed tools in CESBA MED could be implemented as a part of the analytical tool for the examination of urban environments in terms of energy efficiency and consequently used for the necessary adaptation measures to climate change. In addition, the tools from the CESBA MED and lessons learned can be transposed while designing selected courtyards (pilot projects) to assure sustainability
- (EN), CE1373 PROSPECT2030 – PROmoting regional Sustainable Policies on Energy and Climate change mitigation Towards 2030 (EN) |
- PROSPECT2030 tackles the challenges related to the transition towards a low-carbon economy and the adoption of climate change mitigation policies that all Central Europe Regions are facing. The project is based on the belief that EU regions should be the hub for a radical rethink of public fund use and energy planning approach in a more decentralized and smart way. The key synergy is that the RE-PUBLIC SPACES could implement gathered knowledge on policy gaps and mitigation policies to develop guidelines and protocols for local and national policy – makers (WP 3) that will be aligned with the findings of PROSPECT2030, thus speeding the implementation of proposed guidelines on the local level.
- (EN), MED504 IMPULSE – Integrated Management Support for Energy efficiency in Mediterranean Public Buildings (EN) |
- IMPULSE introduced an integrated management support system for planning energy efficiency interventions in public buildings. The project tackled the lack of available energy consumption data for the building stock and complicated decision-support systems that resulted in lack of affordable action plans that could transform the inadequate energy efficiency of the public buildings. The key synergy is that the RE-PUBLIC SPACES could implement gathered knowledge on what is necessary to assure that the support system is clear, simple and that it functions so that the necessary measures could be implemented in order to revitalize the historic courtyards in a sustainable manner.
- 1. Methodology for planning green infrastructure, including typology, standards and criteria of green infrastructure and a brochure on the benefits of strategic green infrastructure planning for the Republic of Croatia.
- (EN), ZEB4ZEN (EN) | The Interreg Central Europe project „ZEB4ZEN” deals with the development of solutions and methodologies aiming to decarbonize historically recognized neighboourhoods. The solutions will contribute to desine near-zero energy neighbourhoods. Thanks to the participation of the PPs HSMD and RE-PUBLIC SPACES to the ZEB4ZEN Project, the solutions developed within the ZEB4ZEN project will be used as starting point to design energy action plans for decarbonizing historical neighbourhood and rivitalized countryards in historical cities.
- The objective of the ZEB4ZEN is to develop methodology for determining the potential of near-zero energy neighborhoods in well-known historic cities (recognized as the ideal star-shaped cities of the Renaissance). This project identifies and exploits solutions aimed at modernizing and adapting historic centers while at the same time emphasizing the importance of restoration of historic buildings and protection of historical heritage. The project will have a positive impact on climate change by reducing greenhouse gas emissions, carbon emissions and achieving electricity neutrality by providing better energy planning. In addition, by implementing green solutions, the project also helps to build healthier environments in neighborhoods, while at the same time preventing decay of historic neighborhoods. This is the key synergy with the RE-PUBLIC SPACES because the project results (measures for achieving the zero emission neighborhoods), and lessons learned from the ZEB4ZEN can be transposed and used while planning appropriate revitalization of historical courtyards in the aspect of energy efficiency and climate change adaptation. - In general, the project assumes relevance with respect to the European Green Deal because it aims to experiment with ways of managing urban public spaces that can help reduce the effects of climate change. This objective is in line with the general setting of the EGD and focuses on the compatibility of the actions to be implemented in urban spaces with the need for these actions to be socially fair. In fact, the pilot projects envisaged by the cities participating in RE-PUBLIC SPACES aim to encourage citizen participation in the decision-making process and to implement actions that make internal courtyards spaces for social aggregation, as well as small laboratories to increase resilience to climate change. In fact, the social aspect is very important when it comes to projects to combat climate change because, to enhance their effectiveness, these projects must include actions to involve citizens and increase their awareness of the issue, so that they can understand the motivations and participate actively in the pursuit of the objectives.
