Forests are biologically, ecologically, economically and socially important resources. They generate an income for more than 16 million private forest owners in Europe and activate a turnover of almost 500 billion euros, providing at the same time many ecosystem services. European forests are subject to climate change, not only in some specific geographical areas but Europewide and globally, because environmental risks and disasters related to climate change know no borders. It is well known that the Project area (especially Spačva-Bosut Basin in Croatia and Serbia) is also affected by climate change, thus increasing resilience and adaptation of forest ecosystems by implementing new solutions and methodologies based on ecosystem approach contributes to the systemic tackling of climate change from the aspects form local to the transnational needs and challenges (bottom-up approach). In order to contribute to climate change adaptation an interdisciplinary project team was established, composed of state enterprise for forest management in Croatia (CF), public enterprise for management in forestry located in Serbia (VŠ), forestry science organisation from Croatia and Serbia (CFRI, ILFE), and those who are active in bioeconomy based on quadruple helix approach with connection to many different branches and disciplines related to nature potentials (CEKOM). CROSS-BORDER COOPERATION IN THIS PROJECT IS ANOPPORTUNITY TO JOINTLY TACKLE RESILIENCE AND RISK MANAGEMENT OF NATURAL AND SEMI-NATURAL ECOSYSTEMS BY USING ACTIVE AND PASSIVE MEASURES OF ECOSYSTEM RESTORATION (WP1, WP2), ESPECIALLY AFTER EXTREME WEATHER EVENTS WHICH HAPPENED JUST RECENTLY, AT THE END OF JULY 2023, CAUSING DAMAGE IN THE SPAČVA-BOSUT BASIN, ESPECIALLY OF VALUABLE FOREST COMMUNITIES COMPOSED OF OAK SPECIES. The project team led by CF, FD Vinkovci clearly formulated the overall project objective: TO INCREASE CLIMATE RESILIENCE THROUGH THE APPLICATION OF NEW SOLUTIONS IN FOREST ECOSYSTEMS RESTORATION. Partners from both countries from forestry and bioeconomy sector will implement activities for long lasting impact of project results (WP3) on strengthening capacities for resilience and risk management by involving stakeholders and supporting outputs uptake. All activities planned and demonstrated by REBIOFORESTS will generate THREE OUTPUTS: a) GREEN ACTION PLAN (Output 1. 1., A 1.1, A 1.2) containing results generated by baseline assessment (WP1, A 1.1, A 1.2) from existing scientific data, official reports, forest managing organisations, and from data collected during the conduction of advanced monitoring activities in Spačva-Bosut Basin (WP1, A 1.2). b) TWO PILOT ECOSYSTEMS (PILOT AREAS) RESTORED AFTER THE EXTEREME WINDSTORM OCCURRED IN SUMMER OF 2023. (Output 2.1, WP2, A 2.1 and A 2.2), c) TWO JOINTLY DEVELOPED SOLUTIONS FOR FOREST ECOSYSTEMS RESTORATION: 1) new approach in seeds sampling, collecting, and preserving together with gene bank establishment-genetically determined plants for future plantation and restoration, and 2) new approach of planting to improve climate resilience using simple solutions of soil preparation (CF, WP2, A 2.2), and different oak varieties for resilience to extreme weather events (WP2, A2,2 and WP3, A 3.1). The main beneficiaries for the uptake of Output 1. 1. and Output 3. 1. will be scientific organisations, private and public forest owners, regional policy authorities and similar organisations from the programme area and wider (WP3, A 3.2). The outputs are jointly developed and REBIOFORESTS strengths policy and cross-border cooperation providing at the same time an extension to other sectors, aiming to harmonise and standardise preparation to an effective climate change adaptation (Result 1&2). For the project implementation, CROSS-BORDER COOPERATION PLAYS A CRUCIAL ROLE for the following reasons: a) natural forests of both areas are affected, especially after last windstorm b) both areas belong to the same biogeographical area, so that the similar restoration action can be applied, c) both countries have similar systems of forest management which is an opportunity for knowledge and best practice examples transfer, d) both countries are recognized by strong scientific basis cooperating successfully with the forest management organizations (ILFE&VŠ, CFRI&CF). CROSS-BORDER COOPERATION WILL PROVIDE APPLICATION OF INTERDISCIPLINARY AND MULTI-ACTOR APPROACH with the INVOLVEMENT OF STAKEHOLDERS that will support the project implementation by advising and feedback providing and will possibly uptake novelties that will be developed by the end of the project. This project gathers the most important institution for forestry science and management and provides novelties in new methodologies for the forest ecosystem restoration, which is a key for successful implementation and project sustainability.

