Description (EN):

CityWalk 2.0 builds on the heritage of CityWalk (2016-19), awarded the RegioStars Public Choice Award. The acceleration of climate change, the energy crisis call for imminent changes on all fronts where we can significantly reduce energy use and GHG emissions. Urban mobility is a major contributor to both – its transformation is inevitable and urgent. CityWalk 2.0’s main goal is to promote energy transition in the transport sector by drastically reducing energy use of urban transport. The quickest, most efficient and cheapest way is to shift from extremely energy-intensive (and inefficient) car-based mobility to active forms of mobility (walking, cycling), micromobility and public transport the primary means. CityWalk had a planning orientation with a walkability focus and targeted mostly the city level, CityWalk 2.0 focuses on implementing the transformation both on the city and citizen level. Key elements of CityWalk 2.0: (i) redesigning streets to encourage active mobility and discourage car use, (ii) changing the travel behaviour of citizens, and (iii) strengthening the political will and commitment (crucial condition!) to implement the transformation. After establishing the state-of-the art and presenting it in the Baseline Study, we review the current street design and travel behaviour in partner cities and identify main challenges and we design a transnational strategy (O 1.1). We train the representatives of partners in street re-design and travel behavior change (capacity building) enabling them to translate and adapt the main findings of the the strategy in local plans. We design innovative, practical toolkits (3), while partners – using the knowledge and methods they have been provided - design local plans (O 1.2) and action plans for pilot actions. City partners implement and assess pilots (O 2.1) with the support of knowledge providers to test and validate the toolkits. After having been tested and validated, all of these will eventually form our solutions. So, we develop 3 toolkits, implement 3 pilot actions, and deliver 3 solutions (O 2.2). Finally, our partnership will also take specific steps to strengthen the commitment of decision-makers and to disseminate the solutions tailored to the target group beyond the partnership. We also identify specific policy changes necessary to implement on local and transnational level, and decision-makers will sign a position paper officially confirming and cementing the cooperation of partner cities and organisations (O 3.1) The 14 partners from 10 countries compose a synergic, professional partnership tailor-made to the project objectives in terms of geography, type of partner and expertise. 4 knowledge providers and 10 territorial partners ensure the balance of the necessary knowledge, piloting and policy proposals. The partnership is balanced in terms of old CityWalk partners and new partners, EU members and non-EU-members. Since the drivers of climate change are transnational (and global), not limited by regional/national borders, widespread and strong international cooperation is needed.

Actual Achievements (EN):

