The main objective of the project is to form a cooperation network of institutions and facilities of local authorities of the inter-communal cooperation Oderland Region (lead partner City of Seelow) and the Voivodeship Lubuskie, which is dedicated to tasks of combating the effects of climate change as well as fire and disaster prevention, including preparedness and appropriate protective measures. The area of this cooperation network extends along the most important transport corridors in the Brandenburg-Polish interlinked area, i.e. the federal roads 1, 167 and 112/state road DK 22, the railway line RB 26/LK 203 known as the Ostbahn and the parallel lines of the Oder course RB 60 (Frankfurt (Oder) - Eberswalde) as well as the Oder and its tributaries as an international waterway (E-70). We would like to meet the growing climatic challenges as well as those of the increasing traffic between the two countries at the municipal level. The first point of contact for any kind of help are the municipal institutions of the voluntary fire brigades in the German-Polish border area. The partners refer to the fire protection organisations of the Oderland region (City of Seelow/Municipality of Letschin/Districts of Golzow, Lebus and Seelow-Land) with the municipalities on the Polish side with which active partnerships exist. Other partners are STRAZ Gorzow and the associated district of Märkisch-Oderland. The basis for the cooperation is the inter-municipal emergency response planning (iGABP) as an informal planning (not a mandatory task). This is to serve as a template for the development of a cross-political hazard prevention requirement planning. Both will have a focus on the consideration of the German-Polish integration area. Topics will be the adaptations of fire protection and disaster control with regard to climate change (drought/heat/low water/heavy rainfall/forest fire/field fire) as well as on the basis of the increase in mobility due to the upgrading of infrastructure, the traffic turnaround and the technical innovation developments (rail/road/waterway/e-mobility, etc.). The procurements of equipment that have been necessary so far are explained in more detail. These include boats, quad bikes, drones, supplementary rescue kits, translation technology, multilingual warning equipment. This will be followed by joint training exercises. Exercises are also planned for major emergencies (e.g. plane crash/railway accident/traffic accident involving trucks/forest fire/water rescue). The project is complemented by expert workshops and two expert conferences. The special feature of the project is the inter-communal cooperation at communal level, which is to be carried out across borders. This cooperation is transferable.

Das Hauptziel des Projekts besteht darin, ein Kooperationsnetzwerk aus Institutionen und Einrichtungen kommunaler Gebietskörperschaften des der interkommunalen Kooperation Oderlandregion (Leadpartner Stadt Seelow) sowie der Wojewodschaft Lebuser Land zu bilden, das sich Aufgaben der Bekämpfung der Auswirkungen des Klimawandels sowie des Brand- und Katastrophenschutzes einschl. der Vorsorge und geeigneter Schutzmaßnahmen widmet. Das Gebiet dieses Kooperationsnetzwerks erstreckt sich entlang der wichtigsten Verkehrskorridore im brandenburgisch-polnischen Verflechtungsraumes, d.h. der Bundesstraßen 1, 167 und 112/Landesstraße DK 22, der als Ostbahn bezeichneten Bahnstrecke RB 26/LK 203 und der parallelen Strecken des Oderverlaufs RB 60 (Frankfurt (Oder) – Eberswalde) sowie der Oder und ihren Nebenarmen als internationalen Wasserstraße (E-70). Den wachsenden klimatischen Herausforderungen sowie den des zunehmenden Verkehres zwischen beiden Ländern möchten wir auf kommunaler Ebene begegnen. Erste Ansprechpartner jeglicher Hilfe sind die kommunalen Einrichtungen der freiwilligen Feuerwehren im deutsch-polnischen Grenzraum. Die Partner beziehen sich auf die Träger des Brandschutzes der Oderlandregion (Stadt Seelow/Gemeinde Letschin/Ämter Golzow, Lebus und Seelow-Land) mit den Gemeinden auf polnischer Seite zu denen aktive Partnerschaften bestehen. Weitere Partner sind STRAZ Gorzow als auch assoziiert der Landkreis Märkisch-Oderland. Basis