Description (EN):

The project BeReady responds to program objective 2.2, Promoting climate change capacities in the Danube Region and disaster management on transnational level in relation to environmental risks taking into account ecosystem-based approaches. The common challenge that the 19 partners and 9 ASPs from 12 countries will tackle is urban heat islands (UHI). The unprecedented heat waves in the summer 2022 demonstrated the acute need to strengthen the preparedness and adaptive capacity of the society to cope with impacts of climate change and foster resilience at city level. Only few European cities have developed plans and strategies to counter UHI. The novel approach taken by the project – “green acupuncture” - will allow the partners, both cities and knowledge partners, to take targeted, small but powerful, context-based measures to deal with UHI in critical urban areas. City pilots will test solutions in three areas: “green acupuncture” (vegetation-based interventions); “white acupuncture” (based on innovative surfaces and materials); and “blue acupuncture” (novel uses of water resources). Leading principles of the project implementation (at all stages of the methodology definition and demonstration of technical and non-technical outputs) include evaluations to define the usefulnees of the solution, the impact on urban planning efficiency, and the impact of climate neutrality. The project main outputs include jointly developed and implemented methodologies and toolkits for UHI risk assessment, data analysis and modelling at city level (based on a collaborative policy Climate Sandbox); co-designed solutions for tackling UHI, tested and peer reviewed in urban environment by 10 pilot cities; a common strategy for improving the climate change preparedness and resilience aimed at local and regional authorities in the Danube region; action plans and transformative strategic outlooks for the participating partners; policy recommendations; a virtual training program with SPOCs; awareness campaigns in 12 countries over the 30-month period. The approach of jointly developing, testing and evaluating solutions contributes to most effective use of shared expertise for better understanding the effects of UHI in and building institutional capacity at local/regional level, for policy development and practical interventions. Key for BeReady is the ClimateSandbox approach that will support participating cities to define and deploy climate oriented innovations – both on the technological and service side (i.e. content) and on the policy, administrative and spatial planning side (i.e. enabling conditions), through the innovative digital Climate Sandbox Technological and Societal Readiness Tool. The project's ambition is to showcase to decision-makers and other stakeholders across Europe the benefits of adopting solutions in which care for the environment, simplicity, and aesthetics play a key role as value-generating agents as well as community engagement drivers, throughout the co-deign process, acting both at levels of solution definition, development and deployment.

Actual Achievements (EN):

The project implementation framework was successfully set up: a calendar for monthly online meetings; an online platform for co-working and GDPR protected document storage; financial training and communication guidelines to all PPs. LP, PP17 BISI and PP15 JINAG developed the Communication and Dissemination Strategy and Quality Management Plan. The project Steering Committee was established and it had three meetings during this period. At the end of M1 a process of project modification and replacement of one Hungarian partner with another had to be launched and it was successfully completed without causing any project delays. LP took part in the lead partner seminar in Belgrade in April, and subsequently trained all PPs. As required, all PPs displayed the project poster in the premises and published information about the project and its funding source on each PP website and social media channels. The project kick-off meeting was held on February 29 in Sofia, with the participation of all PPs and most ASPs online, and JS representative. The first project public visibility event - an international conference - was held on March 1st in Sofia, with the participation of the Bulgarian Minister of Environment, the Deputy Minister of Regional Development and Bulgarian coordinator of the Danube Strategy, the deputy mayor of Sofia on environment and international and national experts. In addition, most partners organized their local project launch events, such as local storytelling methodology workshop in Slovenia, idiation with the Faculty of Architecture, city walk in Varazhdin. The major efforts were focused on A1.1 and the development of D1.1.1. Research PPs held bi-weekly meetings to develop jointly the content of the methodology