TOFOLA project intents to launch sustainable (economically, environmentally and socially) tourist products based on the historiography of shipbuilding during the Serenissima Republic of Venice, in order to diversify the current tourist offer in the Northern Adriatic area and promote under-exploited destinations. The challenge the project aimed to address to is represented by the diversification of touristic flows aimed at ensuring equal access to tourist destinations and cultural heritage (for persons with disability, elderly people and retired, unemployed and low-income population, younger generation). Also, the delocalization of flows will be pursued to increase the environmental sustainability and to produce a positive impact on the local communities. To face this challenge, TOFOLA project starts from the belief that the area represented by the coastal provinces of the Veneto Region, the Friuli Venezia Giulia and Istria Regions has a strong history, characterized by the supremacy of the Serenissima Republic of Venice that determines a very culturally rich environment to be exploited for tourism purposes. Indeed, the project intends to contribute to the development of the cross-border area starting from what represent the 'intangible' and shared foundations: the historical memory and local traditions of the above-mentioned regions. These, however, are not intended as mere evidence of the past or museum material, but as a means to bring people back, in an active and aware manner, to those waterways that have given so much fortune to the area and that are now largely underused, starting from the historical forests (of the plain in Veneto region, Cansiglio in Friuli Venezia Giulia region and Montona in Istria region) and their timber, which, today as then, provide for the construction of historical and traditional boats that will be used for tourism purposes. TOFOLA intends to achieve this objective by bringing together local citizens and workers around a project that allows the recovery of the past by connecting it to the present and the future, with creativity and innovation. The project would in fact launch tourism products, to be defined trough a business composed by itineraries (of various types, not only historical/cultural/landscape-related but also sporting for example) and related services, which geographically follow the routes of the wood used for the production of boats (but not only) in the historical period of the Serenissima, from the mountains to the sea, linking two traditionally competing or antithetical tourist destinations in the current tourist offer. These itineraries are: from the Carnia and/or Cansiglio forests to the Marano lagoon (IT); from the Montona forest to the Istrian coasts (HR); from lowland wood to Caorle Lagoon (IT); from lowland woods to Delta del Po area (IT). The main results of the project consists in: - the "traceability" of wood used for reconstruction of traditional boats by the mean of a dedicated QR code to be positioned on the boats; - ICT tools for reverse engineering of wooden boats so that the process can be easily broken down and understood by other operators and boatyards; - engineering and technical solutions to make wooden boats as accessible and usable as possible for people with reduced mobility and disabilities (motor, visual or cognitive); - engineering solutions to equip boats with propulsion systems that have minimal environmental impact; - easily usable business models for the definition of tourism products related to the project's pilot areas.

Actual Achievements (EN):

The project officially started on March 1, 2024, while the Subsidy Contract between the MA and the LP was signed on August 22, 2024. The kickoff meeting was held online on Aprile 16, 2024 because the two Italian public partners could not cover travel expenses in the absence of the Subsidy Contract. During the initial phase of the TOFOLA project, the LP established a solid foundation for future activities: Centro Consorzi successfully coordinated the project’s kick-off meeting, defined the PMU and the rules for procedure of the Project Steering Committee. Moreover, within the first period of project implementation the LP-CC has drafted the Risk Management Plan and the Evaluation Plan. These activities laid the groundwork especially for WP1 and WP2, ensuring consistent project management among partners. Key contributions came from VA (PP2), who led the research for WP1, focusing on the historical link between forests and the construction of boats during the Serenissima period with the contributions of all the other PP involved in this activity. PP2 path the way for the future creation of an E-paper by defining