Enhancing the Resilience of Alpine Space Snow Tourism Destinations and Communities to Climate Change

Many small medium-altitude snow tourism destinations (STDs) and communities across the AS are facing climate change (CC) issues, especially regarding the diminishment of snow coverage. Climatic data indicate that this effect will considerably worsen in the future. Next to ecological impacts, these STDs have also to consider the socioeconomic ramifications. BeyondSnow aims at increasing the socio-ecologic climate resilience of STDs and communities and enable them to retain their attractiveness for residents and tourists. New sustainable development paths, transition processes, and implementable solutions will be conjointly devised within specific pilot working areas (PWAs), which are spatially distributed across six Alpine countries, differing in size, development level and criticalities. In WP1 PPs will address the relation between CC induced current/future lack of snow coverage and possible effects on Alpine SDTs and investigate the PWAs in detail. Future climate and socioeconomic scenarios as well as vulnerability indicators and main transition models for STDs will be identified to elaborate an innovative Resilience Adaptation Model (RAM) for Alpine STDs. The core project activities in WP2 will focus on (a) the conversion of the RAM into a Resilience Decision-Making Digital Tool (RDMDT) which will be developed to be freely available and publicly accessible for the Alpine community (b) its implementation with the participative involvement and support of the PWA’s communities by co-designing future alternative development scenarios, sustainable transition paths and strategies for each PWA (c) implementing on an experimental basis initial pilot actions (PAs). The findings of WP1 and WP2 will be generalised in WP3 which focuses on the implementation of training, dissemination and awareness raising activities targeting different technical and political levels and citizens through the PPs, and the elaboration of resilience-oriented policy guidelines for AS STDs.

Actual Achievements (EN):

Throughout RP1, PP01 EURAC and PP03 POLITO, as WP1 Co-leaders, provided the basis for the adequate start of the overall project as well as WP1 activities and deliverables. Meanwhile, communication and roadshow coordination (A3.3) were led by PP02 LEGAMBIENTE, which developed a Communication and Dissemination Strategy, identifying key communication goals, target audiences, channels and tools for the implementation. During this first period, the focus was kept on managing the official website and social media channels (Instagram, Facebook and YouTube), and content was published frequently. The main focus of the work related to RP1 was laid on the development of the theoretical and methodological foundations of the project, most of all the creation of D.1.1.1 (Report on the effects of CC on the AS STDs), D.1.1.2 (Vulnerability map of Alpine STDs), D.1.2.1 (Conceptual document on AS STD vulnerability and resilience assessment), and the creation of the guidelines for the data collection within the 10 PWAs, basis for D.1.3.1 (Report and database of PWAs tourism system), which is due in RP2. This work was coordinated by the research partners PP01 EURAC and PP03 POLITO, supported by the other PPs that contributed with collecting suitable literature, as well as providing contents and feedback. In this regard, PP10 METABIEF participated in the development of the PWA vulnerability analysis method by sharing the criteria used in its experience, based on the method of cooperation engineering with various tools, adapted to the changes to be carried out within the framework of the transition. This method was shared with the other PPs, making it possible to enrich the data collection framework by adding the human dimension to the change process. PP13 FABTRA also added a qualitative analysis of how mountain territories actors experience climate change. Moreover, PP08 ARCTUR contributed to the list of the potential indicators that will be used for RDMDT, which is the advanced data collecting tool, due in RP4, based on the RAM (A1.4). Focusing on quantitative and qualitative data, they started informing the PPs about the calibration of the parameters, defining the data sources, the quality of the data (accuracy), and the use for the strategic planning for all PWAs with focus on possible benchmarking for the Alpine region. PP01 EURAC, together with PP09 DIT, organized internal PP seminars, to which all PPs participated online. Seminars covered specific thematic aspects, i.e., Budgeting (lead PP01), Communication (lead PP02), PWA (lead PP09), Roadshow