„Transgraniczna współpraca w zakresie zdrowia w Euromieście Gubin – Guben”

Project content: In the face of demographic change, the health care system in Germany and Poland faces the challenge of maintaining the scope of services despite the shortage of skilled workers and rising costs. One solution idea is a cross-border 360 degree view. Our goal is to enable and simplify access to cross-border healthcare. This is to be done for all inhabitants of the assisted area. The project plans to develop and test legal-administrative solutions that enable the cross-border use of health services. The project partners will work together to establish a legal structure that will be a milestone for permanent cross-border access to healthcare on both sides of the border for the residents of Eurocity and the whole assisted area. For this purpose, an expert working group will be formed, including not only project staff and institutions involved in the project, but also lawyers and external experts who will help draft the relevant documents (bylaws, legal bases, patient data protection, digitalisation, etc.) and contact the relevant institutions. Thanks to the long and arduous work of the project partners in the preparatory phase of the project, extremely important and forward-looking discussions took place with the Directorate of the Lubusz Branch of the National Health Fund (NFZ) and the Woiewode of the Lubusz Voivodeship Office (LUW) on the Polish side and with the Ministry of Social Affairs, Health, Integration and Consumer Protection (MfSGIV) of Brandenburg on the German side. All institutions agreed to support the cross-border activities of the project partners and signed a letter of intent in June 2023 to participate in the project as health experts. The interest of the KVBB board members in becoming an associated project partner was already of great importance in the preparatory phase of the project. KVBB unites all German health insurance funds and sees great potential in the cross-border project proposed by the DNWG and the cities. With the opening on the Polish side, another step will be taken to equalise the living standards of the people in the border areas. Planned measures in the project: 1.knowledge and experience exchange - a study trip to Cerdanya in Spain - a cross-border hospital (ETVZ). 2.Establishment of a coordination centre in Gubin and future transformation into a cross-border health centre - testing and development. 3.opening of a mobile counselling service at the University Hospital in Zielona Góra. 4.Broad communication and information measures. As a result of the project, a health coordination network should be established so that every patient in the assisted area can benefit from information on the principles of cross-border treatment. The health centre will continue to function after the completion of the project, based on the proposed solutions and the pilot phase (testing - 3 months). The project should create a desire to multiply this position in other border regions (not only in Poland).

W obliczu zmian demograficznych system opieki zdrowotnej w Niemczech i Polsce stoi przed wyzwaniem utrzymania zakresu usług pomimo niedoboru wykwalifikowanych pracowników i rosnących kosztów. Jednym z pomysłów na rozwiązanie tego problemu jest niezależne od granic panstwowych spojrzenie "360 stopni". Naszym celem jest umożliwienie i ulatwienie dostępu do transgranicznej opieki zdrowotnej. Ma to dotyczyć wszystkich mieszkańców obszaru wsparcia. W ramach projektu planowane jest opracowanie i przetestowanie rozwiązań prawno-administracyjnych umożliwiających transgraniczne korzystanie z usług zdrowotnych. Partnerzy projektu będą współpracować w celu ustanowienia struktury prawnej, która będzie kamieniem milowym dla stałego transgranicznego dostępu do opieki zdrowotnej po obu stronach granicy dla mieszkańców Euromiasta i całego obszaru wsparcia. W tym celu zostanie utworzona ekspercka grupa robocza, w skład której wejdą nie tylko pracownicy projektu i instytucje zaangażowane w projekt, ale także prawnicy i eksperci zewnętrzni, którzy pomogą w przygotowaniu odpowiednich dokumentów (regulaminów, podstaw prawnych, ochrony danych osobowych pacjentów, cyfryzacji itp.) i nawiza kontakt z odpowiednimi instytucjami. Dzięki długiej i żmudnej pracy partnerów projektu w fazie przygotowawczej, odbyły się niezwykle ważne i perspektywiczne rozmowy z Dyrekcją Lubuskiego Oddziału Narodowego Funduszu Zdrowia (NFZ) i Lubuskim Urzędem Wojewódzkim - Wydzial Zdrowia (LUW) po stronie polskiej oraz z Ministerstwem Spraw Społecznych, Zdrowia, Integracji i Ochrony Konsumentów Landu BB po stronie niemieckiej. Wszystkie instytucje zgodziły się wspierać transgraniczne działania partnerów projektu i podpisały deklarację woli w czerwcu 2023 r., aby uczestniczyć w projekcie jako eksperci ds. zdrowia w grupie roboczej. Zainteresowanie członków zarządu KVBB -Stowarzyszenie Kas Chorych BB zostaniem stowarzyszonym partnerem projektu miało duże znaczenie już w fazie przygotowawczej projektu. KVBB zrzesza wszystkie niemieckie kasy chorych i widzi duży potencjał w transgranicznym projekcie zaproponowanym przez szpitale i miasta. Otwarcie po polskiej stronie będzie kolejnym krokiem w kierunku wyrównania standardów życia mieszkancow na obszarach przygranicznych. Planowane działania w projekcie: 1.Wymiana wiedzy i doświadczeń - wyjazd studyjny do Cerdanya w Hiszpanii - szpital transgraniczny (EUWT). 2. Utworzenie Centrum Koordynacji w Gubinie i przekształcenie go w przyszłości w transgraniczne Centrum Zdrowia - testowanie i opracowanie. 3.Otwarcie mobilnego punktu informacyjnego w Szpitalu Uniwersyteckim w Zielonej Górze. 4. Szeroko zakrojone działania komunikacyjne i informacyjne. W wyniku realizacji projektu powinna powstać sieć koordynatorow zdrowia, tak aby każdy pacjent w obszarze wsparcia mógł skorzystać z informacji na temat zasad leczenia transgranicznego. Centrum Zdrowia będzie nadal funkcjonowało po zakończeniu projektu, w oparciu o zaproponowane rozwiązania prawne i analize wynikow z fazy pilotażowej trwajacej 3 miesiące. Projekt powinien wywołać chęć multiplikacji w innych regionach przygranicznych (nie tylko w Polsce).

