Description (EN):

Alpine lakes are facing anthropogenic challenges led by touristic pressures and eutrophication, worsening over time with climate change. Frequent cyanobacterial and algal blooms caused by eutrophication make waters unsuitable for drinking, recreation, and industry. Blooms are accompanied by decreased biodiversity and oxygen depletion, posing a risk to water ecosystem; cyanotoxins in blooms pose also a health risk. The challenges mentioned above can be addressed using novel satellite-based solutions and improved cooperation between academia and decision-makers. The project objective is to improve freshwater management, using novel ecosystem-based approaches for climate change adaptation and disaster risk prevention. The project will develop two innovative ready-to-use solutions: (1) an online visualisation tool with maps of the Alpine area for inspecting and comparing the water state, based on important freshwater markers, and (2) a model for cyano-risk prevention, enabling sustainable lake management while minimising health risk. Solutions will be developed using a multi-stakeholder co-development process, including academia, policy, SME, NGO and citizen stakeholders. The DiMark Transnational Network and Alpine lakes management strategy will enhance the sustainability of project results. The innovative aspect of the DiMark project is linking freshwater markers to satellite data. Establishing these links in a transnational approach is essential because some countries have experts for satellite data analyses, while others have experts for freshwater markers. In addition, water state depends on watersheds stretched across more countries (including border Alpine lakes). The project's main beneficiaries will be national/regional lake managers, decision makers and citizens who will experience better water quality and safety. Main results/changes are: (i) improved water quality, (ii) better response in case of water disaster management and (iii) improved lake biodiversity.

Actual Achievements (EN):

In RP1 we have established planned objectives in WP1: 1.) September 12, 2024: DiMark kick-off meeting happened at the National Institute of Biology (NIB) with all the project partners (PPs). The meeting was attended by 30 representatives. E-zavod (PP10) presented the structure of DiMark Communication Strategy during the Kick-off meeting. The document was later finalised (attached in "Project report annexes") (related to Application Form (AF) C.7.1: Project Management) 2.) November 7, 2024: DiMark project was featured alongside the ALGA Interreg project at the Cluster Eau Seminar. 3.) November 14, 2024: DiMark team participated in the 9th Annual Forum of the EU Strategy for the Alpine Space Region (EUSALP) 4.) September - December, 2024: We have prepared instructions and tables for all the necessary parameters required for indicators D1.1.1 (key pilot metadata table), D1.1.2 (additional lake metadata table), D1.2.1 (report on eDNA observations) in the next reporting period. 5.) November 19, 2024: EAWAG (PP11) developed a 1D hydrological model for DiMark key lakes. This tool allows the prediction of the lake temperatures for up to five days at various depths and provides historical temperature trends for specific periods. This model supports multiple stakeholders (local communities, visitors, environmental scientists and lake managers) in predicting and monitoring cyanobacterial and algal blooms, helping with proactive water management. 6.) January 21, 2025: The PP meeting was held online and had over 50 attendees. All DiMark PPs participated in the meeting, along with observers from different countries (Austria, Slovenia, Italy, France, Germany) and institutions. 7.) PPs agreed on the dates for important upcoming DiMark events: a) May 23, 2025: First DiMark Workshop with observers (online) (A.3.1 Co-creation participative workshops), which will help us co-develop a visualisation tool with map (A.2.2) and co-develop a model for CC adaptation regarding cyano-risk prevention (A.2.3), followed by national Workshops in every country. b) September 2, 2025: DiMark PP meeting (related to AF C.7.1: Project Management).

