Description (EN):

MARROBO is cross-border project aimed to addresses following common challenges: (1) The Adriatic Sea environment represents a challenging framework for exploitation of innovative cutting-edge techniques and technologies related to automatic control as it constitutes important resource for food, employment, and economic revenue. This requires development of new methods and solutions for exploration, as well as setting up strong cooperative links among universities, research institutes, SMEs and stakeholders across programme area towards this goal. (2) Needs for enhancing implementation of activities addressing R&I and competitiveness of stakeholders, especially SMEs uptaking innovative technologies and gaining new skills. Innovation capacities are to bear high relevance for the future economic development of programme area and its economic resilience. Better innovation capacities should be crucial to adapt this area to the growing importance of the tertiary, services-oriented sector. As programme area regions do not equally benefit from research and innovation, knowledge and technology transfer thus remain a critical need. (3) CBC establishment for joint actions to increase competitiveness and innovative approaches with deployment and uptake of new technologies of marine robotics for detecting and analysing microplastic and metals in sea water and seabed and detection of noise pollution in sea. (4) Insufficient related human skills development, weak involvement of stakeholders and interrelation of business and the public sector incite clear need for research in field of innovative marine robotics technologies deployment. The overall objective of MARROBO project is to enhance research and innovation capacities in CB area for new innovative marine robotics deployment in monitoring and marine environment protection. Developing of innovative marine robotics for monitoring and measurement of microplastic and metals in seawater and seabed and noise pollution, and acquiring specific new skills and competences, accelerate innovation and uptake of advanced technologies for smart and competitive development. The expected change from MARROBO project is enhanced and fostered smart investments in R&I robotics for monitoring and protection of Adriatic Sea nature and biodiversity, the reduction of pollution and promotion of a blue economy. The project will produce several outputs: Output 1.1. MARROBO cross-border cooperative and collaborative organizations, Output 2.1. Joint pilot actions (3) for innovative marine robotics deployment training programme and Output 3.1. Training programme for acquiring of innovative skills on marine robotics for monitoring and marine environment protection. The outputs will benefit a wide range of target groups, including public and regional authorities, port authorities, port masters, municipality departments for environment and coastal area management, sectoral regional agencies for managing government and environmental protection, innovative businesses and NGOs mostly associations of fisheries and aquaculture operators, marine protection activists, sailors, HEIs&research organizations in engineering, maritime economy and marine protection and citizens of all participating regions. CBC is essential to achieve MARROBO objectives and results as project topic addressed go beyond borders. The project aims to address common challenges faced by the CB area of all 3 countries which cannot be efficiently tackled at the national or local level alone: (1) The Adriatic Sea is a shared natural resource and any pollution, overfishing, or environmental degradation in one country have direct impacts on other country’s marine environment and population. More than 90% of plastic and microplastics and other waste washing up on these 3 countries’ coasts comes from southern Europe. Heavy metals are also among the main targets of monitoring activities. As these countries dependent on tourism and fisheries they are facing a serious problem that cannot solve on their own. (2) Harmonization of monitoring process and analytical methods, data comparability and interoperability are crucial issues for cross-border marine environmental status assessment, considering uptaking of new innovative technologies. (3) As HEIs are laboratories of innovative actions, development of common methodology for usage of innovative marine robotics for monitoring and marine environment protection and deployment of complementary and interoperable new innovative equipment will ensure achievement of planned results and its benefits. Innovative and original in MARROBO: smart specialization is an innovative approach that aims to boost growth and jobs in the field of marine robotics, sea monitoring and protection, newly developed methods and methodologies of sea pollution detection (microplastics, noise as insufficiently researched issue), innovative inforal training program (theoretical lessons, practical expertise, VR education).