Projektinhalt: Angesichts des demografischen Wandels steht das Gesundheitssystem in Deutschland und Polen vor der Herausforderung den Leistungsumfang trotz des Fachkräftemangels und der steigenden Kosten aufrecht zu erhalten. Eine Lösungsidee ist eine grenzunabhängige 360 Grad Betrachtung. Unser Ziel ist es den Zugang zur grenzüberschreitenden Gesundheitsversorgung zu ermöglichen und zu vereinfachen. Dies soll für alle Einwohner*innen des Fördergebiets erfolgen. Im Projekt sind die Entwicklung und Erprobung von rechtlich-administrativen Lösungen geplant, die eine grenzüberschreitende Inanspruchnahme von Gesundheitsdienstleistungen ermöglichen. Die Projektpartner werden gemeinsam an der Gründung einer rechtlichen Struktur arbeiten, die einen Meilenstein für den dauerhaften grenzüberschreitenden Zugang zur medizinischen Versorgung auf beiden Seiten der Grenze für die Bewohner der Eurostadt und des ganzen Fördergebietes darstellt. Zu diesem Zweck wird eine Expertenarbeitsgruppe gebildet, der nicht nur Projektmitarbeitern und am Projekt beteiligte Institutionen angehören, sondern auch Juristen und externe Experten, die bei der Ausarbeitung der entsprechenden Dokumente (Satzungen, Rechtsgrundlagen, Datenschutz des Patienten, Digitalisierung usw.) und der Kontaktaufnahme mit den zuständigen Einrichtungen helfen werden. Dank der langen und mühsamen Arbeit der Projektpartner in der Vorbereitungsphase des Projekts fanden äußerst wichtige und zukunftsweisende Gespräche mit der Direktion der Lebuser Filiale des Nationalen Gesundheitsfonds (NFZ) und dem Gesundheitsabteilung des Lebuser Woiwodschaftsamtes (LUW) auf polnischer Seite und mit dem Ministerium für Soziales, Gesundheit, Integration und Verbraucherschutz (MfSGIV) des Landes BB auf der deutschen Seite statt. Alle Institutionen erklärten sich bereit, die grenzüberschreitenden Aktivitäten der Projektpartner zu unterstützen und unterzeichneten im Juni 2023 eine Absichtserklärung sich als Gesundheitsexperten an dem Projekt zu beteiligen. Das Interesse der Vorstandsmitglieder der KVBB, assoziierter Projektpartner zu werden, war bereits in der Vorbereitungsphase des Projekts von großer Bedeutung. Die KVBB vereint alle deutschen Krankenkassen und sieht großes Potenzial in dem von den KH und den Städten vorgeschlagenen grenzüberschreitenden Projekt. Mit der Eröffnung auf der polnischen Seite wird ein weiterer Schritt zur Angleichung des Lebensstandards der Menschen in den Grenzgebieten getan. Geplante Maßnahmen im Projekt: 1.Wissens- und Erfahrungsaustausch – eine Studienreise nach Cerdanya in Spanien – ein grenzüberschreitendes Krankenhaus (ETVZ). 2.Gründung eines Koordinierungszentrums in Gubin und künftige Umwandlung ins grenzüberschreitende Gesundheitszentrum - Erprobung und Entwicklung 3.Eröffnung eines mobilen Beratungsdienstes an der Universitätsklinik in Zielona Góra. 4.Breite Kommunikations- und Informationsmaßnahmen. Im Ergebnis des Projekts sollte ein Netzwerk der Gesundheitskoordinatoren entstehen, damit jeder Patient im Fördergebiet von den Informationen über die Grundsätze der grenzüberschreitenden Behandlung profitieren kann. Das Gesundheitszentrum wird weiter nach Abschluss des Projekts auf der Grundlage der vorgeschlagenen Lösungen und der Analyse der Ergebnisse aus 3 Monate dauernden Pilotphase funktionieren. Das Projekt soll den Wunsch wecken, diese Lösungen in anderen Grenzregionen (nicht nur in Polen) zu multiplizieren.