Project: Eco-AlpsWater (Interreg project, 2018-2021) (EN) | Seven PPs (LP, PP2, 3, 4, 5, 6 and 9) were involved in the Eco-AlpsWater (with PP5 as LP), where close active connections to freshwater managers and EUSALP representatives were already established. DiMark will take over Eco-AlpsWater (2018-2021) projects’ outputs, but broaden the spectrum of contemporary methods and upgrade freshwater observations with satellite data, finding links to freshwater markers (some traditional and molecular freshwater data were gathered in Eco-AlpsWater). (EN), Project: AlpLakes (ESA) (EN) | In the AlpLakes project, PP7 and PP11 jointly investigated the combined use of satellite Earth observation and hydrodynamic modelling for 12 perialpine lakes. The use of remotely sensed water transparency for model parameterization was demonstrated as well as gap-filling of Earth observation products using a particle tracking model. Pilot studies were performed for a prominent phytoplankton bloom in Lake Geneva and particle resuspension in Lake Garda. (EN), Project: ALGA (Interreg Franco-Swiss) (EN) | This ongoing project aims to: i) analyze the expected risks of potentially toxic algae and/or cyanobacteria blooms, ii) define possible adaptive management strategies for lacustrine ecosystems, iii) propose new monitoring approaches based on remote sensing, iv) and develop forecasting scenario of blooms developments. DiMark will form synergies through PP9 inclusion in WP2 (A.2.3) by knowledge transfer and tools for risk detection & assessment that will be developed within ALGA project. (EN), Project: Seewandel-Klima (Interreg) (EN) | Organisations of PP8, PP11 and PP3 are involved in this newly established project, which will analyse consequences of the effects of CC and neozoan invasions on food web functioning of Lake Constance. DiMark will profit from this project via insights regarding food web functioning, whereas DiMark will complement Seewandel-Klima by adding spatial resolution via remote sensing tools, a focus on cyanobacteria blooms, and analysis of molecular plankton data (WP1). (EN), Project: CERTO (H2020) (EN) | The CERTO project (Copernicus Evolution: Research for harmonised Transitional Water Observation) aims to address lack of harmonisation by undertaking research and development necessary to produce harmonised water quality data from each service and extend Copernicus to the large number of stakeholders operating in transitional waters. In DiMark the synergy with Earth observation activities (in WP2 and WP3) will be demonstrated by PP7. (EN), Project: WATER ForCE (H2020) (EN) | WATER ForCE is defining the future of inland water services for Copernicus. It is composed as scientific partnerships, collecting the needs of the public and private sectors of the core Copernicus Program. In DiMark the synergy with Earth observation activities (in WP2 and WP3) will be demonstrated by PP7. (EN), Project: Green Waters (national project, 2022-2025) (EN) | LP (together with PP2 and DiMark observer - environmental SME) got a national project on testing green solutions on small Slovenian ponds, including the use of satellite data. The project exhibits a promising perspective that is essential for the protection, conservation and restoration of eutrophic freshwaters and their functions. This national project analyses much smaller waters (in comparison to larger DiMark pilot lakes), but still, the experiences and knowledge gained will be synergistic. (EN), Project: EULAKES (Interreg Central Europe) (EN) | PP5 and PP6 were involved in the Interreg Central Europe EULAKES project, which had the objective to promote an integrated approach to improve the processes of sustainable governance in lakes, through the adoption of a strategy of participatory planning and management designed to respond to climate change and other environmental stressors. The experience gained in the cooperation between science and governance will be an important asset in the DiMark implementation actions (WP3). (EN), Project: TOXICROP (Marie Skłodowska, No 823860) (EN) | The ongoing TOXICROP project addresses the knowledge gaps and aims to disclose and explore protective mitigation procedures in the domain of water management (using cyanobacteria-contaminated waters in agriculture). The synergies with outcomes will be focused mainly on knowledge transfer (by LP network and observer LIMNOS, mainly in DiMark Transnational Network, A.3.2) in the field of health cyano-risk reduction in lakes, since agriculture is a frequent land use around many DiMark pilot lakes. (EN), Project: Lémanscope (EN) | Lémanscope is a citizen science project on Lake Geneva, funded by SNSF, 2023-2025, with PP11 and ASL (DiMark observer) as partners. It will facilitate a unique crowd-sampled Secchi depth dataset, which is acquired with 350 3D printed discs that we distribute to participants. Furthermore, we invite all participants to join repeated physical and virtual dialogues between academics and the public, on which DiMark can build. (EN), Initiative: LTER - Long-term ecological research network (EN) | LTER uses socio-ecological approach to assess how the structure of human societies generate causes/effects of environmental changes (e.g. CC). PP5, 6 & 7 are involved in collection of remote, environmental and biological data in lakes. Relevant results will integrated in DiMark (WP1). Additional collaborations between LTER and cross-border networks (e.g. International Commission for the Protection of IT & CH Waters - CIPAIS) will be relevant for scale-p actions (WP3). (EN), Initiative: Global Water Partnership (GWP) (EN) | GWP is actively promoting integrated water resources management by promoting participatory approach involving users, planners and policy makers at all levels; by recognizing that water is an integral part of the ecosystem. GWP is an important advocate of SDG 6 Integrated water resource management support programme that facilitates top-down multi-stakeholder process that formulates appropriate responses to challenges. Synergies in WP3 will be demonstrated through GWP members (LP). (EN), Initiative: Water Europe (WE) (EN) | LP is member of WE (working group "Water & Biodiversity"). At WE meeting we have identified EU water biodiversity as a system indicator with 4 issues for future focus (whitepaper planned in 2023): (1) urgency to start acting since the decline in biodiversity is severe, (2) ecological quality is lagging behind, watching the WFD reports, (3) start using tools to develop them further, (4) living labs are ideal situations for learning by doing. All four points are incorporated in DiMark (WP2 & 3). (EN)