Actual Achievements (EN):

Active participation from all team members ensured that the planned tasks were implemented within the set deadlines. Advance payments for the project to Croatian Forests (CF) were made. As the lead partner, CF, in accordance with the agreement, allocated funds among the partners, thus ensuring financial support for the further activities of the project. CF also received payment for Lump sum for preparatory and contracting costs. During the reporting period, two key PT meetings were held: the first on December 6, where all partners reported on their progress and the status of project implementation, and the second on February 20, which focused on the need for adjustments to ensure the successful realization of the project. On February 19, the constitutive meeting of the project’s Supervisory Board was held which will monitor the project and support its objectives and all partner representatives participating. During the meeting, the project received strong support from all members of the Supervisory Board, and the Board ensured that all necessary steps would be taken to fully meet the project's goals and expected outcomes. During December 2024 and January 2025, all procurement procedures planned for CF in Period 1 were initiated. As part of these procedures, IT equipment, services for organizing the kick-off conference, a drone, and promotional materials were procured, providing the necessary resources for further project activities. The Kick-off conference was held on February 19, attended by 81 participants who were able to learn about the project firsthand. The conference officially marked the beginning of project activities and symbolized the start of the implementation of all planned activities. Promotion of the project at the Kick-off was done with the presence of journalists and the release of press clippings. During this period, drone-based terrain mapping was conducted. However, due to a lack of vegetation, the quality of the collected data was not satisfactory. To ensure more accurate and higher-quality results, it was decided that the mapping would be repeated during the vegetation months, from April to August. This will provide data that will be fully representative of the project’s objectives, as also explained in the project modification request. Contributions of VŠ: Vojvodinašume prepared an overview of key projects and a stakeholder list, contributing to the achievement of deliverable results D.1.1. They also focused on procurement activities and signing contracts with the public procurement expert. Additionally, three project announcements were published on their website and social media. Contributions of CFRI: CFRI conducted activities in WP1 and WP3, including research on forest restoration and preparations for establishing a gene bank, as well as seed collection. They also actively participated in the planning and organization of the study trip to Spain and began setting up areas for containerized seedling production at the CFRI nursery. CFRI actively supported project meetings and contributed to the development of scientific knowledge for forest restoration. Contributions of ILFE: ILFE provided data for D.1.1, covering the impact of winds on European forests and forest restoration. They participated in seed collection in the autumn of 2024 and established nurseries for the project’s gene bank. ILFE also collaborated with Vojvodinašume on methods for restoring pedunculate oak, focusing on genetic research for oak species. They actively participated in project meetings and contributed to scientific collaboration. Contributions of CEKOM: CEKOM developed tools for stakeholder mapping and data collection on forest resilience and bioeconomy. They created a database for classifying projects, research, and policies relevant to the project, contributing to the achievement of D.1.1.1. Additionally, CEKOM helped organize and structure data for D.1.1.2 (Field Observation Data) and D.1.1.3 (Methodology and Report on Initial State Assessment). Their contribution supported the initial forest ecosystem assessment and facilitated the integration of existing knowledge into the project. This summary outlines how various partners contributed to the progress of the project, from coordinating meetings and producing key documents to practical activities such as seed collection and the development of tools for stakeholder mapping and data collection. During the second reporting period, project partners continued with the implementation of planned activities. Croatian Forests