Halfway through the first year of the project, the consortium has achieved notable advancements, starting with D1.1.2 - Good Practice Catalogue as a part of A1.1 - Establishing the State-of-the-Art. This compilation shows successful efforts by cities locally and globally in street redesign and changing travel behaviours. The catalogue offers examples in a well-organized, easy-to-navigate, and searchable format for convenient reference. We have completed work on A1.2 - Review of current street design, travel behaviour, and attitudes in partner cities (city profiles). To assist both partner cities and other cities in the future, we developed D1.2.1 - Template with guidelines and methods, which provided a step-by-step guide for cities to review their current situation and served as the foundation for the city profiles. D1.2.2 - Interactive transnational preparation workshop was held at the Kick-off/SC1 meeting in Vienna, Austria, from March 12th to 14th, 2024, which introduced the process of creating the city profiles. Based on the guidelines in template and preparation workshop, city partners developed D1.2.3 – City profiles. These tools were designed to support cities in evaluating their current practices and preparing for future improvements. D1.5.1 - CityWalk 2.0 Communication & Involvement Roadmap was be prepared in line with DRP Communication Strategy and DRP Communication Toolkit. During the first project Steering Committee meeting we organized a digital training session (D1.5.2) for partners, with goal to establish a common understanding and capacity building in delivering digital materials and involvement in digital channels. We also created a template for D1.5.3 - Transnational Stakeholder Group (TSG) to promote uptake of CityWalk 2.0 outputs across the Danube Region. TSG involves contacts and information of representatives from areas across the Danube Region which are not represented in the CityWalk 2.0 consortium but may be invited to participate in project meetings. SO1 was coordinated by PP14 - NYHMJV, which collaborated closely with LP, PP2, PP3, and PP4 to achieve the planned outcomes. Communication activities were managed by PP2 - EMFIE, working in close partnership with the LP. Furthermore, the CityWalk 2.0 project established connections with the EUSDR Priority Area 1b to capitalize on results and foster synergies with other projects. We have been invited to present the project at various meetings and conferences scheduled for the second period of the project. After one year of work, the consortium successfully achieved all objectives planned for this period. One of the key milestones, D1.1.1 – Baseline Study, was completed. This deliverable is a cornerstone of SO1, providing a comprehensive overview of the state of the art on the project's main themes - street redesign, travel behavior change and political commitment in small to medium-sized cities. It includes findings from related research, EU projects, and definitions of key terms. Building on the D1.1.1 - Baseline Study, we developed a more accessible and multilingual version for wider dissemination across the consortium. This is documented as D1.1.3 – Slide Deck. Under A1.2, partners finalized their city profiles (D1.2.3 – City Profile of Partner Cities), based on the D1.2.1 – Template for City Profiles, which was developed during Phase 1. We also organized an Interactive Training Course (D1.3.2) that was a base for the D1.3.3 – Network of CityWalk Ambassadors. Project partners are now certified to provide quality assessments of local activities and support transnational cooperation in walking initiatives. Based on the SO1 activities completed during P1 and P2, we finalized our first major output: O1.1 – CityWalk2.0 Strategy. This strategy serves as a key pillar for implementation, establishing a shared vision and defining medium- and long-term goals. It outlines objectives, priorities, and strategic interventions for promoting green urban mobility. The partnership also initiated fruitful cooperation and capacity-building events, including the exchange of best practices, pilot action plans, local planning strategies, and identification of synergies with other projects. Notably, we began close collaboration with the Interreg Danube project Active2Public Transport, sharing findings and exploring the integration of their best practices into our work. Period 3 was highly intensive, with a full schedule of activities and deliverables. During this period, partners prepared and set up everything required for the implementation of pilot actions, which will be completed by the end of Period 4. These pilot actions represent one of the project’s key outputs (O2.1 – CityWalk2.0 Transnational Pilot Actions) and serve as a stepping stone for the development of Local Action Plans (O1.2 – Local CityWalk2.0 Action Plans). The Local Action Plans will be developed with the involvement of local stakeholders. Institutions and citizens will be invited to participate in the planning process and contribute to shaping the plans. To this end, each pilot city organised two local planning workshops, engaging stakeholders identified in D1.5.3 (Transnational Stakeholder Group – TSG from P1). Another significant achievement in Period 3 was the completion of A2.2 – Preparing short-term roadmaps for pilot actions (D2.2.2, D2.2.3, D2.2.4)- These roadmaps are essential for visualising the implementation process and tracking progress. Each pilot city partner can choose between a street redesign or a travel behaviour change pilot action; however, all partners are required to carry out a community campaign pilot as well. To ensure quality and accountability, pilot actions will be evaluated both before and after implementation. Knowledge provider PP3 – US developed a template for D2.4.1 – Assessment Survey Methodology, which supports pilot city partners in evaluating their respective actions. The corresponding evaluation reports will be delivered in Period 4, or once the pilot actions have been completed. Finally, the partnership met at the SC3 Meeting, held from 25–27 March 2025 in Chisinau, Moldova. The one-year review conducted during this meeting confirmed strong progress and acknowledged the good work accomplished so far. During the workshop, a transnational workshop D2.2.1 - Transnational Co-creation Workshop Nr.4 took place, which focused on design sprint methodology. As in PPR 2, the workshop Nr. 4 is a consequence of postponed SC Meetings from the start of the project and delivery period (compared to the original naming in AF).

(EN), EN-UAC – Urban Accessibility and Connectivity (Horizon 2020) (EN) | EN-UAC is an on-going project that is pooling resources from 22 research and innovation funding organizations of 16 countries to implement joint actions in the area of urban mobility, accessibility and connectivity. It aims to create and consolidate a transnational ecosystem for inter- and transdisciplinary research and innovation and enhanced science-policy cooperation to drive transitions towards such sustainable, inclusive models for urban accessibility and connectivity. Our project will be able to capitalize its results into our work, when building on already existing knowledge to tailor-make to the needs of CE towns.