Actual Achievements (EN):

Within first project period all planned activities are carried out. Join collaboration and cooperation were performed for actions within all activities. Communication was on weekly basis and work was done to contribute to planned project activities. Focus of work was on research activities on the necessary characteristics and capabilities of underwater maritime robotics, their versatility and cost-effectiveness, planned underwater operations, necessary requirements for the implementation of pilot activities. Memorandum of Agreement on cooperation and collaboration of MARROBO project partners was signed. Based on shared methodology partners continuously performed analysis of the existing initiatives and programmes on training and coaching on focused topic dealing with achieving competences for blue innovations development - deployment of marine robotics solutions in detection and monitoring of marine pollution in programme area. Kick-off meeting and 1 joint public event Kick-off Press conference were organized by University of Dubrovnik on 4th November 2024. Three sets of communication and promotional materials are produced. Four Promotional articles were published in daily newspaper in Croatia, Bosnia and Herzegovina and Montenegro. Within second project period join collaboration and cooperation were performed for actions within all planned activities. Communication was on weekly basis and work was done to contribute to planned project activities. Focus of work was on building of innovative marine robotics, analysis of current specific training offer on innovative marine robotics, preparatory activities for pilot action and delivery of Joint report on current specific training offer for marine robotics deployment skills and delivery of Developed joint PA methodology. Members of the MARROBO project team invested significant effort in many communication and dissemination activities in WP1 and achieved results beyond the planned actions and targets - 7 public events organized, and target groups reached by MARROBO’s social media and other communication and dissemination actions performed by MARROBO’s project team members. 1 set of communication and promotional materials is produced.

NAUTICA CBC (PA Cross-border Cooperation Programme Croatia-Bosnia and Herzegovina-Montenegro 2014-2020) (EN) | NAUTICA CBC project (FPZ was LP, PP4 was PP) was targeted HR-MNE cross-border area and cities Stari Grad and Kotor where annual rate of 6,9% of increasing number of nautical tourists contributes with 6,5% to the targeted counties overall economic development as being greater than the general rate of economic growth, thus becoming great opportunity. Main objective of NAUTICA CBC was to strengthen, diversify and integrate the cross-border tourism offer of new joint nautical tourism in targeted area of HR and MNE through joint new tourist products, improved facilities/infrastructure and new gained knowledge and sectoral skills. Project outputs: OT1.2 Innovative joint mobile application “NAUTICA CBC”, OT1.4 60 persons from HR&MNE successfully trained on safety and security in nautical tourism. The capitalization and synergy with NAUTICA CBC activities will be guaranteed by the presence of two member of its consortium (LP and PP4). Both partners are involved in activities whose outcomes and expertise gained in the 360 degrees georeferenced recording at sea in HR and ME, training activities on safety and security in nautical tourism; and mapping and validation of cultural and natural heritage will be useful in the implementation of pilot actions of WP2 and development and certification of training programme "Innovative Marine Robotics Deployment". (EN), Strengthening Research and Innovation Excellence in Autonomous Aerial Systems (HORIZON 2020) (EN) | This HORIZON project implemented by LP, builds on the successes of the previous AeroTwin twinning project: the aim is to enlarge the capacity and recognition of higher education institutions in Croatia and Bosnia and Herzegovina in the field of AAS (Autonomous Aerial Systems) applications, in order to enlarge capacity for research and innovation, and to prepare and establish a long lasting and integrated cooperation between those institutions and their partners in the local ecosystem. MARROBO project will benefit from synergy with this project as methodology for autonomous aerial systems will be researched while designing and creating autonomous underwater systems - innovative marine robotic and determination of needed technical characteristics and functionalities. Already established network of HEIs from Croatia and Bosnia and Herzegovina is a good example of innovation research in the field of autonomous systems development and deployment for applicable benefits. (EN) | The Municipality of Neum (PP2) participated as a partner in Tourismed Plus project with partners from Spain, Italy, France and Montenegro in organized lectures on the the importance of public-private partnerships and sustainable tourism strategies. The main Tourismed Plus results will be exploited within MARROBO project within capacity building (Human Resources and specialized innovative equipment) for marine environment monitoring- correlation with Tourism Plus sustainable fishing and tourism activities.
