In 2021, the Euregio Schwaz / Bad Tölz-Wolfratshausen / Miesbach (Euregio SBM) developed a strategy for the common border area in order to promote it in the best possible way. The fields of action "Sustainable tourism", "Environmental mobility" "New work" and the cross-cutting topic "Sustainability, climate and environmental protection" as well as people-to-people encounter projects represent the most relevant needs for action and potentials for joint cooperation. The Euregio SBM is organised as a cross-border working group based in Schwaz. Its members are the regional management district of Schwaz (for the district of Schwaz), the district of Bad Tölz-Wolfratshausen and the district of Miesbach. The members pay an annual fee to finance the Euregio office, which is integrated into the regional management district of Schwaz. For the Euregio office, 1 FTE is employed to manage the Euregio. The project period is from 01.01.2022 – 31.12.2024. The overall goal is the implementation of the Euregio SBM strategy and thus the needs-based and targeted development of the common border area. In the course of this, cross-border projects will be implemented in the fields of action, regional actors will be networked and communication and publicity activities will be carried out on the Euregio activities as well as other strategy-relevant activities. The Euregio SBM office is responsible for the implementation of the strategy, for which the following costs are requested: personnel, office and administration, travel and accommodation, external expertise and services, equipment. Concrete outputs are the implemented cross-border projects and the number of new project partners as well as the indicators defined in the Euregio SBM strategy. The target groups of the project are the population, municipalities, associations, organisations and companies of the border area.

Die Euregio Schwaz / Bad Tölz-Wolfratshausen / Miesbach (Euregio SBM) hat 2021 eine Strategie für den gemeinsamen Grenzraum erarbeitet, um diesen bestmöglich zu fördern. Die Aktionsfelder „Nachhaltiger Tourismus“, „Umweltschonende Mobilität“ „Neues Arbeiten“ und das Querschnittsthema „Nachhaltigkeit, Klima und Umweltschutz“ sowie Begegnungsprojekte people-to-people stellen die relevantesten Handlungsbedarfe und Potentiale für die gemeinsame Zusammenarbeit dar. Die Euregio SBM ist als grenzüberschreitende Arbeitsgemeinschaft mit Sitz in Schwaz organisiert. Mitglieder sind das Regionalmanagement Bezirk Schwaz (für den Bezirk Schwaz), der Landkreis Bad Tölz-Wolfratshausen und der Landkreis Miesbach. Die Mitglieder zahlen einen Jahresbeitrag zur Finanzierung der Euregio Geschäftsstelle, die in das Regionalmanagement Bezirk Schwaz integriert ist. Für die Euregio Geschäftsstelle ist 1 VZÄ zur Leitung der Euregio angestellt. Der Projektzeitraum ist vom 01.01.2022 – 31.12.2024. Das Gesamtziel ist die Umsetzung der Euregio SBM Strategie und somit die bedarfsgerechte und zielgerichtete Entwicklung des gemeinsamen Grenzraumes. Im Zuge dessen werden grenzüberschreitende Projekte in den Aktionsfeldern umgesetzt, regionale Akteure vernetzt und Maßnahmen zur Kommunikation- und Öffentlichkeitsarbeit über die Euregio Aktivitäten durchgeführt sowie sonstige strategierelevante Tätigkeiten. Die Euregio SBM Geschäftsstelle ist für die Strategieumsetzung zuständig, dafür werden folgende Kosten beantragt: Personal, Büro- und Verwaltung, Reise- und Unterbringung, Externe Expertise und Dienstleistungen, Ausrüstung. Konkrete Outputs sind die umgesetzten grenzüberschreitenden Projekte und die Anzahl an neuen Projektpartnern sowie die in der Euregio SBM Strategie definierten Indikatoren. Zielgruppen des Projektes sind Bevölkerung, Gemeinden, Vereine, Organisationen und Unternehmen des Grenzraumes.

