Description (EN):

Unsustainable land use is threatening quality living areas in the Danube region. There is a need to re-evaluate the value and potential of existing assets, including degraded areas (Das), to prevent new land take. Revitalisation of DAs can contribute to a more sustainable territorial development. The process is hindered by lack of capacities and efficient governance to mainstream investment in new, greener, more responsible land use in line with ecosystem capacities. Project main objective is to develop a new multi-level governance model for mainstreaming green investment into sustainable territorial development in the Danube region. By functional cooperation of public authorities, civil society, and the private, investment and financial sectors, the model will lead to improved capacities of cities and regions for triggering and implementing investments into more responsible land use practices as a basis for a new green and just economy. This will be achieved by delivering a robust, scalable Model for Green Investment, a set of tools that will empower cities in the Danube region for mainstreaming green investment. The model will be developed through bottom-up participatory processes on 3 different spatial scales in 10 pilot areas, reflecting the diversity of socio-economic realities in the Danube region. It will be upscaled and mainstreamed through the NONA Academy, supporting local communities in the Danube region in planning and funding their green and just transition processes, and enabling access to green investment through the Danube Green Investment Hub. NONA offers a new outlook on development. It delivers a new governance model to support the implementation of a paradigm shift in development planning, opening opportunities for both the public, the private and the investment and financial sector to re-evaluate investment principles and recognise the potential of green investment for achieving more sustainable territorial development in the Danube region. NONA is the flagship project of the New European Bauhaus on the Danube NEB Lab which aims to showcase in practice concrete solutions that enable the green transition in line with NEB values in the Danube region. .

Actual Achievements (EN):

During the 1st reporting poneriod partners successfully completed all planned activities. LP together with PPs organized the initial online Kick-off meeting on February 12, 2024, and prepared the presentations to familiarize project partners with NONA activities and outputs. Furthermore, LP together with other PPs actively supported the organization and implementation of SCOM meetings in Gabrovo (March 12-13, 2024) and Chisinau (June 18-19, 2024), contributing to the seamless execution of trainings and presentations during these gatherings. With the collaboration of other partners, LP together with PPs formulated the general concept of the NONA project and initiating the draft common methodology for integrating green practices into sustainable territorial development. Several online workshops and presentations were conducted with project partners under LP’s guidance to deliberate on project pilots and refine the project concept. The first one was held on 21st February with pilot cities Stuttgart, Cluj, Chisinau and Odessa. The second pilot brainstorming session took place on 23rd February with Gabrovo, Veszprem and Cazin representatives along with consortium and open discussion. In the final brainstorming pilot session representatives from Šabac, Ravne na Koroškem and Virovitica presented their cases, again with project partners consortium contributing to drafting the NONA Collaborative board by emphasizing each pilot's key challenges, key assets, key competencies and key stakeholders. Communication activities was led and implemented by communication manager PP9 (MARA). MARA presented plan of communication activities in support of pilot actions and presented the Communication strategy draft and key inputs to consistently sharing and promoting project deliverables while ensuring quality communication on the local pilot level Communication strategy and social media accounts were prepared together with support of PPs. Project contacted representatives from PA10, NONA associated partner and PA3. As part of the New European Bauhaus on the Danube NEB Lab, in 2024 NEBoD was declared a flagship project of the EUSDR PA3, meaning that NONA project is additionally promoted also under this PA.. PP2 Iskriva presented the NONA project at Innovative funding models for sustainable regional development event hosted by Hungarian Contemporary Architecture Centre (KÉK) on the May 30th, 2024 in Budapest. They also had a meeting with Social Impact Investors' Association and Magnet Bank on the May 30th, 2024 in Budapest. PPs participated in preparation and implementation of the Ulm Danube Future Works conference, 12-14.5.2024. PPs established contacts with PA10, NONA associated partner and as part of the New European Bauhaus on the Danube NEB Lab - to PA3. In 2024 NEBoD was declared a flagship project of the EUSDR PA3, meaning that NONA project is additionally promoted also under this PA. LP GI prepared all needed documentation for successfully start of the project (subsidy contract, etc.), set up the project management system, reviewed the DRP manuals and presented to project partners the JEMS system and the new developments. All communication obligations were fulfilled in accordance with the project communication guidelines. Information about the project was shared on the LP GI website. LP also attended the lead partner seminar in Belgrade (April 24 – 25, 2024). During the second reporting period, project partners made significant progress in preparing