Description (EN):

The main objective is to harmonise the implementation of the European Missions on the Danube region level. We observe significant disparities in the level of understanding, setup, and implementation of the European Missions among European regions. Therefore, within the proposed project, we aim to minimalize these disparities and help set up an effective Missions governing model on the Danube region level. In the HARMONMISSIONS project, we want to aim at two concrete areas of the EU Missions: 1. Adaptation to Climate Change 4.100 Climate-Neutral and Smart Cities by 2030 In addition to concrete solutions to the problems in these areas, the EU Missions also aim to establish new forms of governance, cooperation and citizen involvement. The primary objective of the HARMONMISSIONS project is to facilitate these forms of cooperation as set out in the EU Missions. The interest of the project is to create channels for cooperation between partners in the areas of Missions 1 and 4. The need for cooperation lies in the fact that climate change cannot be tied to a specific country. On the contrary, it transcends national borders and therefore there is a need to cooperate to tackle climate change. The aim of the project is therefore to create a platform that facilitates cooperation between partners and raises awareness of the missions among the professional and lay public. The concrete specification of the project on two selected climate mission areas also aims to create a platform within a narrowly specified framework, whose best practices and established organisational structure could be used in the region for cooperation in other EU Mission areas. In this way, the sustainability of the results and outputs of the project will be ensured for other EU Mission projects. The aim is to promote active stakeholder participation in the EU Mission projects, facilitate project involvement and increase project success. The project also seeks to create networks of contacts that will enable partnerships to be established in specific EU projects related to the EU Missions. EU Missions’ ambitious goals are related/connected to wider EU policies, strategies, and initiatives. By focusing on the creation of an organisational structure in Mission 1, the project subscribes to the EU Adaptation Strategy and the European Green Deal. These strategies aim to contribute to climate change adaptation through international cooperation. International cooperation will be the main ambition of the project. Mission 4 emphasizes the involvement of local, regional, and national governments, citizens, as well as investors and entrepreneurs to achieve the goals set out in this mission. Their cooperation is essential for the sustainability of the mission's results. As cooperation is also essential for success in this mission, the HARMONMISSIONS project aims to create an organisational structure composed of all these actors. Within it, knowledge sharing and collaboration will be able to take place, to create synergies between existing initiatives and to target the current needs of cities and other partners. Based on the focus on creating an organizational structure for the platform in the areas of climate missions, we have defined the following target groups: government, researchers and innovators, education institutions, small and large businesses, investors, and civil society. We see the involvement of the expert community in the platform as an essential means to increase country and partner engagement in mission-related challenges. Successful projects will be able to directly address current needs. We see the involvement of the general public as beneficial in terms of raising awareness in the field and consequently exerting bottom-up pressure. It will also increase the formation of civil society. Moreover, their timeline extends to 2030 when concrete results are expected. In the meantime, the EU policies will continue developing and Missions will (may need to) be adapted and enriched by new strategies and objectives. An EU policy observatory (EMO platform) will be developed that will gather information on relevant EU policies, produce a user-friendly description and make them available to National Contact Points (NCPs) and the public on the project’s website. Furthermore, other EU programmes and strategies, such as the Cohesion Funds and the Recovery and Resilience funds, EUSDR contribute to similar goals and policies. Collaboration with national and regional networks supporting such EU programmes will be built to organise joint events/raise awareness of the common challenges. Within the project we aim to set up an EU policies observatory tool (EMO platform) that will be designed to collect information about the most relevant EU policies impacting the EU Missions how they evolve/change during the lifetime of the project, and what impact these changes have on the Missions. This tool will help DR countries to set up proper national measures.

Expected Achievements (EN):