2022 was marked by the structure of the newly established Euregio SBM in November 2021 and the start of the programme for the new 2021-2027 funding period. The main activities in the context of the project implementation were: the establishment of the Euregio partner network and the installation of expert working groups on the three fields of action (a total of 9 expert working group meetings), the funding application for the Euregio SBM strategy implementation, the monitoring/project development and application advice of the first cross-border projects in the Euregio SBM, the constitution of the steering committee and the first project approvals in the body, the announcement of the Euregio SBM through public relations and communication measures such as the Euregio kick-off event with around 75 participants in April, which symbolized the official start of the Euregio SBM and the INTERREG funding period.The work on the INTERREG project documents (application forms, supplements, etc.) and the close coordination between the Euregios and the programme management bodies with regard to the new funding guidelines, etc. were also influential. The representatives of the three project partners are all involved in the Euregio SBM steering group and the Euregio SBM steering committee as well as in the specialist working groups and support the Euregio management with advice and action, network, their time and their know-how. In 2022, 3 small-scale projects were approved under action field 1 "Sustainable tourism". These contribute indicator value 3 (out of target value 12) to indicator RCO76 and indicator value 9 (out of target value 24) to indicator RCR76 NE. In 2023, the focus was on the support of the first project implementations and billings, new project initiations and developments of project applications, as well as the deepening and expansion of the actor network, as well as impulse implementations and exchanges of experience. While 2022 was strongly influenced by the structure and start of the programme period, the Euregio SBM 2023 was able to put an increased focus on content. In terms of strategic implementation and indicators, particular attention was paid to project developments in action areas 2, 3 and people-to-people encounter projects, as three projects in action area 1 ‘Sustainable tourism’ were already applied for and approved in 2022. The Euregio SBM has become better known in the circle of the partner network and the number of project enquiries and project consultations has increased. In 2023, a total of 5 projects were applied for and approved in the fields of action "Environmental mobility" "New work" and "people-to-people" with a total project volume of €251,149.75 and ERDF funding of €188,362.30. It was also possible to initiate a cross-border cooperation without funding with the project consortium of ServusZUKUNFT #Hackathon Bau and the WK Tirol Bezirksstelle Schwaz, in which it is now tried out on a small scale whether and how the event format and cooperation works across borders. Another important aspect of the Euregio activities is also the networking and cross-border platform for networking and thematic exchange and, in some cases, administrative and/or political coordination. Various exchanges took place during the Euregio in 2023: For example, a cross-border working meeting on the traffic situation on the congestion weekends between Holzkirchen-Wiesing, where a traffic light regulation in Achenkirch for the main congestion weekends 2024 was discussed at an early stage and communication measures were informed in Bavaria. But also the presentation of the plans for a cross-border public transport line Tegernsee-Jenbach on 356 days, which was presented in August to State Councillor Rene Zumtobel and Dr. Josef Rott of the Bavarian State Ministry. In June, official and political representatives of the three regions and the state councillor Astrid Mair met in Schwaz for a cross-border working meeting on civil protection. Both within the Euregio Partnership and in the Steering Committee a very good and committed cooperation was to be seen. At the end of the year, there was a stimulus session with a cooperation event between the Technology