- Creative industries for new urban economies in the Danube region (CINEMA), Interreg Danube 2014 – 2020 (EN) | CINEMA was focusing on urban regeneration by developing and testing innovative model, tools and services based on cross-fertilisation and start-up actions among creative industry and the urban economy sectors like retail and small businesses. For RurALL project it is valuable to study CINEMA approach on how to utilise the potential of creative industries and developing tools for policy makers to improve capacities for innovation and revitalisation of empty floor space. In the context of the New European Bauhaus approach applied in RurALL we will learn from CINEMA approach in creating partnership among municipalities, businesses, NGOs and creative stakeholders and preparing transnational policy recommendations.
- (EN), Improved Institutional Capacities and New Multilevel Governance for Talent Attraction and Retention in the Danube Region (TalentMagnet), Interreg Danube 2014 – 2020 (EN) | In the context of RurALL the TalentMagnet project is valuable because it also addresses demographic challenge caused by brain drain in from small and medium sized communities. TalentMagnet developed improved multilevel governance, targeted policy instruments and practical tools to attract and retain talent and tailor made to the specific needs of small municipalities. RurALL will learn from transnational, intersectoral and multilevel cooperation developed in TalentMagnet and the approach in developing an improved multilevel governance model and improved capacities of institutional actors. For RurALL it is very important to improve conditions for local and transnational policy environment. We will test options to combine tools/solutions developed in both projects to achieve an even more comprehensive model in addressing depopulation challenge of rural communities.
- (EN), Advanced coGeneration Options for Reintegrating local Assets (AGORA), Interreg Danube 2014 – 2020 (EN) | Although AGORA was focusing on urban regeneration the approach is interesting and partially applicable also for rural areas. Namely the project focused on improving territorial partners capacities of addressing long stand challenges related to the recovery and redevelopment of unused city assets. RurALL is addressing deteriorating dwellings as assets of reviving rural communities and fighting depopulation. AGORA challenge was to increase public administration capacity in developing more flexible, inclusive and creative instruments for public-private-people led physical and social regeneration and catalysing a critical mass of interest groups. It developed a transnational policy-learning platform for supporting cities reintegration and reconnection of local undervalued assets and giving new sense to abandoned spaces and urban areas in decline.
- RurALL will study the approach used in AGORA for generating institutional learning experience, dialogue and cooperation between public and private stakeholders at local and transnational level and how better governance in terms of urban regeneration was developed. We will offer best practices exchange and possibilities for improvement of processes applied in both projects.
- (EN), Integrated Management Support for Energy efficiency in Mediterranean PUblic buiLdings (IMPULSE), Interreg Mediterranean 2014 – 2020 (EN) | IMPULSE introduced an integrated management support system for planning energy efficiency interventions in public buildings. In the context of RurALL the project is important because it has produced GIS-based maps of the pilot cities with depicted municipal buildings. RurALL project will also use Geographic Information System (GIS) for the mapping of deteriorating dwellings in rural communities and we will learn from IMPULSE how GIS was used for creating maps of buildings that were used for energy upgrading plans. We will test the options for GIS technology reuse and resource optimization.
- (EN), Participative Ecosystems for fostering the revitalization of rural-urban cooperation through governing Danube Circular-Bioeconomy (GoDanuBio), Interreg Danube 2014 – 2020 (EN) | Although GoDanuBio is focusing on Circular-Bioeconomy as a tool in the transition of a fossil-resource based economy towards an economy making use of sustainable production of biological resources and processes it is interesting for RurALL because it addresses rural exodus and depopulation and has implemented multi-level participative governance approach to pool existent competencies and development potentials. We will study the approach for co-creating strategies to increase the attractiveness of rural areas and their revival. An important part of RurALL are newly developed business models and we will absorb the experiences of GoDanuBio in creating business models based on interdisciplinary cooperation.
- (EN), Adriatic-Ionian Network of Authentic Villages (ADRIONET), Interreg Adriatic – Ionian 2014 – 2020 (EN) | The ADRIONET is valuable for RurALL because it is focusing on promotion and preservation of rural communities natural and cultural assets and improving the capacities and cooperation of local stakeholders (public authorities, local businesses and citizens). The project developed a Transnational network of Authentic Villages and we will study the functioning of the network and apply useful solutions in organizing the work of the RurALL project Transnational network of rural communities and experts. ADRIONET is also important in the context exploiting the potential of cultural assets as we will implement New European Bauhaus principles in exploiting the potential of deteriorating dwellings. We will pursue synergies in the form of knowledge transfer.