The project partners jointly decided to launch the initiative at their own risk on January 1, 2024. Even before project activities commenced, a project management group was established. This group is responsible for discussing current tasks, planning upcoming phases, implementing changes, organizing events and meetings, reviewing documentation, and coordinating appointments with external entities. A bilingual project coordinator manages the group’s meetings, leads discussions, and prepares invitations, agendas, and minutes. Given the active participation of bilingual project staff, the Lead Partner arranges for professional consecutive interpretation during these sessions. Light catering is also provided for in-person meetings. Meetings Held to Date: Naemi-Wilke-Stift Hospital, Guben – January 31, 2024 Gubin City Hall – April 10, 2024 Online – June 5, 2024 From the second phase of the project onward, project management group meetings will be held at least once a month. Since the project's inception, work has begun on preparing requests for proposals for the operator of the Health Coordination Office in Gubin and the future cross-border health center. A public procurement specialist drafted bilingual requests, including a description of the contract, and sent them to three healthcare providers in Gubin. One response was received, and the contract was awarded to the GRUNWALD Therapy Center in Gubin for the period from April 1, 2024, to December 31, 2026. In February, requests for proposals were also sent to law firms with expertise in cross-border legal matters and experience serving both Polish and German clients. Two responses were received, and the contract was awarded to the most favorable offer. The agreement covers the period from April 1, 2024, to December 31, 2026. On March 6, at the special invitation of the Mayor of Gubin, a meeting took place between the project partners and city councilors. During this session, the project was presented, and councilors received comprehensive answers to their questions. The meeting was successful, resulting in strong support from the councilors. Key Events in the First Project Phase: One of the most significant events was the kick-off conference and the first meeting of the Health Experts Group, held on April 16, 2024, at the Alte Färberei in Guben. All project partners actively contributed to organizing these events. Among the invited guests were: Prime Minister of Brandenburg, Dr. Woidke State Secretary, Dr. Götz Vice-Voivode Popławski Mayors of the Eurocity Representatives from the Lubuskie Voivodeship and Marshal's Office Presidents and directors of the Euroregion SNB Other local and regional government representatives Representatives from NFZ, KVB, health insurance funds, and Eurocity councilors Representatives from Brandmed, Sulechów Hospital, Krosno Odrzańskie, and other political and healthcare stakeholders Approximately 130 participants attended the hybrid conference, including about 20 online attendees. The first Health Experts Group meeting in Guben focused on: The current state of cross-border healthcare (presentation by Anna Wrobel) Possible legal structures for the future Health Center (presentation by a law firm) The meeting followed a workshop format, and a bilingual report was prepared. On May 8, a meeting took place at the Polish-German Wastewater Treatment Plant in Gubin, which has operated as a cross-border legal structure within the Eurocity for over 20 years. The plant’s president shared valuable insights on establishing, managing, and financially operating a cross-border legal entity. Following this meeting, the plant’s company agreement was made available as a reference for the project. Political Changes and Continued Cooperation: Local elections were held in Poland in April. On June 5, the newly elected Mayor of Gubin, Mr. Boloczko, visited the NWS headquarters. During his meeting with hospital management and project leadership, the project's objectives and tasks were discussed, along with the City of Gubin’s role. The Mayor confirmed his commitment to continued cooperation. Opening of the Naëmi+ Coordination Office On 27 September 2024, the Naëmi+ Health Coordination Office was officially opened in Gubin. This initiative represents a significant step towards