and Innovation Transfer Centre Oberland (TIZIO), the Munich University of Applied Sciences and the Euregio SBM on the topic of "Skills shortage in tourism - potentials of automation". The expert working groups started in 2022 were very important for building networks and getting to know the different actors within the fields of action. In 2023, the network was further deepened, but the approach was changed due to the high time required for the content and conceptual preparation of the expert working group meetings. After the participants got to know each other within the Euregio, it has proven to be more efficient and effective to organize workshops and networking on concrete project ideas and to go for content-related thematic events in cooperation. On the aspect of cooperation between the project partners, representatives of the three project partners are all involved in the Euregio SBM steering group and the Euregio SBM steering committee and support the Euregio management in operational decisions if necessary. The steering group ensures a constant connection to the regions and the members are multipliers in their regions. The district councillors and the district governor of the three regions are also involved in the Euregio Council and the Euregio Steering Committee. The Euregio Council is the highest body of the Euregio SBM and is responsible for the content and strategic agreements as well as for decisions (e.g. budget) and appointment of the steering committee members. Since the chairmanship of the Euregio Council changes annually, the chairmanship of the Regional Management District Schwaz Branch Dr. Michael Brandl passed to Landrat Josef Niedermaier in 2023. In this major project, personnel cost hours for the Euregio management were requested for funding. The management of the Euregio is responsible for all activities for the implementation of the Euregio SBM strategy, i.e. for the implementation of the project activities. Therefore, the following report presents both the project activities and the activities of the Euregio Management Project Personnel Unit. Within the framework of the Euregio BM strategy implementation, the following activities were carried out in order to promote cross-border cooperation, especially in the joint strategic fields of action. The core task is to strengthen cooperation by networking the actors and identifying and developing projects that strategically promote the border area (i.e. any project-relevant activities such as initiation, development and consulting, billing, etc. of funding projects). In 2024, 9 funding project applications were submitted and accompanied in the application (3 p2p, 3 MP, 1 KP, 2 GP) as well as 4 other projects in the implementation and accounting . In addition to the project work, an important area of work was also the network work and the platform function, which brings together the actors from Bavaria and Tyrol and enables exchange of experience and impetus and creates a basis for the emergence of new ideas and cross-border relationships. This goes hand in hand with the communication activities and public relations work of the Euregio SBM. On 2 and 3 May 2024, the 2nd Euregio Network Meeting Bavaria / Tyrol in the Euregio SBM. This networking and specialist event, in particular on the subject of mobility, was organised in cooperation with the State of Tyrol's Department of External Relations and European Affairs and the Department of Regional Development, and around 130 participants and political representatives from Bavaria and Tyrol took part. In addition, numerous stakeholder discussions, project development meetings, workshops and presentations of the Euregio SBM took place on various occasions (e.g. Tölzer Land Tourismus Tag or Sustainability Bar Camp etc. ). A special task in 2024 was the interim evaluation of the Euregio SBM strategy. This was carried out from August to November and offered the opportunity to evaluate the three-year Euregio work and to make possible adaptations and optimizations. Das Jahr 2022 war geprägt vom Strukturaufbau der im November 2021 neu gegründeten Euregio SBM und dem Programmstart der neuen Förderperiode 2021-2027. Wesentliche Aktivitäten im Rahmen