The project will introduce a new governance model for the European Missions based on the Danube region countries' specific needs to become an important element of the European Missions-oriented ecosystem. The established Steering Committee and Advisory Groups will contribute to linking relevant actors from different levels oriented towards the climate-oriented areas of the EU Missions. Regular meetings will also contribute to monitoring and learning about the state of play and developments in these mission areas. Last but not least, such a governance model will contribute to increased international cooperation between the countries of the Danube region. The lead partner of SO 1 will be LIR (BA). The project will facilitate transnational cooperation between EU Missions' national and regional authorities to identify and share good practices and raise participation in the EU Missions in general. Under this Specific Objective 2, three platforms united under 1 website dedicated to EU Missions in the Danube Region will be established to share best practices in the Region on EU climate missions. The platforms will also offer the possibility to more efficiently and easily find partners in consortia for projects dedicated to areas 1 (Adaptation to Climate Change) and 4 (100 Climate-neutral Cities by 2030) of the EU Mission. Overall, the activities and outputs under Specific Objective 2 will thus contribute to the necessary international cooperation in the field of EU Climate Missions. The lead partner of SO 2 will be IMTM (ME). SO 3 aims to raise awareness of EU Missions, to inform the widest possible audience of stakeholders by communication and dissemination campaigns, to involve citizens in the Missions implementation. Aim is to enhance cooperation among stakeholders in the Danube region, focusing on EU Missions 1 and 4 and to involve Regional and Local authorities in EU Missions. The activities are focused on capacity building, facilitating networking and formation of partnerships for setting up project consortia for future applications in the Horizon Europe missions calls for proposals. Furthemore, activities which make Climate-oriented Missions more achievable for local l authorities, will be implemented. Actions for experts will allow new contacts and facilitate the creation of future consortia for projects focused on the EU Missions. Project's final event /Missions´forum will also serve to establish further cooperation links among the Danube Region. The Lead partner of SO 3 will be ARC Fund (BG).

The Transnational Cooperation on the Missions Approach - TRAMI project (EN) | The TRAMI project is known for its focus on EU Missions. However, the HARMONMISSIONS project will differ from TRAMI in its more specific focus. In addition to focusing exclusively on countries from the Danube region, HARMONMISSIONS will also focus exclusively on climate-oriented Missions 1 "Climate change") and 4 ("Cities"). The greater specificity will allow for deeper linkages and cooperation in the focused areas of the Missions. HARMONMISSIONS also aims to establish a Project Steering Body that will actively involve other relevant national institutions. It will seek to work synergistically with the TRAMI project and attract even more participants from the DR region. Concrete cooperation can be established in the exchange of contacts in climate-oriented missions. The HARMONMISSIONS project will be able to provide the TRAMI project with an overview of current legislative and other developments in these missions. Based on the synergy of the two projects, the Danube region community will be strengthened with extended knowledge of EU missions. (EN), NetZeroCities (EN) | The NetZeroCities project, funded by Horizon 2020, aims for 100 Climate-Neutral and Smart Cities by 2030. Its main objective is to help cities overcome the current structural, institutional and cultural barriers they face to achieve climate neutrality by 2030 in line with the mission's goals. The HARMONMISSIONS project will aim to collaborate with and provide access to the established governance platform to advance the set objectives through contacts in the platform from the DR region. The HARMONMISSIONS project will establish a Climate City Contract (CCC) coordination platform to help cities participating in the EU Mission 4 overcome the barriers to achieving climate neutrality by 2030. This will enable the two projects to work more closely together to help participating cities in this area and thus motivate them to engage more strongly in the 4th EU Mission. (EN), MOSAIC (EN) | The MOSAIC project, funded by Horizont 2020, aims to study, prove and assess how solutions to big challenges such as leading big cities towards climate neutrality can be made possible and enhanced by actively involving all concerned actors through sound methodological approaches. In particular, MOSAIC focuses on understanding how the full role of citizens in co-innovation can be met and fairly rewarded. It will identify and classify elements of best co-creation practices to engage all parts of the quadruple helix (science, policy, industry and society) in open innovation, paying particular attention to the involvement of the private sector (business and industry). The HARMONIMISSIONS project will build on the project by providing best practices at the institutional level. It is precisely the views and exchange of best practices at the different levels of actors involved that will contribute to further knowledge related to the EU climate-oriented missions. By involving actors from the Danube region more strongly, the MOSAIC project will gain new insights into the issue. The exchange of perspectives between the projects will be mutual and mutually beneficial.
(EN), NCP4Missions - Network of National Contact Points for the five EU Missions (EN) | The Horizon Europe project (starting 9/2023) provides continuous capacity building measures for NCPs (e.g. E-learnings, Deep Dives, Meet&Share, Mission Updates) to support less experienced NCPs and to provide more consistent Mission NCP services to applicants. Adding to this, brokerages, workshops and digital tools are offered to potential Mission applicants. The project will establish important collaborations with all relevant Mission stakeholders (e.g. Mission Hubs, Mission Implementation Platforms, NCP networks) to detect synergies and to foster potential joint activities. Long-term impacts can be expected in the fields of policy, science and society. As NCP4Missions will function as interface between the European Commission (EC), MS/AC and the NCPs, a better exchange of information on the EU Missions will be triggered. This will affect political decisions on EC and national level in support of the implementation of the Missions.
The consistency of NCP support services in Europe and beyond will lead to more equal opportunities of applicants of different countries. Through an enhanced knowledge base on Missions in R&I organisations, higher participation rates and a better quality of Mission-tailored proposals can be expected, resulting in innovative projects.
Awareness raising and civil engagement activities will impact the environmental awareness, health and well-being of citizens. The projects’ actions will generate an increased participation of civil actors and social innovations in the Mission proposals. (EN)

