Description (EN):

DECORATOR aspires to catalyze the circular transformation of the built environment in the Danube Region (DR) by conceiving the region as a real life-laboratory for inquiring into the transformational practices promoted by the project. It addresses circularity as a holistic challenge, encompassing the ecological as well the technical, socio-cultural and the economic domain. The project ties in with the New European Bauhaus initiative in that it pursues circularity and the transitioning towards a sustainable future as an aesthetic rather than exclusively technological project. It approach advanced technologies as enablers to achieve the transformation of the sector. The DR constitute a sensitive ecosystem with rivers, basins and snowless mountains providing the daunting imagery of a worsening climate crisis. Challenged by its landscape, the inhabitants of the DR have developed a unique repertoire of knowledge, skills, competences, experiences and problem-solving strategies manifest in their architecture and other cultural artefacts/practices. It is these resources and people’s ability to engage with the materials at hand that are mobilized and systematized in the realization of a new type and vision of danubian building and construction around the concept of circularity; a new type and vision driven by the powers of advanced technologies, engineering, design, crafts, and the creative milieu. At its heart, DECORATOR is a strategic policy development and explorative and piloting project. It develops and tests a new model of collaboration and intervention structured around the cradle-to-cradle (C2C) approach (building materials as nutrients in metabolic building cycles and processes designed to prolong quality of raw materials to eliminate idea of waste altogether). A model that breaks professional silos, nurtures collaboration between sectors and functions, forms new alliances between technology and culture, and incorporates social innovation.

Actual Achievements (EN):

The project started on January 2024 and during this first reporting period, activities have been focused on 2 main categories: a) organization of the project implementation, with the establishment of all relevant bodies (Steering committee and Technical committee); organization of the start-up meetings including the kick-off event in Ljubljana (18-19th March 2024). Partners have been met online several times during the RP1, with the organization of periodical online coordination meetings (totally 5). b) organization and start-up of the communication activities, with the implementation of the start-up communication products/tools (poster, graphic-image, roll-up, etc) and the creation of the social network profiles on LinkedIn and FB to promote the engagement of the stakeholders. c) WP1 implementation, focusing mainly on task 1.1 and task 1.2 and organizing following main activities under task 1.3 and task 1.4. PP05 -BAYINNO coordinated of the whole SO1 and, jointly with the LP01-TPLJ, proposed the partners the time frame for events such as world cafes(act1.1), workshops(act.1.2) and the symposium(Act 1.3). With the support of guidelines and templates, Partners could document their events and contributed to the finalisation of the deliverables. In preparation for the world cafés, one coordination meeting with the organizers has been carried out, so that all open questions have been clarified. PP05-BAYINNO, as coordinator, also included the reporting on the status quo during the periodical coordination meetings. During the reporting period, all project areas organized one world café. Totally, 8 world cafè have been organized by LP01, PP03, PP4, PP05, PP7, PP10 and PP13. PP02, PP06, PP09 supported the organization of the world cafè in their own areas. The majority of these events was online, with the engagement of local stakeholders, representing the construction sector value chain. PP05-BAYINNO gathered all documentations of the other world cafés and concluded a summarized report (1.1.2). During the kick-off meeting in Ljubljana (March, 19th) the capitalization workshop was organized with the contribution of all partners. It aimed for bringing inputs from former or ongoing projects into DECORATOR, according to the section C.2.6 in the Application form. To be able to prepare the content accordingly, PP05-BAYINNO collected important projects and tools in advance and involved the partners here. 8 initiatives/projects have then be selected for the workshop, which were discussed together and explored in greater detail. The workshop was held as a bar camp so that participants had the opportunity to work in smaller groups. PP05-BAYINNO was also responsible to organize the first thematic workshop (1.2.1). It was about the New European Bauhaus and its contribution to the transformation of the construction value chain in the Danube Area. The thematic workshop not only introduced the topic, but also showed what the idea of the New European Bauhaus looks like in practice. To this end, two different speakers participated. Prof. Dr. Hirth from the