- TerritorialAgenda2030 Territorial Priorities for Europe is a Justice Europe providing future prospects for all areas and people. They include:

- The RE- PUBLIC SPACES project fits into the main priorities of the Territorial Agenda 2030. It is a transnational project addressing territorial challenges and aims at the convergent development of the Central European region of urbanised space in terms of building resilience and adaptability of historic cities to climate change.
- The aim of the project is to develop model solutions for the revitalisation of the courtyards that make up the fabric of historic cities in Central Europe. Implementing solutions based on nature's resources in the form of blue-green infrastructure and building the city's resilience to climate change is a key task, and a healthy urban environment contributes to the well-being of EU citizens.
- The RE-PUBLIC SPACES project is an inclusive, community-focused project. It aims to raise awareness among local and regional communities in order to protect and revitalise built environments in the context of climate change adaptation while respecting their historic value. The outcomes of the project will therefore include climate adaptation stategies, methodology, protocol and a guide with instructions on how to revitalise historic yards, a doctrinal document in the form of a Charter a dedicated to regional and local authorities, experts and above all the EU public.
- EUStrategyAdriaticIonianRegion Our project will contribute to the European Union Strategy for the Adriatic and Ionian Region (EUSAIR) regarding pillar 3. Environmental quality. We tick the specific objective to contribute to the goal of the EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restore them by addressing threats the terrestrial biodiversity. Specifically, our project is in line with the topic 2 - Transnational terrestrial habitats and biodiversity. In addition, the project will ensure the preservation of cultural heritage thus creating the basis for sustainable tourism (pillar 4. of the EUSAIR).
- EUStrategyAlpineRegion The Alpine region is a distinctive area as it faces significant difficulties including consequences of climate change on the ecology, biodiversity, and residents' quality of life are all anticipated. In addition, problems of controlling and satisfying demand for energy on a global and European level in a safe and affordable manner.
- The implementation of investment interventions leads to the reduction of energy consumption on a timely basis, and if done so in an efficient manner, they may provide systemic benefits in opposition to the adverse effects of climate change.
- EUStrategyBalticSeaRegion The project RE- PUBLIC SPACES aims to contribute to the strategies and policies of the Baltic Sea region by addressing four pillars of sustainable development: environment, prosperity, accessibility, and attractiveness/safeness. The project will involve multi-level cooperation, including national, regional, and local stakeholders, as well as academic and research institutions and private organizations focusing on the development of solutions to adapt living spaces of historic towns to climate change, which is a critical issue in the Baltic see regions. By bringing together a diverse range of actors, the project aims to foster collaboration and knowledge sharing to develop effective solutions that can be scaled up and replicated across other historic cities within the Baltic see regions.The project aligns with the four pillars of sustainable development in the following ways:

- EUStrategyDanubeRegion The RE- PUBLIC SPACES project can contribute to Area 06 of the EUSDR "Protecting the environment" priority -" Biodiversity, Landscapes and Air & Soil Quality" In the Re - Public Spaces project, a very important element will be the development and construction of green infrastructure and biodiversity. The pilot implementations (WP2) will raise the topic of building a green network of urban spaces in order to integrate the developed strategies with those already existing and ensure their coherence.
- Other THE NEW EUROPEAN BAUHAUS:
- The New European Bauhaus initiative is intended to link the European Green Deal with our everyday lives and living spaces. It is founded as a bridge between the worlds of science and technology, art and culture. The new European Bauhaus is based on three pillars :
- 1. sustainability, from climate goals to circularity, zero pollution, and biodiversity,
- 2. aesthetics, quality of experience and style beyond functionality,
- 3. inclusion, from valuing diversity to securing accessibility and affordability.
- The RE-PUBLIC SPACES project is based on the principles of this initiative.
- The project is aiming to be sustainable, aesthetically pleasing and inclusive.
- The theme of the project is REVITALISATION OF PUBLIC SPACES IN HISTORIC CITIES
- -adaptation of cities courtyards to climate change in Central Europe.
- 1. Within the framework of the project, courtyards in historic cities will be revitalised and adapted to climate change through the introduction of NBS solutions and according to sustainable development principles.
- 2. The quality and aesthetics of the solutions should be appropriate to the built environment but sustainable, eco-friendly and of high quality.