Coordination (lead PP02). Moreover, the PWA managing PPs organized frequent online meetings with the stakeholders of their respective PWA. Furthermore, two central meetings were organized in person during RP1: (1) the Kick-off meeting was held by PP01 EURAC in Bolzano (Italy) on 23-24 January. All PPs and additional observers participated, either in person or online. (2) The physical PPs meeting was organized on 18th April in Torino (Italy): PP04 CMTO hosted a meeting entitled “Facing climate change in mid-mountain ski resorts”. Here, PP10 METABIEF presented its PWA and shared its experience as an encouraging example of transition. PP13 FABTRA presented its activities as well as its methodology (Sensitive Diagnosis) utilized to qualitatively assess specific aspects of areas through stakeholder interviews. Finally, a discussion with stakeholders from the Metropolitan City of Turin territory was held. In the same occasion, PP04 CMTO also organized the first joint PP field visit to a PWA (Ala di Stura & Balme), which representatives from most PPs joined. Finally, the PWA in-depth analysis began in RP1 through an initial basic data collection, conducted by the responsible PPs in the 10 PWAs under the supervision of PP01 EURAC, as WP1 leader. This initial data collection activity allowed PPs to achieve a primary understanding of the tourism structure of the PWAs, while also determining the actual availability of data within the PWAs. In RP2, an assessment of each PWA tourism system based on quantitative and qualitative data will be created. Throughout RP2, activities still focused primarily on WP1. PP01 EURAC and PP03 POLITO, as WP1 Co-leaders, provided the structure and guidelines for WP1 activities and deliverables. Meanwhile, communication and roadshow coordination (A3.3) were led by PP02 LEGAMBIENTE, which primarily focused on managing and strengthening the official website and social media channels (Instagram, Facebook and YouTube), so that content was published frequently. In general, during RP2, progresses have been made both in deepening the relation with the PWAs and in communicating the project to the general public. The main focus of the work related to RP2 concentrated on finalizing the theoretical and methodological fundamentals of the project, most of all the conclusion of D.1.1.2 (Vulnerability map of Alpine STDs), D.1.2.1 (Conceptual document on AS STD vulnerability and resilience assessment), and the in-depth data collection and analysis within the 10 PWAs for the finalization of D.1.3.1 (Report and database of PWAs tourism system). The PWA in-depth analysis, which began in RP1 through an initial basic data collection, was deepened by the responsible PPs in the 10 PWAs under the supervision of PP01 EURAC, as WP1 leader. This in-depth data collection was followed by an assessment of each PWA tourism system based on both quantitative and qualitative data, allowing PPs to achieve a good understanding of the current tourism structure of their PWAs. This work was coordinated by the research partners PP01 EURAC and PP03 POLITO, supported by the other PPs that contributed with collecting suitable literature, providing data regarding their PWAs tourism structure, as well as providing contents and feedback on the work. Moreover, PP08 ARCTUR, with the support of PP10 METABIEF, continued with the draft list of indicators for RDMDT, which is the advanced data collecting tool, due in RP4, based on the RAM (A1.4). Focusing on quantitative and qualitative data, they held an online meeting on 29.06 to inform the PPs about the sensitive diagnosis and RAM & RDMDT. Concerning WP2, the WP leader PP09 DIT wrote the participatory guideline supported by PP13 FABTRA. During RP2 PPs such as PP07 and PP12 already started with the first activities of the co-design laboratories. One of the workshops results was a wish for a guest survey within the PWAs. PP12 AidA initiated this idea and, on 12.09 had a meeting with PP01 EURAC about the joint development of a questionnaire and the options for the distributions of a survey. The dedicated online Winter Tourist Activity Survey will be disseminated during the winter season 2023-2024 in the PWAs, however PP01 began drafting the structure, questions, and design in RP2. In terms of WP3, WPLs started preparing and coordinating activities by organizing meetings with PP01 to brainstorm and receive guidance related to the connection between WPs. The first events related to BeyondSnow on Tour were organized with stakeholders and the general public by PPs in the PWAs. This was accompanied by press communication activities, participation in public events, scientific conferences, project