project activities. They held multiple online partner meetings, bilateral meetings with the core project group, and a conference and project meeting in person. One of the major achievements was the development of the Draft methodology for integrating green investments into urban regeneration (Del. 1.2.1). This effort included creating the Handbook for Pilot Areas: Guidelines for implementing green investments in degraded areas, which covers spatial analysis, strategies for stakeholder communication, and the identification of potential green investments. The Lead Partner collected feedback from project partners, incorporated it into the handbook, and made necessary improvements. With the handbook's support, project partners began with project activities to implement green investments in their pilot areas, tailoring their approaches based on local needs and developmental stages. They outlined their planning steps and integrated them into their planning processes, established local action groups (LAGs), started with capacity building to better engage stakeholders, and refined the proposed methodology to better align with their specific needs. To enhance pilot activities, Project Expert Group (PEG) meetings were held (featuring partners GIS, ISKRIVA, IAS, URBASOFIA, COLLECTIVE, IAUS) to discuss each area's progress and adjust methodologies as needed, with presentations from specific partners followed by recommendations and questions from PEG members. In addition to these activities, two additional online meetings were organized for all project partners: one in September 2024 to present the methodology process and another in November 2024 to prepare for the Slovenian events. A notable event organized by Slovenian partners was the international Conference on Investments in the Green Transition in Remote Industrial Regions, held on December 4th, 2024 in Ravne na Koroškem, Slovenia. This conference, jointly organized with the BauNOW project under Interreg Mediterranean (MED), attracted 72 participants and led to several published articles. Conference coincided with the project meeting on December 5-6, 2024, where partners discussed their pilot areas and common challenges and outlined future steps. They also had the opportunity to visit Slovenian pilot area - an old ironworks site and the Koroška region, to gain a deeper understanding of the pilot case. Significant progress was also made in communication activities, including the preparation of news updates available on the project website https://interreg-danube.eu/projects/nona/news, development of a communication monitoring tool, and creation of a stakeholder-focused communication strategy. These efforts emphasized a bottom-up approach, addressing municipal citizens' needs and aspirations for the future. During this period, project partners focused primarily on advancing the pilot cases and strengthening cooperation with stakeholders. Communication processes went smoothly, with regular coordination meetings held across the entire partnership, including core partners (Project Expert Group – PEG meetings). A series of online and in-person meetings took place to discuss pilot implementations and address emerging questions. In addition, monthly “NONA office hours” were organised to provide guidance, share project updates, and offer tailored support to partners. A key coordination milestone was the First-Year Review (FYR) meeting, held on 31 January 2025 with the Joint Secretariat officer, where partners presented their progress and shared challenges. Additional coordination meetings were organised with LP GI, Iskriva, GIS, IAS, and URBASOFIA to further refine the methodology and adapt it based on pilot experiences. GI further developed the NONA common methodology for integrating green investments into urban regeneration, as well as the annex – Handbook for Pilot Areas. The handbook outlines all phases of the planning process, including milestones, and is supported by ongoing monitoring of the pilot cases and practical insights gained through field visits and coordination meetings. Within WP2, SO2 leader Urbasofia compiled an overview of the pilot cases and supported pilot cities through online meetings, offering methodological guidance and providing feedback. Coordination meetings with Urbasofia, Iskriva, LP, IAS, and pilot cities were held to refine approaches on governance, participatory methods, and methodological support. Urbasofia also prepared an evaluation questionnaire on pilot progress and stakeholder engagement, with findings integrated into the updated version of the Handbook. With this methodological support, project partners successfully advanced their pilot cases by preparing feasibility studies, conducting surveys of local expectations and needs, carrying out research on the development of pilot areas, and organising various events (e.g., LAG meetings). Regarding WP3, the NONA Travelling Academy enabled project partners to participate in on-site visits to pilot areas in Virovitica (11–12 February 2025), Cazin (25–27 February 2025), and Šabac (9–11 April 2025). These field visits provided valuable insights into local implementation contexts, allowing LP and other partners to deliver more targeted support while fostering peer learning. The visits also facilitated on-site discussions about potential improvements, future opportunities, and the review of status, needs, and challenges related to pilot implementation. The project meeting, combined with the Mini Investment Forum, was organised in Veszprém (10–13 June 2025) by Hungarian partners with support from LP and Iskriva. The team established excellent cooperation with ASP partner Magnet Bank, which contributed to shaping the forum theme