roles, gathering relevant data, and setting up a collaborative space on Google Drive for project partner contributions. Regarding communication activities, for which PP3-LS is responsible, the communication strategy has been developed; the project website has been set up on the Interreg ITA-CRO program portal (by mid-July 2024); and the project poster has been customized and distributed to all partners. These achievements underscore the collaborative efforts of the partners, from historical research to public outreach, building a solid knowledge base for the next phases of the project In the reporting period 2, significant advancements have been achieved across WPs, which have made possible by the strong collaboration and commitment demonstrated by all project partners. Within WP1 and specific actions, PP2-VA has successfully finalised the E-papers on the evolution of forests and the timber market in the Northern Adriatic area (D1.1.1. Coordinated by PP4-IDA, with the active involvement of LP, PP5-Marservis and PP8-LAG, the partnership has completed the Inventory of historical and/or traditional wooden boats (D1.1.3). Additionally, PP4-IDA and PP5-Marservis have initiated the planning and execution phases of the video & storytelling activity (D1.1.2), focusing on the sustainable use of forests from Serenissima period to the present. The final version of D1.1.1 and D.1.1.3 are now accessible via the project website. PP3-LS has developed a draft version of the Wood Market Analysis (D1.2.1), focusing on 1) supply basins relevant for traditional wooden boat construction, 2) sustainability within the wood supply chain and its linkage to the nautical sector. Due to the complexity of the research, D1.2.1 is slightly delayed and scheduled in March 2025. LP and PP6-PFRI have jointly developed a cross-border training programme comprising three training modules (D1.3.1): module 1 will focus on fundamental shipwright skills and will be held in Rijeka on 27 March 2025; module 2, led by PP6-PFRI, will address woodworking construction techniques and the reengineering of wooden boats; module 3, coordinated by LP, will explore the sustainability design in traditional boats: adapting heritage crafts for accessibility. This last module has been planned in Venice, where participants will explore accessible traditional boats at local shipyards. PPs have initiated compiling a joint stakeholder mapping document across the IT-HR area (D1.4.1), which is instrumental in promoting key project elements and launching initial networking actions. Furthermore, the creation of a cross-border historical archive (D1.4.2) is underway. This archive will include video interviews, images and historical footage collected by the PPs and shored in a shared repository, managed by LP. Overall, WP1 is progressing as planned, with only a minor delay affecting D1.2.1. Regarding WP2 and specific actions, LP oversees the actions’ implementation and coordinates the realization of specific activities’ objectives together with PPs. The common guidelines for boat reconstruction (D2.1.1) is being addressed with initial insights and studies and LP, PP8-LAG and PP5-Marservis are collaborating to assess traditional boat drawings (D2.1.2), including the “Bragozzo” boat and the Batana concept, expected to be delivered by April 2025. In regards of D2.1.3, PP5-Marservis is leading the reconstruction of the Batana concept while PP8-LAG the Bragozzo boat, combining traditional shipbuilding techniques with modern engineering approaches, which are on-going. The file cycle analysis, aligned with sustainability standards, is still on-going (delivery in May 2025). The delays, reported for D2.1.2 and D2.1.3, stem mainly from challenges faced by PP8-LAG in the research & acquisition process of the boat with eligible characteristics aligned with project objectives. PP7-UNIPD has made substantial progress in analysing technical solutions for inclusive boat design (D2.2.1). The actions implemented are: a literature review and benchmarking analysis on accessibility innovations in nautical design; a focus group with five sailing instructions from the Lega Navale Italiana (Venezia section) and structure interviews with experts in inclusive sailing, including individuals with physical disabilities. These inputs will guide the design of inclusive prototypes in line with design principles and insights. Moreover, the cross-border knowledge exchange meetings among partners and involved shipyards (part of D2.5.1) have been launched in February 2025 with two online meetings, that were held on 14th and 19th with the coordination and participation of LP, PP7-UNIPD, PP5-Marservis. These sessions have contributed to collecting