Coburg University of applied science gave a lecture in which he explained the basic ideas of NEB and linked them to practical projects. Carlotta Ludig, co-founder of OMC°C, a start-up from Frankfurt, presented her solution for bringing nature into urban environments by developing a vertical greening system for facades. According to activity 1.2.2, a workshop on technological trends concerning the construction sector was organized by PP02-THRO with the participation of all partners and selected experts and stakeholders. It took place last 24th April 2024. During the RP1, the organization of the Symposium started (1.3.1). PP11 is in charge of its organization and it will take place in Nova Gorica, next 1-2nd October 2024. For the same reasons, the organization of the SCRUM(Act1.4), started well in advance under the coordination of PP05. It will be in Nurnberg next 27-28th November 2024 with the participation of all partners. The project started on January 2024 and during the first reporting period, activities focused on 2 main categories: a) organization of the project implementation; organization of the kick-off event in Ljubljana (18-19th March 2024); organization of periodic online coordination meetings. b) start-up communication activities (poster, graphic-image, roll-up, etc) and social network on LinkedIn and FB; c) WP1 implementation, focusing mainly on task 1.1 and task 1.2: world cafes(act1.1), capitalization activities, thematic workshops on NEB(1.2.1), technological trends concerning construction sectors etc (act.1.2.1 24/04/2024). Totally, 8 world cafè have been organized by LP01, PP03, PP4, PP05, PP7, PP10. As said, during the kick-off meeting, it was organized the thematic workshop (1.2.1) about the New European Bauhaus and its contribution to the transformation of the construction value chain in the Danube Area. During the RP2, the following activities have been implemented and finalised: the SYMPOSIUM, organized in Nova-Gorica past 01st and 02nd October 2024 by PP11 with the contribution of all partners to highlight some of the main gap and challenges, but also business opportunities and models for the construction industry and artistic contribution; b) the organization of the SCRUM activity (1.4.1) with online and in presence sessions (Nürnberg 28th and 29th November 2024). The DECORATOR Scrum was a good opportunity to give final input to the ideas of a DECORATOR model (D.1.4.1 and O.1.1) by the practical approach of the task to “build a house of the future in the Danube Region”. The challenge was to combine all the ideas into a model that could form a meaningful basis for the piloting phase. The model should outline a path for collaboration, as this ultimately leads to the successful implementation of C2C and NEB. Therefore, the DECORATOR model is a tool that acts as a companion for decision-making in the construction industry, facilitating the circular economy by fostering the twin transformation. Additionally, THRO with the PPs contributed to finalise the analysis of the technological trends in the construction sector (1.2.2) and - thanks to the SCRUM - the visualization map (1.2.3); as a follow-up of the Symposium, UNG worked on the Set of Recommendations to combine C2C and NEB approaches in the construction sector. d) in parallel, communication activities have been carried out: one video, one flyer and the social networks communication campaigns have been carried out to strengthen the engagement of the target users and prepare the next project step that is focusing on the piloting phase. Preparatory activities for the implementation of the pilot action have been implemented, consisting on: a) finalisation of the 5 pilot action plans according to the Partners pilots' leaders; b) finalisation of the pilot area local plans, considering all partners' commitment; c) launch of the pilot action with the organization of the kick-off pilot action events - several events have been fixed and will take place in March 2025; d) implementation of the communication kit to support partners during the pilot actions. The project started with the analysis of the barriers and opportunities that can enhance the transformation of the construction sector. Additionally, the analysis of the existing/past initiatives connected with the building sector, the study of the New European Bauhaus pillars and the technological trends concerning the SMEs belonging to the sector, helped the partners to disseminate information and enhancing knowledge concerning the opportunities for the transformation of the construction sector with a Symposium organized in Nova Gorica (October 2024) The analysis and the engagement of the actors with the preparatory activities, provided the partners with a lot of inputs on how to proceed further. In Nuremberg (November 2024), partners met with the experts and discussed the DECORATOR model to be considered at the ground of the following activities. After successfully achieving all Specific Objectives under SO1 during Reporting Periods 01 and 02, the focus in RP03 shifted to SO2, which centers on