(EN), FLOW – Furthering Less Congestion by creating Opportunities for more Walking and cycling (Horizon 2020) (EN) | FLOW is a closed project that created a link between walking and cycling and congestion by developing a user-friendly methodology for evaluating the ability of walking and cycling measures to reduce congestion. The project intended to achieve that walking and cycling are put on equal footing with other modes of transport. The results of this project can serve as an input to CityWalk2.0, supporting their activities and awareness-raising activities about the importance of the active modes of transport in the mobility mix of cities.

(EN), CIVITAS SATELLITE – Support Action Towards Evaluation, Learning, Local Innovation, Transfer and Excellence (Horizon 2020) (EN) | CIVITAS SATELLITE is a closed project that addressed the MG5.5b call topic (Demonstrating and testing innovative solutions for cleaner and better urban transport and mobility) by helping cities gain better access to innovative solutions to properly address transport challenges they are facing, through capacity-building and structured networking. With regards to the CityWalk2.0 project, this can be a good example to follow when including a wide range of practical experiences from various cities and countries into the main deliverables and outputs of the project. To ensure coordination and avoid overlaps, our partnership will get in touch with the partnership of CIVITAS SATELLITE project and consult with them about their results.
(EN), MOBILITY4EU – Action Plan for the future of Mobility in Europe (Horizon 2020 (EN) | MOBILITY4EU is a closed project developed an action plan for the coherent implementation of innovative transport and mobility solutions taking into account a multitude of societal drivers (e.g., environment, digitalisation and smart system integration), involving a large group of stakeholders. CityWalk2.0 could build on the results of the project, intending to achieve a paradigm shift in mobility, leading to a greener solution. MOBILITY4EU project put an emphasis on inter-stakeholder dialogue and collaboration that is also of key importance in our project.

(EN), MIND-SETS - Mobility Innovations for a New Dawn in Sustainable (European) Transport Systems (Horizon 2020) (EN) | MIND-SETS is a closed project that provided a new approach to understanding mobility as part of the overall changing lifestyles of different population groups across Europe. The project applied a new approach that brought mainstream sociologists, environmental psychologists, health and lifestyle specialists and economists together with sustainable mobility and travel behaviour specialists. Thus their results can be useful during our activities aiming to achieve behavioural change of citizens, resulting in a more sustainable mobility.

Replication of innovative concepts for peri-urban, rural or inner-city mobility (Horizon 2020)
(EN) | RECIPROCITY is an on-going project that provides answer to the following question: how the results of mobility pilot projects can be used in order to implement smart city strategies, community initiatives and innovative mobility solutions more efficiently and faster, in order to tackle the challenges of urbanisation, climate change and digitalisation. The findings of this approach can be useful during the pilot actions of the CityWalk2.0 project. To ensure coordination and avoid overlaps, our partnership will get in touch with RECIPROCITY project and consult with them continuously about their results.
(EN), Cities-4-People - New approaches for community-driven sustainable mobility innovations at neighbourhood and urban district level (Horizon 2020) (EN) | Cities-4-People is a closed project that introduced a community-driven People Oriented Transport and Mobility (POTM) framework based on participatory, inclusive, and transparent innovation processes. Involving citizens and local stakeholders in an interactive and innovative way during our work is also top priority.

(EN), THRIVING STREETS – Designing Mobility for Attractive Cities (URBACT) (EN) | Thriving Streets is a closed project. Its ambition was to improve sustainable mobility in urban areas from an economic and social perspective. The key question Thriving Streets network intended to answer was the following: “How can mobility become a motor for urban health, inclusivity, economy and social cohesion?” The findings of the project are especially useful to the street redesign and to the decision-maker commitment aspects of CityWalk2.0.

(EN), Space4People - mobility solutions for attractive public space (URBACT (EN) | Space4People is a closed project. Its focus was on walkability, quality of stay, mix of functions to achieve attractive public space for diverse user groups and a sustainable urban mobility scheme supporting such public spaces. Space4People has placed a user-centric approach at the core of its work that to assessed qualities and deficiencies, developed future visions and tested possible solutions to public space in our cities. To ensure coordination and avoid overlaps, our partnership will get in touch with the partnership of SPACE4People project and consult with them about their results.
(EN), TuneOurBlock (Transforming urban quarters to human scale environments) (EN) | TuneOurBlock (Transforming urban quarters to human scale environments: applying superblock concepts for different urban structures) – Urban Europe Project no. 875022 (https://jpi-urbaneurope.eu/project/tuneourblock/). The ongoing TuneOurBlock project is led by TUW (PP4) and validates, internationalizes, and expands the Superblock concept as policy and planning strategy for transformational urban adaptation. Municipal planners, practitioners, researchers, and NGOs, co-create effective and transferrable guidelines, policy options and tools for implementing Superblocks in varied urban contexts. CityWalk2.0 will be able learn from TuneOurBlock, regarding recommendations for empowering Superblock implementations in European cities and the general knowledge for how to effectively approach transformational urban interventions. Contribution to wider strategies and policies:

EUStrategyDanubeRegion EU Strategy for the Danube Region (EUSDR): CityWalk2.0 project involves partners from the participating countries of this Strategy. Our project directly contributes to achieve the goals of PA1B, PA2, PA5, PA6 and PA10. Furthermore, the project is submitted under DRP Priority 2. – “A greener, low-carbon Danube Region”. Using innovative approaches, CityWalk2.0 aims to make urban mobility systems in the Danube Region more sustainable by redesigning streets and changing people’s travel behaviour and encouraging them to use the combination of public transport and active forms of transport instead of cars,. The associated partner is also coordintaing PA1B which will be direct link to EUSDR.
EuropeanGreenDeal EU Green Deal: Our project can contribute to the Sustainable and Smart Mobility Strategy of the Green Deal. BY implementing our project, we aim to encourage citizens to change their behaviour and increase their commitment to address sustainable urban mobility challenges, using innovative green approaches and digital technologies. The combination of different modes of transport will result in a significant cut in emission, thanks to better streets and changing travel behaviour.
TerritorialAgenda2030 Territorial Agenda 2030: CityWalk2.0 contributes to A GREEN EUROPE, offering sustainable green solutions to urban mobility challenges of Danube Region. Our project is in coherence with the ‘sustainable connections’ aim of the Agenda. Good practices of new socially and environmentally progressive models will be included into the project implementation in order to cooperate on multimodal and environmentally friendly accessibility of urban areas. We aim to use the already existing knowledge of experts, adapting them to support the societal transitions in small- and medium sized towns of Danube Region Europe.
Other New Leipzig Charter: CityWalk2.0 demonstrates a strong connection with the New Leipzig Charter with its city focus and urban approach. Our project strongly contributes to the “Green Cities” dimension of the Charter, and also its key principles such as integrated approach, participation and co-creation, and place-based approach.
Other The Urban Agenda for the EU is “an integrated and coordinated approach to deal with the urban dimension of EU and national policies and legislation”, seeking to improve the quality of life of cities. CityWalk2.0 directly addresses various priority themes of the Agenda, including urban mobility, air quality, while also indirectly contributes to many others, like climate adaptation, energy transition, security in public spaces and even urban poverty.
Other European Sustainable and Smart Mobility Strategy: CityWalk2.0 contributes to this strategy too, by transforming the EU transport system to become greener and more digital through developing sustainable mobility solutions, taking the characteristics of Central European towns into consideration.
Other THE NEW EUROPEAN Urban Mobility Framework (2021): tactical urbanism solution – which we intend to use in CityWalk2.0 - are appointed as possible new interventions to shape public spaces, aiming to discourage car use and encourage greater sustainable mobility by all citizens;
Other Directive (EU) 2018/2001 on the promotion of the use of energy from renewable sources: CityWalk2.0 helps in increasing the proportion of energy from renewable sources by reducing the overall energy consumption of urban transport. One way to decrease carbon intensity of urban transport is to increase the share of energy from renewable sources. Equally important is to reduce the overall energy consumption of urban transport, which, also directly contributes to the increase of the proportion of energy from renewable sources. CityWalk2.0 focuses on decreasing carbon intensity of urban transport through supporting shift to more sustainable modes of transport.
Other The New European Bauhaus is a creative and interdisciplinary initiative that connects the European Green Deal to our living spaces and experiences. The New European Bauhaus initiative calls on all of us to imagine and build together a sustainable and inclusive future that is beautiful for our eyes, minds, and souls. With the project, we will tackle principles of sustainability, inclusiveness and aesthetics into climate-neutral urban transformation. Partner REGEA as the national contact point of the NEB in Croatia will be the main link to this initiative.