(EN), ProtectAs (European Structural and Investment Funds), Blue Connect (Horizon 2020 Research and Innovation) and Modus (Croatian Science Foundation)
(EN) | MARROBO project will capitalize the synergy and scientific knowledge of UNIDU (PP3) and its highly relevant departments for project implementation: Maritime Department and the Department of Applied Ecology focused on marine environment management and aquaculture. UNIDU gained valuable knowledge and experiences through implementation of projects (as partner): ProtectAs, Blue Connect and Modus (dealing with the protection of the marine environment and vessel movements in the marine environment). Knowledge and experiences gained from the Blue Connect will provide valuable insights into the potential of innovative technologies and practices for enhancing sustainability and protecting the marine environment, which will significantly benefit MARROBO project. As UNIDU organized several workshops and presentations to the general public, experience they gained on transferring knowledge will be valuable for involvement of target groups and dissemination of WP2 results to the general public and to attract interest for development of innovative blue technologies, digitalisation and protection of the marine environment. As the ProtectAs project also dealt with protecting the marine environment from pollution from ships, UNIDU researchers developed skills needed for the MARROBO project. Valuable knowledge gained from the ProtectAs project (such as analysis of marine traffic and frequency) will help in WP2 and facilitate determining action sites for the MARROBO project.
To effectively build on the available knowledge and experiences from previous projects, the MARROBO project will establish strong partnerships and collaborations with the stakeholders. Through these collaborations, the MARROBO project can ensure that its activities are informed by the best available knowledge and experiences while also contributing to its specific objectives (EN), MARBLE (INTERREG V-B Adriatic-Ionian ADRION program)
(EN) | MARBLE project (PP2 is PP in this project in progress) aims to develop competencies and skills in maritime robotics application by supporting the preparation of an joint Master program on maritime robotics in the blue economy. The MARBLE and MARROBO projects are addressing coherent fields of interest focused on marine environmental protection, marine robotics, transfer knowledge, development of skills, and the innovation of higher education, taking into account main difference between them: MARROBO develops output accredited training programme "Innovative Robotic Deployment" as informal training available to all interested participants while MARPLE programme is dedicated for students on graduate study (with prerequisite - completed undergraduate study). The main synergy with the MARBLE project will be developed through the involvement of MARPLE project team and stakeholders in Demo training (WP1). These two projects would be compatible and supportive in their successful implementation and sustainability of them.
(EN), BLUEWBC (Erasmus + CBHE Programme)
(EN) | BLUEWBC (PP4 was PP) gathered the capacities of Higher Education Institutions (HEIs) in programme countries and partner countries to improve Blue Economies in Montenegro and Albania, through better education in innovation and entrepreneurship. The project aimed at achieving sustainable development of Blue economies in partner countries through improvements in their education in bachelor and master studies with innovation and entrepreneurship concepts. The synergy of the MARROBO and BLUEWBC projects is primarily manifested in the orientation towards the blue economy and innovations. MARROBO contributes to Blue Growth by implementing pilot actions that include innovative marine robotics to protect marine environment in the tourism, fishing, and aquaculture sectors. Both projects contribute to the educational and training process in the form of new curricula, materials, or courses. The MARROBO project will create and develop innovative practices and teaching methodologies on blue technologies. Synergy of MARROBO project with BLUEWBC is also reflected through establishment of MARIC (within Act.1.1) where achievements and results in sustainable development of Blue economies in partner countries through improvements in their education in bachelor and master studies with innovation and entrepreneurship concepts will be uptaken.

(EN) | MEP&M project (PP4 is PP in this project in progress) aims to start a two-year master's program in English in the field of protection and management of the marine environment, for students and people from business. The project improves and builds the technical and human resources of higher education institutions and connect key participants in preventive action and proactive problem-solving for the southern part of the Adriatic Sea and the northern part of the Ionian Sea, which a direct consequence of regional sea pollution. The synergy of MEP&M and MARROBO projects is reflected in the orientation toward the protection and management of the marine environment and the transfer of knowledge and skill. Also, synergy is manifested through the development and introduction of curricula on skills in the application of marine robotics. Research and training that are planned within the MARROBO project on a long-term plan can be part of the master's program realized by the MEP&M project. This indicates the sustainability of the results of the MARROBO project. (EN), WREKS4ALL (Interreg IPA Croatia-Bosnia and Herzegovina 2014-2020)
(EN) | FoMS Kotor was LP in WREKS4ALL project with the main goal to valorize the tourist offer for the underwater cultural heritage of the Eastern Adriatic. WRECKS4ALL project integrates immersive technologies such as augmented reality (AR) and virtual reality (VR) to bring unreachable sites closer to tourists. The project also supports the development of training programmes adapted to the needs of the digital cultural heritage sector and, explores the benefits and potentials of the scuba diving tourism industry. FoMS coordinates a range of capacity building activities in the areas of underwater archaeology and scuba diving tourism. The synergy of the MARROBO and WRECKS4ALL project is in the application of MR (VR/AR) technology, especially in the part of the VR education and the preparation of VR materials and content related to the protection of underwater area.

