Description (EN):

The SINERGY project was identified through partners’ cooperation in light of previous cross-border interventions. The Project also took into consideration numerous sports events and tournaments that are held annually in the cross-border area defined by the Programme. Such events are always fully or partially supported by local governments that are founders of public companies in charge of management of sport public facilities. Many public institutions in this cross-border area (from education, health over to sport facilities) face energy efficient management issues. Over the time, the public infrastructure in question, i.e. sports facilities in Tuzla (BiH), Vukovar (CRO) and Herceg Novi (MNE) have recognized obstacles to provide an adequate response to needs of their users and ensure quality use of all their capacities. The reason for this is partly the outdated internal and external infrastructure, which leads to high consumption of electric energy and thus to high maintenance costs of such facilities. Therefore, the overall objective of the project is to contribute to the strengthening of social, economic and territorial development in the cross-border area of Tuzla, Vukovar and Herceg Novi through improvement of energy efficiency in public sector infrastructure, promotion of energy efficiency measures and education in this field. This will be ensured by main interventions in implementation of energy efficient solutions in sport centre Mejdan in Tuzla (energy efficient glass facade), sport centre Vukovar (LED lighting and heat pumps to replace gas as the original source of energy with electricity produced from renewable energy sources) and sport centre Igalo (LED lighting including smart mangement system) and by educating main beneficiaries in energy efficient solutions management. The implementation of the SINERGY project i.e. planned investments as direct outputs in this project will significantly improve the sport infrastructure, which will be useful and available not only to the citizens in these three locations, but also to other visitors and the population of this cross-border area through numerous visits of athletes that use this public infrastructure in sport centres, young people or simply visitors going across borders to attend cultural/entertainment events. Other outputs that will be achieved and that will additionally support the afore mentioned changes, relate to stronger promotion of energy efficiency and education activities in this field, promotion of smart and green solutions currently available but still not applied in this area. Altogether, these will raise awareness but also enable application of the improved knowledge of main beneficiaries in practice.The approach that will be taken to achieve the planned targets will be based on mutual cooperation, support and exchange of experience among all project partners taking into account solutions that will be taken up by all partners. Finally, this approach will enable long-term sustainability of the project’s results.

Actual Achievements (EN):

The LP coordinated start-up preparation of all necessary inputs for smooth start of project implementation. During this reporting period, significant progress was made in the implementation of activities within the Synergy project. The City of Tuzla and the Municipality of Herceg Novi successfully hired a procurement expert who will provide professional support in preparing tender documentation in accordance with program rules and applicable EU PRAG guidelines. To strengthen the capacity of the project team, each of the partners procured laptops through a tender process. It is essential for coordinating, managing, and implementing of project activities, and will enable more efficient communication with project partners, report preparation, and monitoring of all project activities among all partners. The LP in collaboration with CEE, took the initiative to organize the Kick-off conference in Tuzla to mark the project's launch. The conference, held on September 25, 2024, facilitated cross-border collaboration among all partners. The project manager, in partnership with all partners, prepared a presentation outlining the planned activities and expected outcomes of the project in the area of energy efficiency and smart energy consumption. The LP assisted CEE in organizing the Kick-off conference by suggesting and reaching out to potential conference participants, while CEE managed all logistical aspects of the conference. One of the key achievements in this period is the starting up of the procurement processes among all partners related to infrastructural works on the project. PP3 succeeded to complete procurement process for the works on the installation of new LED lighting in the Igalo Sports Center. Following the evaluation process, PP3 signed the contract on January 10, 2025, with La Collina d.o.o. from Podgorica for a total amount of €224,323.23, including VAT. The evaluation process concluded that the offer from La Collina was the most economically advantageous, meeting all administrative, technical, and financial requirements. Contracts were also signed with licensed external experts for the supervision of the execution of works and the technical acceptance of the installed lighting system. LP1 have started preparation of procurement of works on