improving cross-border healthcare. The office serves as a central information point for local residents and offers free advice in both Polish and German. Every Tuesday from 9:00 to 12:00, citizens can receive information on available health services. The main goal of the office is to raise awareness of existing cross-border solutions. The opening ceremony was attended by high-ranking guests, including the mayors of the twin cities Gubin-Guben, a State Secretary from the Ministry of Social Affairs, Health, Integration and Consumer Protection of the State of Brandenburg (MSGIV), representatives of regional authorities, medical institutions, the Association of Statutory Health Insurance Physicians of Brandenburg (KVBB), the Euroregion Spree-Neiße-Bober, as well as citizens and other interested stakeholders from the EuroCity. Second Meeting of the Health Expert Group On 19 November 2024, the second meeting of the expert group on the establishment of a European Health Centre was held at Gubin City Hall. Significant progress has been made since the first meeting, most notably the launch of the Naëmi+ advisory office. Initial statistics clearly demonstrate a strong demand for the services provided. During the meeting, participants discussed goal-setting proposals and legal structures for the future centre. An action plan was also developed outlining the organisational and legal steps needed to establish the European Health Centre. Participants included representatives from: Naëmi-Wilke Hospital in Guben, City of Gubin, German health insurance funds, Ministry of Health and Social Affairs of the State of Brandenburg (MSGIV), National Health Fund (NFZ, Poland), Law firm, City of Guben. Training for Health Coordinators at Naëmi-Wilke-Stift As part of the project, the first training sessions for health coordinators were held on 22 October and 10 December 2024, based on the case management concept. These two-hour trainings are organised regularly. The Polish-German health coordinator at the Naëmi-Wilke Hospital presented the opportunities for cross-border healthcare and explained their practical implementation in clinical practice. Project Management Group Meetings The project management group meets monthly (on 17.07, 04.09, 08.10, 05.11 and 12.12) to discuss current issues, delegate tasks, plan timelines, and address challenges related to project implementation. Meeting with the Gubin Wastewater Treatment Plant On 3 July 2024, another meeting was held with a representative of the Gubin wastewater treatment plant, this time in Guben with the German side (GWAZ). The focus was on legal solutions used at the facility, particularly regarding billing processes for German customers. Civic Dialogue – "Common Ground" Project On 15 October 2024, the project coordinator and the health coordinator participated as health experts in a public dialogue event. They presented the project and answered numerous questions from citizens. Presentation at the “Returnee Day 2024” On 27 December 2024, the project and the Naëmi+ Coordination Office were presented during the "Returnee Day 2024" at the Alte Färberei in Guben. Public Relations Training for INTERREG Projects On 3 December 2024, a training session on public relations and communication for INTERREG projects was held in Zielona Góra. Project team members attended the training to enhance their knowledge and competencies in marketing and outreach. Exchange of Experience with Cross-Border Health Centre in Gmünd (Austria) On 29 October 2024, an online exchange was held with representatives from the cross-border health centre Healthacross MED Gmünd in Austria. The following insights were shared: Outstanding marketing and recognition by the WHO as a model of cross-border health cooperation, Strong political networks and support, Successful acquisition of EU funding for the centre’s construction, Healthacross MED Gmünd acts successfully as the operating organisation for the centre.