practical implementation through Pilot Actions considering the New European Bauhaus pillars (beauty, circularity and social innovation). The first months of RP3 saw the fine-tuning of SO1 outputs and results and the focus on the piloting implementation that is at the core of RP3 and RP4. Following the project partners' meeting in Budapest (March 2025)—where each partner had the opportunity not only to present their plans for the implementation of all SO2 Pilot Actions, but also to receive direct feedback from the Lead Partner and Pilot Action leads—partners proceed with the elaboration of the pilot plans and started their implementation. During the meeting in Budapest, the review meeting with the JS was successfully celebrated. The LP and the SO2 coordinator (THRO) monitored the elaboration of the overall pilot action plans by the leads and the collection of data by the partners considering the progress of the pilots. In particular: a) Pilot n.1: THRO continued working on the "database" to collect inputs from the activities carried out by the partners, consisting on buildings, materials and Technics to be further exploited to maintain the "Danube" building style; partners have been involved to organize the local treasure hunts and other local meeting to engage SMEs. All partners are working on this pilot. b) Pilot n.2: PROWOOD coordinated the implementation of local activities targeted at designers, architects, engineers and students to re-think business models in construction sector. The partners involved (DE, AT, HU, HR, RO) are working on that. c) Pilot n.3: FITT coordinated the involvement of local stakeholders and SMEs focusing on the impact of the digital technologies to enhance circularity processes in the construction sector, particularly considering the final step of the value chain that is related to the demolition and the recovery of building materials. All partners are involved. d) Pilot n.4: CREARE coordinated the involvement of PP05, PP10, PP12, PP07 to combine NEB’s principle with green and digital innovation for a new way of thinking (re-thinking) the “house of the future”. The aims is to focus on the innovative destination of building spaces according to emerging needs and demographic social changes in the Danube area. e) Pilot n.5: UNG coordinated Austria, Slovenian, German and Croatia partners for the implementation of artists installation in buildings. The activities are on progress and will be finalised during the following months. In parallel with the technical activities, Communication actions have been carried out, both to support the start-up of the pilot actions with media and multimedia contents and the organization of the local pilot kick-off events. during the same period, project management continued and supported partners to clarify technical and financial issues.

In the frame of METABUILDING, 3.75M € will be available to finance 140 SMEs, boosting collaborative innovation projects belonging to one of the following industrial sectors, searching for synergies:

The synergies with DECORATOR are very clear: outputs from METABUILDING project will be transferred into the DECORATOR project with the support of PP04 who is partner. The same for the networks. Communication and dissemination activities will be strongly supported with necessary synergies.

In addition, various business models can be incorporated in connection with CE. Partners (TUAS, TPLJ) have also developed their own questionnaire to check the risks and opportunities, which can be used in this project for status quo analysis. Another great input here is the contacts made with companies, experts, politicians, etc.

Main objective: to promote a sustainable wood building culture in the EUSALP Region that brings social, ecological, and economical benefits to its communities. We capitalize experiences from Triple Wood on (a) stakeholder engagement, (b) promotion of sustainable wood building culture that brings social, ecological, and economical benefits to its communities. That means to co-create green, circular transformation & New Bauhaus. (EN), ONEforest (Horizon 2020) (PP02 Partner) (EN) | The overarching aim of ONEforest is to develop a multi-criteria decision support system that will assess sustainable forest management, synergies and trade-offs between forest ecosystem services, reliable wood supply and stakeholder interests based on indicators for the forest-wood value chain, taking into account social, economic and environmental dimensions, thereby facilitating decision making.
Since the focus of the H2020 ONEforest is on sustainable Forest Wood Value Chain, including sustainable forest management as well as reliable wood supply, the project addresses fundamental issues, that are a step before or at the very beginning of the building/production process addressed by the DECORATOR project. In terms of the building/construction sector the H2020 ONEforest project addresses the very beginning of the Building/Construction Value Chain and thus its objectives are complementary to the major objectives of the DECORATOR project.