establishing of a new glass façade on the Mejdan Sports Center in Tuzla, began in early October 2024. This phase included drafting tender documentation and coordinating technical details with the Mejdan Sports Center and the Institute for Urban Planning Tuzla. The official tendering procedure for the works was announced on December 20, 2024, with a 60-day submission period. PP2 have started with the public procurement process for heat pumps, a critical component for improving energy efficiency within the project. Simultaneously, documentation for the announcement of public procurement for LED lighting is being prepared. Both activities are part of the project's broader goal to reduce energy consumption and increase the sustainability of public infrastructure. PP4 finalized procurements related to selection of a media house to organize 3 events in Tuzla, Media campaign (LOT 1) and creation of 3 educational murals (LOT 2) and production of promotional materials (LOT 1) and graphic design services (LOT 2). Project communication was highly efficient, with regular partner meetings. It included the project's initiation and communication between the teams across all 3 countries, resulting in the organization of 4 working meetings during the reporting period. One meeting was held live after the Kick off conference in Tuzla on September 25, 2024, and the other 3 meetings were held in hybrid format via the ZOOM platform, on July 17, 2024, October 31, 2024 and December 09, 2024. To support daily coordination, a Viber group was established for team members, supplemented by regular email communication. These activities reflect the strong commitment of all partners to achieving the goals of the Synergy project through effective cooperation and the timely implementation of planned actions. During the reporting period, agreements were reached on signing the PA, establishing project teams in each country, preparing public procurement and communication plans, organizing a kick-off conference in Tuzla, and initiating the public procurement process for the project's initial implementation phase. At the start of the project, synergy was achieved by creating shared communication channels on social media platforms and regular press, including Facebook (https://www.facebook.com/search/top?q=sinergy) and Instagram (https://www.instagram.com/sfge_sinergy/). During this reporting period, the SINERGY project made substantial progress across infrastructure improvements, capacity building, awareness raising, and the introduction of innovative tools for energy management, directly contributing to the project’s objectives of enhancing energy efficiency in sports facilities. Infrastructure Investments and Energy Efficiency Measures The City of Tuzla and Sportski Centri Vukovar successfully completed their planned public procurement procedures, paving the way for major infrastructure works. In Tuzla, this involved initiating the reconstruction of the glass façade of the Mejdan Sports Centre, while in Vukovar, works focused on the installation of LED lighting for swimming pools and the integration of heat pumps. Following contract signing, both cities commenced coordination with contractors, initiating preparatory activities such as procurement of materials and equipment. These works are expected to significantly improve the energy performance of the respective facilities. In Herceg Novi, all planned infrastructural activities at the Igalo Sports Centre were fully completed. The outdated lighting system was replaced with an advanced LED lighting system featuring a smart DMX control system, enabling adaptive light intensity and improved energy management. Works were executed according to the Main Design, under licensed engineering supervision, and passed technical inspection with full compliance and no hidden defects. This investment achieved a 56.08% reduction in electricity consumption for lighting while improving conditions for training and competitions. Additionally, following an approved project modification, LED lighting was installed in auxiliary indoor spaces such as hallways, toilets, and changing rooms, further enhancing energy efficiency and user comfort. Data Collection, Analysis, and Strategic Planning Comprehensive field visits and surveys were conducted in all three partner sports centres, gathering detailed data on electricity, thermal energy, and water consumption, along with employee habits and operational practices. Based on these findings, three tailored energy consumption reports were produced, forming the foundation for the Joint Action Plan for Energy Efficiency. This plan includes specific measures, responsibilities, and operational guidelines for daily work, prominently displayed in all sports centres as a long-term framework for improving energy performance. Capacity Building and Education A detailed Education Plan was developed and implemented, delivering three cycles of one-day training sessions on energy efficiency (EE) and renewable energy sources (RES) for sports centre employees (69 participants) and two-day community trainings for representatives of youth, sports clubs, students, and public officials (261 participants). These sessions increased technical knowledge and provided practical skills to apply individual and institutional measures for reducing energy and water