Ltd. conducted additional drone-based mapping during the vegetation period, and the collected data were compared with Copernicus satellite datasets. Based on this analysis, the forest area to be restored within the project framework was defined, establishing the foundation for further field activities. On 25 June 2025, the third project team meeting was held online via the Teams platform, where partners presented the status of their activities and coordinated the next steps. A few weeks later, on 15 July 2025, an internal meeting of Croatian Forests was held in Vinkovci on the occasion of the delivery of the SUV vehicle, during which achieved results were reviewed and priorities for the upcoming period were set. Furthermore, on 19 August 2025, pillars were delivered under the procurement procedure for fencing material, marking the start of essential equipment deliveries needed for field activities. Since the delivery and payment of the equipment will be transferred to the third reporting period, a project modification was prepared and approved, ensuring financial alignment and continuity of implementation. PE Vojvodinašume made significant progress in implementing its procurement plan. Within the framework of a local open tender for five LOTs, a fertilizer application drone, a multispectral monitoring drone, a mulcher, and an SUV vehicle were successfully procured, while the procurement procedure for fencing material had to be repeated and is now in its final contracting stage. In addition, laptops for the project team were procured, services for event organization and promotion were contracted, as well as expert services in biodiversity analysis, while external experts for multispectral image interpretation are currently being engaged. Project activities were promoted through the partner’s website and social media, and continuous communication with other partners was maintained regarding the preparation of national and transnational workshops planned for the third reporting period. The Croatian Forest Research Institute (CFRI) began applying the Decision Cascade Tool in forest seed stands and continued desk research activities, thus establishing the scientific basis for the development of the Green Action Plan. In parallel, activities were carried out related to the establishment of a gene bank and the tending of seedlings needed both for its functioning and for forest restoration in the field. A facility for containerized seedling production was established at the CFRI nursery, further strengthening the methodological basis for ecosystem restoration. CFRI also participated in organizing the study visit to Spain and provided scientific support to the lead partner in designing the visit program. Project results and activities were presented to both the professional community and the general public through lectures and promotional activities. ILFE continued its work on the baseline assessment and advanced field observations and, in cooperation with CFRI, developed the scientific basis for Deliverable D1.1.1. Special emphasis was placed on analyzing the impacts of windstorms on European forests, focusing on damage assessments, habitat vulnerability, and the development of monitoring and mitigation measures. During this period, collected pedunculate oak seeds were sown in the nurseries of ILFE and Vojvodinašume, marking the beginning of seedling production for the establishment of a cross-border gene bank. The analysis of pedunculate oak genetic variability was also completed, creating solid foundations for further research and practical restoration activities. CEKOM focused its activities on dissemination of results and preparation for solution uptake by relevant institutions. Based on the stakeholder mapping tool developed in the previous reporting period, a group of key institutional stakeholders from Vukovar-Srijem County was identified. Initial meetings were held with these stakeholders to present the project, share preliminary results, and encourage interest in adopting future solutions. At the same time, work began on developing a methodological framework for a structured stakeholder engagement approach, which will be integrated into CEKOM’s internal ERP system to ensure long-term monitoring and categorization of stakeholders relevant for climate resilience and forest restoration. In parallel, the collection and analysis of additional scientific studies and EU-funded projects, especially those under the HORIZON programme, continued as an evidence base for further development of the Green Action Plan.