practical insights on sustainable boatbuilding and restoration practices, as well as valorisation practices on historical and cultural aspects to be transferred by the TOFOLA project. Referring to the communication actions foreseen for each WP, the final versions of deliverables (D1.1.1, D1.3.1) have been duly promoted on the project website and social media. Once D1.2.1 (wood market analysis) and D1.1.2 (video & storytelling) are completed, they will also be promoted through the project’s communication channels. The actions aiming to engage, exchange and co-design with stakeholders, technicians and operators, like the focus group and two online meetings (February 2025) have been disseminated via project platforms and those owned by PPs. Overall, a very-well impact on project direct and indirect beneficiaries (public) can be reported. During the 3rd reporting period, TOFOLA activities advanced significantly contributing to enhancing environmental sustainability and local development through the valorisation of forests. Within WP1 activities, a number of important products were finalized. The Wood market analysis, a video, and a QRcode were completed and published. Eight Business Cafès with shipyards were organized and the Joint follow-up report was finalized. The cross-border training programme was completed with all three training modules developed and successfully organized. Through such training modules, the project has developed a comprehensive and innovative training program that bridges traditional boatbuilding craftsmanship with contemporary needs for sustainability, accessibility, and market relevance. The cross-border digital archive was also finalized with all the collected materials made available online. Importantly, the partnership achieved O1.1: Training for shipyards and handcrafts. O1.1 consisted of three onsite training sessions which were organized in both Italy and Croatia, combining theoretical and practical parts. Over the course of the project, a total of 66 participants took part in the training activities, exceeding the initial target of 60 participants. These included students, young professionals, shipwrights and designers of the naval sector. As a result of the training activities, participants increased their awareness of the opportunities related to the revival of traditional shipbuilding professions, with a focus on sustainability and cultural valorisation. The project also progressed toward its objective of preserving and enhancing the tangible and intangible heritage of traditional wooden boats from the Serenissima by advancing activities aimed at their restoration and accessibility. As part of WP2 activities, partners continued drafting the common guidelines for reconstruction and finalized the digitisation of historical boats as well as engineering plans and LCA analysis of two pilot boats: Bragozzo and Batana. In parallel, technical solutions for highly accessible and inclusive prototypes were studied and identified. These activities lay the foundation for accessibility adaptations that respect traditional designs while ensuring usability for persons with limited mobility. During the third reporting period, the partnership launched WP3 related activities, which aim at developing attractive and integrated offers of coastal tourism built on a slow and less exploited tourism routes. During the reporting period, the partnership ensured effective project implementation through coordination meetings (the 2nd Steering Committee & Project Meeting was held in Rijeka on 26/03/2025, hosted by PP6-PFRI ) and preparations for the forthcoming meeting (3rd Steering Committee & Project Meeting scheduled to take place in Manzano (UD) on 14/102025, hosted by PP3-LS), and the successful management of the Mid-Term Review meeting held on 22/07/2025, coordinated by LP-CC. With regards to communication efforts, project partners ensured continuous dissemination via constant update of web and social media channels, as well as through press articles (2 press articles were published in the magazine “Crescere col Centro”, YearVI–Issue XX–March/May 2025). PP3-LS has produced the project-customized design for promotional gadgets (folder, canvas bag, and pencil). Scientific partners further enhanced the project’s visibility and impact through contributions to international journals and conferences, namely the publication of a scientific paper authored by PP6-PFRI experts “Integrating Sustainability and Innovation in Traditional Wooden Boat Reconstruction: TOFOLA Project” in the Journal of Transportation and Maritime Sciences, and the submission to HCII 2025 of a paper and a poster on co-design methodologies and accessibility requirements.