der Zusammenarbeit bietet die interkommunale Gefahrenabwehrbedarfsplanung (iGABP) als informelle Planung (keine Pflichtaufgabe). Diese soll als Vorlage für die Erarbeitung einer polnischen übergreifenden Gefahrenabwehrbedarfsplanung dienen. Beide werden einen Schwerpunkt auf die Betrachtung des deutsch-polnischen Verflechtungsraumes haben. Themen werden die Anpassungen des Brand- und Katastrophenschutzes im Hinblick auf den Klimawandel (Dürre/Hitze/Niedrigwasser/Starkregenfälle/Waldbrand/Feldbrand) sowie auf Grundlage der Zunahme der Mobilität durch die Ertüchtigung der Infrastruktur, der Verkehrswende und den technischen Innovationsentwicklungen (Bahn/Straße/Wasserstraße/E-Mobilität u.ä.). Die bisher notwendigen Beschaffungen von Ausrüstungsgegenständen werden weiterführend dargelegt. Dazu zählen Boote, Quad´s, Drohnen, ergänzende Rettungssätze, Übersetzungstechnik, mehrsprachige Warnausstattung. Daraufhin werden dann gemeinsame Ausbildungen stattfinden. Auch sind Übungen für Großschadenslagen geplant (z.B. Flugzeugabsturz/Bahnunfall/Verkehrsunfall LKW/Waldbrand/Wasserrettung). Projektbegleitend ergänzen Fachworkshops und zwei Fachkonferenzen das Projekt. Das Besondere an dem Projekt ist die interkommunale Zusammenarbeit auf kommunaler Ebene, welche grenzübergreifend durchgeführt werden soll. Diese Zusammenarbeit ist übertragbar.

Głównym celem projektu jest utworzenie sieci współpracy instytucji i organów samorządowych współpracy międzygminnej Regionu Oderland (partner wiodący Miasto Seelow) oraz Województwa Lubuskiego, która poświęcona jest zadaniom zwalczania skutków zmian klimatu oraz zapobiegania pożarom i katastrofom, w tym gotowości i odpowiednim środkom ochrony. Obszar tej sieci współpracy rozciąga się wzdłuż najważniejszych korytarzy transportowych na polsko-brandenburskim obszarze powiązań, tj. dróg federalnych 1, 167 i 112/drogi krajowej DK 22, linii kolejowej RB 26/LK 203 znanej jako Ostbahn oraz równoległej linii wzdłuż Odry RB 60 (Frankfurt nad Odrą - Eberswalde), a także Odry i jej dopływów jako międzynarodowej drogi wodnej (E-70). Chcielibyśmy sprostać rosnącym wyzwaniom klimatycznym, a także rosnącemu ruchowi między dwoma krajami na poziomie gminnym. Pierwszym punktem kontaktowym dla wszelkiego rodzaju pomocy są instytucje gminne ochotniczych straży pożarnych w polsko-niemieckim obszarze przygranicznym. Partnerzy odnoszą się do organizacji ochrony przeciwpożarowej regionu Oderland (miasto Seelow / gmina Letschin / urzędy związków gmin Golzow, Lebus i Seelow-Land) z gminami po polskiej stronie, z którymi istnieją aktywne partnerstwa. Innymi partnerami są STRAZ Gorzów (PSP) i powiat Märkisch-Oderland, jako instytucja stowarzyszona. Podstawą współpracy jest międzygminne planowanie w zakresie reagowania kryzysowego (iGABP) jako planowanie nieformalne (zadanie nieobowiązkowe). Ma to służyć jako wzorzec dla rozwoju planowania zapobiegania zagrożeniom po stronie polskiej. W obu przypadkach nacisk zostanie położony na uwzględnienie polsko-niemieckiego obszaru powiązań. Tematy będą dotyczyć dostosowania ochrony przeciwpożarowej i zapobiegania katastrofom w odniesieniu do zmian klimatycznych (susza/upały/niska woda/obfite opady deszczu/pożar lasu/pożar pola), a także na podstawie wzrostu mobilności spowodowanego modernizacją infrastruktury, przemianami w transporcie drogowym i rozwojem innowacji technicznych (kolej/transport kołowy/transport wodny/e-mobilność itp.). Zakup niezbędnego sprzętu, który będzie konieczny, został uzasadniony bardziej szczegółowo w dalszej części. Należą do nich łodzie, quady, drony, dodatkowe zestawy ratownicze, oprogramowanie i sprzęt do tłumaczenia, wielojęzyczny sprzęt ostrzegawczy. Następnie odbędą się wspólne ćwiczenia szkoleniowe. Planowane są również ćwiczenia dotyczące poważnych sytuacji kryzysowych (np. katastrofa lotnicza/wypadek kolejowy/wypadek drogowy z udziałem ciężarówek/pożar lasu/ratownictwo wodne). Uzupełnieniem projektu będą wspólne warsztaty eksperckie i dwie konferencje eksperckie. Szczególną cechą projektu jest współpraca międzygminna na poziomie samorządowym, która ma być prowadzona transgranicznie. Współpraca ta ma charakter uniwersalny i może być transferowana.