1.) H2020 SUPERB / Systemic solutions for upscaling of urgent ecosystem restoration for forest-related biodiversity and ecosystem services is a €20 million project funded by the Horizon 2020 Research and Innovation Programme under the EU Green Deal to restore thousands of hectares of forest landscape across Europe. By linking practical and scientific knowledge to be synergistically transformed into action and building a large and powerful multi-stakeholder network, SUPERB is creating transformative change towards large-scale restoration. SUPERB will carry out concrete restoration actions in 12 large-scale demonstration areas. These demos not only represent the diversity of stressors on European forests and the wide range of necessary restoration actions but also consider entire socio-ecological systems including people’s manyfold needs for ecosystem goods and services. (EN) | CFRI and ILFE are partners in this project. The synergy between two projects can be found in the scope of biodiversity. Both projects contribute to the forest biodiversity in different ways, SUPERB through activities of connections between forestry practice and science which is also one of activities in REBIOFORESTS. REBIOFORESTS can also be treated as a continuation of SUPERB, but in a more-site specific way (with the focus on Spačva-Bosut basin). Besides, the importance of REBIOFORESTS is its restoration after the heavy storm that happened in 2023. For the successful implementation of REBIOFORESTS, good practices and lessons learned during the implementation of SUPERB are of crucial importance, mostly for the preparation of the Green Action Plan, because the mentioned good practices will be used in preliminary analysis (WP1, A1.1). (EN), Naturavita -“Demining, restoration and protection of forest and forestland in protected and Natura 2000 sites in Danube-Drava regions. The beneficiary of the project is Croatian Forests Ltd. together with project partners, Ministry of the Interior, Croatian Waters, Public Institution Kopački rit Nature Park and Ministry of Regional Development and EU Funds. The value of the project is €50 million, of which the EU co-finances 85%. The aim of the project is demining, restoration and protection of forests and water resources in protected and Natura 2000 areas in Osijek-Baranja County, which are contaminated with explosive devices due to war activities which is why adequate forest management is not possible. (EN) | CF was the lead project partner in this project. The synergy can be found in Natura 2000 network that was addressed by Naturavita. As it was previously described, almost a whole area from Croatian side is under Natura 2000 protection. The results and information contained in Naturavita will be used in REBIOFORESTS. (EN), HORIZON EUROPE/DAnube WETlands REStoration (DaWetRest) is designed to develop and demonstrate (pilot) concrete solutions applied on the Danube basin to address the challenges faced by its inland and coastal wetlands ecosystems’, namely on (i) biodiversity, (ii) water quality and availability, (iii) climate resilience and/or neutrality and (iv) socio-economic benefits for the local communities. These transformative and innovative solutions will be validated by local communities and main Regional and European-wide stakeholders. DaWetRest has the role to prepare and plan the replication, deployment and scaling up of the validated innovative solutions for the next mission’s phase. For this important scope, DaWetRest project proposes several strong ideas, such as (i) building and selecting interventions based on extensive and prior know-how (sibling sites and non-EU experiences), (ii) local, regional and basin scale integrated interdependent analysis of results from the planned interventions, (iii) merge DaWetRest own data, models and digital tools with existing and future ones, towards a centralized knowledge centre in the future and (iv) involve the managing authorities and a number of local actors in the entire process, from the very beginning. Thus, DaWetRest results will accelerate and generalize the deployment of innovative solutions in the second phase of the Mission. The demonstration of innovative and result-oriented solutions is organized in 3 DEMOs - DEMO Middle Danube (MD), DEMO Lower Danube (LD) and DEMO Danube Delta (DD). Each DEMO offers main intervention sites, pilots, sibling locations, replications, platforms/services, local stakeholders engagement and methodologies to strengthen the innovation, knowledge and cooperation in and beyond DaWetRest in Danube basin and across Europe. Via a widely representative consortium as well as active cooperation (e.g. Community of Practices), DaWetRest will provide tools for a significant transformation in the Danube. (EN) | DaWetRest is the ongoing project with the aim to improve wetlands and floodplains of Europe by using systemic approach. The most valuable part that will support REBIOFOREST is the heterogeneous organisations included in the project implementation. 