Partnerzy projektu wspólnie zdecydowali na rozpoczęcie projektu na własne ryzyko w dniu 1 stycznia 2024 roku. Grupa zarządzająca projektem powstała już przed rozpoczęciem działań projektowych. Zadaniem grupy jest omawianie aktualnych zadań w projekcie, planowanie kolejnych etapów w projekcie, wprowadzanie zmian, organizacja wydarzeń, spotkań, omawianie dokumentacji i umawianie terminów z zewnętrznymi jednostkami. Za organizację posiedzeń grupy odpowiedzialny jest dwujęzyczny koordynator projektu, który prowadzi posiedzenia, sporządza zaproszenia, agendę i protokoły ze spotkań. Ze względu na merytoryczny udział w spotkaniach wszystkich dwujęzycznych pracowników projektu, podczas spotkań LP zleca tłumaczenie konsekutywne profesjonalnemu tłumaczowi. Podczas spotkań „na żywo“ organizowany jest również mały catering. Terminy dotychczasowych posiedzeń: 1. Szpital Naemi-Wilke-Stift Guben w dniu 31.01.2024 2. Urząd Miasta Gubin w dniu 10.04.2024 3. Online w dniu 05.06.2024 Od 2. etapu projektu posiedzenia grupy zarządzającej projektem będą się odbywały co najmniej raz w miesiącu. Od początku realizacji projektu rozpoczęło się planowanie zapytań ofertowych na operatora zadania siedziba biura koordynacji zdrowia w Gubinie oraz przyszłego transgranicznego centrum zdrowia. Specjalista ds. zamówień publicznych sporządził odpowiednie dwujęzyczne zapytania ofertowe wraz z opisem przedmiotu zamówienia i rozesłał do 3 praktyk zdrowotnych w Gubinie. Na zapytanie otrzymaliśmy jedną odpowiedź i udzieliliśmy zamówienia Ośrodkowi Terapii GRUNWALD w Gubinie. Zawarto umowę w okresie od 1.04.2024 do 31.12.2026 roku. W lutym przygotowano i rozesłano zapytania ofertowe do kancelarii prawnych, świadczących usługi dla polskich i niemieckich zleceniobiorców, mających również doświadczenie w transgranicznych obszarach tematycznych. Na zapytanie otrzymaliśmy dwie odpowiedzi. Zamówienie zostało udzielone korzystniejszej ofercie. Zawarto umowę w okresie od 1.04. do 31.12.2026 roku. W dniu 6 marca na specjalne zaproszenie Burmistrza Gubina odbyło się spotkanie PP z Radnymi Miasta. Podczas spotkania zaprezentowano projekt. Radni uzyskali również wyczerpujące odpowiedzi na zadane pytania. Spotkanie zakończyło się sukcesem i zapewnieniem wsparcia w realizacji projektu ze strony radnych. Największymi i najważniejszymi wydarzeniami w pierwszym etapie realizacji projektu była organizacja konferencji rozpoczynającej projekt oraz I posiedzenie grupy ekspertów ds. zdrowia. Oba wydarzenia miały miejsce w dniu 16.04.2024 w Alte Färberei w Guben. Wszyscy PP aktywnie uczestniczyli w organizacji tych dwóch spotkań. Na konferencji zaproszenie przyjęli, byli obecni i wygłosili krótkie referaty m.in. Premier Landu Brandenburgii Dr. Woidke, Sekretarz Stanu Dr Götz, Wicewojewoda Popławski, Burmistrzowie Euromiasta, przedstawiciele Urzędów Wojewódzkiego i Marszałkowskiego Lubuskiego, Prezesi i dyrektorzy Euroregionu SNB, inni przedstawiciele władz lokalnych i regionalnych, przedstawiciele NFZ, KVB, kas chorych, radni Euromiasta, przedstawiciele Brandmed, szpitala w Sulechowie, Krosnie Odrzańskim oraz wiele innych osób z kręgów polityki i służby zdrowia. Ogólnie w konferencji hybrydowej wzięło udział około 130 osób, w tym około 20 online. Tematem pierwszego spotkania ekspertów ds. zdrowia w Guben była aktualna sytuacja w zakresie opieki transgranicznej zdrowotnej (wykład Anna Wróbel) oraz możliwe formy prawne dla przyszłego Centrum Zdrowia (wykład kancelarii prawnej). Spotkanie miało charakter warsztatowy, a z posiedzenia sporządzono dwujęzyczny protokół. W dniu 8 maja odbyło się spotkanie w polsko-niemieckiej oczyszczalni ścieków w Gubinie, która od ponad 20 lat funkcjonuje jako transgraniczna struktura prawna w Euromieście. Prezes oczyszczalni udzielił nam cennych wskazówek i rad dotyczących założenia, prowadzenia i rozliczeń w obrębie takiej struktury prawnej. Wynikiem tego spotkania było udostępnienie projektu umowy spółki oczyszczalni ścieków na potrzeby projektu. W kwietniu odbyly sie wybory samorzadowe w Polsce, w dniu 5 czerwca siedzibe NWS odwiedzil nowowybrany Burmistrz Miasta Gubina Pan Boloczko, podczas spotkania z Zarzadem szpitala i kierownictwem projektu omowiono cele i zadania w projekcie oraz zadania Miasta Gubina. Burmistrz zapewnil kontynuacje wspolpracy. W kwietniu odbyły się wybory samorządowe w Polsce. W dniu 5 czerwca siedzibę NWS odwiedził nowo wybrany Burmistrz Miasta Gubina, pan Boloczko. Podczas spotkania z Zarządem szpitala i kierownictwem projektu omówiono cele i zadania w projekcie oraz zadania Miasta Gubina. Burmistrz zapewnił kontynuację współpracy. Otwarcie biura koordynacji