Actual Achievements (EN):

In the second period, measures were continued as part of the project for cross-border cooperation between fire protection authorities in Poland and Germany. The most important achievements in period 2: 1. Meetings, consultations, events: Nine working meetings were organised with the project partners and representatives of institutions from the Oderland region to discuss the project and further joint activities. These meetings were of an organisational nature and were intended to ensure close contact between the partners in order to monitor the planned measures and gradually achieve the results of the project, including: - 04 March 2025 – Meeting with firefighters from the Oderland region in Lebus - 06 March 2025 – Meeting with the mayor and municipal administration staff in Santok to discuss the organisation of the second specialist workshop - 06 May 2025 – Meeting with firefighters from the Oderland region in Letschin - 28 June 2025 – Online meeting with the municipal fire brigade in Gorzów and the municipality of Santok to organise the second specialist workshop - 01 July 2025 – Meeting with firefighters from the Oderland region in Gusow - On 25 July 2025 – Video conference with the heads of the volunteer fire brigades in the Oderland region - On 28 July 2025 – Meeting in Seelow with the fire brigade in Lebus to discuss the organisation of a public event as part of the project. - On 28 July 2025 – Meeting in Seelow with the representative of the associated partner – the district administrator of Gorzów – to further develop a Polish-German strategy for disaster control - On 21 August 2025 – Meeting with the commander of the fire brigade in Gorzów Wielkopolski, at which the results of the second technical workshop within the framework of the project were summarised, administrative issues: reporting, joint plans for further projects. The meeting discussed the organisation of the first major German-Polish fire brigade exercises, which are to be carried out as important pilot measures in the third period. 2. Joint technical workshops. On 2 August 2025, the second specialist workshop was held with the participation of fire brigade units from both countries, which included simulations of rescue operations using state-of-the-art technology. A total of over 26 firefighters took part. 3. Purchase of rescue equipment at LP1, PP2, PP4, PP5, PP6 and PP7.

Actual Achievements (DE):

Im Rahmen der Projektdurchführung wurden im aktuellen Berichtszeitraum eine Reihe von Maßnahmen zur effizienten Organisation und zum Start der wichtigsten Projektphasen durchgeführt. Am 15.11.24 fand ein Eröffnungstreffen statt, bei dem die Projektziele vorgestellt, die wichtigsten Maßnahmenphasen geplant und alle Partner und Interessengruppen einbezogen wurden. Es fanden auch zahlreiche Arbeits- und Koordinierungssitzungen statt, deren Ziel es war, einen detaillierten Arbeitsplan zu erstellen, Verantwortlichkeiten zuzuweisen und eine gemeinsame Vision für die Umsetzung des Projekts zu entwickeln. Diese Treffen haben auch die Notwendigkeit einiger Änderungen und Verschiebungen im Projektplan deutlich gemacht. Nach gemeinsamen Sitzungen und Konsultationen mit dem gemeinsamen Sekretariat wurde vom federführenden Partner ein Antrag auf Projektänderungen ausgearbeitet. Ein wichtiges Ereignis war die Eröffnungskonferenz, die am 20.02.24 von PP3 mit Unterstützung von PP4 organisiert wurde und an der Vertreter von Behörden, Kommunalverwaltungen, Projektpartnern, Überwachungsinstitutionen und Teilnehmern der freiwilligen Feuerwehren aus Polen und Deutschland teilnahmen. Während der Konferenz wurden die Ziele, der Umfang und die geplanten