presentations, creation of textual, audio and video contents for social media, and activation of national/international channels for further dissemination actions. Several internal PP seminars were organised, to which all PPs participated online. Seminars covered specific thematic aspects, i.e., Budgeting (lead PP01), Communication (lead PP02), and Sensitive Diagnosis & Ram/RMDT (lead PP08). Moreover, the PWA-managing PPs organized frequent online meetings with the stakeholders of their respective PWA. Furthermore, a partner meeting was organised in person during RP2. PP12 organized, with the support of PP01, the PP meeting in Bad Hindelang, Germany (25.10.23), in occasion of the AidA annual conference entitled “Snow guaranteed? Certainly not. Prospects for winter tourism in the Alps.”, which also included a workshop dedicated to the BeyondSnow project. Finally, PP01 also strengthened its cooperation with projects of strong thematic affinity, namely Interreg AS TRANSTAT (attending seminars and meetings), Climate Change Adaptation South Tyrol (Project of the Autonomous Province of Bolzano, aiming at assessing the climate change risk of different sectors. PP01 representatives are responsible for the tourism and settlements sectors), Interreg AS ADAPTNOW (supporting the EURAC project partner, and actively partly collaborating in RP3). During RP2, the partnership started to activate exchange channels with EUSALP and the Alpine Convention. On 6 June 2023 FABTRA participated in the EUSALP AG2 meeting in Lyon, and EURAC met with the project officer of the Alpine Convention in Bolzano to activate common paths during RP3. Furthermore, technical exchanges with ALPCONV and EUSALP are planned during RP3 for the finetuning of data and activities. By the end of RP3, WP1 activities and deliverables were concluded in a timely manner, recovering minor delays (D.1.2.2) and updating previously finished reports (D.1.1.2). PP01 EURAC, as WP1 leader together with PP03 POLITO as WP1 Co-leader, ensured the regular running of all WP1 final activities. In particular, the work focused on the finalisation of D.1.2.2 STD Adaptation Report, recovering the minor delays accumulated in RP1-2, written by PP01 and PP13, with input from all PPs (especially PP02, PP03, PP07, PP12, PP13) on collecting information. Moreover, work was done on updating the content of D.1.1.2 (Vulnerability map of Alpine STDs) after the collective weighting of indicators. Finally, PP08 was in charge of A1.4 – Design of the Resilience Adaptation Model for Alpine Snow Tourism Destinations, with constant support from PP01 and input from all other PPs to collect the indicators. The RAM, finalized in RP3 with the development of D.1.4.1 (Resilience Adaptation Model compendium in reference to STD CC resilience) and the Output O 1.1 (Resilience Adaptation Model (RAM)) will be the basis for A2.1 within which the RDMDT tool will be built. Work on the latter has started in RP3 and will be finalized in RP4. Concerning WP2, PP09 DIT and PP13 FABTRA, supported by PP01, finalized the Guideline for the participatory elaboration of the climate change adaptation strategy (A2.2 – Implementation of co-design laboratories for the development of transition strategies for strengthening of STD resilience). The guideline serves as a practical tool for PPs to undertake their workshop series in the PWAs to develop a climate change transition strategy each throughout RP3-RP5. Moreover, PP09 and PP01 prepared a suggested outline for the PWA transition strategies (A2.2 – Output 2.2 PWA transition strategies) and a document with introductory information regarding the transition strategies (Introductory information to the document “Content Outline of A2.2 – Output 2.2: PWA TRANSITION STRATEGIES”). Both documents were presented at the PP meeting in Bohinj (11.04-12.04.24). Throughout RP3, all PPs progressed in conducting interviews for the Sensitive Diagnosis and in the preparation and implementation of the co-design laboratories in their PWAs. Meanwhile, PP01 provided PPs with the final version of the Winter Activities Survey, ready to be disseminated. The survey was finalized at the beginning of RP3 through PPs feedback on general questions and their PWA specific questions (from PP02, PP03, PP04, PP05, PP06, PP07, PP10, PP11, PP12). Dissemination for the winter season started in the PWAs in mid-December until beginning of April, covering the entire winter season 2023-2024. The responses were monitored on a weekly basis by PP01, and all PPs were informed on the progress. The survey was aimed at generating additional insights regarding the current and future influence of climate change effects on the