consumption. Communication, Awareness, and Public Engagement The Communication and Marketing Plan was actively implemented, ensuring high visibility of project activities in Tuzla, Igalo, and Vukovar. Promotion was carried out via the project’s Facebook and Instagram profiles, local TV and radio channels, and printed materials. Awareness initiatives included the display of educational posters, the symbolic planting of “project trees” in all three cities—covered by local media—and the creation of eco-murals using air-purifying paints, combining artistic expression with environmental benefits. Preparations for the planned study visit to Maribor and Vienna are ongoing, with the visit rescheduled to October 2025 due to taxation requirements. Innovative Energy and Water Monitoring Tool A major achievement was the development and deployment of a customized software tool for monitoring energy and water consumption in each partner sports centre, designed and implemented by Enkon d.o.o. Tuzla. Tailored to the specific consumption patterns of each facility, the Excel-based VBA tool allows for precise measurement, savings estimation, and easy-to-use reporting without advanced IT skills. Comprehensive user guides and training sessions were delivered to relevant staff, ensuring effective adoption, with advisory support secured for the first 12 months of use. Collectively, these achievements represent significant progress toward the SINERGY project’s long-term goals, providing both tangible energy savings and sustainable operational frameworks for sports facilities in Tuzla, Vukovar, and Igalo, while fostering cross-border cooperation and community engagement in energy efficiency and environmental responsibility During the 3rd reporting period, the SINERGY project transitioned from intensive procurement and preparatory phases to the successful delivery of high-impact energy efficiency (EE) infrastructure and regional capacity building. The partnership demonstrated exceptional resilience and technical coordination, effectively addressing complex on-site challenges while fostering a shared vision for a greener cross-border region. The core achievement of this period is the tangible modernization of public sports infrastructure, supported by innovative digital monitoring tools and a massive expansion of public awareness across Bosnia and Herzegovina, Croatia, and Montenegro. The City of Tuzla achieved a landmark milestone with the successful completion and acceptance of the EE glass facade at SC Mejdan, finalized on December 25, 2025. This complex intervention involved the installation of high-performance LOW-e Iso glass, significantly improving the thermal envelope of the region’s largest sports center. The LP successfully managed profound technical challenges, including the custom manufacturing of bespoke mobile platforms to accommodate the building's unique geometry and the remediation of discovered structural degradation. This process was governed by 18 weekly coordination meetings, ensuring that all works met the highest safety and energy standards. Beyond infrastructure, the City of Tuzla effectively engaged the youth through the "Sinergy Basket" tournament, involving over 150 students from four local high schools, thus linking athletic activity with environmental responsibility. PP2 focused on modernizing the energy systems of the Vukovar Swimming Pool, achieving a key result with the completion of the new LED lighting system on December 31, 2025. This upgrade provides immediate electricity savings and improved conditions for facility users. Simultaneously, PP2 proactively resolved a major setback by successfully repeating the procurement procedure for the air-to-water heat pump system, selecting a new contractor (Emax d.o.o.) and initiating works on November 21, 2025. On the visibility front, PP2 organized the "EU Week of Sport" on November 4, 2025, which gathered over 50 participants. The event was used as a platform to communicate the benefits of renewable energy sources (RES) through project-branded multimedia content and video walls, reaching students, local authorities, and the general public. PP3 successfully expanded the project's scope by initiating the Electrical Lighting Rehabilitation Study for the auxiliary premises of the Igalo Sports Centre. This study, developed by licensed experts, serves as the technical foundation for upcoming EE measures in corridors, toilets, and changing rooms, ensuring that energy management extends beyond the main arenas. PP3 also completed the procurement for a solar digital bench with an interactive totem, which will be installed in front of the sports center to promote green urban mobility and provide air quality monitoring powered by RES. A strategic achievement was the recorded improvement in energy performance following the deployment of specialized monitoring software, which is now being handed over to the Secretariat for Ecology and Energy Efficiency for long-term systematic management. PP4 acted as the technical and educational catalyst for the partnership. A central achievement was the organization of a comprehensive study visit to Maribor (Slovenia) and Vienna (Austria) from September 30 to October 3, 2025. This visit enabled 32 representatives from project partners and technical staff to analyse EU best practices in sustainable sports facility management, which