The added value for the DECORATOR project will mainly be knowledge transfer with regards to sustainable wood production and supply (thus material supply for the building process). Data of the H2020 ONEforest project on forest growth and wood supply will be available for different regions in Europe, covering as well some of the DECORATOR partner areas (e.g. Alpine part of Slovenia, Germany etc). (EN), Wood-based Bioeconomy (research centre) - Bavarian Funding Program (Bavaria´s State Ministry of Science and the Arts) (EN) | Using an interdisciplinary, cross-faculty and cross-locational approach, the research centre "wood-based bioeconomy" focuses on the material use of wood as well as the mechanical, chemical and biotechnological decomposition of the raw material. It deals with the development of innovative materials and the material use of wood in several collaborative subprojects. Major objectives are furthermore the reyclability (re-use) as well as circular economy of the entire sector.
The major objectives of both projects are complementary. Regarding the entire value chain, the DECORATOR project builds on the findings of the Wood-based Bioeconomy research centre.
A close collaboration with the scientists as well as knowledge transfer from the multidisciplinary research projects focusing on (sustainable) use of wood as well as circular economy will allow the wood-based bioeconomy research centre to contribute greatly to the DECORATOR project. (EN), Foamed Wood Composites - KMU innovativ (SME innovative; Federal Ministry of Education and Research; Germany) (EN) | The aim of this project is to investigate the potential of foamed structures made of bioplastics in combination with wood fibers and to test their application and usage as lightweight material for e.g. the automotive industry as well as furniture and construction industries.
The outcome of this project can be used as one of the materials and methods for a sustainable construction sector.
The added value for DECORATOR project is deep knowledge from the field of material science for a specific possible product for the building sector. (EN), Cradle ALP Project - Alpine Space programme 2021-2027 (EN) | The Cradle-Alp project will focus on replacing chemical, fossil or unsustainable materials with more circular, sustainable and biodegradable ones. The Cradle-to-Cradle toolbox developed by the Cradle ALP project will encompass a series of tools enabling business support organisations and businesses to better implement a circular transformation along the entire value chain, from product design until end of life valorisation.
As the Cradle ALP project does not focus on a specific industrial sector (e.g. the construction sector), the focus of the DECORATOR project on the construction sector complements the Cradle ALP project addressing one sub-sector of the Cradle ALP project.
The added value for the DECORATOR project wil be knowledge transfer from the Crade ALP project. A demonstration/application of the C2C toolbox will be evaluated in the course of the DECORATOR project. (EN), BRILLIANT - COSME (Grant Agreement n° 874406 – BRILLIANT – COS-CLUSTER-2018-03-02) (EN) | BRILLIANT supported 7 industrial clusters of lighting, furniture and construction sectors in exploiting their potential as industrial network, by increasing skills and know-how of 14 clusters managers in managing their cluster organizations to better serve the needs and expectations of their firms. BRILLIANT endorsed cross-cluster learning and networking to explore and take up new business deals coming from Smart Home and Building concepts.
BRILLIANT provided online training on smart cities and circular economy therefore the created online tools and information materials can also be used in the communication actions of DECORATOR project, as well. (EN), CIRCES - Circular design: Skills for future people - Erasmus+ Programme (EN) | CIRCES aims to contribute to the fight against climate change and the environment by focusing on the circular nature of a process or product.
An important element of the project is to adapt vocational training to the needs of the labour market, and CIRCES will develop a teaching methodology, curriculum and innovative training toolkit based on game-based digital tools dedicated to circular design, targeting trainers and learners.
DECORATOR and CIRCES can build on mutual benefit in the field of circular design which means providing a product with elements and functions at the design stage to have a regenerative life cycle, i.e it becomes useful repeatedly by being repaired, reused, recycled or transformed.
CIRCES is directly connected with S.O1: To develop a new model of collaboration with related tools for realizing

H2020-EU.2.1.5.2. - Technologies enabling energy-efficient systems and energy-efficient buildings with a low environmental impact (EN) | The European Union is undertaking consistent action to enforce and promote energy efficiency in building sector. The new energy efficient constructions, expression of the European efforts to decrease CO2 emissions, represent a growing share of the building stock. Now there is an unavoidable need to learn from what we are doing, or have recently done, to improve the quality and the performances of the future building sector. This proposal plans the creation of European Energy Efficient building & district Database (ExcEED). ExcEED will be a solid and well-structured database with measured and qualitative information from beyond the state of the art buildings.