tourist behaviour and the attractiveness of the PWAs as (winter)tourism destinations. At the end of RP3, PP01 concluded the analysis and provision of final results to all PPs in a presentation format. Towards the end of RP3, PP01 already started drafting the design, structure and potential questions in English for the summer version of the survey, followed by the translation in IT (PP05), DE (PP06), SI (PP09) and FR (PP13) at the end of April. The summer survey is planned to be disseminated in RP4, between May and September 2024. In terms of WP3, WPLs coordinated activities and organized an online meeting with all PPs to brainstorm and provide guidance on BeyondSnow on Tour (20.12.23) (A3.3). Several events related to BeyondSnow on Tour were organized with stakeholders and the general public by PPs in the PWAs. This was accompanied by press communication activities, participation in public events, scientific conferences, project presentations, creation of textual, audio and video contents for social media, and activation of national/international channels for further dissemination actions. Several internal PP seminars were organised, to which all PPs participated online. Seminars covered specific thematic aspects, i.e., Budgeting (lead PP01, 14.11.23), Sensitive Diagnosis (lead PP13, 28.11.23), WP3 “BeyondSnow on Tour” update (lead PP02, 20.12.23), STD Adaptation Report (lead PP01, 27.02.24), and Vulnerability Map indicators weighting (lead PP01, 21.03.24). Moreover, the PWA-managing PPs organized frequent online meetings with the stakeholders of their respective PWA. Furthermore, a partner meeting was organised in person during RP3. PP07 organized, with the support of PP01, the PP meeting in Bohinj, Slovenia, together with the pilot site visit (11-12.04.24). By the end of RP4, the consortium focused mainly on WP2 and WP3 activities. Only for the purpose of this RP4, which also includes the detailed technical description part, we would like to highlight that WP1 was fully concluded during the previous RP3 and that the control and achievement of the targets set for WP1 are compiled in this one report because the RP3 report was purely financial. Based on D.1.4.1 (Resilience Adaptation Model compendium in reference to STD CC resilience) and the Output O1.1 (Resilience Adaptation Model - RAM) were the basis for A2.1 within which the RDMDT tool was timely finalised in RP4. Concerning WP2, A2.1 proceeded with the conversion of the RAM to a Resilience Decision-Making Digital Tool (RDMDT – Output 2.1), led by PP08. PP01 supported mainly by evaluating and discussing about the indicators to be included, the design of questions, and the terms & conditions of the tool. The tool was made accessible online and tested by the partners by the end of October. Further testing with PWAs is planned in RP5 and the tool will be finetuned according to A3.1 based on the gained feedback. It was also agreed that D.2.1.1 will be finalized in RP5. Regarding A2.2, PWA managing PPs undertook the planned co-design laboratories and the last interviews (following PP13’s sensitive diagnosis) in their PWAs, while starting to draft their PWA Transition Strategies in local language. They were supported by PP01, which provided the document template (previously drafted together with PP09) and gave them constant feedback (also through online bilateral meetings). Moreover, each PP provided PP01 with an English summary of their PWA Transition Strategy in order to develop the Output 2.2, which was concluded by PP01 in RP4. Meanwhile, PP01 provided PPs with the final version of the Summer Activities Survey, ready to be disseminated. The survey was finalized at the beginning of RP4 through PPs feedback on general questions and their PWA specific questions (from PP02, PP03, PP04, PP05, PP06, PP07, PP10, PP11, PP12). Dissemination for the summer season proceeded in the PWAs from mid-May until September, covering the entire summer season 2024. The responses were monitored on a weekly basis by PP01, and all PPs were constantly informed about the progress. The survey was aimed at generating additional insights regarding the current and future influence of climate change effects on the tourist behaviour and the attractiveness of the PWAs as tourism destinations. At the end of RP4, PP01 concluded the analysis and provision of final results to all PPs in a presentation format. In terms of WP3, PP02 organized an online meeting with all PPs to provide updates on communication and activities concerning BeyondSnow on Tour (19.09.24) (A3.3). Several events related to BeyondSnow on Tour were organized with stakeholders, target groups and the general public by PPs in