and tools for city UHI risk and vulnerability assessment. In this process city PPs and ASPs were also engaged by providing information regarding the available data, UHI related city practices, stakeholders, and by testing the digital tools that were being developed for applicability, efficiency and user friendliness. The first deliverable (D1.1.1 -Methodology and tools) was successfully delivered. We started the preparation of A1.2 - the international workshop to be held in Vienna on July 9-10 - and developed jointly with the responsible PPs the agenda, objectives, presentations, logistical organization, etc. We established synergies with the other 2 projects lead by Bulgarian organizations under SO2.2 and SO2.4 - Restoriver and ForestConnect, developed and sent out a joint press release related to the Danube Day - June 29. We also developed synergies with the projects INSPIRinov, Climaborough, URBIO BAUHAUS and CICADA4CE. PP and PP5 also contacted directly their respective government coordinators of PA5 of EUDRS. The project launched a LinkedIn page reaching 215 followers and 9,700 impressions, and a facebook page with 248 followers and 14,300 impressions during this period. We also managed to to get earned media with ... project media mentions, including national tv, radio and print media outlets. After the JS launched the project website, we also maintained it and published information there. We developed and disseminated a project promotional video. The quality manager with the participation of all PPs developed the 6-month quality report and D1.1.1 quality report. Partner cities were trained how to use the UHI risk and vulnerability self-assessment methodology developed in the previous period at an international workshop in Vienna (A1.2). Following that the 10 city PPs with the support of research PPs held local workshops where they presented the methodology to their local stakeholders and prepared the participatory UHI assessment process. A total of 237 stakeholders were engaged in the local workshops - at the average 24 per city. The city PPs formed local coalitions of stakeholders based on quadruple helix model, committed to work together for UHI mitigation, and signed local coalition pacts (D1.2.1). A total of 131 stakeholders joined these coalitions, of which 14 academic and research bodies, 43 national, regional and local governments, 47 NGOs, 26 business support organisations and 1 national media outlet. Cities started developing their UHI self-assessments (A1.3), which included communication and outreach activities, opportunities for citizen engagement, identification with vulnerable groups and above all - data collection mechanisms and sources. The process was coordinated and supported by the LP and the research PPs to help identify data sources, exchange experiences and ideas, and make sure the UHI assessment reports (D1.3.1) are developed as planned. The public engagement and participation events of city PPs varied from capitalization webinar to public discussions to questionnaires and focus groups. We started the development of the online vulnerability assessment toolkit for cities with Be Ready examples and opportunities for mentorship. The online platform aims to present the UHI assessment methodology in an easy to understand and use way for cities beyond the consortium interested to address this issue. The platform development is a collaborative work between research PPs, city PPs, PPs and ASPs that represent networks and knowledge innovation communities to guarantee its usefulness. The platform demo version was completed and tested during this period. During this period the project communications presented the progress and performance to different audiences. We had 12 publications on Interreg Danube website, the project social media (facebook and LinkedIn) achieved several hundred followers. PPs published 126 information materials on their own communication channels and collectively achieved 51 earned media mentions with minimum 80,097 public reach. The project was actively engaged to cooperate with policy makers and establish synergies. SDA participated in the 26th meeting of EUDRS PA5 and presented Be Ready there. Synergies were established with several European relevant projects and initiatives, including a newly approved EUI project Cool Havens, managed by Athens municipality and focused on blue measures for UHI mitigations, Interreg CE projects Urbio Bauhaus focusing on local biodiversity (with the participation of PP16), GreenScape CE, focusing on increasing green urban areas (with the participation of PP9) and MAURICE, focusing on water resources (with the participation of PP18). We achieved capitalisation and exploitation of the results of Interreg CE funded project “Urban Heat Islands – Development and application of mitigation and adaptation strategies and measures for