and provided feedback on pilot progress. Experts (Laura Hagemann Arellano – European Commission Joint Research Centre, and Levente Kovács – Senior Investment Manager, Hiventures) evaluated both the pilot areas (opportunities, risks, benefits) and the speakers (efficiency, persuasiveness, clarity), offering valuable advice and recommendations. In terms of communication and outreach, project partners worked actively to increase the international visibility of the NONA project. The project was presented through visual materials at the EC Pavilion during EXPO Japan, showcasing NONA as a tangible example of a New European Bauhaus initiative in practice. Slovenian partners organised an international conference on Inclusive Tourism as a Development and Investment Opportunity in the Danube Region in Moravske Toplice. This event brought together several Interreg Danube projects and provided a platform to promote NONA outcomes and results. Together with ASP University North (UNIN), MARA organised a capacity-building event in June 2025 in Varaždin. The event was titled “New European Bauhaus: Interdisciplinary Approaches to Sustainable and Inclusive Urban Regeneration” and aimed to strengthen stakeholder knowledge and capacities in sustainable spatial planning and responsible land use, aligned with the New European Bauhaus values. GI supported Iskriva in building connections with other networks and initiatives to mainstream the NONA approach. This included exploring potential synergies between NONA and upcoming European Commission investment programmes designed to assist municipalities in planning and implementing NEB-aligned projects. Significant progress was also made in communication activities, including the preparation of news updates on project developments, available on the project website: https://interreg-danube.eu/projects/nona/news. No outputs and deliverables were planned for this period. LP GI is finalized all necessary documentation related for the PP14 RAUSK partner replacement with PP19 CAZIN.

New European Bauhaus on the Danube Neb Lab (EN) | NONA is the flagship project of the New European Bauhaus on the Danube (NEBoD) initiative, a NEB Lab project developed with support of the Joint Research Centre of the European Commission. NEB Labs aim to demonstrate the NEB values in practice by enabling green transformation and demonstrate concrete projects on the ground. They inform the policy-making process with their outputs, outcomes, and learnings while offering open-source learning opportunities wider community. As the flagship project of NEBoD, NONA will be able to share its approaches, outputs and learnings directly with the NEB Community of over 800 members, as well as benefit from connecting with experts, practitioners, private and business sector through the NEB partners’ networks. NONA will also cooperate with other NEB Labs and make use of the rich resources of the NEB Community. It will also link its NONA Academy learning exchange platform with the NONA Academy, focused on sustainable construction, profiting from resource and expert exchange, and share its training materials through the upcoming NEB Academy Collaborative Platform. (EN), ATTRACTIVE DANUBE (EN) | NONA will allow continuation of the principles of the ATTRACTIVE DANUBE project, especially its pillars 1) Development, relating to building institutional capacity for strategic planning and territorial governance, particularly in terms of economic development, and 4) Participatory planning: strengthening the multilevel, cross-sectoral territorial planning to involve experts, civil society, and the private sector. In particular, data from the Territorial Attractiveness Atlas developed as part of the project will be used to assess the current conditions in NONA pilot areas, especially according to the indicators “environmental capital and attractiveness” and “institutional capital and attractiveness”. This data will be useful in creating NONA’s registry of degraded areas suitable for green investment. NONA will employ institutional capacity building and participatory planning measures with the aim of increasing local attractiveness in order to secure green investments. (EN), AGORA (EN) | NONA will use several instruments and processes developed as part of the AGORA project, which allowed a wide group of stakeholders to participate in the reclamation of vacant buildings and land. In particular, NONA will employ and build on AGORA’s operational analysis of local and regional governance frameworks in order to identify legal, organisational, and technical limitations to attracting green investments and revitalising degraded areas. Like AGORA, NONA will then develop area-based regeneration agendas with overarching objectives, which will materialise in concrete actions for pilot sites. In NONA's case, those objectives and actions will have a particular focus on attracting green investment. (EN), CINEMA (EN) | While the CINEMA project is focused particularly on employing the creative industries to redevelop underused and abandoned areas, it includes several tools for involving SMEs and entrepreneurs in urban development that can be applied beyond just the creative sector – such as providing affordable workspace and creating labs, mentorships, and business learning communities. These tools can be used to integrate measures for fostering entrepreneurship in previously degraded areas as part of the investment packages for NONA pilot sites. The NONA Investment Hub will also aim to attract investors interested not only in green construction or infrastructure projects, but also supporting entrepreneurs from different sectors who can contribute to long-term local place-based development.