EUStrategyAdriaticIonianRegion MARROBO is coherent with EUSAIR objectives, pillars and actions, as
follows:
1. The project contributes to the specific objectives of PILLAR 3 (Environmental quality) - topic 1 (The marine environment) by addressing the issue of environmental quality and protection of the marine environment and ensuring that aquatic and marine resources are used sustainably through innovative technology and smart solutions (WP1, WP2). In this way, the project will contribute to reducing the loss of biodiversity and the degradation of ecosystem services and restoring them where possible by identifying threats to marine biodiversity.2. It contributes to the specific objectives of PILLAR 3 (Blue Growth) – topics 1 (Blue technologies) and 3 (Maritime and marine governance and services) by testing new technologies and innovative solutions to promote sustainable marine activities and economic development in tourism, fisheries and aquaculture (WP1, WP2, WP3) and supporting cooperation between public authorities, business organisations and research institutions.The project can make an important contribution to the implementation of the EUSAIR strategy, especially in the field of blue growth and environmental sustainability. By promoting sustainable development, protecting the marine environment, supporting regional cooperation and promoting innovation and knowledge exchange, the project can contribute to achieving the EUSAIR objectives for economic and social development in the Adriatic and Ionian region.
EUStrategyDanubeRegion The EU Strategy for the Danube Region (EUSDR) aims to create synergies and coordinate existing policies and initiatives across the Danube Region. It addresses a wide range of issues across 4 pillars and 12 priority areas. The following priority areas have been identified as the areas to which MARROBO project will contribute mainly through training. 4. Water Quality, 6. Biodiversity, Landscapes and Air and Soil Quality, 7. Knowledge Society, 9. People and Skills.
EuropeanGreenDeal The European Green Deal is a package of policy initiatives aimed at putting the EU on the path to a green transition, with the ultimate goal of achieving climate neutrality by 2050. It supports the transformation of the EU into a just and prosperous society with a modern and competitive economy. Through its dissemination activities, MARROBO project will contribute to European Green Deal synergy by developing innovative methodologies of monitoring of marine environment (micro plastics, metals, noise pollution) by innovative marine robotics and related skills development. MARROBO will raise awareness of the need to work with nature to protect our planet and our health. This will help to achieve the goals of biodiversity protection and a fair and healthy food system.
Other EU Strategy - A Digital Single Market Strategy for Europe - The EU’s digital strategy aims to make this transformation work for people and businesses, while helping to achieve its target of a climate-neutral Europe by 2050.
MARROBO project is fully in line with this strategy empowering people with a new generation of technologies which will be implemented and used: innovative technologies for monitoring and marine environment protection and using innovative training application - VR education in informal training. MARROBO will support the development of the Digital Single Market: investment in competitive and innovative economies and in people and knowledge societies.
Other National Development Strategy of the Republic of Croatia until 2030, Croatian Parliament, Croatia, 2021
- national strategic action plan for the period from 2018 to 2030, which aims to support the digital and green transformation of Croatian society and economy. MARROBO project will contribute to the strategic priority area "Green and Digital Transformation", within which the following actions are defined:
1. Environmental and energy transition towards climate neutrality (this includes policies for the protection of natural resources).
2. Self-sufficiency in food and development of the bioeconomy (this includes innovations in agriculture and aquaculture, and improving the quality of life in coastal areas).
3. Digital transformation of society and economy (development of digital skills and creation of digital jobs).
By identifying polluted areas and measuring the pollution levels of microplastics, this project can help protect marine resources, protect fish, raise awareness to reduce noise and pollution from maritime transport and create the necessary conditions to improve people's employment prospects by enhancing their digital skills.
