Description (EN):

Mining activities generate hazardous residues, often transported by hydraulic methods, deposited and handled in Tailings Management Facilities (TMFs). The Danube River Basin (DRB) has 300+ TMFs that need special attention to avoid serious and often transnational disasters such as Baia Mare (2000, RO), or Kolontár (2010, HU). TMF safety incorporates multi-level governance actors, multidisciplinary approach and highly complex solutions integrating all levels, actors and DRB countries. SAFETY4TMF – one of the 2022 EUSDR Flagships hosted by the Environmental Risks Priority Area, and confirmed with their Letter of Recommendation - aims to enhance the prevention, preparedness and disaster management activities of potential transnational TMF-related risks in the DRB, with special focus on optimised cooperation of multi-level governance actors, including authorities, municipalities, first responders and others. In order to establish a solid fundament, SAFETY4TMF will analyse policies and procedures, stakeholders and cooperation practices, and map existing TMFs. Built on these, it will enhance and harmonize national and transnational capacity building, and follow a practice-oriented, targeted knowledge-exchange and co-development approach with on- and offline trainings, workshops, conferences, peer-review visits and co-working for transnational actions and applicable solutions improving TMF safety. SAFETY4TMF generates knowledge and experience from pilot actions of transnational importance (advanced risk modelling and enhanced spatial plans; monitoring of tailing management facilities; coordination and preparedness procedures concerning TMF safety in the DRB) will feed into the policy and practice improvement at levels. The diverse partnership of ministries, municipalities, sectoral/academic actors and thematic NGOs backed by international organizations makes SAFETY4TMF capable of increasing safety of TMFs in the DRB via applicable solutions and improved, more supportive local, national and macroregional policies.

Actual Achievements (EN):

To avoid serious transnational environmental disasters in the Danube Region, the SAFETY4TMF has started to work on enhancing the prevention and the preparedness of Tailings Management Facilities (TMF). This two-and-a-half-year will be dedicated to improving the disaster management activities that will be supported by the cooperation of the multi-level governance actors including authorities, municipalities, first responders and others. During the first six months of implementation, the management systems and the procedures ensuring a smooth project implementation were created and the project communication was launched appropriately. After the online Warm-up Meeting (15 February 2024), Partners and associated partners ASPs met in person and online at the hybrid Kick-off Meeting (Ostrava, 19-20 March 2024) to have a common understanding of the project and discuss the basic thematic issues. Additionally, in the course of the 1st Steering Committee, the partners discussed in detail the operative implementation of SAFETY4TMF and prepared the official launch of the project. In parallel, the Dissemination Event was organised by the hosting partner PP4 OSU to raise the public and media awareness of the project. Thematic work has also started by taking steps towards a better understanding of TMFs and their operational frameworks in different countries. Under SO1, the partners have begun to map the TMF related cooperation ecosystem and the policies, as well as identifying gaps in legislation and regulations. During the Kick-off Meeting, the 1st Transnational Partner Workshop was organised by PP4 OSU to define gaps and areas to be improved to increase the safety of TMFs. By organizing the 1st Stakeholder Roundtables in each country (except for Bulgaria), partners could involve the relevant stakeholders who can provide thematic knowledge and support the pilot activities. Additionally, with the participation of experts from all project partners and associated partners, the Working Group was set up by the Specific Objective 1 Leader PP9 UNIBB to deal with the thematic activities within Act.1.2. The 1st meeting was held on 14 May 2024 to discuss the technical details of the Tailing Hazard Index (THI) and the Tailing Risk Index (TRI). With the aim of harmonising the national and transnational capacity building, each country has started to review their existing education curricula and methods in Specific Objective 2 using the questionnaire prepared by the responsible partner PP11 UNILJUB. In order to follow up the progress of the thematic activities, the LP held regularly online SO meetings together with the SO leaders. To avoid serious transnational environmental disasters in the Danube Region, the SAFETY4TMF Partnership has continued to work on enhancing the prevention and the preparedness of Tailings Management Facilities (TMF). During the 2nd Period the Partnership has successfully continued to collect information and work on the baseline study of TMF’s, which serves as the scientific base of the project, has collected good practices of collaborations in the Region, reviewed trainings in the countries regarding TMFs and started to prepare for the pilot implementations. In Period 2 the Partnership focused on broadening knowledge regarding TMFs and mapping knowledge gaps as these will provide also input for the future activities. The internal financial monitoring system has been set up by the LP, so the financial progress is also monitored better. The 3rd SCOM Meeting was organized on 24 October 2024, where 11 PPs were represented. The LP presented roles, responsibilities, updates on the pilot preparations, and upcoming deadlines for SO3 activities. The Partnership has continued to work together keeping close contact with each and focused on reaching more and more stakeholders, as well as keeping in touch with the ones they reached in Period 1. The