- Geo-cluster Tool: The Geo-cluster tool is a web application running on the EURAC server and is embedded in the ExcEED Dashboard (which runs on WATTICS server) in the “Tool” menu. It provides to the user a Graphical User Interface to run analysis on the datasets and to visualize the results.
- Benchmarking tool: In addition to classification and clustering, the geo-cluster tool allows the user to perform a benchmarking analysis both on energy and IEQ. An user can either decide to define a benchmark including all available buildings on the platform with the same intended use (offices, shopping centres, residential buildings, etc), or to analyse data on your own building
by comparing its performance in different periods, or to compare to buildings of his portfolio.
DECORATOR will implement 5 solutions, that are addressing the SMEs and enterprises working along the construction value chain to enhance innovative business models based on digitalisation and circularity and to trigger the re-use of materials, enhancing the zero-waste in construction sector according to C2C principles according to cradle-to-cradle principles supported by advanced technologies to integrate technological, socio-cultural, and economic aspects of circularity within Danube architecture and building construction. H2020-EU.3.2.1.4. - Sustainable forestry (EN) | Build-in-Wood is a European funded Horizon 2020 project with the goal of drastically increasing the proportion of timber construction. With the urban population steadily growing and climate change becoming a pressing topic, our challenge is to offer high-quality, affordable and environmentally friendly housing.
- Deliverable D3.1: Mapping of existing European member state legislation and building regulations. This deliverable contains a comparative analysis of member state building regulations applying to multistory wood buildings. The results provide a point of reference for several Build-in-Wood activities. Along with a general overview of member state building regulation, a more specific view on area specific legislation is provided for the following areas: fire safety, acoustics, and energy performance. A spreadsheet file for each area has been created in order to collect information and provide an overview of legislation requirements. The general regulation overview contains information about where the requirements are found, which standards or guidelines relate to the requirements, and contains information about the formulation and organization of each building regulation. The specific spreadsheets contain detailed requirements for specific topics allowing comparison of the different member state
regulations.
The DECORATOR project will implement 5 solutions jointly developed with all project partners, that are addressing the SMEs and enterprises working along the construction value chain to capitalise the traditional building capability and regional peculiarities for innovation and sustainability and to re-imagining building's spaces with the support of creativity and culture for new sustainable constructions according to cradle-to-cradle principles supported by advanced technologies to integrate technological, socio-cultural, and economic aspects of circularity within Danube architecture and building construction. 2018 Call of the Erasmus+ Programme of the European Union, inscribed within Key Action 2 of the Sector Skills Alliances (Lot 3) for implementing a new strategic approach (Blueprint) to sectoral cooperation on skills (EN) | The main objective of Construction Blueprint is to develop a new sectoral strategic approach to cooperate on skills in the Construction industry, and support a better matching between skills need of companies and skills provided by training centres. To achieve this goal successfully, the project gathers three Sectoral European Organizations, along with nine National Sectoral representatives and twelve Vocational Education and Training (VET) and Higher Education providers from twelve European Union countries.

Contribution to wider strategies and policies:

EUStrategyDanubeRegion DECORATOR project will contribute to the following Priorities: a) PA8: competitiveness of Enterprises, focusing on the construction value-chain and the digital and green transition, with a focus on fostering the collaboration and exchange of knowledge between SMEs, academia and public sector, to support the construction value-chain with new knowledge and competence to implement the digital and green transition combined with NEB principles; PA7: Knowledge society, with reference to the PA7 Flagships Projects approved (Danube Region Research and Innovation Fund; Danube Open Innovative Technologies) and the project MADE in Danube as a good practice.
According to the List of Danube Strategy Flagships 2022, DECORATOR is connected with: a) promote local low-carbon energy actions in the EUSDR; b) Danube Tech Valley initiative: DanuBioValNet (Creating Danube bio-based value-added networks) besides the general promotion of the bio-based economy, the project focused on 3 value chains: Phyto-pharma, Eco-Construction and Bio-based Packaging. The activities carried out try to develop a more sustainable raw material basis and products from biogenic sourcesis; c) Multilateral scientific and technological cooperation; d) Western Balkans R&I Information HUB because of the involvement of Bosnia-Herzegovina and Serbia; e) Danube Alliance for SMEs competitiveness focusing on the construction value-chain
EuropeanGreenDeal By addressing the issue of waste-zero processes in the construction sector, DECORATOR project is addressing multiple European Green Deal goals.