Ergebnisse des Projekts vorgestellt und die Bedeutung der interinstitutionellen Zusammenarbeit im Hinblick auf die Erhöhung der öffentlichen Sicherheit hervorgehoben. Im Rahmen der Konferenz wurden auch Partnerschaftsvereinbarungen feierlich unterzeichnet, und PP3 stellte die im Rahmen des Projekts angeschaffte Ausrüstung vor. In diesem Zeitraum fanden auch die ersten Fachworkshops für Feuerwehrleute statt, die einen wichtigen Schritt zur Verbesserung der Kompetenzen der Rettungsdienste darstellten. Der Workshop fand am 22.02.25 in Seelow statt, wurde von LP1 organisiert, konzentrierte sich auf die praktischen Aspekte der Ausbildung von Feuerwehrleuten und wurde von den Teilnehmern in Bezug auf Inhalt und Organisation hoch bewertet. Der erste Teil umfasste eine theoretische Ausbildung für alle. Im nächsten Teil wurde für die polnischen Gäste eine Besichtigung der Feuerwache Seelow mit einer technischen Vorführung, Geräte- und Fahrzeugpräsentation organisiert. Im praktischen Teil erwarben die Feuerwehrleute Kenntnisse über Brandbekämpfung, Gerätekunde, Angriff und Standrohrsetzen. Die Umsetzung der oben genannten Maßnahmen ermöglichte einen erfolgreichen Start des Projekts und schuf eine solide Grundlage für dessen weitere Entwicklung und die Umsetzung der nächsten Phasen. Im 2. Zeitraum wurden die Maßnahmen im Rahmen des Projekts zur grenzüberschreitenden Zusammenarbeit zwischen den Brandschutzbehörden aus Polen und Deutschland fortgesetzt. Die wichtigsten Erfolge im Zeitraum 2: 1. Sitzungen, Abstimmungen, Veranstaltungen: Es wurden 9 Arbeitstreffen mit den Projektpartnern und Vertretern der Institutionen aus der Oderlandregion organisiert, um das Projekt und weitere gemeinsame Aktivitäten zu besprechen. Diese Treffen hatten organisatorischen Charakter und sollten einen engen Kontakt zwischen den Partnern gewährleisten, um die geplanten Maßnahmen zu überwachen und sukzessive die Ergebnisse des Projekts zu erreichen, darunter: - Am 04.03.2025- Treffen mit den Feuerwehrleuten der Oderlandregion in Lebus - Am 06.03.2025- Treffen mit BM und Mitarbeitern der Stadtverwaltung in Santok zur Besprechung der Organisation von 2. Fachworkshop - Am 06.05.2025- Treffen mit den Feuerwehrleuten der Oderlandregion in Letschin - Am 28.06.2025- Online Meeting mit der städtischen Feuerwehr in Gorzów und der Gemeinde Santok zur Organisation des 2. Fachworkshops - Am 01.07.2025- Treffen mit den Feuerwehrleuten der Oderlandregion in Gusow - Am 25.07.2025 - Videokonferenz mit den Leitern der freiwilligen Feuerwehren in der Oderlandregion - Am 28.07.2025- Treffen in Seelow mit der Feuerwehr in Lebus zur Besprechung der Organisation einer öffentlichen Veranstaltung im Rahmen des Projekts. - Am 28.07.2025- Treffen in Seelow mit dem Vertreter des assoziierten Partners – dem Landrat des Landkreises Gorzów – zur weiteren Ausarbeitung einer polnisch-deutschen Strategie für den Katastrophenschutz - Am 21.08.2025- Treffen mit dem Kommandanten der Feuerwehr in Gorzów Wielkopolski, bei dem die Ergebnisse des zweiten Fachworkshops im Rahmen des Projekts zusammengefasst wurden, administrative Fragen: Berichterstattung, gemeinsame Pläne für weitere Projekte. Bei dem Treffen wurde die Organisation der ersten großen deutsch-polnischen Feuerwehrübungen besprochen, die als wichtige Pilotmaßnahmen im 3. Zeitraum durchgeführt werden sollen. 2. Gemeinsame Fachworkshops. Am 02.08.2025 wurde 2. Fachworkshop unter Beteiligung von FW-Einheiten aus beiden Ländern durchgeführt, die Simulationen von Rettungsmaßnahmen unter Einsatz modernster Technologie umfassten. Insgesamt nahmen daran über 26 Feuerwehrleute teil. 3. Kauf von Rettungsausrüstung bei LP1,PP2, PP4, PP5, PP6 und PP7.