der Projektumsetzung waren: der Aufbau des Euregio-Partnernetzwerkes und die Installierung von Facharbeitsgruppen zu den drei Aktionsfeldern (insgesamt 9 Facharbeitsgruppentreffen), der Förderantrag für die Euregio SBM Strategieumsetzung, die Begleitung/Projektentwicklung und Antragsberatung der ersten grenzüberschreitenden Projekte in der Euregio SBM, die Konstituierung des Lenkungsausschusses und die ersten Projektgenehmigungen im Gremium, die Bekanntmachung der Euregio SBM durch Öffentlichkeitsarbeit und Kommunikationsmaßnahmen wie z.B. die Euregio Auftaktveranstaltung mit rund 75 Teilnehmenden im April, die den offiziellen Start der Euregio SBM und der INTERREG Förderperiode symbolisierte. Ebenfalls prägend war das Mitarbeiten an den INTERREG Projektdokumenten (Antragsformulare, Beiblätter etc.) und die enge Abstimmung zwischen den Euregios sowie den programmverwaltenden Stellen bzgl. den neuen Förderrichtlinien etc. Die Vertreter der drei Projektpartner sind alle in der Euregio SBM Steuerungsgruppe und im Euregio SBM Lenkungsausschuss sowie in den Facharbeitsgruppen engagiert und unterstützen die Euregio Leitung mit Rat und Tat, Netzwerk, ihrer Zeit und ihrem Know-How. Im Jahr 2022 wurden 3 Kleinprojekte im Aktionsfeld 1 "Nachhaltiger Tourismus" genehmigt. Diese tragen zum Indikatoren RCO76 den Indikatorwert 3 (von Zielwert 12) bei und zum Indikator RCR76 NE den Indikatorwert 9 ( von Zielwert 24). Im Jahr 2023 standen die Begleitung der ersten Projektumsetzungen und Abrechnungen, neue Projektanbahnungen und Entwicklungen von Projektanträgen, sowie die Vertiefung und Erweiterung des Akteurs-Netzwerkes sowie Impulssetzungen und Erfahrungsaustausche im Fokus. Während das 2022 stark vom Strukturaufbau und Start der Programmperiode geprägt war, konnte die Euregio SBM 2023 einen verstärkten inhaltlichen Fokus setzen. Im Hinblick auf die strategische Umsetzung und Indikatorik wurde insbesondere auf Projektentwicklungen in den Aktionsfeldern 2, 3, und Begegnungsprojekte people-to-people gesetzt, da 2022 bereits drei Projekte im Aktionsfeld 1 „Nachhaltiger Tourismus“ beantragt und genehmigt wurden. Die Euregio SBM ist im Kreise des Partnernetzwerkes bekannter geworden und die Zahl an Projektanfragen und Projektberatungen ist gestiegen. 2023 wurden insgesamt 5 Projekte in den Aktionsfeldern „Umweltschonende Mobilität“ „Neues Arbeiten“ und „people-to-people“ mit einem Gesamtprojektvolumen von 251.149,75 € und EFRE-Fördermitteln von 188.362,30 € beantragt und genehmigt. Es konnte auch eine grenzüberschreitende Kooperation ohne Fördermittel mit dem Projektkonsortium vom ServusZUKUNFT #Hackathon Bau und der WK Tirol Bezirksstelle Schwaz initiiert werden, in der nun im Kleinen ausprobiert wird ob und wie das Veranstaltungsformat und die Zusammenarbeit grenzüberschreitend funktioniert. Ein weiterer wichtiger Aspekt der Euregio Tätigkeiten ist ebenfalls die Netzwerkarbeit und grenzüberschreitende Plattform für Vernetzung und thematischen Austausch und teilweise behördlicher und/oder politischer Abstimmungen. Im Rahmen der Euregio fanden 2023 diverse Austausche statt: So zum Beispiel ein grenzüberschreitendes Arbeitstreffen zur Verkehrssituation an den Stauwochenenden zwischen Holzkirchen-Wiesing, bei dem frühzeitig gemeinsam über eine Ampelregelung in Achenkirch zu den Hauptstauwochenenden 2024 abgesprochen und in Bayern über Kommunikationsmaßnahmen informiert wurde. Aber auch die Vorstellung der Planungen einer grenzüberschreitenden ÖPNV Linie Tegernsee-Jenbach an 356 Tagen, die im August Landesrat Rene Zumtobel und Dr. Josef Rott vom Bayerischen Staatsministerium präsentiert wurde. Im Juni trafen sich behördliche und politische Vertreter*innen der drei Regionen sowie die Landesrätin Astrid Mair für ein grenzüberschreitendes Arbeitstreffen zum Thema Katastrophenschutz in Schwaz. Sowohl innerhalb der Euregio Partnerschaft als auch im Lenkungsausschuss war eine sehr gute und engagierte Zusammenarbeit zu sehen. Zum Ende des Jahres gab es eine Impulssetzung mit einer Kooperationsveranstaltung zwischen dem Technologie- und Innovationstransfer Zentrum Oberland (TIZIO), der Hochschule München und der Euregio SBM zum Thema „Fachkräftemangel im Tourismus – Potentiale der Automatisierung“. Die im Jahr 2022 begonnen Facharbeitsgruppen waren sehr wichtig für den Netzwerkaufbau und das Kennenlernen der unterschiedlichen Akteure innerhalb der Aktionsfelder. 