partnership has had many opportunities to promote the project in Period 2. The LP’s project team was invited to promote the project on many different occasions (in the frame of other projects of MoPARD, events organised by Ministry of Foreign Affairs and Trade, ICPDR, or EUSDR). The team prepared presentations, brochures, and infographics for these events. A conference was organized with a Moldavian delegation on 2024.09.10 in Budapest where the project was introduced, highlighting the Moldavian partner's participation and contribution to the project. On a roadshow organized in 7 different cities in Hungary, the SAFETY4TMF project was introduced. During the events an exhibition was organised where participants could learn about the project goals, current status and ask questions about the implementation. BUDFIRE presented about the project on 5 different occasions, on events organised by EUSRD PA5. Through the EUSDR PA5 and its Disaster Management Working Group network the potential synergies were discovered in relation to the e-learning activities, but also training methods and good cooperation practices were identified. UNIBB also engaged with the public on the topic of TMF safety, highlighting how drones are revolutionizing risk analysis and modelling on the Research Night in Cluj-Napoca, this was also shared on the project website. On the social media sites of the project and on the website each partner was introduced, and the first newsletter was also prepared by OSU for dissemination in Period 3. In SO1 the coordinating Partner UNIBB and Partners made efforts to collect as much data as possible to contribute to A.1.1 Mapping cooperation ecosystems and A.1.2 Improvement of TMF-related knowledge in the Danube River Basin. The Partnership has been proactive in opening communication channels to stakeholders, this way the institutions provided some necessary data. Another WG meeting was also organized to further discuss the thematic topics and questions by the experts. In this period 3 deliverables were completed in SO1. In SO2 the activities have started with the coordination of BUDFIRE. Partners held meetings to clarify the first steps in achieving SO2 goals, and started to prepare for the capacity building activities. The main achievement concerning the SO2 is the review of national and transnational education curricula and methods in A2.1, that UNILJUB conducted using the data provided by Partners. Preparation for A.2.3 have been started by BUDFIRE. The activity is about the capacity building of the actors in the TMF ecosystem, who were mapped in the beginning of the project. The development of the comprehensive training programs for all levels of intervention have been started in line with the training concept for the enhancement of national capacity building programmes in the SAFETY4TMF countries. In each PP country Partners with the help of stakeholders work on the enhancement of the curriculum, with the guidance of academic partners. In SO3 the LP made efforts to start the preparations as soon as possible for the pilot activities. The LP developed a pilot summary and a documentation guide, and shared with the partnership on 18 October 2024. These documents provide an overview of pilot activities, deliverables, and steps through flowcharts, making it easy for partners to understand goals and objectives. Pilot Site Coordinators were appointed, they are responsible for planning, implementing, and documenting pilot actions. They are also tasked with coordinating stakeholder involvement and communication during the pilot implementation. The LP has created templates to support the documentation of pilot actions, and the Detailed Pilot Concepts were developed by PPs. During Period 3, the LP continued coordinating SOs, held several meetings with PPs, and actively participated in the FYR with the PPs and the JS. The LP also joined the Joint Newsletter of Interreg Water Management Projects, published on Danube Day (June 29). The FYR took place in Cluj-Napoca during a partner meeting, where the LP presented project management updates, followed by progress reports from SO Leaders. The project website was enhanced with recent news, partner activity summaries, and documentation of in-person meetings. The Partnership advanced the baseline study on TMFs, organized stakeholder roundtables, finalized the Multilevel Policy Recommendations and the Handbook for SOP Development, and began preparations for in-person trainings and pilot implementations, as well as upcoming peer-review visits. In Period 3 the Partnership focused on collecting more data regarding TMFs and mapping policy gaps, Training of the trainers online event was organized, E-learning materials have been prepared on all partner countries’ languages. The 2nd transnational Partner Meeting and Workshop & 5th SCOM (D.1.2.5), took place in Cluj-Napoca on February 27–28, 2025, gathering 60 participants (56 on-site, 4 online). Roles, pilot updates, and activity deadlines were presented. Throughout the period, the Partnership maintained close collaboration, strengthened stakeholder engagement, and continued building on earlier outreach efforts. Through the EUSDR PA5 and its Disaster Management Working Group network the potential synergies were discovered in relation to the e-learning activities, but also training methods and good cooperation practices were identified. In SO1 the coordinating Partner UNIBB and PPs made efforts to collect as much data as possible to contribute to A.1.1 Mapping cooperation ecosystems and A.1.2 Improvement of TMF-related knowledge in the Danube River Basin. The Partnership has been proactive examining their national policy, contributing to the baseline study and also participating on the 2nd transnational partner meeting and workshop. Another WG meeting was organized online on 12 March to further discuss the thematic topics and questions by the experts. In this period 4 deliverables were completed in