are now being adapted to local contexts. PP4 also modernized SC Mejdan’s internal infrastructure by installing a large-scale LED display (4.8m x 3.84m) and energy-efficient lighting, which reduced electricity consumption for lighting by 56.08%. To ensure the sustainability of these investments, PP4 organized a specialized workshop for 11 public institutions in Tuzla, training them on how to use energy monitoring software for data-driven decision-making regarding electricity, heating, and water. Finally, PP4’s digital campaign reached a massive audience, generating over 52,000 views and 24,000 unique user engagements on social media, cementing the project's regional visibility. The SINERGY partnership proved its strength by transforming technical obstacles into opportunities for mutual learning. The synchronized data collection across all centers and the joint participation in the Austria/Slovenia study visit created a permanent cross-border network of experts committed to sustainable urban development. By combining physical investments (facades, LEDs, heat pumps) with professional capacity building and digital tools, the project has established a scalable model for greening public infrastructure in the IPA region.

Priority axis of the program: Priority axis 2 (Protecting the environment and nature, improving risk prevention and promoting sustainable energy and energy efficiency) (EN) | The main goal of the project was initiating the energy transition at the regional level by encouraging the use of a locally present renewable energy source - biomass.
By implementing the planned activities, the Wood Key project aims to change the reputation of wood as an energy source that is a climate-unacceptable source of energy. The territory of the three partner states (Republic of Croatia, Bosnia and Herzegovina and Montenegro) is rich in wood mass, where wood is traditionally used for heating and household needs.
KEY PROJECT ACTIVITIES:
1. Preparation and implementation of the investment for switching to wood biomass heating in public buildings
2. Heating entrepreneurship - conclusion of a contract on the supply of heat energy with a service provider.
3. Preparation of 10 investment studies for the reconstruction/construction of biomass boilers
4. Development of investment platform and investment calculator
5. Implementation of a series of activities for entrepreneurs, forest owners, employees of public institutions and elementary school students.
Both projects, "Wood&Key" and "SINERGY", aim to improve the energy efficiency of public buildings in SC Igalo, Wood Key through the introduction of a heating system based on OIE (renewable energy source) biomass/pellet, while with the Sinergy project we want to improve the EE of the building through the introduction of an EE LED lighting system. Lighting is a significant energy consumer in SC Igalo. Both project projects affect the reduction of the carbon footprint of the EE contribution, which contributes to the measures defined by the EU to make Europe climate neutral by 2050.
(EN), The "Sun over Vukovar" project - with which solar power plants have been built on buildings owned by the City of Vukovar. The project was co-financed by means of the financial mechanism of the European Economic Area for the period from 2014 to 2021 as part of the implementation of the "Energy and Climate Change" program. The project was co-financed from the EEA financial mechanism for the period from 2014 to 2021 within the implementation of the "Energy and Climate Change" program. (EN) | Through the project "Sun over Vukovar", 12 solar power plants have been built. In one of those locations in the Public Institution "Sports Facilities Vukovar" facilities, 350 kW solar power plant have been installed and put into operation.
The mentioned project is extremely important for the SINERGY project because it will enable the use of renewable energy sources for the production of electricity for heat pumps and cooling devices.
Currently, the building has a hot water heating installation using boilers and a cooling installation using water coolers. The water coolers (2 pcs.) are not designed as heat pumps, which means that during the transition period (spring/autumn) and during the winter they cannot produce hot heating water for the heating needs of the facility or the needs for heating sanitary hot water. The fundamental goal of the reconstruction would be to optimize the operation of the water coolers so that they work as classic heat pumps in heating mode for as long as possible during the year, and then, especially in the transitional periods of the year, replace gas boilers in whole or in part. For this purpose, it would be necessary to replace the existing water coolers with new ones, but which have the possibility of working in heating as well - the so-called. execution of heat pumps. With this intervention, the user would still have cooling and free waste heat available during the summer period, but would also have the option of heating through two heat pumps. What is connected to the Sun over Vukovar project is that the user will be able to choose a more favorable energy source for heating and cooling in the transitional months. By installing solar power plants, we will be able to use a renewable and more affordable source of energy, which we could not do until now.