EUStrategyAlpineRegion DiMark enables better lake management directly through EUSALP involved PP in synergy with EUSALP 2023-25 Work Plan by:
- AG1 “implementation of innovative CC adaptation measures”,
- AG5 “exchanging ideas and good practices on digitalisation of water management (WM)”,
- AG6 (see also PP5 B.1.6) and 2 cross-cutting priorities of Task Force on "Joint WM Transition": digitalisation & WM,
- AG8 "natural hazard and risk management".
The importance of WM is also a part of EUSALP Declaration BadRagaz.
Other DiMark with satellite-based solutions, co-deveoped by stakeholders will support "smart and sound water management" of lakes also transboundary to meet the requirements of Water Climate Target 1 (Water Climate Target System, Alpine Climate 2050). EUSALP will contribute to Water Climate Target System (AG6 is led by Alpine Convention, which facilitates the Alpine Climate Target System). Similarly, DiMark improved water management will be aligned also with UNECE Water and Climate Task Force.
EuropeanGreenDeal The Green Deal contributes to green transformation of the EU businesses and society. DiMark contributes to the deployment of solutions for the protection of standing water habitats by improving their resilience. On the regional level, better water management will support the community-based solutions (taking into account the environmental impact of tourism) for climate resilience against complex water issues (drought, groundwater depletion, and availability of safe drinking water).
TerritorialAgenda2030 The Territorial Agenda underlines the importance of strategic spatial planning with regard to sector policies at all levels. The tool with maps, developed in DiMark, combined with remote sensing from satellites, will optimise the operational management process of standing water habitats and enable better spatial planning of the catchment area. A network of responsible water institutions involved (at least 20 from 6 countries) will effectively use all the co-developed outputs.
Other The Bathing Water Directive (2006/7/EC) is the legal instrument for managing environment and reducing health risk at bathing in natural waters. This directive is relevant for DiMark, since also some parts of selected pilot lakes are considered as bathing waters. The bathing water directive gives special attention to the risks caused by cyanobacterial proliferation. PP4 and PP6 are responsible also for Bathing water directive implementation and will provide a direct link to this Directive.
Other INTERREG ALPINE SPACE PROGRAMME 2021-2027. According to identified challenges and opportunities for environment, biodiversity, climate change and energy, the Alpine region is highly vulnerable to the adverse impacts of climate change, and faces a particularly high risk of floods, landslides, and changes in water resources. DiMark will have positive influence by immense improvement of lake management, contributing to better water management for whole Alpine area.
Other STRATEGIC ENVIRONMENTAL ASSESSMENT (SEA) for the Alpine Space Programme (2021-2027) ENVIRONMENTAL REPORT. Resource scarcity is likely to increase in Alpine territory due to a combination of drivers of land use change. Particularly, soil and water capacities are affected. SEA highlights 4 significant goals to improve the condition of the environmental issues. DiMark will contribute to 2 of them: "Decrease pollution and deterioration of environmental issues" and "Reduce resource consumption".
Other THE UNITED NATIONS WORLD WATER DEVELOPMENT REPORT 2023 - Partnerships 4 and Cooperation for Water. Partnerships involving local communities are increasingly used to improve monitoring of the environment. These are particularly important in order to address the huge gaps in water quality data. This diversity and scale of benefits forge strong interests among a broader scope of stakeholders and potential partners, as it will be demonstrated in DiMark.
Other IPBES (The Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services) in the new WORK PROGRAMME includes a thematic assessment of the interlinkages among biodiversity, water, food and health (nexus assessment), which will examine the interlinkages among the sustainable development goals related to food and water security, health for all, protecting biodiversity on land and in the oceans and combating climate change. All of this is important also in DiMark.
Other The Water Framework Directive (WFD) focuses on ensuring good qualitative and quantitative health; reducing and removing pollution and on ensuring that there is enough water to support wildlife at the same time as human needs. Since 2000, the WFD has been the main law for water protection in Europe. WFD is being addressed by the achievement of good ecological status of standing inland waters, which could be improved by applying DIMark satellite-based tools for monitoring & pollution mitigation.
Other DiMark has identified some other strategies or initiatives where we will make a positive contribution:
(A) Water4All’s Strategic Research and Innovation Agenda (SRIA): 2022-2025, set up in Horizon (including Horizon Mission Water), especially to points: II. Water for ecosystems and biodiversity, III. Water for the future: sustainable water management and IV. Water and health.
(B) EU Biodiversity Strategy 2030 through water body habitat protection and measuring pollution mitigation techniques.
Other (C) Habitat directive, while there are some pilot locations (lakes or part of the lakes) belonging to the Natura 2000 network.
(D) DiMark indicators are aligned also with UNCE Guidelines for developing national biodiversity monitoring systems (biodiversity-related indicators from ECE Guidelines for the Application of environmental Indicator & Ecosystem level biodiversity indicators developed by the Streamlined European Biodiversity Indicators initiative).