W ramach realizacji projektu w bieżącym okresie sprawozdawczym zrealizowano szereg działań mających na celu sprawną organizację oraz rozpoczęcie kluczowych etapów przedsięwzięcia. Dn. 15.11.24 zostało zorganizowane spotkanie otwierające, które pozwoliło na przedstawienie założeń projektu, zaplanowanie głównych etapów działań oraz zaangażowanie wszystkich partnerów i interesariuszy. Odbyło się również wiele spotkań roboczych i koordynacyjnych, których celem było szczegółowe opracowanie harmonogramu prac, przypisanie odpowiedzialności oraz wypracowanie wspólnej wizji realizacji projektu. Spotkania te odkryly rowniez potrzebę wprowadzenia kilku zmian i przesuniec projektowych. Po wspólnych zebraniach oraz konsultacjach ze Wspólnym Sekretariatem zostal opracowany przez partnera wiodacego wniosek zmian projektowych. Kluczowym wydarzeniem była konferencja otwierająca, zorganizowana dn. 20.02.24 przez PP3 przy wsparciu PP4, która zgromadziła przedstawicieli służb, samorządów, partnerów projektu, instytucje monitorujące oraz uczestnikow slub ochotniczych straz pozarnych z Polski i Niemiec . W trakcie konferencji zaprezentowano cele, zakres oraz planowane rezultaty projektu, a także podkreślono znaczenie współpracy międzyinstytucjonalnej w kontekście zwiększania bezpieczeństwa publicznego. Podczas konferencji zostały również uroczyście podpisane porozumimenia partnerskie, a PP3 zaprezentował wyposażenie zakupione w ramach projektu. W tym okresie przeprowadzono również pierwsze warsztaty fachowe dla strażaków, które stanowiły ważny krok w kierunku podnoszenia kompetencji służb ratowniczych. Warsztaty odbyły się dn. 22.02.25 w Seelow, organizowane przez PW1, koncentrowały się na praktycznych aspektach szkoleń służb strażackich i zostały wysoko ocenione przez uczestników pod względem merytorycznym i organizacyjnym. Pierwsza część obejmowała szkolenie teoretyczne dla wszystkich. W kolejnej części dla polskich gości zorganizowano zwiedzanie remizy strażackiej w Seelow wraz z pokazem technicznym, prezentacją sprzętu i pojazdów. W części praktycznej strażacy zdobyli wiedzę na temat gaszenia pożarów, obsługi sprzętu, ataku i ustawiania rur strażackich. Realizacja powyższych działań pozwoliła na skuteczne rozpoczęcie projektu oraz stworzenie solidnych podstaw do jego dalszego rozwoju i wdrażania kolejnych etapów. W drugim okresie realizacji kontynuowano działania w ramach projektu współpracy transgranicznej między służbami przeciwpożarowymi z Polski i Niemiec. Najważniejsze osiągnięcia w okresie 2: 1. Spotkania, konsultacje, wydarzenia: Zorganizowano 9 spotkań roboczych z partnerami projektu i przedstawicielami instytucji z regionu Oderland w celu omówienia projektu i dalszych wspólnych działań. Spotkania te miały charakter organizacyjny i miały na celu zapewnienie ścisłego kontaktu między partnerami w celu monitorowania planowanych działań i stopniowego osiągania wyników projektu, w tym: - 04.03.2025 r. – spotkanie ze strażakami z regionu Oderland w Lebus - 06.03.2025 r. – spotkanie z burmistrzem i pracownikami administracji miejskiej w Santoku w celu omówienia organizacji 2. warsztatów specjalistycznych - 06.05.2025 r. – spotkanie ze strażakami z regionu Oderland w Letschin - 28.06.2025 r. – spotkanie online z miejską strażą pożarną w Gorzowie i gminą Santok w celu organizacji 2. warsztatów specjalistycznych - 01.07.2025 r. – spotkanie ze strażakami z regionu Oderland w Gusow - 25.07.2025 r. – wideokonferencja z komendantami ochotniczych straży pożarnych z regionu Oderland - 28.07.2025 r. – spotkanie w Seelow ze strażą pożarną z Lebus w celu omówienia organizacji publicznego wydarzenia w ramach projektu. - 28.07.2025 r. – spotkanie w Seelow z przedstawicielem partnera stowarzyszonego – starostą powiatu gorzowskiego – w celu dalszego opracowania polsko-niemieckiej strategii ochrony ludności - 21.08.2025 r. – spotkanie z komendantem straży pożarnej w Gorzowie Wielkopolskim, podczas którego podsumowano wyniki drugiego warsztatu tematycznego w ramach projektu, kwestie administracyjne: sprawozdawczość, wspólne plany dotyczące dalszych projektów. Podczas spotkania omówiono organizację pierwszych dużych polsko-niemieckich ćwiczeń strażackich, które mają zostać przeprowadzone jako ważne działania pilotażowe w trzecim okresie. 2. Wspólne warsztaty tematyczne. W dniu 02.08.2025 r. odbyły się drugie warsztaty specjalistyczne z udziałem jednostek straży pożarnej z obu krajów, które obejmowały symulacje akcji ratowniczych z wykorzystaniem najnowocześniejszych technologii. W sumie wzięło w nich udział ponad 26 strażaków. 3. Zakup sprzętu ratowniczego przez LP1, PP2, PP4, PP5, PP6 i PP7.

