Description (EN):

The ambition of the project is to reduce the innovation gap and enhance the capacities for technology and knowledge transfer in the field of ICT in nine countries of the Danube region. This project addresses the lack of synergies, cooperation and exchange among knowledge transfer and innovation stakeholders and insufficient business support services for SMEs in the Danube region. Solving these problems is essential for effective valorisation of research results coming from higher education and public research organisations (HEIs/PROs) and also for SMEs' ability to develop products and services with high added value. Our focus is predominantly on providing support to HEIs/PROs for successful technology uptake and spin-off/start-up building. Within the project, we will develop Guidelines for effective technology transfer and commercialisation and organise technology transfer workshops for HEI/PRO's management. We will also prepare Methodology for selection and assessment of technologies for incubation/acceleration and build a Transnational incubation and acceleration programme for ICT: Danube Digital Accelerator and pilot it with 30 ICT technologies coming from HEIs/PROs. The project also simplifies access to transnational resources for innovations for SMEs. The offer provided by EDIHs and EENs in the Danube region will be presented in one place and promoted towards SMEs through a digital tool (EXPERTS.AI platform developed by one of the project partners). To encourage thematically focused transnational RDI networking between HEIs/PROs and companies, we will develop interactive online and offline networking formats and create a toolkit for organizers of these events. Finally, the project will map ICT excellence, both on the supply and demand side, in four non-EU countries to support transnational technology transfer linkages. This data mapping will be also used as an example for an evidence-based approach towards development and improvement of S3 strategies. An Action plan on a data-based approach towards S3 will be developed for policy makers and S3 managers. The project consortium builds on the different competencies of 16 project partners (PPs) and 8 associated strategic partners (ASPs) and brings together knowledge-generating organisations, organisations experienced in business development and innovation management as well as policy makers and innovation agencies.

Actual Achievements (EN):

During the initial Reporting Period 1, the CapTTict project achieved a successful start. A partnership consisting of 16 partners from 9 countries effectively established initial management, communication, and expertise structures, which enabled smooth progress in project implementation (with a few exceptions, detailed in the Problems and Deviations section). Regular monthly consortium and SO meetings were introduced and well-attended by the entire partnership. Additionally, a shared drive containing all necessary project information was created by the Lead Partner (LP), serving as an efficient communication and coordination tool. Progress has been made across all three Specific Objectives (SOs). Within SO1, significant progress has been made in developing the Methodology for selecting suitable technologies for the Danube Digital Accelerator programme. Despite the short time frame, the partners collaborated to develop a joint methodological approach for selecting 30 prospective technologies from the partnership countries. These technologies will participate in the Danube Digital Accelerator, which is scheduled for delivery in 2025 and is a cornerstone of the CapTTict project. Although the selection process is planned for October 2024, individual partners have already begun identifying potential target groups and participants. Within SO2, the main achievement has been the quick launch of EDIH/EEN initiatives across the partnership, with all partners actively involved. This has provided positive momentum for the SO. Additionally, the EXPERTS.AI platform, introduced by PP2, will be adapted to support the project effectively. The primary goal of SO2 is to provide a comprehensive overview of EDIH/EEN services in the individual partner countries, integrate these into a single tool, and offer a joint transnational service that will be promoted to potential users. In SO3, four non-EU partner countries are collaborating with more advanced partners on the development of their S3 strategies, focusing on creating Action Plans to support this process. Non-EU partners from Ukraine, Bosnia and Herzegovina, Montenegro, and Serbia are eager to cooperate despite facing challenges (especially in the case of Ukraine). SO3 leader PP3 has developed a clear and comprehensive roadmap to achieve the SO3 objectives. The transnational approach has provided clear benefits across all SOs, including opportunities for mutual learning, feedback, and discussion on common challenges. These collaborative efforts are expected to lead to more significant value and achievements in future reporting periods. A partnership consisting of 16 partners from 9 countries built upon established initial management, communication, and expertise structures, and continued in smooth progress in project implementation. PP15 IRTC due to internal and external obstacles step out of the project, which was managed in close cooperation with JS. Regular monthly consortium and SO meetings established from the beginning of the project continued during RP2. Within SO1, partnership has started to work on Methodology for selecting suitable technologies for the Danube Digital Accelerator programe (D1.3.1). within RP1 and utilized this methodology during RP2 for acceleration programe (DDAccelerator) implementation. Significant progress has been made in finalizing the the Draft of the Guidelines for HEIs/PROs management for effective tech transfer in the field of ICT (D1.1.1). Within A1.2 , Online workshop “Bridging Innovation and Industry: A Practical Guide to Tech Transfer” was organized on November 27th. Partnership has finalized draft model of the Transnational acceleration/incubation programe - DDAccelerator. DDAccelerator website (www.ddaccelerator.com) was developed providing information on the programme, which included content and graphic support. First cohort trainings are expected in January/February 2025. Partnership will utilize the potential target groups for DDAccelerator participation, which has started to be identified already in RP1. Within SO2, the main achievement has been in continuous updates of EDIH/EEN initiatives across the partnership, with all partners actively involved. This has provided positive momentum for the SO. The EXPERTS.AI platform, introduced by PP2 during RP1, has been further adapted and filled by data from individual countries to provide an online catalogue of EDIH/EEN services. The primary goal of SO2 is to provide a comprehensive overview of EDIH/EEN services in the individual partner countries, integrate these into a single tool, and offer a joint transnational service that will be promoted to potential users. Communication towards EDIH/EEN providers, which was planned already in RP1 has continued to provide more detail and input for SO2 implementation Within SO3, partnership has finalized mapping process of the supply and demand side in the ICT sector in Bosnia and Herzegovina, Montenegro, Serbia, and Ukraine (A3.1), based on SO3 leader PP3 roadmap, which was already discussed and introduced during RP1. PPs gave feedback and discussed possible further development and utilization of the mapping during online partnership meetings. The timeline for the delivery of the visualization of data was updated, and first draft of the platform for data presentation was developed. The transnational approach has provided clear benefits across all SOs, including opportunities for mutual learning, feedback, and discussion on common challenges. These collaborative efforts are expected to lead to more significant value and achievements in future reporting periods.

