Description (EN):

Several transnational cycle trails have been developed in the Danube region as innovative tools of sustainable tourism and mobility, valorising a rich and diverse natural/cultural heritage. These trails, especially sections leading through overall peripheral border areas are usually facing complex demographic problems: outward migration, ageing society, higher shares of vulnerable groups, pockets of poverty. These problems, along with deficiencies in infrastructure, services result in generally less attractive trails that are not appearing as marketable offers at international cycling tourism markets. Effective, wide scale capitalization of local tangible and intangible heritage along the trails is usually weak since inclusive, community-based initiatives are scarce and unconnected. The IBC project aims at valorising natural and cultural assets in disadvantaged border areas by a transnational development of cycling trails focusing on inclusion of local vulnerable groups. IBC pilots and solutions for inclusive trail management and targeting the silver age groups, accompanied by transnational marketing and promotional activities will lead to an accessible network of socially inclusive cycling trails with European acceptance. Shifting focus from cycling planning to socially inclusive trail development/management will mobilise local communities’ cultural assets and social capital, increasing social cohesion at all levels. Creating innovative and tailor-made tourism products for silver age groups will allow to exploit a growing cycling tourism demand potential, while joint marketing and transferability strategies will contribute to make socially inclusive cycling products more competitive focusing on socially responsible customers from the most developed European markets. To achieve the goals, the IBC project will target already existing cycling trails in border areas. An experienced partnership will ensure to develop sustainable and replicable results.

Actual Achievements (EN):

In the first period of the IBC project, activities successfully commenced. To ensure the smooth execution of the project, Westpannon created a Google Drive folder to gather all important documents. The SO leaders, with the approval of the LP, coordinated the activities and developed a detailed timeline. During the first period, two partner meetings and three SCOM meetings took place: Opening conference, partner meeting, and SCOM in Győr, Hungary (February 2024). Online SCOM meeting (May 2024). Another partner meeting alongside a SCOM meeting (June 2024). One of the biggest challenges of the first year was the change of partner. The original PP14 partner, MFARM, was unable to continue the project due to professional and financial difficulties. As a result, a new partner from Moldova had to be found. During the SCOM meeting on 3 May, the partners voted to admit the new partner, and preparations for the documentation of the partner change began. The project's progress was aligned with the timeline outlined in the application form. The D.1.1.1 Guideline for developing the Inclusive Regional Cycling Storybook was completed in the first period. This deliverable forms the basis of Output 1.1. The document will contain all relevant and essential information about the regional inclusive storybooks, their content, and their implementation. The D.1.1.1 guideline was created in collaboration with the pilot partners. Vulkanland, as the Act. 1.2 leader, invited the ASP to a study visit during which they showcased the integration of local products into the value chains of tourism products, contributing to Output 1.2. In the SO2, In period 1, several activities aimed at achieving this specific objective were initiated. The partnership began preparing the "Analysis of the Special Needs of Selected Target Groups Arising from Their Vulnerability" (D.2.1.1), which will form the basis for adapting cycling routes and related tourism packages to the needs of the silver generation and the younger generation. The structure of the document and the methodology for the analysis were proposed, along with instructions, guidelines, and templates for implementing focus groups/interviews in pilot areas. During this period, as part of Activity 2.2, the activity leader prepared and presented the concept of the volunteering programme to the partners, and Trail Angels prepared and presented the design scheme for the international volunteering programme. In SO3, In the first reporting period, we were able to conclude the first three (out of 6) chapters of the transnational marketing strategy. In which starters contribute to the active implementation of marketing activities, and a transferability action plan can be developed, once it has been prepared. There were no major deviation or delays in the project implementation. January–June 2024 During the first reporting period, the partnership organized two partner meetings and three Steering Committee (SCOM) meetings: Kick-off conference, partner meeting, and SCOM in Győr, Hungary (February 2024). Online SCOM meeting (May 2024). Partner meeting and SCOM in Vulkanland (June 2024). One of the most significant challenges during this period was the replacement of PP14, which faced professional and financial difficulties. During the SCOM meeting on 3 May 2024, the partnership voted to admit a new partner from Moldova, and the necessary documentation process began. Project progress aligned with the timeline outlined in the application form. Under SO1, the D.1.1.1 Guideline for the Inclusive Regional Cycling Storybook was developed in collaboration with pilot partners, laying the foundation for Output 1.1. In Activity 1.2, Vulkanland organized a study visit for ASP, demonstrating the integration of local products into tourism value chains, contributing to Output 1.2. Within SO2, the partnership initiated the Analysis of the Special Needs of Selected Target Groups (D.2.1.1), including the document structure, methodology, and guidelines for implementing focus groups and interviews in pilot areas. Under Activity 2.2, the activity leader presented the concept of the volunteering programme, and Trail Angels prepared the design scheme for the international volunteering programme. In SO3, the first three chapters of the transnational marketing strategy were developed, laying the groundwork for subsequent marketing activities and a transferability plan. The project proceeded without any major deviations or delays. July–December 2024 In the second reporting period, SO leaders continuously revised the work plan to maintain timely implementation. The 3rd partner meeting and SCOM were held in Osijek, Croatia, in November 2024, hosted by Green Osijek. A minor change was introduced and approved by the Joint Secretariat during this period, with all relevant documentation submitted. Additionally, the PPR1 ERDF amount was successfully transferred to the partners on 6 January 2025, with the bank statement attached. In SO1, pilot partners began collecting stories based on the Inclusive Regional Cycling Storybook Guideline, and ARCTUR presented digital solutions for showcasing these stories. The Digital Storyportal development was launched. Moreover, the Guidelines for the Inclusion of Local Products (D.1.2.1) and Sustainable Maintenance Models (D.1.3.1) were finalized. In SO2, the Analysis of the Special Needs of Target Groups (D.2.1.1) was completed, serving as a basis for adapting cycling routes and tourism offers for the silver generation and young people with fewer opportunities. Work advanced on developing bookable packages for the silver generation (D.2.1.2) and involvement programs for young people (D.2.1.3). The concept of the cross-generational volunteering programme (D.2.2.1) was also finalized and presented at the 3rd Partner Meeting. In SO3, the transnational marketing strategy progressed significantly, enabling the launch of the next activities (A3.2 and A3.3), with finalisation scheduled for June 2025. General Project Summary Throughout both reporting periods, the IBC project progressed according to plan, with no major deviations or delays. Key challenges, such as the replacement of a project partner, were successfully addressed, ensuring the smooth continuation of activities. Under SO1, substantial progress was achieved, including the completion of the Inclusive Regional Cycling Storybook Guideline (D.1.1.1), the Guideline for the Inclusion of Local Products (D.1.2.1), and the Guideline for Developing Cycling Route Maintenance Models Involving Local Vulnerable Groups (D.1.3.1). The Digital Storyportal was initiated, enhanced by ARCTUR's digital solutions for presenting stories and heritage sites. In SO2, the Analysis of the Specific Needs of Target Groups (D.2.1.1) was completed, providing a critical basis for the inclusive adaptation of routes and services. Moreover, the design of bookable packages for the silver generation (D.2.1.2) and involvement programs for young people with fewer opportunities (D.2.1.3) were developed. The concept of the cross-generational volunteering programme (D.2.2.1) was also finalized and presented to partners, ensuring the project's strong social inclusion dimension. Under SO3, the transnational marketing strategy advanced considerably, with the first three chapters completed in the first period and additional progress in the second, enabling the launch of marketing actions (A3.2, A3.3). Finalisation is foreseen for June 2025. Communication and dissemination activities continued throughout both periods, with all partners actively engaging target groups and involving them in co-creating deliverables and outputs. This ensured strong visibility, stakeholder engagement, and support for the project's goals at local, national, and transnational levels.