(EN), The project "Development of additional educational content and modernization of the Borovo naselje sports hall" is part of the Intervention Plan of the City of Vukovar. (EN) | Its implementation took place through the modernization of the public lighting system and mechanical systems and installations. The installation of new efficient LED lighting fixtures contributes to the reduction of electricity consumption by 60%, while the implementation of mechanical measures reduced the consumption of thermal energy by 20%. As part of the project, a solar panel was installed for the production of domestic hot water.
In the SINERGY project will be done the same at the Vukovar Swimming Pool, which is part of the Vukovar Sports Facilities, in order to reduce the consumption of electricity, raise the quality of the lighting of the pool, open up the possibility of regulating the light in the pool, the possibility of turning it on without adjustment time, reducing environmental pollution.

EuropeanGreenDeal The main goal of the project is the promotion and implementation of energy efficiency, which is in line with the goals and objectives of the European Green Plan focused on three key principles of transition to clean energy, which will help reduce greenhouse gas emissions and improve the quality of life of our citizens. Project SINERGY in accordance with the principle - Prioritizing energy efficiency, improving the energy efficiency of public buildings and developing the energy sector, which are mainly based on renewable energy sources. The project is fully aligned with the recommendations and conclusions of the European Green Agreement, To reduce greenhouse gas emissions by at least 55% by 2030. A greater share of energy from renewable sources and greater energy efficiency is needed. Through the implementation of the Sinergy project, we will contribute to reducing the level of pollution, influence the reduction of energy consumption with the aim of contributing to the implementation of the measures defined by the Green Agenda for the Western Balkans and the European Green Deal for EU countries and all countries in the lobby of the European Union that are moving towards fulfilling the goal of making the "old" continent climate neutral by 2050.
EUStrategyAdriaticIonianRegion The project is in line with this Strategy, given that the program area is part of the Adriatic-Ionian initiative. The European Union Strategy for the Adriatic-Ionian Region (EUSAIR) provides a framework for a coherent macro-regional strategy and action plan that deals with connecting the region through cooperation between participating countries. The specific goals for this priority are the achievement of a well-connected and functional internal energy market that supports the three goals of EU energy policy - competitiveness, security of supply and sustainability. Furthermore, EUSAIR recognizes climate change mitigation and adaptation as a horizontal issue, while the SINERGY project promotes energy efficiency, environmental protection, less air pollution, i.e. reduction of carbon dioxide (CO2) emissions.
EUStrategyDanubeRegion Since the project includes partners from countries in the Danube region, the project will support the objectives of this Strategy. Given that the EU Strategy for the Danube Region has identified energy efficiency and the use of renewable energy as a priority in Priority Area 2 Energy, as stated in the Action Plan for Energy Efficiency of the Danube Region: "...Promoting energy efficiency and the use of renewable energy in buildings..." The Action Plan recommends improving the cooperation of the countries of the Danube Region as providing advisory support to local authorities and citizens in the Danube Region in relation to climate change mitigation and energy efficiency issues, which is precisely the goal of this project.