1. Cutting-edge clean technological innovation, which might be needed in order to treat the waste materials from the construction sector to improve their resilience and durability in preparation for their new lifecycle. This goal will be addressed indirectly through the findings of SO1.
2. Longer-lasting products which are repaired, reused, and recycled. This goal will be addressed directly throughout the project as the aim is to increase the life span of a specific material in the construction industry, directly tested during the piloting phase. This also addresses the issue of scarcity of materials which instead of being dumped and hence wasted, get an opportunity to stay in use, in the case of wood combating unnecessary deforestations. The project is therefore indirectly protecting our biodiversity and ecosystems by helping one of the largest industries - the construction industry moves towards a circular economy by improving waste management.
3. Providing future-proof jobs and skills training for the transition by accelerating and navigating the necessary transition in the construction sector. The goal will be addressed directly in SO2 as part of assistance to the construction sector for its green transition.
4. Globally competitive and resilient industry. This goal is also addressed directly as the project links partners from the construction industry and business specialists.
It shall be underlined that under the Action Plan to implement the Green Deal Strategy, there are many references to the Construction sector: a) Industrial strategy for a clean and circular economy, particularly: a sustainable products initiative and a particular focus on resource-intense sectors such as textiles, construction, electronics, and plastics.

The project will contribute to the Territorial Agenda 2030 by aiming to strengthen cooperation between territories, territorial cohesion at a transnational level, and Member State contributions to territorial cohesion through jointly developed strategies, action plans, pilot actions, and solutions.
Direct contribution to one of the objectives: a common understanding that the development needs and its impacts of future developments differ between places in Europe. Priority: A Green Europe that protects common livelihoods and shapes societal transition. CIRCULAR ECONOMY Strong and sustainable local economies in a globalized world
Additionally, by addressing the construction digital and green transition, DECORATOR project will indirectly address many challenges which are part of the Territorial Agenda 2030. They include, but are not limited to: increasing citizens’ well-being and quality of life, improving accessibility, proximity, affordability, and quality of public services for quality of life and business development, European digital transformation, preventing man-made loss of biodiversity, improving circular economy practices in the construction sector with the aim to close material and energy loops through long-lasting design, maintenance, repair, reuse, re manufacturing, refurbishing and recycling.
Other UNITED NATIONS - Sustainable Development goals - SDG goal 9: by supporting the adoption of circular technologies and business models in the construction sector; SDG goal 12 - contributing to responsible consumption and production with shifting from linear production to circular, resource-efficient closed-loop systems.
Other Regional protocols to establish NEBs' representative in all project areas: the Bavarian Centre for the Cultural and Creative Industries (part of PP05) worked on behalf of the Bavarian Ministry of Economics (StMWi); Austrian actions under: Tyrolean sustainability and climate strategy "Leben mit Zukunft";among 5 initiatives awarded by NEB in 2022,"Creating NEBhourhoods together" in Bayern. With reference to the implementation of NEB in Germany, the German Environment Agency (UBA) launched an in-house research project that aims to develop recommendations for urban spaces: “Advancing the New European Bauhaus: Sustainable Mobility and Resilient Urban Spaces for a Better Quality of Life
(AdNEB)” which will inspire the DECORATOR Model (O.1.1) and the implementation of the pilot actions.
Other DECORATOR makes reference to the following Slovenian policies addressed to circularity and construction sector: a) National Environment Protection Programme with programmes of measures until 2030; b) Roadmap for the transition to a circular economy in Slovenia, 2018; c) CIRCULAR POTENTIALS OF LJUBLJANA 2021‒2027, WITH OVERVIEW OF LJUBLJAN, CIRCULAR CITY 2045; d) Roadmap for the transition to a circular economy in Slovenia, 2018; e) Slovenian Industrial Strategy 2021–2030; f) Green Public-procurement.