zdrowia Naëmi+ W dniu 27 września 2024 r. uroczyście otwarto biuro koordynacji zdrowia Naëmi+ w Gubinie. Ta inicjatywa stanowi istotny krok w kierunku poprawy transgranicznej opieki zdrowotnej. Biuro działa jako centralny punkt informacyjny dla mieszkańców regionu i oferuje bezpłatne doradztwo w języku polskim i niemieckim. W każdy wtorek w godzinach od 9:00 do 12:00 mieszkańcy mogą uzyskać informacje na temat dostępnych usług medycznych. Celem biura jest zwiększenie świadomości na temat istniejących rozwiązań transgranicznych. W wydarzeniu wzięli udział przedstawiciele wysokiego szczebla, w tym burmistrzowie Dwumiasta Gubin-Guben, sekretarz stanu z Ministerstwa Zdrowia i Spraw Społecznych Brandenburgii (MSGIV), przedstawiciele władz regionalnych, instytucji medycznych, Kasy Lekarskiej Brandenburgii (KVBB), Euroregionu Sprewa–Nysa–Bóbr oraz mieszkańcy EuroMiasta i inni zainteresowani. Drugie spotkanie grupy ekspertów ds. zdrowia W dniu 19 listopada 2024 r. w Urzędzie Miasta w Gubinie odbyło się drugie spotkanie grupy ekspertów ds. utworzenia Europejskiego Centrum Zdrowia. Od czasu pierwszego spotkania osiągnięto istotne postępy – przede wszystkim uruchomiono biuro doradcze Naëmi+, którego pierwsze statystyki wskazują na duże zainteresowanie oferowanymi usługami. W trakcie spotkania uczestnicy omówili propozycje dotyczące osiągnięcia celów projektu oraz ustalenia formy prawnej planowanego centrum. Opracowano także plan działań dla kolejnych kroków organizacyjnych i prawnych niezbędnych do wdrożenia Europejskiego Centrum Zdrowia. W spotkaniu uczestniczyli przedstawiciele następujących instytucji: Szpitala Naëmi-Wilke w Guben, Miasta Gubin, Niemieckich kas chorych, Ministerstwa Zdrowia i Spraw Społecznych Brandenburgii (MSGIV), Narodowego Funduszu Zdrowia (NFZ), Kancelarii prawnej, Miasta Guben. Szkolenia dla koordynatorów zdrowotnych w Naëmi-Wilke-Stift W ramach projektu w dniach 22 października oraz 10 grudnia 2024 r. odbyły się pierwsze szkolenia dla koordynatorów ds. zdrowia, oparte na koncepcji zarządzania przypadkiem (Case Management). Spotkanie z przedstawicielem oczyszczalni ścieków w Gubinie W dniu 3 lipca 2024 r. odbyło się kolejne spotkanie z przedstawicielem oczyszczalni ścieków w Gubinie, tym razem po stronie niemieckiej – w Guben, z udziałem GWAZ. Tematem przewodnim były rozwiązania prawne stosowane w funkcjonowaniu oczyszczalni, zwłaszcza w zakresie rozliczeń z klientami niemieckimi. Dialog obywatelski w ramach projektu „Common Ground” W dniu 15 października 2024 r. koordynatorka projektu oraz koordynatorka ds. zdrowia wzięły udział jako ekspertki zdrowotne w spotkaniu dialogu obywatelskiego. Przedstawiły projekt i odpowiadały na liczne pytania mieszkańców. Prezentacja projektu podczas wydarzenia „Dzień Powracających” W dniu 27 grudnia 2024 r. projekt oraz biuro Naëmi+ zostały zaprezentowane podczas wydarzenia „Dzień Powracających 2024” w Starej Farbiarni w Guben. Szkolenie z zakresu promocji i komunikacji dla projektów INTERREG W dniu 3 grudnia 2024 r. w Zielonej Górze odbyło się szkolenie z zakresu działań informacyjno-promocyjnych dla projektów INTERREG. Pracowniczki projektu wzięły w nim udział, aby poszerzyć swoją wiedzę i kompetencje w zakresie marketingu. Wymiana doświadczeń z przedstawicielami transgranicznego centrum zdrowia w Gmünd (Austria) W dniu 29 października 2024 r. odbyło się spotkanie online z przedstawicielami transgranicznego centrum zdrowia Healthacross MED Gmünd w Austrii. W trakcie rozmów zebrano następujące wnioski: bardzo dobre działania promocyjne i uznanie przez WHO jako modelowej współpracy w zakresie opieki zdrowotnej, silne powiązanie polityczne, skuteczne pozyskanie funduszy unijnych na budowę centrum, organizacja Healthacross MED Gmünd z powodzeniem pełni rolę operatora centrum. Die Projektpartner haben zusammen entschieden, das Projekt auf eigenes Risiko am 1. Januar 2024 zu starten. Die Projektmanagementgruppe wurde schon vor Beginn der projektbezogenen Aktivitäten gegründet. Die Gruppe hat die Aufgabe, aktuelle Projektthemen abzustimmen, die nächsten Projektphasen zu planen, Änderungen vorzunehmen, Veranstaltungen und Meetings zu organisieren sowie die Dokumentation zu besprechen und Termine mit externen Einheiten zu vereinbaren. Für die Organisation der Sitzungen der Gruppe ist