2023 wurde das Netzwerk weiter vertieft, allerdings wurde aufgrund des hohen zeitlichen Aufwandes zur inhaltlichen und konzeptionellen Vorbereitung der Facharbeitsgruppentreffen der Ansatz geändert. Nachdem sich die Akteure sich innerhalb der Euregio kennengelernt hatten, hat es sich als effizienter und zielführender erwiesen, Workshops und Vernetzungen zu konkreten Projektideen zu organisieren und für inhaltliche thematische Veranstaltungen in Kooperation zu gehen. Zu dem Aspekt der Zusammenarbeit der Projektpartner ist es weiterhin so, dass Vertreter der drei Projektpartner sind alle in der Euregio SBM Steuerungsgruppe und im Euregio SBM Lenkungsausschuss engagiert sind und die Euregio Leitung bei Bedarf bei operativen Entscheidungen unterstützen. Die Steuerungsgruppe stellt die konstante Verbindung in die Regionen sicher und die Mitglieder sind Multiplikatoren in ihren Regionen. Auch die Landräte bzw. der Bezirkshauptmann der drei Regionen sind im Euregio-Rat und im Euregio Lenkungsausschuss engagiert. Der Euregio-Rat ist das höchste Gremium der Euregio SBM und zuständig für die inhaltlichen und strategischen Absprachen sowie für Beschlüsse (z.B. Budget) und Berufung der Lenkungsausschussmitglieder. Da der Vorsitz des Euregio-Rates jährlich wechselt ging 2023 der Vorsitz von Obmann des Regionalmanagement Bezirk Schwaz BH Dr. Michael Brandl an Landrat Josef Niedermaier über. In diesem Großprojekt wurden Personalkostenstunden für die Euregio Leitung zur Förderung beantragt. Die Leitung der Euregio ist für alle Aktivitäten zur Umsetzung der Euregio SBM Strategie d.h. zur Durchführung der Projektaktivitäten zuständig. Daher bildet der nachfolgende Bericht sowohl die Projektaktivitäten als auch die Tätigkeiten der Projektpersonalstelle Euregio Leitung ab. Im Rahmen der Euregio BM Strategieumsetzung wurden folgende Aktivitäten durchgeführt, um die grenzüberschreitenden Zusammenarbeit v.a. in den gemeinsamen strategischen Aktionsfeldern zu fördern. Kernaufgabe ist die Stärkung der Zusammenarbeit durch die Vernetzung der Akteure und das Identifizieren und das Entwickeln von Projekten, die den Grenzraum strategisch fördern (also jegliche projektrelevante Tätigkeiten wie Anbahnung, Entwicklung und Beratung, Abrechnung etc. von Förderprojekten). Im Jahr 2024 wurden 9 Förderprojektanträge eingereicht und in der Antragstellung begleitet (3 p2p, 3 MP, 1 KP, 2 GP) sowie 4 weitere Projekte in der Umsetzung und Abrechnung begleitet . Neben der Projektarbeit war ein wichtiger Arbeitsbereich auch die Netzwerkarbeit und die Plattformfunktion, welche die Akteure aus Bayern und Tirol zusammenführt und Erfahrungsaustausch und Impulssetzung ermöglicht und eine Grundlage für das Entstehen neuer Ideen und grenzüberschreitender Beziehungen schafft. Dies geht Hand in Hand mit der Kommunikationstätigkeiten und Öffentlichkeitsarbeit der Euregio SBM. Am 2. und 3. Mai 2024 fand das 2. Euregio Netzwerktreffen Bayern / Tirol in der Euregio SBM statt. Diese Netzwerk-und Fachveranstaltung insbesondere zum Thema Mobilität wurde in Kooperation mit dem Land Tirol Abteilung Außenbeziehungen und Europaangelegenheiten und der Abteilung Landesentwicklung organisiert und es nahmen rund 130 Teilnehmende sowie politische Vertreter aus Bayern und Tirol teil. Darüber hinaus fanden zahlreiche Akteursgespräche, Projektentwicklungstreffen Workshops und Vorstellungen der Euregio SBM zu diversen Anlässen statt (z.B. Tölzer Land Tourismus Tag oder Nachhaltigkeitsbarcamp etc. ). Eine besonderes Aufgabenfeld war 2024 die Zwischenevaluierung der Euregio SBM Strategie. Diese wurde von August bis November durchgeführt und bot die Möglichkeit die dreijährige Euregio Arbeit zu evaluieren und mögliche Adaptionen und Optimierungen vorzunehmen. Zu dem Aspekt der Zusammenarbeit der Projektpartner ist es weiterhin so, dass Vertreter der drei Projektpartner sind alle in der Euregio SBM Steuerungsgruppe und im Euregio SBM Lenkungsausschuss engagiert sind und die Euregio Leitung bei Bedarf in operativen Entscheidungen unterstützen.