Iron Curtain Cycling SI-HU (EN) | The Iron Curtain Cycling project was focused on developing the Iron Curtain Trail Slovenia-Hungary section with completing cross-border missing links, route signs, infoboards, tour guide training. It created basic infrastructure and human basis that are good to build on with IBC inclusive cycling development. (EN), Spaces4All CENTRAL (EN) | The overall objective of CE-Spaces4All project (started in 2022) is to improve governance and cooperation of multi-level cross-sectoral stakeholders for better territorial planning and implementation of accessible tourism for persons with disabilities (PWD) in rural border regions in Central Europe. With regards to tourism, the special needs of PWDs and elderly people are similar as they need tailored mobility solutions to improve their capability of travelling, and specialized info communication solutions for their special needs. As partners Iskriva and WPRED are involved in Spaces4All, methodology and tourism mobility and information solutions developed for PWDs in CE-Spaces4All project will be taken into account when working on specialized cycling tourism offers for elderly people (SO2 in IBC). (EN), Border(hi)stories AT-HU (EN) | Initiated by WPRED, this cross-border project was developed and implemented to collect, verify and present local knowledge about historical facts of the 19-20th century in the border region as well as to establish a cooperation among institutions that present and safeguard this knowledge as a part of a regional identity. Within the project, a digital inventory of local stories and related remembrance places was created with the involvement of historians and local stakeholders, making documents, background literature available, a collection of historical pictures and videos with short stories was published and made accessible for all through a webpage. A very high popularity of joint travelling exhibitions organised in border settlements has confirmed that creative presentation can enhance the educative effect of local storytelling in an attractive way, therefore, we can use this presentation approach during the implementation of the IBC project. The methodology developed within the framework of the border (hi)stories together will form the basis of the storytelling element of pilot IBC pilot action in Act.1.1. As the border(hi)stories project concept proved to be a successful cross-border initiative, follow-up projects are under preparation by WPRED in the AT-HU and SK-HU border areas. The IBC project pilot applying a similar approach in the SLO-HR-HU and RO-SRB border areas will co-operate and create synergies with border(hi) stories through. (EN), ICTr-CENTRAL (EN) | The ICTr-CE is funded by the Central Europe Programme, launched in 2023. The overall project objective is to strengthen innovation capacities of SMEs and other stakeholders in the tourism value chain to collaborate within the Iron Curtain Trail to stimulate climate neutrality and positive impacts on peripheral areas of Central Europe in pilot regions DE-PL, CZ-SK-AT and SI-HU-CRO. Synergies between IBC and ICTr can be created since both projects aim innovative cycling product development in remote border areas along EuroVelo 13 Iron Curtain Trail - with ICTr focusing on climate neutral offers of local SMEs for mainstream target groups and IBC on inclusion of vulnerable social groups and of local communities of rural less advantaged border areas through developing innovative and cooperative cycling tourism. Between the 2 projects, joint events for exchange of experience, dissemination will be organized, which focus on the same bike route, and mutually present the two sets of developed solutions. (EN)