In General Energy strategy of BiH until 2035, it is identified a great potential for savings, especially in the construction sector (http://www.mvteo.gov.ba/Content/Read/energetika-strateski-dokumenti/). In the Development strategy of the FBiH 2021 - 2027, it is identified priority 3-Increase energy efficiency, within the strategic objective 3 - Resource efficient and sustainable development. It is targeted energy consumption, and focus is on improving the energy characteristics of buildings (https ://fzzpr.gov.ba/files/Strategije/Strategija%20razvoja%20FBiH%202021.-2027.pdf). In the Tuzla canton Development Strategy, it is identified measure 3.2 - Encouraging the use of renewable energy sources and energy efficiency measures in public buildings, within the strategic objective 3 - Resource efficient and sustainable infrastructure development (https://strategijarazvoja.tk.gov.ba/strategija-razvoja-tuzlanskog-kantona). In the development strategy of the City of Tuzla until 2026, it is identified strategic objective No. 3-Achieving balanced and sustainable development in economic, social and environmental terms, with a measure of thermal insulation of public buildings. Measures related to energy efficiency in the City of Tuzla are also part of the Energy Efficiency and Adaptation to Climate Change Action Plan - SECAP. In order to participate in the energy transition and to comply with all signed acts, B&H follow the provisions of directives, plans and strategies: UN SDG, EU Directives on EE, the UNFCCC protocol, regional policy papers on EE, the Berlin Summit in Poznan, Paris Climate Agreement, Sofia Declaration and Green Agenda for the Western Balkans, EU Green Plan.
Other Croatia:
The SINERGY project complies with all these strategic documents:
1. National Development Strategy of Republic of Croatia until 2030. (https://narodne-novine.nn.hr/clanci/sluzbeni/2021_02_13_230.html), Strategic priority cluster 3: Green and digital transition; Strategic goal 8: Ecological and energy transition for climate neutrality. Implementation of priorities in the field of energy policy: promotion of energy transition and renewable energy sources, energy efficiency and self-sufficiency and transition to clean energy. The existing building stock in total is relatively old and energy inefficient, and Croatian cities rank among the least green cities in Europe.
2. Energy Development Strategy of the Republic of Croatia until 2030 with an outlook to 2050 (https://narodne-novine.nn.hr/clanci/sluzbeni/2020_03_25_602.html), including goals:
1. Continuously increase electricity production with reduced greenhouse gas emissions - primarily from RES.
2. Increase energy efficiency in all parts of the energy chain (production, transport/transmission, distribution and consumption of all forms of energy).
Within the framework of the Energy Development Strategy, several possible scenarios for the development of the electric power sector and a wide range of energy policy initiatives are foreseen, which will strengthen the security of energy supply, gradually reduce energy losses and increase energy efficiency, reduce dependence on fossil fuels, increase domestic production and use of renewable energy sources (OIE).

Other Montenegro:
In the document Energy Policy of Montenegro until 2030 (https://www.gov.me/dokumenta/a720f4d0-c652-44e9-aeb9-811ea296be3a), it is identified priority No. 3 - Sustainable energy development, through energy efficiency and achieving savings in electricity consumption in public facilities for 9%.
In the document Energy Development Strategy of Montenegro until 2030 (https://www.gov.me/mki/energetika), it is identified priority No. 3 - Sustainable energy development which refers to increasing energy efficiency and care of the needs of socio- economic development of Montenegro. The general objective of the Strategy is to improve energy efficiency and reduce energy intensity in all sectors, through the improvement of the regulatory framework and harmonization with the Agreement on the establishment of the energy community (EnCT), and the implementation of targeted policies. In the field of energy characteristics of buildings, it is identified the need to strengthen the capacity of human capacities, as well as the preparation and implementation of measures for zero energy consumption in public buildings, implementation of energy efficiency projects, support for the establishment of an efficient energy management system and information systems for monitoring of the energy consumption.
In the document Development Strategy of the Municipality of Herceg Novi until 2027 (https://www.hercegnovi.me/downloads/strategija%20elektronsko%20izdanje.pdf), it is identified priority No. 5.3 - Better energy efficiency, within the strategic objective No. 5 - Environmental protection. Priority of the Municipality of Herceg Novi is to improve energy efficiency, through support for public facilities aiming to achieve energy certificate A in energy consumption.
All measures in EE sector in Montenegro are also harmonized with the Acquis Communautaire and directives related to EE and are binding to public institutions according to the EE legislation in Montenegro.