the PWAs. This was accompanied by press communication activities, participation in public events, scientific conferences, project presentations, creation of textual, audio and video contents for social media, and activation of national/international channels for further dissemination actions. In particular, PP01, PP05 and PP07, with the support of PP02, were involved in interviews and video shots in the PWAs for the Euronews television network (28-30.10.24). The final videos will be published in RP5 on Euronews channels. Moreover, at the end of RP4, PP02 completed a first draft of the project photo contest planning activity, which was shared with partners during the partner meeting in Mètabief. The photo contest is planned to take place in RP5, from 07.12.24 to 28.02.25. During RP4 the PWA-managing PPs organized frequent online meetings with the stakeholders of their respective PWA. A partner meeting was also organised in person in Métabief (France) during RP4 by PP10, with the support of PP01, including the pilot site visit (10-11.10.24). By the end of RP5, the consortium focused mainly on WP2 and WP3 activities. Although WP1 was officially concluded in RP3, during RP5, the Vulnerability Map of Alpine STDs was updated and successfully uploaded on the Eurac Web GIS. This further activity made it possible to have the map, which was already available in D.1.1.2, available online in an easily accessible and interactive format. Concerning WP2, activities focused on finalizing and initiating the dissemination of the Resilience Decision Making Digital Tool (RDMDT), as well as supporting the implementation of transition strategies in selected pilot areas. The RDMDT, co-led by PP08 and PP13, was completed following a collaborative feedback process involving all project partners, with further testing with PWAs to finetune the tool according to A3.1. Meanwhile, D.2.1.1 was finalized by PP08 with the support of PP01 in RP5. Regarding A2.2, the last PWA managing PPs undertook the planned co-design laboratories and the last interviews (following PP13’s sensitive diagnosis) in their PWAs, while concluding their PWA Transition Strategies in local language. They were supported by PP01, which provided the document template (previously drafted together with PP09) and gave them constant feedback (also through online bilateral meetings). In the end, each PP provided PP09 with the final version of their PWA Transition Strategy in order to develop D.2.2.1, which was finalised as a zip file containing all strategies. Finally, based on the elaboration of the PWA Transition Strategies, PP04 collected from each PP the information regarding the pilot actions that have already been started or that have to be undertaken within the project. The result was the document to support O 2.3, which was finalised at the end of RP5. WP3 activities in RP5 centered on the coordination and planning of dissemination efforts for the Resilience Decision Making Digital Tool (RDMDT). Dissemination activities were jointly prepared by partners, with some events already taking place and others scheduled for the following reporting period. These included webinars, field visits, and thematic sessions aimed at introducing the RDMDT to destination managers and municipal stakeholders. Both national and European capacity-building seminars were organised (the European-level one took place online on 03/04/25). Meanwhile, work was also done to elaborate the document for O3.1 "Resilience-oriented policy guidelines for AS STDs”, under the coordination of PP11 supported of PP01, with inputs and feedback from all PPs. Several events related to BeyondSnow on Tour were organized with stakeholders, target groups and the general public by PPs in the PWAs. This was accompanied by press communication activities, participation in public events, scientific conferences, project presentations, creation of textual, audio and video contents for social media, and activation of national/international channels for further dissemination actions. The photo contest also took place in RP5, from 07.12.24 to 28.02.25. PPs participated in the implementation and dissemination, under the coordination of PP02 Legambiente. The jury members, composed of photography experts and PPs representatives, voted the pictures by the end of RP5. The award ceremony is planned to take place on 15.05.25, at the beginning of RP6. During RP4 the PWA-managing PPs organized frequent online meetings with the stakeholders of their respective PWA. A partner meeting was also organised in person in Arta Terme (Italy) during RP5 by PP05, with the support of PP01, including the pilot site visit of Pradibosco (8-11.04.25).