Other DECORATOR makes reference to the following Austrian policies addressed to circularity and construction sector: a) Austrian Bioeconomy strategy (2019) In various fields of action, including the construction sector, the Austrian Bioeconomy strategy refers to the circular economy as an economic concept b) Tyrolean sustainability and climate strategy "Leben mit Zukunft", 2021: focusing on a balanced spatial planning and planning approach, taking into account economic, ecological and social aspects (GR-6); c) Austrian Creative Industries Strategy: it is the overall Austrian Strategy in the framework of the RTI (research, technology and innovation strategy) to foster growth of the CCI sector and unleash the trasformative potential to society and economy. DECORATOR project will contribute with the showcases from the pilots assessed and included in the solutions (O.3.1) and therefore can contribute to the triple transition of the construction sector with the contribution of CCI.
Other New European Bauhaus - DECORATOR is fully in line with the principle of the NEB, particularly because it aims at combining circularity, digitalisation, aestetics for the innovation of the Construction Sector.
PP05 is the official partner for Germany of the NEB initiative and will participate in the NEB Future Living Labs: they are a network of decentralized laboratory structures whose central task is to answer questions that arise in the concrete working context of the of the European Green Deal and thus the transformation of our economic and social economic and social systems towards sustainability. The laboratories are experimental spaces designed to enable trans disciplinary teams to work on specific policy goals and issues and to develop prototypical development of prototypical solutions. The first lab will take place in 2023 and the there will be exchange of knowledge.
The DECORATOR Project aims at supporting the innovation of the construction sector combining the twin transition (digital and green) with the New European Bauhaus elements. Several outputs of the project will focus on this topic. First of all, the DECORATOR Model (O.1.1) that will draft an approach that promote the proactive collaboration among different actors: engineers, architects, urbanologists, constructions workers, etc to enhance sustainable innovation in the sector combined with the beauty. The sharing of knowledge, the co-creation activities and the implementation of innovative prototypes for a new use of building spaces, a new way to exploit traditional building techniques and materials and to establish the collaboration between artists and construction entrepreneurs is on the same track of the NEB and will contribute to enhance the implementation of this policy and their initiatives (particularly those related to the innovative green-building actions) throughout the Danube Programme area. The pilot actions (O.2.1) and the 5 solutions (O.3.1) are fully in line with NEB's principles.
Other DECORATOR makes reference to the following Croatian policies addressed to circularity and construction sector: a) Program for the development of green infrastructure in urban areas for the period 2021 to 2030, b) Program for the development of circular management of space and buildings for the period 2021 to 2030, c) Smart specialization strategy of the Republic of Croatia until 2029 - more specifically in thematic areas: Customized and integrated wood products and Digital products and platforms
Other DECORATOR makes reference to the following Hungarian policies addressed to circularity and construction sector's innovation: a) National Cluster Strategy (NCS). A series of stakeholder workshops were organised in 2021 and 2022 to define within the NCS the role of clusters and also the support schemes that foster development of clusters on national level in Hungary. NCS is still under development therefore the Hungarian partners in DECORATOR project can contribute with information about European best practice with clusters in circular economy. b) National Clean Development Strategy 2020-2050: NCS is still under development therefore the Hungarian partners in DECORATOR project can contribute with information about European best practice with clusters in circular economy. Circular economy development is closely linked to clean technologies therefore the contribution of DECORATOR project on the implementation of clean and sustainable building technology can be especially beneficial in Hungary.
Other TRANSITION PATWAY FOR CONSTRUCTION (March 2023; EU Commission. Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs)
The updated EU industrial strategy highlights the need to accelerate the green and digital transition of EU industry and its ecosystems. To that end, it proposes working together with industry, public authorities, social partners and other stakeholders. The resulting transition pathway for construction was published on 15 March 2023. The updated EU Industrial Strategy emphasises a swift green and digital transition of EU industry and its ecosystems. It foresees cooperation with industry, public authorities, social partners and stakeholders to navigate each ecosystem's transition. Each industrial ecosystem must transform its business models and value chains to become the foundation of a green, digital and resilient European economy. But such transitions require concrete and actionable plans (transition pathways) developed for each industrial ecosystem.
This transition pathway describes conditions and necessary actions for achieving a resilient, competitive, greener, and more digital construction ecosystem. In addition, it proposes actions that support the transition towards safer buildings and affordable housing for all Europeans.