One of the four follower cities (Cluj-Napoca) is a NONA partner, leading to close synergies between the two projects. NONA will use the successes and limitations of proGIreg actions in designing more effective investment package proposals for NONA’s target areas. That way, green finance can be channelled towards proven, effective solutions for greening degraded spaces, and financing less effective solutions can be avoided. (EN), COMPOSE (EN) | NONA partners will use COMPOSE’s online compilation of tools for local planning for green solutions – for example, tools to assess and compare different energy sources in terms of costs or efficiency. These resources will support partners in developing plans and investment packages for pilot areas that employ suitable, efficient green solutions that fit the local context. The COMPOSE tool will also serve as an inspiration in how to present the Model for Mainstreaming Green Investments in a user-friendly and efficient way. (EN), HARMONIA (Horizon Europe) (EN) | This recently launched project aims to assist local communities and policymakers with actionable data on future climate change impacts in their area. NONA will follow HARMONIA’s progress in order to potentially utilise such data for NONA plot areas in planning longer-term investment packages. That way, smart investment decisions can be made that include climate change adaptation and mitigation measures and avoid the possibility of redeveloped areas falling again into disuse due to the effects of climate change. HARMONIA aims to provide fine-grain data on specific urban areas, which will be relevant for NONA’s stakeholders engaged in local and territorial planning. URBASOFIA, who are a partner in both projects, provide a direct link and will ensure the integration of HARMONIA’s outputs in NONA. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion NONA is aligned with all four pillars of EUSDR: strengthening the region, connecting the region, building prosperity, and protecting the environment. In particular, NONA advances EUSDR Priority Area 10 actions under the pillar Strengthening the Region, with a special focus on Action 1: To improve institutional capacities, Target 1.2.: Developing policy guidance for co-designing policies at all levels in the Danube Region. A core aim of the project is to build the capacity of local and regional institutions to attract green investment. NONA partners will co-design policies and develop policy guidance for working with the private sector and with local stakeholders on green investments for optimal economic, environmental, and social benefit.
NONA also advances Priority Area 10, Action 7: To strengthen the involvement of civil society and local actors in the Danube Region, Target 7.2.: Building capacities on participatory governance and involvement of civil society and local actors in cooperation with experts and stakeholders. NONA will directly involve civil society in local participatory and multi-level governance processes at all the pilot sites. In those pilots, the project will open up pathways for civil society and local actors to take part in developing local strategies regarding green finance and sustainable development, in cooperation with experts and stakeholders. Additionally, NONA is aligned with Priority Area 10, Action 5: To test and support innovative funding solutions (for local actors and civic society), Target 5: Developing at least one innovative funding instrument with a particular focus on needs of local actors and civil society. NONA will devise new ways to attract private green investments, resulting in funding instruments useful to institutions as well as to civil society. Schemes will be developed for civil society and other local actors to benefit from these funding streams in order to achieve place-based and inclusive green development.
EuropeanGreenDeal NONA advances a number of strategies under the umbrella of the Green Deal. Specifically, the project is aligned with the Renovation Wave for Europe strategy, which aims for sustainable reuse of Europe’s building stock. NONA directly contributes to Renovation Wave’s main objective by promoting the reuse of degraded urban areas and turning them into sustainable and efficient buildings, as well as green spaces and infrastructure. NONA does this by acting on two of Renovation Wave’s priority areas of intervention: 2) Ensuring adequate and well targeted funding, and 3) Increasing the capacity to prepare and implement projects. NONA works on creating targeted funding streams to advance the sustainable renovation of the built environment. Funders and local stakeholders will work together to ensure optimal implementation of these funds. Simultaneously, the project increases local and regional institutions’ capacity to create projects for renovating degraded areas together with civil society and local actors. This way, NONA implements the Renovation Wave in the areas of Europe that most need this.