der zweisprachige Projektkoordinator verantwortlich, der die Sitzungen leitet, Einladungen, Agenden und Protokolle der Treffen erstellt. Aufgrund der fachlichen Beteiligung aller zweisprachigen Projektmitarbeiter an den Sitzungen beauftragt LP einen Dolmetscher mit der konsekutiven Übersetzung. Bei „Live“-Meetings wird zudem ein kleiner Catering-Service organisiert. Die bisherigen Termine der Sitzungen sind: 1. Krankenhaus Naemi-Wilke-Stift Guben am 31.01.2024 2. Stadtverwaltung Gubin am 10.04.2024 3. Online am 05.06.2024 Ab der 2. Phase des Projekts werden die Sitzungen der Projektleitung mindestens einmal im Monat stattfinden. Seit Beginn der Projektdurchführung wurde mit der Planung der Angebotsanfragen für den Operator des Büros für Gesundheitskoordination in Gubin sowie für das zukünftige grenzüberschreitende Gesundheitszentrum begonnen. Der Vergaberechtsexperte im Projekt hat zweisprachige Angebotsanfragen mit einer Leistungsbeschreibung erstellt und an drei Gesundheitseinrichtungen in Gubin versendet. Auf die Anfrage erhielten wir eine Antwort und vergaben den Auftrag an das Therapiezentrum GRUNWALD in Gubin. Der Auftrag wurde für den Zeitraum vom 1.4.2024 bis zum 31.12.2026 erteilt. Im Februar wurden Angebotsanfragen an Rechtsanwaltkanzleien versendet, die Dienstleistungen für polnische und deutsche Auftragnehmer anbieten und ebenfalls Erfahrung in grenzüberschreitenden Themenbereichen haben. Auf die Anfrage erhielten wir zwei Antworten. Der Auftrag wurde an das kostengünstige Angebot vergeben. Der Vertrag wurde für den Zeitraum vom 1.4.2024 bis zum 31.12.2026 abgeschlossen. Am 6. März fand auf spezielle Einladung des Bürgermeisters von Gubin ein Treffen der PP mit den Stadtverordneten statt. Während des Treffens wurde das Projekt vorgestellt. Die Stadtverordneten erhielten auch umfassende Antworten auf ihre Fragen. Das Treffen endete erfolgreich und mit der Zusicherung der Unterstützung seitens der Stadtverordneten für die Umsetzung des Projekts. Die größten und wichtigsten Ereignisse in der ersten Phase der Projektdurchführung waren die Organisation der Kick Off des Projekts sowie die erste Sitzung der Experten im Gesundheitsbereich. Beide Veranstaltungen fanden am 16.04.2024 in der Alten Färberei in Guben statt. Alle Projektpartner nahmen aktiv an der Organisation dieser beiden Treffen teil. Zur Konferenz hatten unter anderem der Ministerpräsident des Landes Brandenburg, Dr. Woidke, der Staatssekretär Dr. Götz, der Vizewojewode Popławski, die Bürgermeister der Eurostadt sowie Vertreter der Landes- und der Regionalverwaltungen, die Präsidenten und Direktoren des Euroregion SNB, andere Vertreter der lokalen und regionalen Behörden, Vertreter des NFZ, der KVB, der Krankenkassen, der Stadtverordneten der Eurostadt, Vertreter von Brandmed, des Krankenhauses in Sulechów, in Krosno Odrzańskie und viele weitere Personen aus dem politischen und Gesundheitswesen eingeladen und waren anwesend. Insgesamt nahmen ca. 130 Personen an der hybriden Konferenz teil, darunter etwa 20 online. Thema der ersten Sitzung der Experten im Gesundheitsbereich in Guben war die aktuelle Situation im Bereich der grenzüberschreitenden Gesundheitsversorgung (Vortrag von Anna Wróbel) sowie mögliche Rechtsformen für das zukünftige Gesundheitszentrum (Vortrag einer Rechtsanwaltskanzlei). Die Sitzung hatte einen workshopartigen Charakter, und aus dem Treffen wurde ein zweisprachiges Protokoll erstellt. Am 8. Mai fand ein Treffen in der polnisch-deutschen Kläranlage in Guben statt, die seit über 20 Jahren als grenzüberschreitende Rechtsstruktur in der Eurostadt funktioniert. Der Präsident der Kläranlage gab uns wertvolle Hinweise und Ratschläge zur Gründung, Führung und Abrechnung innerhalb einer solchen Rechtsstruktur. Ergebnis dieses Treffens war die Bereitstellung eines Vertragsentwurfs für die Kläranlage zu den Bedürfnissen des Projekts. Im April fanden die Kommunalwahlen in Polen statt. Am 5. Juni besuchte der neu gewählte Bürgermeister der Stadt Gubin, Herr Boloczko, das NWS. Bei einem Treffen mit dem Vorstand des Krankenhauses und der Projektleitung wurden die Ziele und Aufgaben des Projekts sowie die Aufgaben der Stadt Gubin besprochen. Der Bürgermeister sicherte die Fortsetzung der Zusammenarbeit zu. Eröffnung der Geschäftsstelle Naëmi+ Am 