Contribution to wider strategies and policies:

EuropeanGreenDeal Project will deliver a true Green Deal like product, by which we mean that the products developed; the process of development itself and end result in terms of added value will reflect all the principles of what Green Deal is aiming at. We highlight three main aspect to support this claim: a) product is based on what is now seen as disadvantaged area, relict of progress of sort b) product is aimed towards target group that for now in reality is not seen as functional part of society c) process of product development connects this challenges as sees them as input for social and technological innovation to deliver a product that is delivering multiple results: reviving the physical environment, grown customer market, empowering disabled people to participate in tourism economy in active way as co-creators and users, delivering a new market and customers, while delivering it on green principles: sustainable production, sustainable consumption and sustainable business practices.
TerritorialAgenda2030 Project contributes tangible, transferable solutions to (mainly) two challenges identified in TA2023: Demographic and societal imbalances and Digitalisation and fourth industrial revolution. The tangible result it brings is the design of the planning approach and the end result, the product. It reflects the challenges addressed by TA20230 in Demographic imbalances and recognises the potential of the Fourth industrial revolution to use best available technologies and solutions to deliver a transferable approach and product addressing identified challenges in terms of added value and use value for all stakeholders involved.
EUStrategyDanubeRegion
The project directly responds to one of the main challenges laid down in the EUSDR: striking cultural, ethnic and natural diversity, which requires modern tourism offer and infrastructure. Therefore it is linked to the pillar “(1) Connecting the Danube Region”, to promote culture and tourism, people to people contacts.
According to the Action Plan 2020, the project is in line with Priority area 3: Culture and tourism / I. Developing sustainable tourism and III. Valorising, promoting and protecting cultural heritage.
Under I. Developing sustainable tourism, the project is in line with the following actions:
Action 1: Promote sustainable tourism in the Danube Region
Action 2: Support and promote cultural tourism in the Danube Region
Action 3: Invest in sustainable quality products, services, innovative forms and infrastructure in the fields of tourism and culture.
Under III. Valorising, promoting and protecting the cultural heritage:
Action 6: Promote cultural heritage in the Danube Region.
In order to capitalise the project results, INCDT (PP10) will be in charge to keep the PA3 Coordinator (Ministry of Development, Public Works and Administration of Romania, Directorate-General for Regional Development and Infrastructure) informed about project events and outcomes, who will be also invited to partner meetings. Moreover, to public project events, the national Steering Group members will be invited as attendee.
Other Roma charter on natural and cultural capital
The Charter of Rome is a bridging initiative on the interrelations and interactions between Natural and Cultural Capital. It aims at strengthening nature and biodiversity policy, mainstreaming it into other policies related to the territory and the economic impact. Project is demonstrating the potential of this ambition with connection of natural and cultural potential with innovative and state of the art product development, to establish new markets and new target groups in tourism.
Other EU Charter of Fundamental rights:
Project has direct, tangible contribution to the Article 26 - Integration of persons with disabilities, which states: The Union recognises and respects the right of persons with disabilities to benefit from measures designed to ensure their independence, social and occupational integration and participation in the life of the community. This is achieved by the co-creation process setup and implemented in the project and the end product itself.
