Description (EN):

The Alpine Space (AS) has top health & care research, innovation, technology & knowledge developed in public & private initiatives but health & care actors are hindered in access, despite its potential to address common challenges (eg. territorial/demographic divides & demand fluctuations) on a technological & service-level. HACK-IT-NET aims to design, pilot & expand a multi-actor, social innovation-based user acceptance FRAMEWORK (TOOLKIT, NETWORK & APPROACH) to 1) enhance AS health & care actors’ capacity to uptake innovation & 2) create a healthier, digital & green AS, with work on UN Sustainable Development Goals (eg. No.3 Health/Wellbeing). COVID-19 demonstrates the beyond border impact of Health & Care crises; these & other challenges require common innovative approaches to improve AS Health & Care Sector OUTCOMES (green hospitals, system-level service advances, etc). Territorial ecosystem nuances are critical, but solutions are only sustainable with transnational cooperation as AS spread knowhow can benefit all actors. HACK-IT-NET improves AS health & care delivery conditions by improving innovation transfer between Eco-System Innovation Actors & Healthcare Actors (doctors/nurses/policy/system administrators/end-users/citizens) powered by novel methods & digital tools. PPs design a transnational toolkit (O 1.1) & operating model (O 1.2) with Letter of Commitment enabling the APPROACH to address common OUTCOMES. PPs pilot the APPROACH (O 2.1) in 3 Transnational Innovation Sandboxes (with 9 test zones & 9 extension zones). PPs take lessons & derive long-term solution (O 3.1) & policy brief (O 3.2) to enable FRAMEWORK’s lasting use, via Lighthouse projects + transfer to Advisory Board & other AS/EU-territories with Memorandum of Understanding & Capitalisation Plan. The innovative system reflects specific Alpine need, ensuring coordinated exploitation & unique Consortium-mix (policy, business support, hospitals) goes beyond existing initiatives in the sector & area.

Actual Achievements (EN):