Contribution to wider strategies and policies:

EUStrategyBalticSeaRegion Die grundsätzlichen Ziele der EU-Strategie für den Ostseeraum verfolgt die Ziele die Ostsee zu schützen, Regionen zu verbinden und den Wohlstand zu steigern. All diese Ziele werden in dem Projekt berücksichtigt. Durch die gemeinsamen Aktivitäten zum Schutz von Umweltschäden in der Oder und den Zuflüssen wird daran mitgewirkt das erste Ziel zu erreichen. Zum anderen ist die Zusammenarbeit der Oderlandregion mit der Region Gorzow neben einer interkommunalen Zusammenarbeit auch eine regionale Zusammenarbeit. Dieses Ziel wird durch eine intensive Zusammenarbeit erreicht. Im Rahmen des Brandschutzes und er Technischen Hilfeleistung sichert dieses Projekt die wirtschaftliche Entwicklung der Oder-Warthe-Region und fördert die Daseinsvorsorge als Motor einer Steigerung des Wohlstandes.
Other W oparciu o strategię Polsko-Niemieckiego Obszaru Powiązań Wizja 2030 projekt ten jest idealnie predestynowany do realizacji tych celów. Dzięki współpracy na szczeblu międzygminnym powiązanie te zostanie wzmocnione i pogłębione. Poprzez przygotowanie w zakresie pomocy technicznej połączenia transportowe staną się bezpieczniejsze oraz zapewniona zostanie niezbędna rozbudowa. Wszystkie rezultaty projektu zagwarantują utrzymanie regionalnego dobrobytu oraz rozwoju gospodarczego. To pozwoli zwiększyć dobrobyt.
Other Opracowana w latach 2012 i 2013 Regionalna Strategia dla Regionu Oderland uwzględniała także zapobieganie i zwalczanie skutków pożarów i katastrof jako międzygminne zadanie realizowane państwo. Już w strategii tej zaleca się działanie w układzie międzygminnym, tak aby móc realizować te zadania w przyszłości na wysokim poziomie. Stwierdzono w niej również powiązanie pomiędzy zwiększeniem i zmianą w mobilności. Ponieważ osie mobilności prowadzą do sąsiedniej Polski, uwzględnienie obszaru powiązań jest ważniejsze niż kiedykolwiek. Projekt ten został ukształtowany w oparciu o tą zasadniczą strategię.
Other W ramach dalszego rozwoju Strategii Regionalnej regionu Oderland opracowano w 2015 r. opracowany został plan zapotrzebowania w celu zapobiegania niebezpieczeństwom dla regionu Oderland. Poza analizami opisano tam zalecenia wykonawcze celem zagwarantowania w przyszłości ochrony przeciwpożarowej i zwalczania skutków katastrof. Obejmują one wspólne uzgodnienia w zakresie kształcenia/szkolenia i wyposażenia, tak aby móc sprostać zmieniającym się wyzwaniom. Strategia ta ma zostać poddana ewaluacji i rozszerzona o polsko-niemiecki obszar powiązań. Koncepcja ta stanowi podstawę dla strategii, która ma zostać opracowana dla polskich partnerów.
