Contribution to wider strategies and policies:
- EuropeanGreenDeal TASK4ISI contributes to the EU Green Deal representing an experiment in innovation aimed at integrating the objectives and the approach of the EU Green Deal in Smart Specialisation Strategies (S3), making them more oriented towards sustainability and inclusiveness (S4).
- Starting from consideration that sustainability and inclusiveness are mutually reinforcing, TASK4ISI embraces the EU green Deal approach, contributing to:
- - Establish a place-based approach where innovation policy should combine the diversity of smart specialisation strategies with the transformative potential of local mission-oriented innovation policy. It fits within the broader need for a new approach to European innovation policy: based on an internally driven “green deal” locally oriented process;
- - Test a vision less designed top-down but more in line with bottom-up experiments based on local strengths and aimed at merging the advantages of economies with the diversity in culture, languages, needs and experiences;
- - Re-orient and update the smart specialisation logic towards the European Green Deal goals, harnessing the entrepreneurial and innovative objectives – the smart growth agenda - in the service of sustainable growth and inclusive growth agendas;
- - Build a newly-focused S4+ Smart Specialisation agenda involving policymakers, to ensure that local economies grow in a robust and resilient manner in which knowledge-related entrepreneurial-led and innovation-led activities spearhead the new inclusive growth trajectories of local economies.
- TerritorialAgenda2030 TASK4ISI contributes to the Territorial Agenda 2030 both in terms of cooperation approach and its goals and priorities.
- TASK4ISI adopts the strategic approach of the Territorial Agenda, placing the exchanges of knowledge and experiences gained from specific solutions at the centre of its action in order to increase the impact of development initiatives.
- Moreover, it strives for cooperation and coordination between policy sectors and societal groups to address complex issues, as Inclusive Entrepreneurship is, and utilise diverse potential, in order to enhancing integrated territorial & local development.
- TASK4ISI contributes to the objective “A JUST EUROPE that offers future perspectives for all places and people” by encouraging key actors to cooperate locally (ISIHUBs) and transnationally (TNISIHUBs) on responses to societal challenges and improving working and business conditions as well as strengthening socio-economic prosperity, innovation capacity and positions in global value chains through inclusive entrepreneurship.
- EUStrategyDanubeRegion TASK4ISI includes partners from the Danube area (Austria, Croatia, Germany and Hungary) and contributes to the revised EUSDR Action Plan, specifically to Priority Areas 8 “COMPETITEVENESS OF ENTERPRISES” and 9 “PEOPLE AND SKILLS”.
- TASK4ISI reinforces and complements the following EUSDR’s actions:
- - PA8/Action 1: foster cooperation and exchange of knowledge between SMEs, academia, the public sector and civil society in areas of competence in the Danube Region. This can be achieved through the identification of the main challenges to improve the framework conditions in innovation in the target regions (WP1) and generating policy dialogue as well as policy exploration in innovation (WPs 2 and 3) to make the process consistent with the development perspectives of the whole Danube Region
- - PA9/Action 3: contribute to improved skills and competences, focusing on learning outcomes for employability, entrepreneurship and innovation, ensuring inclusive training and promoting inclusive labour markets, equal opportunities and non-discrimination as well as the promotion of civic competences and lifelong learning opportunities for all.
- - PA9/Action 4: improve business support to strengthen the innovative capacities of female-led-SMEs. This can be achieved through the identification of Inclusive Entrepreneurship as main driver for social and economic growth, the integration of under-represented target groups (such as migrant, young, women) into the Labour Market through tailor made measures and support schemes. The aim is to combine complementary resources, systems and support, with a clear goal to generate new products, features, processes, services or value.
- EUStrategyBalticSeaRegion TASK4ISI includes partners from Poland and contributes to the revised EUSBR Action Plan, specifically to Policy Areas “INNOVATION” and “EDUCATION”. TASK4ISI reinforces and complements the following EUSBR’s actions:
- - PA INNOVATION/Action 1: fostering disruptive, breakthrough and market shaping innovations to respond to the 21st century social, environmental, and economic grand challenges in the Baltic Sea region (e.g., climate change, demographic change, pandemics, inclusive societies). This can be achieved through the creation of stronger innovation ecosystems and common challenges tackled by developing shared solutions and related new value chains. The aim is to turn challenges into opportunities for sustainable growth in Baltic Sea region. The COVID-19 outbreak in Spring 2020 and its economic consequences also underline the need for recovery policies and actions on business and innovation, not just in the aftermath of the current crisis, but also in the longer term. Smart specialisation is a key policy framework for challenge-driven innovation.
- - PA EDUCATION/Action 3: improving access to training for all, an effective and inclusive welfare system and a well-functioning labour market. This can be achieved through flexible upskilling and reskilling, better anticipating change and new skills requirements based on labour market needs. Flexible learning pathways throughout the lifecycle should be developed in cooperation with social partners, civil society and other stakeholders. Basic skills of adults, including migrants and under-represented entrepreneurs target groups should be upgraded and new opportunities for low-skilled adults should be created.
- EUStrategyAlpineRegion TASK4ISI includes partners from Alpine Area and contributes to the EUSALP Strategy and Action Plan, specifically to the 1st Thematic Policy Area “ECONOMIC GROWTH AND INNOVATION”. TASK4ISI reinforces and complements the following EUSALP’s actions:
- - Action 1: to offer all inhabitants fair access to job opportunities, building on the high competitiveness of the area.
- - Action 2: to increase the economic potential of strategic sectors and their economic and social environment, and in particular support to SMEs. This can be achieved by the development of an effective innovation ecosystem bringing together the existing potentials to better exploit synergies in the strategic sectors where cooperation in R&I can impact either in economic and societal terms.
- - Action 3: to improve skills and competences in strategic sectors, increasing the employment levels through joint transnational activities. TASK4ISI contribution is especially focused on action 3 by fostering innovation skills and competences, so contributing to the targets of inclusive growth. In addition, the creation of new jobs in innovation, the link of innovation to the economy, the support of Inclusive Entrepreneurship in specific sectors also contribute to increase employment and to achieve inclusive growth targets, in close cooperation with civil society stakeholders.