Additionally, NONA advances the Green Deal’s Circular Economy Action Plan, as it promotes circularity in construction and buildings (point 3.6. of the Plan). NONA aims to recycle degraded urban areas and to rehabilitate brownfields, thus reducing the emissions from new land take and construction materials. As an added benefit, NONA contributes to the EU’s Biodiversity Strategy for 2030, specifically point 2.2.3.: Addressing land take and restoring soil ecosystems, and point 2.2.8.: Greening urban and peri-urban areas. NONA aims to reduce soil sealing by reclaiming degraded areas so that less new land take is necessary for construction, and also to restore degraded soil ecosystems in brownfields and return them to thriving green areas. This way, NONA adds green spaces and biodiversity to urban areas.
TerritorialAgenda2030 NONA and the Territorial Agenda (TA) both aim to promote equal and sustainable development across Europe: the TA’s priority area Balanced Europe emphasises the importance of reducing territorial inequalities. As defined there, NONA promotes polycentric development by encouraging investment and local stakeholder engagement across the whole Danube Region. NONA shares the TA’s place-based approach as a way to spur development based on local needs and to promote cohesion and territorial justice across regions. The TA recognises that degraded areas often suffer from economic and social disparities; by proposing investment and development opportunities in these areas, NONA helps to address spatial inequalities and promotes sustainable economic activities that can rejuvenate these regions.
NONA also shares the TA’s goals of multi-level governance and stakeholder involvement in decision-making processes, as set out in the priority area Functional Regions. NONA contributes to this priority area with a place-based, multi-level model for governing green investments, which will be applied and tested in all 10 pilot areas. The model will serve as a best practice in the Danube Region for enabling public and private investments in sustainable territorial development.
Additionally, NONA contributes to the TA priority areas Circular Economy and Healthy Environment by promoting more sustainable land use and repurposing degraded areas, as well as utilising greener building practices. In terms of Healthy Environment, NONA also promotes urban nature and green infrastructure, as well as empowering local and regional communities to protect, reuse and revitalise degraded areas.
Other The Leipzig Charter
NONA and the Leipzig Charter both support sustainable urban development and revitalisation of degraded areas. NONA contributes to the Leipzig Charter by advancing these objectives in cities and areas in the Danube region, and by adding best practices for attracting green investment.
NONA shares in particular the following principles and objectives of the Leipzig Charter: (1) Integrated Spatial Development. The Leipzig Charter emphasises the importance of integrated and balanced development on both the local and territorial scale. This approach encourages cities to consider the responsible and efficient use of land and resources, including degraded areas, which is addressed by the NONA project. (2) Compact and Inclusive Cities: NONA and the Charter promote the development of spatially compact and socially inclusive cities. Revitalisation of degraded areas within the existing urban fabric can help create more vibrant and socially cohesive communities. By investing in the regeneration of these areas, cities can provide improved infrastructure and better access to essential services and opportunities, enhancing the overall quality of life for residents. (3) Sustainable Land Use and Green Infrastructure: NONA and the Leipzig Charter both stress the importance of sustainable land use practices and green infrastructure. (4) Multi-Level Governance and Partnerships: NONA advocates multi-level governance and partnerships among stakeholders. Engaging local communities, civil society, private sector actors, and other relevant partners in the planning and implementation of initiatives to revive degraded areas can bring diverse expertise, resources, and funding opportunities. Such collaborations can attract public and private financing and leverage investments for the revitalisation of degraded areas.
Other Urban Agenda for the EU
NONA will contribute to localising the goals of the Urban Agenda for the EU, as laid out in the 2016 Pact of Amsterdam, specifically:
12.1. Effective urban governance, including citizen participation and new models of governance;
12.2. Governance across administrative boundaries and inter-municipal cooperation: urban-rural, urban-urban and cross-border cooperation; well-balanced territorial development;
12.3. Sound and strategic urban planning with a place-based and people-based approach;
12.4. Integrated and participatory approach.
NONA will achieve this by adopting some best practices from the Urban Agenda for the EU, as specified in the “Toolkit for the re-use of dismissed or abandoned open spaces or buildings for socio-cultural purposes through active participation (collaborative management)” (2021) – including mapping degraded areas for potential reuse, and updating urban regulation and policy to incentivise sustainable reuse via green investments. Additionally, NONA utilises the Tookit’s principles of collaborative co-design of proposals for the degraded areas’ future, as well as experimentation by means of events and temporary activations to test the proposed new uses. NONA will develop a transferable process to turn the results of co-design and experimentation actions into effective investment and policy decisions.