The transition pathway for construction aims to offer a bottom-up understanding of the scale, cost, and conditions for resilience, competitiveness, and the green and digital transition.
DECORATOR Project will contribute to the following "blocks" of the pathway: Competitiveness; Skills and Talent; Research Innovation and Technology. Among others: elevating the position of the European construction ecosystem in the world through policies valuing architecture and high quality design and "Follow the NEB compass and the New European Bauhaus principles when intervening in buildings, infrastructure, and public spaces

The DECORATOR project will implement 5 solutions jointly developed with all project partners, that are addressing the SMEs and enterprises working along the construction value chain to to trigger the re-use of materials, enhancing the zero-waste in construction sector according to cradle-to-cradle principles supported by advanced technologies to integrate technological, socio-cultural, and economic aspects of circularity within Danube architecture and building construction.
Other Strategy for Development of FB&H 2021 - 2027
- Establishment of an efficient system of protection and rescue from natural and other diseases which implies the improvement of infrastructure (transport and land), establishment of early warning systems, hail protection, flood protection etc in the construction process
- Improve the level of expertise in understanding and managing risks from natural and other disasters
- Periodic creation of the FB&H Vulnerability Assesment from natural and other accidents, including mapping of safe zones, creating evacuation plans, defining direct assistance measures for the vulnerable areas, adoption and implementation of security standards, technologies and techniques in construction in order to increase the resistance of buildings to natural disasters, system development early warning,
The DECORATOR project will implement 5 solutions jointly developed with all project partners, that are addressing the SMEs and enterprises working along the construction value chain to capitalise the traditional building capability and regional peculiarities for innovation and sustainability and to re-imagining building's spaces with the support of creativity and culture for new sustainable constructions according to cradle-to-cradle principles supported by advanced technologies to integrate technological, socio-cultural, and economic aspects of circularity within Danube architecture and building construction.
Other Strategy for the Development of Construction Material Industry 2016 - 2025 - FB&H.
1. 3.1.2. Continuously work on the adoption of new technologies and the production of new material
-Support the creation of feasibility studies and investment programs for manufactury construction, manufacturies that use new technologies, as well as the manufacturers of new materials
-Study the possibilities for starting the production of clay and ceramic tiles products
-Support the preparation of feasibility studies and investment programs for concrete road construction infrastructure
-Adapt the education system to the needs of the economy, raise awareness for lifelong learning
2. 3.1.4. Increase the production of ecological and energy efficient materials
-Organizing a campaign to raise public awareness about energy efficiency and the use of ecological materials and promoting realized projects in this area, as well as passing legislation
-Establish legal regulations and financial mechanisms (tax reduction for ecological materials and equipment that affects EE) to encourage the use of annually renewable and available materials, such as bricks made of earth, clay, gypsum, wood, biomass, etc.
-Financial measures to encourage the private sector to open factories for the production of building elements based on ecological materials
The DECORATOR project will implement 5 solutions jointly developed with all project partners, that are addressing the SMEs and enterprises working along the construction value chain to enhance innovative business models based on digitalisation and circularity and to trigger the re-use of materials, enhancing the zero-waste in construction sector according to C2C principles according to cradle-to-cradle principles supported by advanced technologies to integrate technological, socio-cultural, and economic aspects of circularity within Danube architecture and building construction.
Other As far as the Romanian strategies and plans concerning the innovation of the constructions sector, DECORATOR can refer to the following: a) National Strategy for Sustainable Development 2030: DECORATOR will contribute to the implementation of this strategy that sets out the long-term vision for sustainable development in Romania, including goals related to infrastructure development, energy efficiency, and environmental protection; b) Building Energy Efficiency Program: DECORATOR will trigger green and digital transition of the construction sector and will promote energy efficiency in buildings with the adoption of energy-efficient technologies; c) Digital Romania Strategy: construction sector is addressed by this strategy too and DECORATOR will support its implementation; d) Circular Economy National Action Plan: circularity for Construction sector is included, focusing on waste reduction, recycling and sustainable resource management; these are fields where DECORATOR will work too.