Arca ADRIATICA (EN) |
The Arca Adriatica project, financed Interreg Italy Croatia Programme 2014-2020 in the priority axis "Environment and Cultural Heritage", specific objective 3.1 "Transforming cultural and natural heritage into a lever for the sustainable and balanced development of territories", has as its priority objective the protection, promotion and tourist enhancement of the maritime cultural heritage of the Adriatic area. The project developed, firstly, the cultural tourism destination by defining a common strategy and action plan for the Adriatic area and fostering the creation of centres of excellence and training on sea-related crafts. Secondly, it structured the tourist offer by stimulating the creation of 'maritime museums', the recovery of historical vessels and the introduction of digital storytelling technologies. Thirdly, the interventions were the subject of a joint promotional campaign including educational tours for the press and operators. TOFOLA project will build on outputs and results of Arca Adriatic project, however, its approach is based on the historical culture associated with the Most Serene Republic of Venice and the forests it used, determining the project area and locating it in the North Adriatic basin. Furthermore, TOFOLA attributes a high material value in terms of sustainability and an intangible value in terms of historical-cultural value to the wood that is used for the construction of prototypes of traditional boats for tourism use. In addition, compared to its predecessor, TOFOLA emphasizes the accessibility of boats to make them usable also by categories of persons with disabilities; it also proposes the application of a specific business model (Canvas) for the definition of new tourist products, as well as pilot testing of their management (EN), Recovery of the "Mussin" (small historic Venetian boat) (EN) | In 2022, the Consorzio Legno Veneto (Veneto Wood Consortium) with the Regional Innovative Network Foresta Oro Veneto and the Centro Consorzi-scuola del Legno (Wood Consortium-School Centre) launched and concluded a project in Venice called 'recovery of the Mussin' (a small historical Venetian boat). This initiative involved the use of timber of Veneto origin, although not yet certified, made available to the company Montagna Legnami srl. of Brogliano (VI) for the supply of the necessary larch, oak and elm boards. The project primarily involved the "Società di Mutuo Soccorso Carpentieri e Calafati di Venezia"- one of the oldest associations in Venice, founded in 1867 and the boatyard BA.SI. snc. This was a significant restoration of a traditional small Venetian wooden boat ('Mussin'), that started in January 2022, when a delegation of the Consortium had visited the 'squero S. Isepo' operational salvage yard of the 'Mussin' and set the terms of engagement to realise it concretely. On 6th October 2022 the boat was launched and, in the future, there is a commitment to realise further popular and promotional events for the use of the 'Mussin' for tourism purposes, possibly also during the Venice Historical Regatta.
The synergies of this Project with TOFOLA can be ascribed to the activities related to the restoration of historical wooden boats. The experience carried out by the Centro Consorzi, together with the other players, was fundamental in understanding the real needs and difficulties that must be faced in the reconstruction of a historical boat: from finding and transforming wood to the needed workers skills for the construction, to the timing of realization. (EN), Veneto Rivers Holiday (EN) | The project, financed by the Complementary Operational Programme of Veneto Region 2014-2020 with Centro Consorzi as Lead Partner, develops an overall and transversal tourist promotion action by binging together tourism along the Piave, Meschio and Livenza rivers in a portal that groups and structures the existing tourism offer and makes it easily accessible to tourists. This experience will help the LP, and with him, the entire partnership in defining the business model of tourism products to connect the woods of St. Mark with the lagoon and coastal areas of Istria, Friuli Venezia Giulia and the provinces of Venice and Rovigo (EN)

EUStrategyAdriaticIonianRegion TOFOLA contributes to the EUSAIR macroregional strategy, specifically to the Pillar 4 - Topic 1 - Diversified tourism offer (products and services). The project contributes to ‘’develop the full potential of the Region in terms of innovative, sustainable, responsible quality tourism and contributes to the diversification of tourism products and services and tackles seasonality, which in turn will boost business and create jobs. The project capitalizes on the opportunities given by increased and sustainable cooperation to expand the tourism market and its season and it will set examples of ‘’sustainable, responsible and diversified tourism products and services’’ by integrating cultural heritage sites with local economies.
Project is linked to the Action "Fostering Adriatic-Ionian cultural heritage”, aiming to leverage this heritage to develop innovative, quality tourism products and services and "Initiative to improve quality for sustainable tourism offer".
EuropeanGreenDeal The role of tourism in the new European Green Deal was highlighted at the FITUR trade fair. It is recognized that the: a) tourism sector has an obligation to use its unique power to lead the response to the climate emergency and ensure responsible growth of EU territories; b) Tourism is a significant economic factor in the world GDP, but at the same time it affects the preservation of cultural heritage, the environment, the labor market, infrastructure, etc. As these challenges are common to all Member States, TOFOLA project intends to address some of these issues putting into practice certain methods and approaches to reduce the impact of tourism and related activities (e.g. the use of wood as the main raw material for rebuilding boats, LCD at the boat design stage and, finally, LCA analysis)
Other The project is coherent with 2030 Agenda for Sustainable Development and the Sustainable Development Goals since promotes responsible, sustainable and accessible tourism fruition.