EDIHs - European Digital Innovation Hubs
European Digital Innovation Hubs (EDIHs) are one-stop-shops that help companies become more competitive through digital transformation. EDIHs provide access to technical expertise, experimentation, and support for the implementation of digital innovations. They also assist in securing investments and connecting businesses with research institutions and innovation ecosystems across Europe. (EN) | Several project partners are involved in EDIH initiatives e.g. LP1 CTU, PP2 UNICO, PP3 MZ, PP4 RBI, PP5 ICFME, PP6 DIT, PP7 CLUJ IT, PP10 SAPIE, PP11 INTERA TP. EDIH's experience of these partners with providing services to SMEs and establishing effective academia-industry cooperation will be utilised in the CapTTict project in SO2.
Concrete examples:
PP7 CLUJ IT coordinates eDIH4Society (contract No 101083952, https://dih4society.ro/), implemented in partnership with two universities and an industry and commerce chamber. eDIH4Society is a regional initiative aiming at profoundly supporting digital and green transformation. Special focus is set on the technologies which have applicability in strategic sectors: medical, automotive and manufacturing.
PP3 MZ and PP4 RBI are involved in AI4HEALTH.Cro specialised in Artificial Intelligence, with leading scientists and entrepreneurs in health and medicine. AI4Health.Cro EDIH has a strong background in policy making (actively involved in AI Act development, and European Health Data Space), as well as gathering 16 Croatian partnering institutions from the national digital healthcare ecosystem.
PP10 SAPIE is directly involved in Slovak EDIH Hopero, focused on AI, where it is responsible for business-oriented training on AI and digital transformation and ecosystem-building activities. Through this EDIH, SAPIE is involved in the practical aspects of digitalization of SMEs, start-ups and municipalities and so has not only direct experience with innovative ICT technologies and their deployment in real-world scenarios, but also access to the vast network of other Slovak and foreign EDIHs. The Enterprise Europe Network (EEN) is an international network that supports small and medium-sized enterprises (SMEs) with international ambitions. It provides services such as access to market information, international business partnering, and advice on intellectual property, funding opportunities, and EU law and standards. The EU takes significant measures to nurture European start-ups and scale-ups in their growth, especially via the European Innovation Council (EIC). One of its most impactful instruments, the EIC Accelerator, provides substantial financial support for SMEs, start-ups, and spin-outs. Despite the high-quality applications, the success rate is still low with only a minor fraction of applicants receiving funding. The SynergistEIC project’s long-term strategic objective is to help European digital and deep tech start-ups scale in the EU and globally, contributing to the EU’s autonomy in strategic sectors. This will be achieved by providing tailored and hands-on support to European impact-driven start-ups, notably in the sector of climate-tech, green-tech, circular economy, and agri-food to increase their competitiveness and readiness to succeed in EIC Accelerator. The central vision for CloudEARTHi is to develop and build capacity for innovation across High Education Institutes (HEIs), students & businesses in the area of big data, environmental science, sustainability and circular economy, which will ultimately benefit the whole society. The Education4Entrepreneurship project aims to strengthen the entrepreneurial mindset at higher educational institutions in Central and Eastern Europe. The project builds on methodology and skills for delivering a 5-day course on innovative product and service development, creates a regional network of practitioners, and promotes good practice in entrepreneurship education through public debates. Contribution to wider strategies and policies:

EuropeanGreenDeal The development and dissemination of new environmentally friendly innovative solutions will play a pivotal role in achieving climate neutrality in Europe by 2050. Enhancing the skills and competencies to develop and manage green innovations, and promoting knowledge and technology transfer through academia-industry collaboration, will expedite this process. When piloting the Methodology on how to select technologies for incubation and the Transnational incubation and acceleration programme (A.1.3 and A.1.4), a special priority will be given to green digital technologies (e.g. energy efficiency, climate and clean-tech). Our ambition is to have a minimum one-third of the selected technologies/start-ups with strong green-tech potential.
TerritorialAgenda2030 The main objective of the 2030 Territorial Agenda is to guide strategic spatial planning and bolster the territorial dimension of sectoral policies at all government levels. It emphasises inclusive and sustainable development across Europe, taking advantage of each region's distinctiveness - both potentials and limitations - given their geographical context. This complex issue will necessitate collaboration among stakeholders from various fields, particularly innovative governance methods and territorial development approaches. Our project aligns with this objective by focusing on the development of support tools for implementing smart specialisations (S3/RIS3). Output O.3.1 Action plan for evidence-based approach to S3 development/improvement is particularly relevant here.
EUStrategyDanubeRegion All countries involved in the project fall within the Danube Region as defined by EUSDR which means significant potential for synergies with the EUSDR programme. Our project strongly emphasizes international cooperation and fostering the creation of connections across a substantial portion of the Danube macro-region and its corridors. The primary priority areas identified in the EUSDR framework to which our project can contribute are Priority Area 7 "Knowledge Economy" and Priority Area 8 "Competitiveness of Enterprises".
The following objective of PA7 aligns with our project: to develop RIS3 in all Danube countries (or their regions). The following objectives of PA8 align with our project: to encourage cooperation and knowledge exchange between SMEs, academia, and the public sector; to improve business support to bolster the capacities of SMEs for cooperation and trade; and to support enterprises through training. Outputs O.1.2 Methodology for selection and assessment of ICT technologies for incubation/acceleration, O.1.3 and O.1.4 related to the Transnational ICT incubation and acceleration programme and O.3.1 Action plan for evidence-based approach to S3 development/improvement are relevant here.
Other Smart Specialisation Strategy: Since the introduction of the Smart Specialisation Strategy (S3) in 2014-2020 as an ex-ante conditionality, regions have been required to develop their own smart priorities. National and regional authorities are drafting S3 strategies as part of an entrepreneurial discovery process to make more effective use of European Structural Investment Funds (ESIF) in synergy with other national and regional policies, and public and private investments. As Interreg's analysis of challenges and needs states, one of the main challenges related to the S3/RIS3 strategies is that they are defined too broadly. Our project encourages an evidence-based approach towards S3 development and improvement. Output O.3.1 Action plan for evidence-based approach to S3 development/improvement and Transnational event on evidence-based approach towards S3 (D.3.4.1) are particularly relevant here.
Entrepreneurship 2020 Action Plan: The Entrepreneurship 2020 Action Plan, launched by the European Commission in 2013, aims to stimulate entrepreneurship, job creation, and economic growth in the European Union. It seeks to create a supportive environment for SMEs by focusing on entrepreneurial education, simplifying the business environment, facilitating access to finance, and promoting role models and networking opportunities. The plan includes several key points relevant for SMEs such as (i) creating an environment conducive to entrepreneurship, which includes fostering the growth of SMEs through collaboration opportunities, including cross-border initiatives and partnerships between different sectors, (ii) providing guidance and support, including mentoring and coaching programs, and (iii) facilitating access to finance for SMEs through various financial instruments. Output O.1.4 Transnational ICT incubation and acceleration programme: Danube Digital Accelerator and SO2 deliverables contribute to the achievement of the Plan's objectives.