counteracting the global Urban Heat Islands phenomenon” (duration 2011-2014) via a policy webinar between Sofia and Vienna in November 2024. During this period we completed Specific objective 1: Developing shared methodology and tools for UHI vulnerability and risk assessment. We completed all of its remaining deliverables: After the academic PPs developed the UHI risk assessment methodology and all PPs pratised it at and international workshop and then established their local coalitions, cities completed D.1.3.1 City reports from UHI assessments. Parallel to that city PPs developed and disseminated D.1.4.1 Infographics and information materials. The Be Ready experience was shared at D.1.4.2 Policy webinar on UHI risk assessment for organisations at Danube region and EU level, with the participation of EUSDR PA5, JS, CoR, national and local authorities, which was attended by over 100 persons. We also completed two outputs: O.1.2 Online vulnerability assessment toolkit for cities and Output O.1.3 UHI assessment validation protocol. The National Association of Municipalities in Bulgaria endorsed the online toolkit. The European Committee of the Regions also promoted the online toolkit as a best Green Deal practice. We started the implementation of Specific Objective 2: Co-creating, testing and validating jointly developed solutions to mitigate UHI effects in cities. We completed two of its activities and deliverables - D.2.1.1 Mapping report of the state of the art good practices to tackle UHI in the Danube region. While 5 PPs worked on the concept and structure of the report, all PPs contributed with identification of local good practices. The good practices are also incorporated into the online UHI assessment platform, allowing other cities to not just use them but also volunteer their own good practice. City PPs held their local sandbox workshops and based on their UHI assessment report and the relevant good practices they developed D.2.2.1 Local climate sandbox roadmaps for pilot implementation. City PPs have launched and (most of them) completed the procurement/bid-at-three procedures for the pilot implementation. All preparatory activities for A.2.4 Peer evaluation and testing from the pilot testing - all PPs participate. Together with the academic PPs we have started to work on the Climate sandbox societal and technological readiness tool (A2.6). All city PPs are implementing A.2.5 Information campaign in pilot cities. We have also started the implementation of A3.1: Developing and adopting a joint strategic framework for increased resilience of cities in the Danube region to UHI effects - together with the relevant PPs to define scope and contents and distribute responsibilities. We made efforts to further the existing synergies with other relevant projects and establish new ones. We took part in the special online synergy session with Interreg Central Europe and following it started to organize participation of MISSION CE CLIMATE in our peer reviews and exchanged content between the social media channels of the two projects. We took part in the synergy session with the second call projects held in Bucharest, together with a representative of EUDRS PA5, and also established synergies with 4 other projects from the second call. During this period we actively communicated the project activities, events, deliverables and outputs. We published 16 news articles on Be Ready page on Interreg Danube website and 34 resources; 113 materials published on Be Ready project social media channels; 223 publication on PP's own institutional channels; 22 earned media, including articles in leading daily newspapers 24Hours and interview on Bulgarian National Radio. We presented the project at numerous events including the first career forum for senior professionals (https://youngtalents.bg), 50+ business club, Seed festival and more. We also promoted the project internationally, including (online) at a City Windows Series in Ipoh, Malaysia (https://www.mbi.gov.my/images/pdf/Final_Agenda_CWS_III.pdf), a study visit of the National Associations of Municipalities of Poland to Sofia within the NetZeroCities initiative (https://spto.bg/международна-делегация-от-полша-посе/), the meeting of the Balkan network of cities B40 in Sofia (https://b40network.org/v2/b40-balkan-cities-network-sofia-summit/), Greening Cities Partnership Meeting (Urban Agenda for the EU). In terms of general project coordination, we held 6 regular online consortium meetings; 2 SCOM meetings; the regular 6-month project quality monitoring and evaluation, and numerous smaller groups or individual communication between PPs for exchange and sharing. We took part in the Interreg Danube synergy workshop between 1st and 2nd call projects. We also developed and submitted a major change request, the reasons of which were explained in the previous periodic report.