SO1: D 1.1.1 Policy and gap analysis report for TMF safety in the DRB (reopened and further improved, delivered),D.1.1.5 Multi-level policy recommendations, D.1.2.1 Baseline study for TMFs and D.1.2.5 2nd transnational partner workshop. In SO2 the activities have started with the coordination of BUDFIRE. Partners held meetings to clarify the next steps in achieving SO2 goals, and started to prepare for the capacity building activities. The main achievement concerning the SO2 is the organisation of the training of trainers online event, the e-learning materials in all partner countries’ languages and the preparation for the in-person trainings. A.2.3 have been started by BUDFIRE. The activity is about the capacity building of the actors in the TMF ecosystem, who were mapped in the beginning of the project. The development of the comprehensive training programs for 3 levels of intervention has been prepared in line with the training concept for the enhancement of national capacity building programmes in the SAFETY4TMF countries. In each PP country, Partners with the help of stakeholders work on the enhancement of the curriculum, with the guidance of academic partners. The preparation for the Awareness raising activities and specific engagement events has been started and at least 2 events per PP country will be organised, in HU and RO even more events are on the way. In SO3 the LP made efforts to continue the preparations for the pilot activities and peer-review visits. Under the coordination of the LP, significant progress was made in SO3. The LP provided continuous support to pilot site coordinators through templates, feedback, and a peer-review guide—including a reporting template—to assist in planning and conducting peer-review visits. The LP also supported the finalisation of the Exercise Handbook and Training Plan for Pilot 3, in preparation for the joint exercises in Vlahita and Szolnok scheduled for September 2025. Pilot site coordinators were encouraged to review each other’s documentation to enhance the quality and transferability of pilot results. Across the pilots, key activities advanced: in Pilot 1, baseline assessments and risk modelling—including drone mapping and flood simulations—were carried out, in Pilot 2, preparations for upgrading the Žirovski Vrh monitoring system were applied alongside stakeholder consultations; and in Pilot 3, detailed planning for joint disaster management exercises progressed through coordination meetings, and draft training materials and the Handbook. The LP also contributed to setting up the Observer Programme and continued to support peer review processes across all pilot sites.

Danube TMF (EN) | The overall objective of the Danube TMF transnational project was to increase the safety of the mining and industrial tailings management facilities located in the DRB by contributing to strengthen the technical and management capacity at the concerned facilities and responsible authorities.
Results of the project were practical tools for self-assessment and inspection such as Checklist for examinations of a minimum set of TMF technical safety requirements, developed and tested Tailings Risk Index methodology, TMF Inventory for the Danube River Basin, Transboundary TMF risk map. (EN), DiMaND (EN) | The project directly supported the implementation of EUSDR PA5, thereby the main goal of ‘DiMaND – Disaster Management Network in the Danube Region’ project was to strengthen the Disaster Management Network in the Danube Region, and to improve the effectiveness of disaster preparedness and response at regional level by promoting the network of governmental and non-governmental disaster management organisations. The project identified good practices in disaster management through the expertise of various stakeholders (such as civil protection, local governance, firefighting and volunteer organizations), region-specific characteristics of disaster risks and the impact of climate change on the DR.
Moreover, the project identified good practices and gaps in preparedness, response activities and hazardous substances.
In the capacity building, the training of trainers methodology was applied first in this field with success, and the Standard Operational Procedures were established for exercise organizers.
Furthermore, the DiMaND project set up a the Roadmap of Actions of EUSDR DM-WG defining next steps for the upcoming years. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion The major driver to realize the SAFETY4TMF project is the Priority Area 5 of the EUSDR, especially Target 3 (aiming to continuously update the existing database of accident hazard spots (AHS Inventory), contaminated sites and tailing management facilities) and Target 4 (supporting the assessment of disaster risks in the Danube Region, encouraging actions to promote disaster resilience, preparedness and response activities in line with the European Union Civil Protection
Mechanism).
SAFETY4TMF will contribute to the overall DRB-wide knowledge update and uptake about TMFs via further development of the existing tools and creation of new ones.
What is a clear added value of the project is the improvement of cooperation at transnational level in training curriculum enhancement via regional and transnational trainings on the early warning - action - response steps, and the policy level white paper and connected action plan, including recommendations targeted at closely collaborating fields of practical expertise concerned with the safety of TMFs . The SAFETY4TMF puts much emphasis on involving various stakeholders of the key 3 steps in a coordinated, practice-oriented way from the municipal level to higher operative one.
The existing ICPDR framework for transnational cooperation ensures the higher-policy uptake of the project results via the Disaster Management Working Group of EUSDR PA5 and the Accident
Prevention & Control Expert Group of ICPDR (joining the project as an ASP).