This first reporting period has been mainly focused on setting up the project from administrative, managerial, technical and communication point of view. All Partners appointed the internal staff responsible to carry out project activities, and some of them launched tenders and finalized contracts for external expertises and services needed to implement project actions. On 24th of July 2024 the Kick-off Meeting took place and it was attended by all Partners and JS Officer, and it was the opportunity to present the main rules for setting, managing and implementing the project according to the Programme Rules, and for organizing the first appointment of the co-creation session foreseen within WP1. On October 2024 in Maribor, Partners met in presence for the first time and it represented an importan moment for the project for several aspects: Project Management: Project Partners decided to set monthly meeting – every second Friday of the month – to assure a proper coordination among partners, detect difficulties (if any) and identify possible solutions, as well as to plan next steps related to project activities. Technical Implementation: the second session of the Co-Creation Camp and Toolkit Establishment for Pilot, useful for the development of the Multi Actor Approach Transfer Toolkit & Alpine Space Health & Care Ecosystem Needs Analysis, took place and the task leaders presented and discussed the working plan related to each task by defining timing and internal milestones. Communication: ProMIS as Communication Leader, presented the communication strategy and the communication tools developed until that moment, moreover provided info related to the obligation to be respected by each Partner according to Communication Programme Rules. Always with reference to the Communication, the guidelines and templates have been developed and adopted by all Partners, the project website has been initialized and PPs are working together to create new contents useful both for the website, as well as for the Project LinkedIN Page (https://www.linkedin.com/company/hack-it-net-alpine-space/posts/?feedView=all). From technical point of view, thanks to the full commitment of all the partners the initial delay (also due to the starting of the project during summer vacation period) has been fully recovered in the next months, and all Project activity are running as according the timeframe defined in the application form. Action 1.1 Co-Create Capacity Building, Multi Actor Approach Transfer Toolkit & Alpine Space Health & Care Ecosystem Needs Analysis to Establish Key Health OUTCOMES (e.g. Green, Customized System Service Design) PP4 prepared an implementation paper aimed at defining the implementation path for structuring the deliverable “D.1.1.1 Health & Care Actor-Focused Innovation Transfer Toolkit, based on Social, Multi Actor Approaches, whose due date is expected during the second period of the project. Regarding D.1.1.1, during this reporting period, 2 out of 3 sessions of the Co-creation camp occurred on July 24 during the online KoM and on October 24 in Maribor. Various tools and techniques were employed to enhance partner cooperation and optimize co-creation outcomes. PP3 prepared an implementation paper aimed at defining the implementation path for structuring the deliverable “D.1.1.2 Report, Infographic & Videos on Alpine Space Health & Care System Needs and Challenges”, whose due date is expected during the second period of the project. This Deliverable represented an important challenge for all Partners that had the responsibility to collect at least 10 interviews made with the target groups identified at project level as key stakeholders, namely: Health and Care Service Providers, Health and Care Administration workers, Policymakers, and Associations representing citizens and patients. The data collected will be then analyzed and represented through infographics in the next reporting period, that will be important both for communication/dissemination purposes but also for enhancing the knowledge and understanding of the state of the art and related needs of targeted stakeholders. Always in the framework of this activity PPs organized TownHalls events aimed at Jointly brainstorming on the challenges different actors face in the health and care sector, allowing them to understand each other's needs and look for potential solutions and cooperation opportunities. A 1.3 HACK-IT NETwork Operating Model: establishment of Exploitation & Uptake Communitiesincluding EU/AS transfer units + EUSALP & Advisory Board Outreach Loops This action is one of the most sensitive for our project, because it is aimed at the establishment of Exploitation & Uptake Communities that is crucial for assuring the sustainability of the project in a broader sense: from the results to the day-by-day activities. PP7 is working on an implementation document to provide a guide to all Partners. During the second reporting period (January–June 2025), HACK-IT-NET successfully advanced from the design and needs assessment phase to the preparation of pilot implementation. The consortium collectively worked to design and implement major deliverables, strengthened transnational cooperation, and ensured that the project remains fully aligned with its objectives. A key milestone was the finalisation of the Health & Care Needs and Challenges Analysis (D1.1.2), based on more than 100 stakeholder interviews, 18 Town Halls, and 9 Focus Groups across six Alpine countries. This work validated the three Health & Care OUTCOMES guiding the project: advancing green and e-hospitals, boosting customised technology transfer, and improving system-level service provision. The needs analysis provided a common evidence base for the next phases, ensuring that project activities respond to real challenges identified by practitioners, policymakers, and citizens. In parallel, the partnership co-created the Innovation Transfer Toolkit (D1.1.1), which compiles social innovation methods and engagement approaches. This toolkit will support healthcare actors in adopting innovative solutions by providing structured, multi-actor methodologies that can be applied across the Alpine Space. Progress was also made on solution mapping (A1.2): over 90 innovation use cases and suppliers were identified and documented, covering green hospital solutions, digital health pathways, and service innovations. These will be consolidated into a Digital Interactive Catalogue (D1.2.1), making solutions visible and accessible to a wide range of stakeholders. Another important achievement has been the co-development of the HACK-IT NETwork Operating Model (D1.3.1). Through online workshops and the in-person co-creation session in Genoa (June 2025), partners defined governance principles, mapped uptake communities, and agreed on engagement strategies. The Sustainability Charter was finalised and endorsed by all partners, anchoring the project’s long-term impact and shared values. Preparations were also made for the first Hack-IT-athon events, which will be launched in the next period to test and scale innovation transfer in practice. From a pilot perspective, partners have begun designing their WP2 pilot actions, aligning them within a common Transnational Pilot Plan (D2.1.2). Prototypes such as the CAREavan roadshow, the STEMLab on sustainable digitalisation, and the PolicyParley dialogues are being tailored to regional contexts but structured to ensure transnational relevance and scalability. From a management perspective, regular coordination was maintained through monthly consortium online meetings (held every second Friday of the month), which provided structured updates on technical and financial implementation. Two in presence SC meeting have been held: the 2nd Steering Committee in Klagenfurt (5–6 February 2025) organized by PP4 and the 3rd one in Genoa (30 June – 1 July 2025) organized by ProMIS. This for ensuring smooth coordination of project governance and collective decision-making. The added value of cooperation is evident: by pooling insights from diverse Alpine regions and jointly co-creating methodologies, the consortium has been able to generate solutions that go far beyond what single territories could achieve alone. The cross-border exchange of methods, use cases, and pilot designs ensures that outcomes are not only locally relevant but also transferable across the Alpine Space and potentially to other European regions. In summary, the project has delivered its first core outputs on time, built strong multi-actor engagement across the Alpine health and care ecosystem, and laid the groundwork for pilot implementation in the upcoming period. HACK-IT-NET is already demonstrating how transnational cooperation can accelerate innovation uptake, strengthen resilience, and contribute to greener, more inclusive healthcare systems.

-AG2–Observer via PP2, focus on advancing tech & tech transfer with impact analysis to economic value-add of H&C sector;
-AG5–e-Health ICT/smart solutions to overcome common systemic challenges in medical care provision in AR.
-AG1–complementarity to ARDIA-NET AG1 members on improving health economy (PP7-LP) + focus objective on R&I impact in strategic sectors + network capacity building with an AR dimension.
EuropeanGreenDeal Project result brings AS contribution to key UN SDGs (3 Good Health & Wellbeing + 9 Industry, Infra. & Innovation) supporting EU Green Deal obligations on improved resource efficiency (data, energy etc.) & technologies to address environmental determinants in H&C (e.g. indoor air pollution monitoring, etc). Sustainability/Impact Lead (PP7) sets Sustainable Charter, embedding clean/green principles in all project operations (e.g. paperless, low CO2 travel), all PPs sign Charter by M6.
TerritorialAgenda2030 Contributes to TA 2030’s Sustainable Connections & Healthy Environment goals, HACK-IT-NET set focus on cross-sectoral, transnat. learning in the quad-helix scheme to overcome imbalances in H&C development/growth. Project outputs/results brings knowledge to action using excellent experience (Horizon Europe (HE), Digital Europe Programme (DEP) & Interreg Cross-border/Transnat. + ESIF) in an AS aligned cross-program way with lessons expanded in Policy2Practice(P2P) Lab to upgrade future solutions.
Other At EU Level, HACK-IT-NET consequently contributes to EU Health & Care Strategies & Regulatory Action such as the European Health Union, EU4HEALTH Programme, the EU Global Health Strategy & the Health Technology Assessment (HTA) + strategy at nexus of Health & Digitalisation, such as the European Health Data Space & the H&C priorities of the Digital Decade initiative + capitalises on EU Industrial Strategy programs for H&C eco-system, by transferring results from its Innovative Health Initiative.