46 organisations from 12 European countries are engaged in DaWetRest and one of pilot actions will be conducted in Croatia in Osijek-Baranja County which belongs to the programme area. Monitoring of plant communities and strategies for the improvement of carbon storage will be crucial activities and outputs that will be also used as inputs in this project. Since CEKOM is the project partner, it will help the interdisciplinary networking and connection in order to contribute to results uptake. (EN), OAK PROTECTION project, financed from the Interreg V-A Cross-Border Cooperation Program Hungary-Croatia 2014-2020, CF was a partner, and the project leader was Mecsekerdő Zrt. The goal of the project was the protection of the oak in the border area between Croatia and Hungary, the mapping and control of invasive species that threaten the rejuvenation of natural oak stands and the establishment of a joint system for monitoring the level of groundwater on both sides of the Drava River. (EN) | Experience gained in Oak protection and data generated in this project will strongly support the implementation of REBIOFORESTS. Invasive alien species such as Corythucha arcuata is a significant issue in the Spačva-Bosut Basin, and its influence on oak species needs to be addressed in the Green Action Plan. Data from OAK protection will be used in WP1 (A1.1) to see which type of invasive alien species are common in lowland forest of Croatia and what to do to mitigate their negative effect. (EN), HORIZON2020 „My Sustainable Forest – Earth observation services for silviculture” 2017-2020, Partners: Spain, Portugal, France, Lithuania, Czech Republic, Croatia (WP leader). MySustainableForest is focused on the provision of Earth Observation based added value geo-information products for the forest-based market to enhance the sustainable forest management by End-Users. (EN) | The synergies are visible in digital monitoring systems. Both projects use satellite observations to achieve their objectives. By using results, outputs and recommendations from this project the implementation efficiency will be higher, especially in WP1. (EN), EUFORGEN – the European Forest Genetic Resources Programme – is an international cooperation programme that promotes the conservation and sustainable use of forest genetic resources in Europe as an integral part of sustainable forest management. It was established in 1994 as a result of a resolution adopted in 1990 by the first Ministerial Conference of the Forest Europe process. EUFORGEN is:
a unique platform for the exchange of information. This allows dialogue among science, policy and practice to identify policy needs, to develop strategies and to define priorities.
a data provider and active contributor to the State of Europe’s Forests reports, allowing precise and realistic assessments and monitoring progress in the field.
an implementing mechanism of Forest Europe, with responsibility to implement, report on, track and adaptively manage international initiatives. EUFORGEN also facilitates cross-level forest governance.
a vehicle to identify obstacles to progress and to link researchers and policy makers. (EN) | During the REBIOFORESTS implementation the assessment of will seed stands decline will be conducted using the Decision Cascade Tool (DST; Rudow et al. 2020), developed within the European Forest Genetic Resources Programme (EUFORGEN) with the aim to link specific threats triggered by windstorms and possible management action in these stands (A1.1). This will contribute to REBIOFORESTS, because it provides existing tool for implementation and at the same time contributes to EUFORGEN by providing new data for potential exchange among scientists and intersted groups. Contribution to wider strategies and policies:

EuropeanGreenDeal European Green Deal recognises the multi-functional role of forests in improving the well-being and health of citizens and future generations and helping Europe to become the first climate neutral continent by 2050. They are one of the most important links in protecting our biodiversity and ecosystems. The project contributes to the EU Green Deal in each WP:
a) it provides data from the field and from previous studies regarding plant communities, deforestation, biodiversity which is also in the focus of the EU Green Deal-permanent monitoring,
b) it contributes to the increase of carbon storage capacity by planting trees in WP2 (it is well known that carbon storage and climate neutrality is one of the major points of this document),
c) providing awareness raising by result dissemination in WP3 which is crucial for understanding of climate neutrality and it meaning.
Other New EU Forest Strategy for 2030
REBIOFORESTS addresses objectives of the metioned strategy in following ways:
a) it provides a comprehensive vision on how to improve forest ecosystems (WP1, Output 1.1.),
b) it provides concreate action on the field (WP2, A2.2) to improve the quantity and quality of EU forests and strengthen their protection, restoration and resilience.