- (EN), Revitalising Historic Buildings through Public-Private Partnership Schemes (RESTAURA), Interreg Central Europe 2014 – 2020 (EN) | RESTAURA aimed at identifying, testing, evaluating and promoting good practice on Public-Private Partnership in revitalisation of historical cities and buildings and has developed strategies/action plans/tools for public authorities to bring new life to abandoned and deteriorated historic buildings. The project also involved mix of public and private institutions and transnational exchange of experience in developing solutions. RurALL is also focused on developing credible business models and identifying resources for financing dwellings renovation and we will analyse solutions developed in RESTAURA project and search for synergies in the form of sharing the strategies and approaches in exploiting the potential of public and private financial resources.
- (EN), One-stop-shop extended model to increase the multi-apartment building stock renovation in the BSR (RenoWave), Interreg Baltic Sea Region 2021 – 2027 (EN) | RenoWave establishes cooperation among homeowners, construction companies, energy agencies and public authorities to initiate more energy-efficiency renovations in multi-apartment buildings. Currently multiple apartment owners have insufficient information about the renovation support and services are offered in a fragmented way. In the frame of the project a support in a form of one-stop-shop will be developed where building owners can find all information and services, they need to implement an ambitious energy renovation project.
- We will establish contact with the RenoWave consortium about the process they are implementing and identify potential synergies when developing our business models for financing the renovation of deteriorating dwellings. As RenoWave is going to provide renovation support we will identify the sources that were identified for providing renovation support. In addition we want to exchange experiences and methods in engaging with different stakeholders as both project emphasize the before mentioned approach. We expect synergies in form of a knowledge transfer and process improvement. (EN), Smart Management and Green Financing for Sustainable and Climate Neutral Buildings in Central Europe (MESTRI-CE), Interreg Central Europe 2021 – 2027 (EN) | MESTRI-CE introduces a new investment model to finance more climate-friendly buildings that guarantee sustainability. The model covers both the supply and demand side of the renovation market and builds on data collected and tools and green standards developed by the project.
- We will establish contact with MESTRI-CE consortium with the ambition to exchange approaches and experiences. Namely for RurALL business models development it will be useful how the colleagues identified financial resources for buildings renovation and what public and private sources were taken into consideration. Of course, our business modelling also has potential for upscaling the MESTRI-CE investment model. (EN)

Contribution to wider strategies and policies:
- EUStrategyDanubeRegion The project contributes to Priority area 10 of EUSDR as it is focusing on strengthening cooperation capacities for all stakeholders in the multi-level governance system and is exploiting innovative potential of a broad group of stakeholders at multiple levels. By implementing cross-sectoral and inclusive approach we will foster cooperation built on mutual trust between public and non-public actors and promote transnational exchange of good practices, mutual learning, and participatory governance in co-designing participatory policies that focus on depopulation in rural communities. Consequently, we will contribute to Action 10 (Target 7.2.) under Priority 10 on building capacities on participatory governance and involvement of civil society and local actors. By exploiting the potential of deteriorating dwellings, we will develop innovative business models about funding options for dwellings renovation therefore we will contribute to Action 5 (Target 5) under Priority 10 that is promoting development and testing of innovative funding instruments with particular focus on local actors.
- We will invite coordinators (Center for European Perspecitve – Slovenia and City of Vienna – Austria) for EUSDR Priority 10 to attend the project activities. It goes especially for the first meeting of the Transnational network of rural communities and experts and the International conference (Final event). The coordinators will be invited to share their input on the development of the multi-stakeholder governance model and participative governance promoted in the frame of community engagement. We will also encourage support in dissemination (capitalization) of the project results.