27. September 2024 wurde die Geschäftsstelle der Gesundheitskoordination Naëmi+ feierlich in Gubin eröffnet. Diese Initiative stellt einen bedeutenden Schritt zur Verbesserung der grenzüberschreitenden Gesundheitsversorgung dar. Das Büro fungiert als zentrale Informationsstelle für die Bewohner der Region und bietet kostenlose Beratung in polnischer und deutscher Sprache an. Jeden Dienstag von 9:00 bis 12:00 Uhr können Bürger Informationen zu den verfügbaren Gesundheitsdiensten einholen. Ziel der Geschäftsstelle ist es, das Bewusstsein für bestehende grenzüberschreitende Lösungen zu stärken. An der Eröffnungsfeier nahmen hochrangige Vertreter teil, darunter die Bürgermeister der Doppelstadt Guben-Gubin, Staatssekretär aus dem Ministerium für Soziales, Gesundheit, Integration und Verbraucherschutz des Landes Brandenburg, Vertreter regionaler Behörden, medizinischer Einrichtungen, der Kassenärztlichen Vereinigung Brandenburg, der Euroregion SNB sowie Bürger der Eurostadt und weitere Interessierte. 2. Treffen der Gesundheitsexperten Am 19. November 2024 fand in der Stadtverwaltung Gubin die zweite Sitzung der Expertengruppe zur Gründung eines Europäischen Gesundheitszentrums statt. Seit dem ersten Treffen konnten bedeutende Fortschritte erzielt werden. Insbesondere wurde das Beratungsbüro Naëmi+ eröffnet, dessen erste Statistiken die hohe Nachfrage nach den angebotenen Dienstleistungen verdeutlichen. Während der Sitzung diskutierten die Teilnehmer Vorschläge zur Zielerreichung und zur rechtlichen Struktur des geplanten Zentrums. Zudem wurde ein Maßnahmenplan für die organisatorischen und rechtlichen Schritte zur Umsetzung des Europäischen Gesundheitszentrums erarbeitet. Anwesend waren Vertreter folgender Institutionen: - Naëmi-Wilke-Stift Krankenhaus in Guben, - Stadt Gubin, - Deutsche Krankenkassen, - Ministerium für Gesundheit und Soziales des Landes Brandenburg (MSGIV), - Nationaler Gesundheitsfonds (NFZ), - Anwaltskanzlei, - Stadt Guben. Schulungen für Gesundheitskoordinatoren im Naëmi-Wilke-Stift Im Rahmen des Projekts fanden am 22. Oktober und 10. Dezember 2024 die ersten Schulungen für Gesundheitskoordinatoren statt, basierend auf dem Konzept des Case Managements. Die zweistündigen Schulungen werden regelmäßig organisiert. Der polnisch-deutsche Gesundheitskoordinator des Naëmi-Wilke-Stift Krankenhauses präsentierte die Möglichkeiten der grenzüberschreitenden Gesundheitsversorgung und erläuterte deren praktische Umsetzung im klinischen Alltag. Die Projektmanagementgruppe trifft sich monatlich (17.07., 04.09., 08.10., 05.11. und 12.12.), um aktuelle Themen zu besprechen, Aufgaben zu verteilen, Termine zu planen und Herausforderungen bei der Projektumsetzung zu lösen. Am 3. Juli fand ein weiteres Treffen mit einem Vertreter der Kläranlage in Gubin statt, diesmal in Guben mit der deutschen Seite (GWAZ). Der Schwerpunkt des Treffens lag auf den rechtlichen Lösungen, die in der Kläranlage angewendet werden, insbesondere im Hinblick auf die Abrechnung der deutschen Kunden. Bürgerdialog im Rahmen des Projekts „Common Ground“: Am 15. Oktober 2024 nahmen die Projektkoordinatorin und die Gesundheitskoordinatorin als Gesundheitsexperten am Bürgerdialog teil. Sie stellten das Projekt vor und beantworteten zahlreiche Fragen der Bürger. Am 27. Dezember 2024 wurde das Projekt sowie die Geschäftsstelle Naëmi+ im Rahmen des „Rückkehrertags 2024“ in der Alten Färberei in Guben präsentiert. Am 3. Dezember 2024 fand in Zielona Góra eine Schulung im Bereich Öffentlichkeitsarbeit für INTERREG-Projekte statt. Die Projektmitarbeiterinnen nahmen an dieser Schulung teil, um ihr Wissen und Kompetenzen im Marketing zu stärken. Erfahrungsaustausch mit den Vertretern des grenzüberschreitenden Gesundheitszentrums in Gmünd (Österreich) Am 29.10.2024 fand Online ein Erfahrungsaustausch mit den Vertretern des grenzüberschreitenden Gesundheitszentrums in Gmünd, Österreich, statt. Dabei wurden folgende Erkenntnisse gesammelt: - Exzellentes Marketing und die Anerkennung durch die WHO für eine modellhafte Zusammenarbeit in der grenzüberschreitenden Gesundheitsversorgung. - Starke politische Vernetzung. - Erfolgreiche Beschaffung von EU-Mitteln für den Bau des Gesundheitszentrums. - Healthacross MED GMÜND übernimmt erfolgreich die Rolle des Operators für das Zentrum.