REBIOFORESTS has in focus:
-strategic forest monitoring, reporting and data collection (WP1)
-developing a strong research and innovation agenda to improve our knowledge on forests (in the Green Action Plan)
-it will address the bioeconomy aspect in forest based industry with the special focus on cascading biomass use without loss, and preservation of the valuable ecosystem (CEKOM).
Other EU Strategy for Climate Change:
REBIOFORESTS uses regional approach which is one of approaches proposed by the Strategy. It contribute to this strategic document in following ways:
a) The project addresses general support to local authorities and communities to better understand, prepare and manage climate risks and opportunities (WP3),
b) It supports transformation to climate resilience by using directly demonstrators on the field (pilot areas/ecosystems) which is one of favorable concepts of the EU Mission Climate Adaptation,
c) supports systemic transformation by addressing uptake and scaling-up of the project achievements,
d) it contributes to climate neutrality by 2030 through the restoration action.
Other United Nations 2030 Agenda for Sustainable Development
REBIOFORESTS contributes to the following objective of this Agenda:
Protect, restore and promote sustainable use of terrestrial ecosystems, sustainably manage forests, combat desertification, and halt and reverse land degradation and halt biodiversity loss by providing inputs needed for sustainable forest management
by providing plans and concrete actions against deterioration of natural ecosystems and halt of biodiversity loss.
Other EU Biodiversity Strategy for 2030:
REBIOFORESTS directly contributes to this strategy in following ways:
a) it builds the plan for revitalisation and restoration action (WP1) based on the current state of the art and previous documents,
b) it conducts real actions in the environment for forest biodiversity preservation and preservation of some valuable plant species and varieties such as Quercus robur and its varieties,
c) it contributes to the biodiversity generally providing preconditions for biodiversity increasement by the revitalisation of forests which are primary ecosystems,
e) it contributes to awareness raising not only on climate change, but also on biodiversity (WP3, transnational and national events, study visit).
EUStrategyDanubeRegion „Protecting the Environment“ is one of the 4 EUSDR pillars and is reflected within Rebioforests objectives. Environment protection means quality response to climate change, which is one of the priorities of many strategies. Spačva-Bosut Basin is an important part of the Danube River Basin and it is geographically closely connected to it. By improving forest ecosystems status in pilot locations the improvement of the Danube region will be the fact.
On the other hand, the strengthening of cross-border cooperation is one of important activities of REBIOFORESTS which targets at the same time a stronger Danube region (which addresses the pillar Building of prosperity).Strongest connection in the Programme area, means a strong base for the connection in the Danube Region and this will be achieved by capacity building and institutional connections. In this way, the competitiveness of the project partner and external organisations will be increased which will definitely have an impact on Serbia and Croatia as an important part of the Danube Region. It is also important to emphasize that both countries participate in the DTC network (CEKOM from Croatian side and some regional stakeholders from Serbian side) whose aim is to strengthen Danube Region capacity in different ways (connection, participation in EU fundings and innovation driving).
Other EU Mission Ocean, Seas and Waters:
The project supports the objectives of this Mission by contributing to the scope of biodiversity. After successful implementation of REBIOFORESTS, preconditions for biodiversity revitalisation will be met. Forests, as primary ecosystems (primary producers) will increase biodiversity level though natural successions which is a natural process. The assumption is, that in upcomming years the, the number and heterogenity of many biological taxa will be increased:
a) increase of birds biodiversity,
b) increase of insects,
c) increase of wild animals (deers, hunting birds, wild boars, etc.)
It is well known that the Spačva-Bosut Basin is closely connected to the Danube River and Sava River, which is a Danube tributary and a part of the Danube River Basin, the benefit to the environment of wetlands will be evident. On the other hand, some of ongoing projects supported by the Mission, such as DaWetRest and EcoDalli will provide necessary input for the implementation of REBIOFORESTS (stakehoders, previously implemented activities, data on baseline assessment).