(EN) | The project “Urban Heat Islands – Strategy Plan Vienna” is part of the international CE (Central Europe) project “Urban Heat Islands – Development and application of mitigation and adaptation strategies and measures for counteracting the global Urban Heat Islands phenomenon” (duration 2011-2014). The aim of the project was the identification of measures and adaptations to reduce the negative aspects of urban warming. Under the project was developed a strategic plan for the City of Vienna to implement urban and open space planning measures as well as urban ecology measures that reduce the negative aspects of urban warming. Based on planning tools and instruments of the different control levels of urban planning and development, possibilities of action for the City of Vienna and in addition, opportunities to raise awareness and promote acceptance of measures that reduce urban heat effects have been identified. BeReady will step on the experience of Vienna, through PP12 BOKU, and consult the methodologies used in "Urban Heat Islands". (EN), CLIMABOROUGH (EN) | Sofia Municipality is a member of the consortium of the CINEA funded CLIMABOROUGH project (2023-2026), coordinated by ANCI Toscana and focused on urban planning and design in the framework of the ‘100 Climate Neutral and Smart Cities Mission.’ The CLIMABOROUGH project adopts “circular technology principles” which encourage the reuse and combination of existing solution prototypes for climate neutrality in cities. BeReady will seek synergies with the consortium of CLIMABOROUGH through concertation events and exchange of expertise, in particular with regard to SO2 and the definition of the city pilots, ensuring that urban planning practices lead to a systemic transformation supported by a more strategic, long-term climate investment approach. (EN), World Bank Initiative "City Resilience Program" (EN) | Under the umbrella of the capacity building project “City resilience Program,” implemented by the World Bank in Serbia, city authorities will have access to resources and training. PP6 Niš participates in the project and this is an opportunity for the BeReady consortium to benefit from the expertise gained. In addition, this will offer channels for closer cooperation with city authorities in the Western Balkans. (EN), Projects "Implementation of a forecAsting System for urban heaT Island effect for the development of urban adaptation strategies, LIFE ASTI; Demonstrating heat stress in European cities, implemented by ECMWF as part of Copernicus; Cool Towns -Spatial Adaptation for Heat Resilience in Small and Medium Sized Cities in the 2 Seas Region, Interreg 2 Seas (EN) | All of the projects have valuable outputs which will be utilized by BeReady, such as research, climate data and applications. (EN), DroughtWatch, developed within DriDanube Interreg: Danube transnational programme (EN) | This project, which was also funded by Ministry of the Environment and Spatial Planning of the Republic of Slovenia (which is an associated strategic partner in BeReady), is an opportunity to link the outputs of BeReady (focused on UHI) to existing tools such as Drought Watch which tackle drought monitoring and early warning for the entire Danube region. (EN), Projects funded by the 1st call addressing specific objective 2.2 (EN) | We will contact the sister projects to plan common activities, share ideas and identify possible synergies and scopes of collaboration with the purpose to improve knowledge base and knowledge transfer. Contribution to wider strategies and policies:

EUStrategyDanubeRegion The project contributes to the EUSDR. Priority Area 5 of EU Action Plan for the EUSDR has the highest relevance to adaptation, and has provided a letter of recommendation to the project proposal. The EUSDR Action Plan encourages actions to: anticipate regional and local impacts of climate change for disaster risk reduction (Actions 2, 3, 4, 5, PA5). The coordination of the Environmental Risks Priority Area (PA5) is managed by Hungary and Romania, and engaging them directly connects the project activities, outputs and results with the PA5 coordination knowledge base.
TerritorialAgenda2030 The project contributes to the Territorial Agenda through input to national climate adaptation measures of the partner countries. Danube region countries are at different stages of preparing, developing and implementing national adaptation strategies (NASs) and plans (NAPs) and sectoral adaptation plans (SAP), Climate change impact and vulnerability assessments, and development of adaptation portals and platforms (https://climate-adapt.eea.europa.eu/en/countries-regions/countries/country-profiles). The main way of contribution is the involvement of national level ASPs responsible for the policies.
EuropeanGreenDeal The project pilots test local actions exactly where climate adaptation should be put into action - in cities. However, they are elements of a broader European policy to make our society more resilient to the effects of the climate crisis. It will contribute to the European Green deal by showing transferable ways and offering skills development to limit energy consumption and dependency and improving citizens health and wellbeing. The piloted nature-based solutions also contribute to the emission reduction and encourage biodiversity to thrive again in the urban settings.
Other BeReady is alingned with and contributes to the priorities of the EU Adaptation Strategy, which sets out how the European Union can adapt to the unavoidable impacts of climate change and become climate resilient by 2050. Potentially, the project will enhance the available data and information on climate-related risks and losses, rolling out UHI-adaptation solutions and building up the Climate-ADAPT as the European platform for adaptation knowledge.
