Cooperation between countries at a global level is becoming crucial for addressing numerous challenges related to security, the environment, and emergencies. One particularly important area of collaboration is emergency intervention on water, where the pooling of resources, knowledge, and capabilities between Croatia and Serbia can bring significant benefits to the entire cross-border region. The cross-border area between Croatia and Serbia faces potential issues associated with an increased number of vessels on the Danube River. These issues include accidents involving passenger ships and cruisers, as well as in cargo traffic. There is concern about the inability to respond quickly and effectively to fires, which can seriously jeopardize safety and the environment. Additionally, there is a need for rapid evacuation of passengers and people, as well as efficient removal of pollution from the surface of the Danube, thereby preventing a threat to coastal pollution. As a major river with dense traffic, the Danube is exposed to daily risks, which are further highlighted by its status as a border between two countries. The only way to adequately address these risks and emergencies is through joint efforts and clear cooperation protocols between Croatia and Serbia. For this purpose, the project will focus on identifying common challenges and opportunities faced by the cross-border area. The main goal of the project is improving cooperation and preventing the risk of disasters in the cross-border area of the Danube River through the improvement of skills and procedures of civil protection and fire and rescue operational forces. Numerous solutions are planned to enhance intervention capabilities. This includes the application of modern technology such as drones for searching water areas. Moreover, there are plans to improve communication between teams participating in rescue and disaster recovery operations on the Danube. Through the project, firefighting boats for emergency interventions on water will be procured, which will be used for extinguishing fires on water, rescuing passengers, and remediating dangerous substances in the event of a spill into the water. One of the key focuses will be the training of civil protection and fire and rescue operational forces to enhance their expertise and effectiveness. Until now, there hasn't been a clear protocol for handling such situations, but the project will change that. Solutions will arise from a pilot action carried out during the project, with its culmination being a joint field exercise. Through this exercise, steps and best practices for extraordinary water interventions will be established, along with conclusions about possible improvements in interventions and necessary equipment for use during such situations. Through effective cross-border cooperation, the safety of citizens living in the cross-border area between Croatia and Serbia will be significantly increased. Improved civil protection and fire and rescue operational forces will ensure proper care for citizens in case of water accidents, regardless of where the accident occurs within the cross-border area. This project represents an important step towards ensuring safety and environmental protection.

Actual Achievements (EN):

The project team was formed and the persons responsible for the implementation of the I.D.Danube project were appointed. The project team held 2 meetings in this reporting period (21.02.2025 and 25.02.2025). The working group held its first meeting, as planned, on 21.02.2025. LP procured moderators for the kick-off conference and round tables. The kick-off conference was held on 28.10.2024 in Vukovar, and round tables are planned for future reporting periods. PAV procured promotional materials for the project and catering for project events was contracted. FEP procured public procurement for IT equipment, organization of project events, media coverage and production of promotional materials. MOI SEM conducted a procurement for a public procurement expert. All partners created A3 posters and published information about the project on their websites for the purpose of visibility and promotion of the project.

Ever-moving border emergency response - "EMBER" (EN) | The project EMBER aimed to strengthen cooperation at the regional level through joint systems and approaches in response to floods in the Sava river basin in the border area and to improve preparedness for flood-related emergencies in municipalities of the border region in the Sava river basin. During the project implementation, skills were enhanced, and a procedure for the operational forces of civil protection and rescue was established, ensuring coordinated actions of emergency and crisis management bodies in the cross-border area. Various promotional activities were conducted to raise awareness among the local population regarding flood response procedures within the cross-border area. The project's synergy is reflected in the strengthening of operational forces, but in this case, through education related to emergency interventions on the Danube river in the event of a disaster and the rescue of people in distress on the water. On the Croatian side, the project partners were Vukovar-Srijem County, Development Agency of Vukovar-Srijem County, and the National Protection and Rescue Directorate. On the Serbian side, the partners were the "Fond Evropski poslovi" of the Autonomous Province of Vojvodina, the Secretariat of the Provincial Government, and the Provincial Secretariat for Economy and Tourism. The project was funded through the IPA CBC Croatia-Serbia 2007-2013 program.
The project partnership continues through the preparation of this project, indicating a well-established collaboration. (EN), Disaster reduction, standardized hazard analysis and risk assessment - DR SHARE (EN) | Through the implementation of the „DR SHARE“ project, a risk management tool (IT software) was developed for three neighboring countries: Croatia, Serbia, and Bosnia and Herzegovina. Since disasters often transcend national borders and do not confine themselves to a single location, the software was developed to alert potential risks, facilitate communication among the three countries, and provide timely information.
On the Croatian side, the project Lead partner was Vukovar-Srijem County and project partners were Development Agency of Vukovar-Srijem County, and the National Protection and Rescue Directorate. On the Serbian side, the partners were the Fond „Evropski poslovi" of the Autonomous Province of Vojvodina, and the Provincial Secretariat for Regional Development, Interregional Cooperation, and Local Government representing Serbia, and the Ministry of Agriculture, Water Management, Ministry of interior of the RS, Sector for emergency management and Forestry of Posavina Canton representing Bosnia and Herzegovina. DR SHARE received co-financing from EU funds, with a total project value of 281.222,00 EUR.
Through the implementation of this project, a system was established that enables timely information sharing among civil protection forces in crisis situations. This can be linked to the "Interventions on the Danube" project through continued education on water-related crisis situations, including passenger evacuation from vessels, hazardous material disasters and other risks that may arise in the cross-border area.
(EN), RECALL- Together against landslides (EN) | Through the implementation of the project, efficient and effective methodologies were developed for risk analysis, territorial monitoring, data collection, cost analysis for prevention measures and the best distribution of the budget at the local level.
The project was financed by the European Commission (DG ECHO) as part of the Civil Protection Program in the field of Prevention and preparedness projects in the field of civil protection and sea pollution for 2014. The connection of the project is reflected in the continuous strengthening of educations, new methodology and development of the civil protection system. (EN)

EUStrategyDanubeRegion The project will contribute to the achievement of priority axis 5 Environmental Risks, which is focused on disaster risk assessment in the Danube region and encourages actions to promote disaster resilience, preparation and response activities. It is also in line with priority axis 6 Biodiversity, landscapes and air & soil quality, which refers to raising awareness of biodiversity conservation and nature protection, increasing capacity and creating synergy with other bodies with the aim of horizontal contribution to biodiversity conservation. Through project
activities we are going to address all the key problems resilience to disasters, timely intervention and strengthening of civil protection capacity.
EUStrategyAdriaticIonianRegion The project is in line with pillar 3 of the EU Strategy for the Adriatic and Ionian Region (EUSAIR), through which measures are identified and promoted for the preservation and protection of the environment, improvement of air and water quality, waste management, sustainable use of resources, protection of biodiversity and ecosystems, and adaptation to climate change.