Interreg AS Smart Altitude (EN) | Beyond Snow capitalise on the data and results of the Interreg project Smart Altitude. Synergies are seen with reference to the decision support tool, although the BeyondSnow applications and RDMDT will go beyond the Smart Altitude scope of reducing emissions, by focusing, next to climate and ecological aspects, also on socioeconomic issues and adaptive solutions. (EN), Interreg Europe SmartVillages (EN) | Within the Interreg SmartVillages, a Digital exchange platform has been developed with best practices stemming from different sectors. The BeyondSnow partnership is inspired by these experiences, especially the ones involving new technologies and aims also at integrating own results. (EN), Tourism 4.0 Initiatives (EN) | The Tourism 4.0 initiative with its ambition to unlock innovation potential by enabling collaborative practices between tourism actors and stakeholders within smart tourism ecosystems, is highly compatible with BeyondSnow. (EN), Interreg AS ClimAlpTour (EN) | BeyondSnow capitalize all results of the past project "ClimAlpTour" dedicated precisely at dealing with the internationally recognized issue of the effects of climate change on alpine tourism, with reference to winter tourism and winter sports in some areas of the Alps and to all-season tourism in other areas. (EN), EU Climate-Adapt platform (EN) | The project draw great benefits from the EU Climate-Adapt platform exploiting existing data and information for the analysis and implementation of the RAM, but also in the implementation of good practices and participatory processes in WP2. The results of the project are also shared with the platform itself contributing to its development with new knowledge and useful data. (EN), FP7 BASE project (EN) | BeyondSnow capitalise on the results of the FP7 BASE project by analysing in particular national and transnational adaptation strategies, case studies and potential adaptation options in order to identify the most suitable and transferable ones, as well as tools that support adaptation planning. Contribution to wider strategies and policies:

EUStrategyAlpineRegion BeyondSnow significantly contributes to EUSALP, since several EUSALP AG members are part of the consortium. They guarantee the transfer of results between the project and particularly EUSALP AG2 (increasing the touristic diversification), AG3 (training and education supporting the transition of touristic snow-related jobs to other new typologies of occupations) & AG6 (preservation and sustainable touristic valorisation of the local Alpine natural & cultural resources in the transition paths).
EuropeanGreenDeal BeyondSnow contributes to the EU Green Deal by motivating and supporting STDs to devise new, more sustainable tourism value chains through participative co-creation approaches. This transition decouples the economic growth of these communities from the high resource consumption needed for cable transport and artificial snowmaking, enhance their natural and cultural capital, improve their climate resilience, and increase the value local stakeholders place on protecting natural assets.
TerritorialAgenda2030 Several BeyondSnow results also have an effect on local spatial planning assets, e.g., by (re-)defining some snow tourism infrastructure such as ski slopes, access roads, and tourist accommodations. The project includes local co-design and strategic planning processes for more resilient STDs, also by paying more attention to the diversity of PWAs in the 6 European countries involved, along with their development potential and challenges.
Other Alpine Convention (AC) - Policy recommendations and model(s) issued by BeyondSnow meet the Alpine Convention working group results on climate change strategies including the Alpine Convention ACB working group and the Climate Action Plan 2.0. AC representatives will be invited to technical workshops and meetings.
Other EEU Biodiversity Strategy for 2030 - BeyondSnow includes the respecting nature principles in the RAM and in the RDMDT (WP2). Furthermore, it aims at maintaining the integrity of Natura 2000 network sites by preserving and giving back space as well as addressing the restoration of degraded habitats and soil ecosystems during the participatory processes in WP2.
Other EU Soil Strategy - BeyondSnow contributes to the new EU Soil Thematic Strategy by pursuing a net zero soil consumption in PWAs and, if possible, exceeding it to reduce the soil consumption also by reducing the areas currently used by snow infrastructures pushing for ecosystem-based approaches.
Other Swiss Tourism Strategy - Besides the pillars promoting entrepreneurship, digitalisation, and strengthening the offer, the recently adopted Swiss Tourism Strategy contains also a new pillar on sustainable development. BeyondSnow, with a focus on climate adaptation and strengthening the resilience of the STDs, comes at the right time to provide evidence from the territories to this strategy.
Other EC priorities for 2019-24 - As SMEs are the backbone of the EU’s economy, one of the thematic focuses of the EC priorities for 2019-24, BeyondSnow strengthens them by focusing on the enhancement of the resilience of winter tourism in low and medium altitude STDs, developing and supporting de-seasonalisation strategies and diversifying the spectrum of activities also by protecting and revitalising the local natural and cultural capital.
Other CAP and Rural Development - As STDs are mountain areas predominantly rural, BeyondSnow also contributes to the 'second pillar' of the CAP, by strengthening the social, environmental and economic sustainability of these areas by ensuring a better sustainable management of natural resources and climate action (main aim of the project) and a balanced territorial development of rural economies and communities.
Other EU Strategy for Sustainable Tourism (establishing) - BeyondSnow contributes to the current elaboration of the strategy by providing a new knowledge base on mountain STDs, good practices, and through the release of RAM and RDMDT.