- 3. The RE- PUBLIC SPACES project is to integrate the local community and develop solutions together with them. Within the participation activities, the community will be present at the stage of diagnosis, implementation and ongoing dissemination of results and projects.
- Other New Urban Agenda - Habitat III
- Strategic United Nations document incorporates a new recognition of the correlation between good urbanization and development for sustainable future. It emphasizes the commitment to the sustainable leveraging of natural and cultural heritage, both tangible and intangible, in cities and human settlements, as appropriate, through integrated urban and territorial policies and adequate investments at the national, subnational and local levels (article 38). The signatory countries committed themselves to developing vibrant, sustainable and inclusive urban economies, building on endogenous potential, competitive advantages, cultural heritage and local resources, as well as resource-efficient and resilient infrastructure (article 45). In Article 97 is stated the promotion of planned urban extensions and infill, prioritizing renewal, regeneration and retrofitting of urban areas, as appropriate, which all show direct connection of the goals of the project with the document.

- Other Strategic Research & Innovation Agenda 2021-2027
- Agenda was created in 2019 by The European construction, built environment and energy efficient building technology platform (ECTP), which is a leading membership organisation promoting and shaping the future of the built environment and construction sector in Europe.
- As stated in the document, its goal is to take up the challenges and overcome the barriers that the built environment is facing in Europe, to define the most efficient actions to tackle them and as such help leading the way to industry growth and a more sustainable future. It details the present and future needs of the built environment (from building to infrastructures and cultural heritage), reflecting the complexity of the ECTP playground. By defining societal challenges and their consequences for the sector it emphasises the need for further research to deploy solutions to ensure the restoration and long-lasting preservation of the Cultural Heritage, its full integration into the citizen’s life as a meaningful, liveable and resource-efficient built environment, and leverage its full potential as a driver for urban regeneration and tourism.

- Other The EU Biodiversity Strategy for 2030, through the goal Greening urban and peri-urban areas (2.2.8) aims to reverse negative trends regarding the loss of green urban ecosystems. In Croatia, integrated approach to the topics of green infrastructure development, circular management of space and buildings, and energy efficiency, and their mutual synergistic effects is addressed through the Program for development of green infrastructure for the period 2021. to 2030. and the Program for development of circular management of space and buildings for the period 2021. to 2030. Program for development of Green infrastructure for the period 2021. to 2030. is a medium-term strategic document that is the first step to sustainable development, strengthening the resistance to climate change and the achievement of the goals of the European Green Plan. In addition, the above-mentioned Program is in line with the strategic goals of the National development strategy of Republic of Croatia until the 2030 for achieving climate neutrality. Implementation of the green infrastructure as a concept in the historic courtyards will strengthen climate resilience in urban areas thus contributing to the Climate change adaptation strategy in the Republic of Croatia for the period until 2040 with a view to 2070 as well as the Low – carbon development strategy of the Republic of Croatia until 2030 with a view to 2050. This strategy is as a long-term and multi-sectoral strategy that paves the way for the transition to a sustainable competitive economy, in which economic growth is achieved with low greenhouse gas emissions. The goals of this strategy are in line with the aims to transform the EU into a fair and prosperous society, with a modern, resource-efficient, and competitive economy where there are no net emissions of greenhouse gases in 2050 as stated in the European Green Deal.
- Other Results from RE-PUBLIC SPACES project (revitalization of 4 neighborhoods in regards the climate change adaptation) are also in line with the Europe 2020 Strategy as they contribute to the sustainable growth with supporting sustainable use of natural resources and preserving urban biodiversity while at the same time contributing to the minimization of the impacts of climate change on terrestrial ecosystems. With the methodology for the diagnosis and design of historic backyards in the context of climate change adaptation, guidelines, and massive open online course outputs from our project we will contribute to the smart growth of the above-mentioned Strategy. Also, because our activities throughout WP2 include public participation and inputs from various stakeholders, we contribute to the Europe 2020 Strategy through the inclusive growth by giving citizens a unique opportunity to get involved in shaping the appearance of the historic yards while at the same time increasing awareness and building the resilient urban areas by exploring sustainable options and ensuring the economic and social sustainability.