Contribution to wider strategies and policies:

EUStrategyDanubeRegion As the project aims to strengthen cooperation between countries in the region, the HARMONMISSIONS project will contribute its EUSDR activities to PA10 - INSTITUTIONAL CAPACITIES & COOPERATION. The project will specifically contribute to the following Target (T) PA10:
- T 1.2: At the end of the project, it will be possible to contribute to policy guidelines for policy design in the field of EU Missions.
- T 2,3: The project will contribute to facilitating cooperation between countries. It will help them to form more effective and targeted consortia in projects focused on EU Mission Areas 1 and 4 so that they can benefit more from EU project funding.
- T5: Funding from the project will be used to create various platforms to raise awareness of and engage with EU missions and therefore ultimately and secondarily raise additional sources of funding that will focus on the needs of the local population and the country about climate change.
- T6: The project will involve different levels of national, local and grassroots organizations, which from the international perspective of the project will create a suitable base for cooperation between other international actors at different levels - the project will aim to involve as wide a community as possible to work together
- T 7.1, T7.2: The project intends to involve civil society in the topic. In this context, the project will also involve young people for whom the EU Missions are a topical issue, as well as other relevant civil society organisations.
- T8: By specifically involving cities, the project will also contribute to this area of Target PA10.
EuropeanGreenDeal The HARMONMISSIONS project is equally committed to this document, aiming to create an organisational structure among the countries in the region that will address climate change and the possibilities of engaging projects that will specifically address it.
TerritorialAgenda2030 The HARMONMISSIONS project coincides with the Territorial Agenda 2030 on several points. Through its activities, the project can specifically contribute to the promotion of the principles mentioned in the Territorial Agenda. The HARMONMISSIONS project is in line with the priorities expressed in the Territorial Agenda 2030. It will fulfil and enrich these during the project duration.
The HARMONMISSIONS project focuses on climate mission areas and thus seeks to reduce climate risks and pressures for affected regions by educating the public about the principles and opportunities for engaging in these missions. The project seeks to increase interest in these missions through the submission of specific international climate-focused projects in the region. The implementation of these projects will also begin to reduce climate risks in the respective countries.
The project is also in line with the Territorial Agenda 2030 in terms of the need for governance and the establishment of cooperation, which is also related to the interconnection between regions. Ensuring a sustainable future for all territories requires international cooperation and coordination, which the HARMONMISSIONS project aims to establish in the field of climate missions.
Joining forces across borders, including Interreg programmes and projects, can create the critical mass needed to develop and promote synergies while reducing economic, social and environmental fragmentation and negative externalities.
As also stated in the Territorial Agenda 2030, given the different geographical specificities, integrated management between countries is also of paramount importance. The HARMONMISSIONS project will establish integrated governance in the field of environment and climate-neutral and smart cities.
Other The HARMONMISSIONS project is also in line with the principles of the New Leipzig Charter, which it will implement and contribute to promoting.
This strategy mentions that cities need both government and non-government support to promote environmental principles. The HARMONMISSIONS project aims to provide cities with such support. That is why some cities in the Danube region are directly involved in the project. The focus will be on cooperation in the management of EU climate missions.
The project will involve institutions from different levels of government. Bringing them together will create the prerequisite for increasing the involvement in EU climate missions.
The New Leipzig Charter underlines the importance of EU funding to develop urban development. The HARMONMISSIONS project, which is part of the Interreg Danube programme, also aims to help cities to become more actively involved and manage participation in EU missions.
The HARMONMISSIONS project is also aimed at sharing best practices among partners and stakeholders. Vertical and horizontal knowledge exchange is also emphasised in the strategy. The establishment of an effective Governing Body and Advisory Bodies will allow for better sharing and transfer of information from the international to the national level. Knowledge exchange is a cycle that will be supported by the HARMONMISSIONS project.