Additionally, NONA will implement governance principles specified in the Urban Agenda for the EU’s 2021 paper “Multi-level governance in action”. Following this paper, the project includes small and medium-sized cities as pilot sites in order to develop viable proposals for them and to make sure NONA’s policy and investment solutions are applicable to all kinds of contexts.
Other 2011 Roadmap to a Resource Efficient Europe
The European Commission's Roadmap to a Resource Efficient Europe (2011) sets out a plan for the transformation of the EU economy by 2050 to develop within the limits of the planet's resources and capacity, and thus contribute to global economic transformation. All resources, from raw materials to energy, water, air, land and soil, should be managed sustainably in line with the Roadmap.
In the chapter on "Land and soil", the document states that in the EU, more than 1 000 km² of land is used for housing, industry, roads or recreation every year. About half of this land is actually "built on". While the availability of infrastructure varies considerably from region to region, an area equivalent to the size of Cyprus is built over each ten-year period.
The document points out that if we want to reach a situation of no net land use by 2050, we would need to reduce land use to an average of 800 km² per year over the period 2000-2020, according to a linear trajectory. In several regions, soils are completely eroded or have low organic matter content. Soil contamination is also a serious problem.
Land use decisions are long-term commitments that are difficult or expensive to reverse. At present, these decisions are often taken without adequate prior analysis of such impacts.
The document concludes by stating that policies that have a direct and indirect impact on land use should be taken into account to achieve a net land use free 2050. The NONA project encourages the use and development of existing built-up land rather than its expansion at the expense of other uses, including the reuse of degraded industrial and urban land and the ecological restoration of degraded natural resources. NONA also promotes community engagement and multi-level governance to ensure appropriate land use decisions are made.
Other EU Thematic Strategy for Soil Protection
The overall objective of the strategy is the protection and sustainable use of soils, based on the following guiding principles - prevention of further soil degradation and preservation of soil functions; and restoration of degraded soils to a level of functionality that is at least compatible with their current and intended use, also taking into account the costs of soil restoration.
NONA contributes to these principles in terms of its focus on rational land use and revitalising degraded areas. By repurposing abandoned areas for future use, NONA will help prevent soil degradation caused by additional land take. NONA investment proposals will also promote urban nature, including restoring soil health and ecosystems. Further, NONA will develop new financing instruments and processes that will ensure the realisation of more projects contributing to soil health in built-up areas.
Other Green Agenda for the Western Balkans
The NONA project will contribute to realising the objectives of the Green Agenda for the Western Balkans – specifically Objective 2. Moving to a circular economy. NONA will advance this objective by revalorising degraded spaces and thus generating value without extensive resource use for new land development and new construction. On the governance level, NONA will develop capacities for cross-sector governance and mainstreaming of the circular, green and low carbon transition, including through close work with public administration, public financial management, investors, and economic reform strategies.
Other New European Bauhaus
The NONA project is deeply informed by the New European Bauhaus core principles of aesthetics, sustainability, and inclusion. NONA aims to channel new investment towards sustainable cities and regions, inclusive spaces and governance processes, and a high-quality built environment (in line also with the Davos Baukultur declaration).
NONA also follows the additional principles laid out in the New European Bauhaus Compass: 1) Participatory process. NONA directly engages local communities and stakeholders in the pilot areas in co-creating plans for green investment and spatial development that will serve the public benefit. 2) Multi-level engagement. In addition to grassroots engagement of local communities, NONA pilots engage local and regional governing institutions, experts, and the private sector. NONA connects the local, regional, and EU levels to create transferable solutions for directing funding towards the green transformation of degraded areas and for increasing local capacity to implement such projects. 3) Transdisciplinary approach. NONA connects the urbanism and territorial planning sectors with the fields of finance and investment to create new synergies and to effectively advance green and just transformation in the areas that need it most.