Other HORIZON Europe Strategic Plan (2021-2024) - One of the key strategic orientations for investment targeting identified in the first Horizon Europe Strategic Plan is to accelerate and manage the digital and green transformation through people-centred technologies and innovation, sustainable management of natural resources to ensure clean and healthy environment, and the empowerment of all citizens to act in the context of the green and digital transformation. This strategy also identifies the European co-funded and co-programmed partnerships. For the project partners, the most interesting partnerships are in the cluster of climate, energy and mobility, such as the European Partnership on zero-emission waterborne transport. In addition to the strategic priorities already mentioned, to which MARROBO will contribute, it will also contribute to research and innovation under the Restore our Ocean and Waters mission, which aims to protect and restore the health of our oceans and waters by 2030 through research and innovation, citizen engagement and blue investment, as all life on Earth depends on a healthy ocean and clean waters. MARROBO project, focused on innovation development and blue technologies research and innovation, is fully in line with HORIZON 2020.
Other .The Marine Strategy Framework Directive 2008/56/EC was transposed into Croatian and Montenegrin law with the adoption of the Regulation for the Protection of the Marine Environment and the Regulation on the Preparation and Implementation of Documents of the Strategy for the Management of the Marine Environment and the Coastal Area. The Regulation establishes the starting points and benchmarks for the preparation, development, implementation and monitoring of the implementation of the Strategy for the Protection of the Marine Environment or the so-called "Marine Strategy", the preparation of which is required by law under the Croatian and Montenegrin acts. BiH started process for adopting this Directive.
The main purpose of the Directive is to achieve and maintain good environmental status in the marine environment by meeting the general objectives of protection of the marine environment, which include
protecting, reducing pollution of the marine and coastal environment to maintain human and ecosystem health and enable the use of the sea and coast; establishing and/or maintaining a balance between human activities and natural resources by applying an ecosystem approach.
The results of the MARROBO project could complement the Monitoring and observation system for the continuous assessment of the state of the Adriatic Sea.
Other Digital Croatia Strategy for the period until 2032, Croatian Parliament, Croatia, 2017 - The strategic objectives of the Digital Croatia Strategy are: 1. digital transformation of the economy, 2. digitalisation of public administration and the judiciary, 3. digital connectivity (broadband electronic communication networks) and 4. development of digital skills and jobs. Through training, MARROBO project will strongly contribute to strategic objectives 1 and 4 by improving people's digital skills
Other EU Research and innovation strategy 2020-2024, EC, 2021 - MARROBO project will improve the know-how of all project participants, contributing to the EU's research and innovation strategy, which aims, among other things, to equip people with a new generation of technologies, strengthen Europe's digital sovereignty and set standards with a clear focus on data, technology and infrastructure. Another objective to which this project contributes is the protection of the environment and the climate by measuring microplastics in the sea and its dissemination activities.
Other Federal environmental protection strategy for 2022-2032, FBiH Government, Bosnia and Herzegovina, 2022. -
In 2003, the European Council identified BiH as a potential candidate for membership in the EU. BiH is a signatory to a number of international agreements on environmental protection. Aspiration to membership in the EU is the main driver of the improvement and finalization of the strategic and legal framework for environmental protection.In order to implement policies and regulations in accordance with the acquis of the EU in the field of environment, taking into account request for comprehensive environmental protection strategy of BiH. In accordance with the Law, the Strategy defines the goals and environmental protection priorities in the Federation of BiH, the way to achieve them, the financial and institutional framework for implementation, monitoring, evaluation and reporting. MARROBO is fully in line with this strategy as marine environment is targeted to be monitored and protected.
Other Water management strategy of the Federation BiH 2022-2032, FBiH Government, Bosnia and Herzegovina, 2022. - The strategic goal of the Water Management Strategy is protection of water quality and ensuring security of water resources and their sustainability. The monitoring of water quality in the water area of the Adriatic Sea was started again in 2000. MARROBO project objective are fully coherent with this strategy topics and actions.
Other EU Marine Strategy Framework Directive, EC, 2008. - the main aim is to protect the marine environment across Europe. MARROBO is aligned with the aim of the MSFD to achieve a good ecological status of EU marine waters and to sustainably protect the resource base on which economic and social activities related to the sea depend. The project will especially contribute to the MSFD recommendations on maximum acceptable levels for impulsive and continuous underwater noise.