- EuropeanGreenDeal The RurALL project applies the New European Bauhaus (NEB) approach that is a part of the New European Green Deal (NEGD) and complements this comprehensive plan to achieve climate neutrality and sustainable growth in the EU. The NEB acts as a creative and innovative platform to translate the principles of the NEGD into tangible solutions that enhance sustainability, aesthetics, and societal well-being. In the frame of the project, we will follow the NEB approach by emphasizing transnational collaboration and co-creation and community engagement. We will engage policy actors, stakeholders/experts and citizens to work together and contribute their ideas and expertise in shaping the future living spaces of rural communities that are facing depopulation. We will contribute to the NEGD by fostering a bottom-up approach and promote sustainable, circular and nature-based solutions that improve the quality of life in rural communities and its attractiveness while minimizing the environmental impact. The before mentioned approach requires strong cooperation across multi-level governance framework that is a core of the RurALL project and emphasized in the NEGD and NEB.
- TerritorialAgenda2030 The project is focusing on rural communities and Territorial agenda 2030 (TA 2030) is emphasizing the importance of reducing disparities between the regions and especially rural areas that suffer from severe and permanent natural and demographic handicaps. The project contributes to balanced and harmonious territorial development between countries/regions/communities as well as ensuring a future for all places and people in Europe, building on the diversity of places and subsidiarity. Demographic and societal imbalances are emphasized in the TA 2030 and depopulation is described as one of the challenges to Europe’s local and regional development and is causing increased social exclusion/inequalities as well as challenges for public service provision, economic development, labour markets and housing. RurALL project will develop a model on how to revive rural communities that are facing depopulation and to make them more attractive by exploiting the potential of deteriorating dwellings.
- In the frame of the project, we will develop a multi-stakeholder governance model. The place-based approach to policy making, involvement of citizens/experts/stakeholders/policy actors will unleash unique territorial potential, knowledge, and assets in developing solutions. TA 2030 emphasizes that joining efforts across sector policies, governance levels, places and societal groups is essential for an inclusive and sustainable Europe that offers future prospects for all people and places. The quality of governance processes is an important crosscutting principle for local, regional, national and European development. TA 2030 clearly states that growing inequalities between places and between people as well as unsustainable developments have reached a critical level, therefore our projects contribute to increased governance action to ensure positive future perspectives for all people, communities and places in Europe.
- Other New European Bauhaus
- The RurALL project is inspired by the New European Bauhaus. The consortium adopted the NEB vision of creating beautiful, sustainable, and inclusive places, products, and ways of living. There are 3 key elements of the NEB embedded in the project.
- Inclusive – for us to develop innovative functions and designs for deteriorating dwellings we are going to mobilize different local and transnational stakeholders (from scientists, to engineers, artists, designers, actors of the cultural and creative sectors, entrepreneurs) and citizens to stimulate a real participatory and trans-disciplinary process that is in the core of NEB. We will find synergies and build bridges between various disciplines.
- Beautiful – the NEB wants communities to develop ideas that emphasize local specifics, local beauty and local identity. There is no place for artificial solutions. We must exploit potential that is on hand and already present in our rural communities. Therefore, the RurALL project builds on the potential of deteriorating dwellings in addressing the depopulation challenge and will develop ideas and tangible approach to transform this potential in something beautiful that delivers the message of local identity and authenticity.
- Sustainable – the NEB connects the European Green Deal to our living spaces and promotes new ways of living where sustainability matches style. In the RurALL project we are transforming our rural communities by developing ideas for deteriorating dwellings and by focusing on solutions that are in harmony with nature and environment. We want to promote a model for rural communities’ development that will send a message of vibrant and liveable areas that are attractive for living, doing business and enjoying all the benefits of natural environment.
- Other New Leipzig Charter
- Although the New Leipzig Charter is a policy framework document for sustainable urban development it has strong influence on rural areas and emphasizes the importance urban-rural linkages. It also puts its focus on small cities that are often part of rural areas. The RurALL project builds on the potential of old dwellings and rich cultural heritage of our rural communities and directly contributes to the holistic understanding of high-quality Baukultur as the basis of the integrated planning and design processes of the built environment as stated in the New Leipzig Charter and also the importance of management and conversion of existing buildings.
- The charter also addresses small and medium-sized towns in shrinking areas and the role of local authorities in setting strategic guidelines for the city areas and wider functional areas that include rural areas. It directs cities and towns to cooperate and coordinate their policies with their surrounding suburban and rural on different policies, including housing. Therefore, the RurALL project directly contributes to the charter as it is addressing depopulation by exploiting the potential of deteriorating dwellings (connection with housing policy).