Other Smart Specialization Strategy of Montenegro 2019-2024, Ministry of Science, Montenegro, 2019. -
Based on the strategic vision of the development of Montenegro four priority areas were defined. Investment, as well as the development of innovation and research potential in selected priority areas, will create new opportunities for entrepreneurial activities and the development of the knowledge-based economy.
The selected priorities are: energy and sustainable environment; sustainable agriculture and the food value chain; sustainable and health tourism; and ICT, whereby ICT is a horizontal sector, as it provides business and technological support to other priority sectors.
Strategy S3 identifies the basic common goals of the combination of policies, determined by the interests related to research and innovation activities, and these are:
1. Improving the excellence and relevance of scientific research activities
2. Strengthening human resources in the field of research and innovation
3. Improving cooperation within the innovation system
4. Support for innovative activities in the economic sector
5. Improving the framework conditions for the innovative ecosystem.
MARROBO project is fully in line with this national strategy - interests and topics.
Other National Strategy for Sustainable Development until 2030, Ministry of Sustainable Development and
Tourism, Montenegro, 2016. - Improves the sustainable development policy of Montenegro establishing a comprehensive framework of the national response to the current challenges. It constitutes a platform for adopting global goals and objectives into national frameworks. This document represents a horizontal and long-term development strategy of Montenegro, which is oriented not only to the environment and economy, but also to irreplaceable human resources and valuable social capital. The three pillars of National Strategy for Sustainable Development are economic development, environment and natural resources and social development. The MARROBO project is aligned with the strategic pillar - Environment and natural resources: identification of problems and challenges, priority tasks and measures (Protection of biodiversity and preservation of natural values).
Other National Strategy for Integrated Coastal Zone Management, Ministry of Sustainable Development
and Tourism, Montenegro, 2014. - The MARROBO project is coherent with National Strategy for Integrated Coastal Zone Management. Strategy is developed to reduce the negative externalities on coastal environment and represents another relevant document in the Mediterranean area. Strategy is proposed a direction for enhancement of Blue economy performances. With appropriate support, the entrepreneurial sector is able to recognize and seize opportunities for green and blue industry innovation and related investments.

Strategy of innovative activities is adopted for the purpose of setting up priorities, encouraging and monitoring the development of innovative activity. The MARROBO project is coherent with the unique strategic framework for innovations in Montenegro.

The MARROBO project is in line with three Strategic goals: Development of scientific research society; Strengthening the international relations; and Intensification of cooperation between science and economy. It proposes investment in the development of a scientific, technological and innovative system that are prerequisite for a stable future and sustainable economic growth of the country. The document includes a legal framework for science, research and innovation.

The MARROBO project is coherent with the objectives of The Evironmental protection programme of the City of Dubrovnik, especially with the Goal 4 (C4) - To protect the health and well-being of the local population and Goal 8 (C8) - Sustainably manage natural resources. Since MARRIBO project involves state-of-the-art technologies and innovative solutions focused on promoting sustainable sea activities and development of economy in tourism (WP1, WP2, WP3), as well as by developing joint Action plan (WP1, WP2, WP3) and supporting cooperation among public authorities, business organizations, research institutions, it significantly affect and enables enforcement of Goals 4 and 8 (C4 and C8) of the Evironmental protection programme of the City of Dubrovnik for the period from 2023 to 2026.
Other Croatian Marine environment and coastal area management strategy -
The MARROBO project is coherent with the objectives of the Croatian Marine environment and coastal area management strategy which has four main goals:
1. Protection, conservation, enabling recovery and restoration of marine and coastal ecosystems and sustainable use of ecosystem services;
2. Preservation of protected areas in the sea and ecologically significant EU NATURA 2000 areas;
3. Reduction of pollution in the marine and coastal environment in order to preserve the health of people, the ecosystem and enable the use of the sea and the coast;
4. Establishing and/or maintaining a balance between human activities and natural resources by applying an ecosystem approach.
Because MARROBO project involves new technologies and solutions for promoting sustainable and socially responsible governance if the marine environment (WP1, WP2 and WP3) and supporting cross-border cooperation including all interested interantional stakeholders, it widely affects and facilitates reaching goals set by the Marine environment and coastal area management strategy.
