Description (EN):

Despite the fact that sea traffic is considered a relatively green and safe branch of transport and that international standards of navigation have raised to very high levels, accidents at sea can always happen. Especially in marine environments, since waters are fluid by definition, pollution does not stop at state borders: in this context, mutual support and transnational coordinated response at sea are crucial to save the environment, to protect the citizens and to uphold local and national economy from the effects of pollution. Based on the experience acquired in the North Adriatic, the Adriatic Sensitive Areas Protection – mechanism (ASAP) project aims at transferring knowledge and best practices from that area to the whole Adriatic basin in order to strengthen maritime protection from the effects of the spill-over of pollutants, especially in case of big-scale accidents at sea that cannot be managed by a single Country and need to be faced at joint transnational level. ASAP combines environmental risk assessment and analysis of available (and missing) anti-pollution resources, with preparedness, technical capacities and response procedures in all six Adriatic Countries involved (Albania, Bosnia and Herzegovina, Croatia, Italy, Montenegro and Slovenia): common intervention rules, i.e., the Standard Operating Procedures, will be designed for allowing joint response, with a strong focus on easing transnational communications in case of accidents. Operators and first responders of target IPA partner countries (Albania, Bosnia and Herzegovina and Montenegro) will be involved in a training path, so to develop the same skills and to align their knowledge with the northern Adriatic partners. Common training classes will be structured, involving subjects as well from Croatia, Italy and Slovenia, in order to reinforce the transnational interoperability of responders during accidental maritime pollution. Three exercises will be organised to test this mechanism in North Adriatic, South Adriatic and in Central Adriatic. At the end of the project, a road map for setting up a Permanent Coordination Plaform (PCP) will be finalised and a structured intervention mechanism promoted.

Actual Achievements (EN):

Since the beginning, the ASAP partnership, under the coordination of the LP, engaged in negotiations with the Interreg IPA Adrion programme, resulting in the signing of the Subsidy Contract on September 24, 2024, and the Partnership Agreement on November 14, 2024. The ASAP Kick Off meeting was organized on September 23-24, 2024, at the CEI-ES premises in Trieste, where project partners and associated institutions participated either in person or online to launch project activities for the upcoming months. The meeting established the Steering Committee and identified internal coordination rules, which were included in the ASAP Implementation and Management Plan prepared by CEI-ES and approved by all partners. To ensure coordination and monitoring of activities, partners met virtually every two months on the first Wednesday of the month at 9:30 AM, on November 6, 2024, and January 8, 2025, via the Teams platform, which is also used to share project documentation and a calendar of deadlines. All partners set up internal teams, identified roles, and conducted the necessary public procurements for project implementation. Partners fulfilled obligations as well in JEMS, including contracting and providing partner information. Coordination was ensured also regarding financial and administrative aspects, and a virtual meeting on reporting was organized on February 24 to assist partners in preparing their first financial reports. Additional bilateral meetings were held during the period, including one on November 8 with the NGO Our Action and another on January 23 with the University of Ljubljana. From the start, a strong cooperation with the Interreg IPA Adrion programme authorities was established, providing opportunities to partners to attend webinars like the Interact webinar on October 3 and the event in Bled on October 22, and another Interact webinar on February 11. During the initial reporting period, Work Package 1 and 2 laid the groundwork for future implementation, starting with the elaboration of work plans. In Work Package 1 (WP1), key activities included creating a Joint Methodology for implementation (Activity 1.1), drafted by the OGS-WP leader with input from the University of Ljubljana and CEI-ES, alongside contributions from other partners. Multiple virtual meetings occurred during the semester, with discussions on data collection and synergies with other projects. WP1 is on track, with some tasks completed ahead of schedule, including stakeholder consultations (Activity 1.2) that began already in October 2024. Focus groups were organized in Bosnia-Herzegovina (10 October 2024) and in Albania (19 February 2025), engaging local stakeholders and representatives from relevant ministries and embassies. Data collection, research, and modeling activities (Activity 1.3) were also conducted by the responsible partners, especially Maritime Traffic Analysis (UL FPP) and Vulnerability Assessment (OGS), with support from all PPs . Regarding Activity 1.4, the graphic design and a uniform form to collect data on stakeholders, services, assets and equipment were developed. As part of Activity 1.5, public procurement process to purchase the HNS spill simulator was completed, and all partners will utilize the simulator in future Activities 2.2 and 3.2. Work Package 2’s implementation began ahead of schedule as well, with the Joint Methodology finalized by the end of the first period, which included minor work plan adjustments to schedule some activities earlier. The WP2 Leader -MSTI proposed the revision of the planned timeline of implementation of the anti-pollution exercise, discussed it with the LP and JS (27 January 2025 and 10 February 2025), then the change was approved by the ASAP Steering Committee. Along with this modification, the anti-pollution exercise in Croatia is going to be organized in Period 3 instead of 5, as a back-to-back event with the SAREX exercise. Preliminary activities for Work Package 3 and project capitalization at the ADRION and Mediterranean levels were conducted. CEI-ES was invited to present the ASAP project at key meetings, such as the EUSAIR TSG3 meeting on November 12, 2024, and the Second Coordination Meeting on the Mediterranean Strategy for Marine Pollution Prevention on November 21, 2024, thanks to associated partners’ involvement. Finally, CEI-ES coordinated all communication and dissemination efforts. The ASAP Communication Strategy was finalized by January 2025. Initial communication requirements were met, including designing a project poster and website, creating a communication kit, producing a project brochure, and launching a social media campaign on an ad hoc LinkedIn profile. Partner websites dedicated to ASAP were established, and their content was regularly updated with news about the project. CEI-ES also assisted all partners in revising dissemination materials and products.

NAMIRS (North Adriatic Maritime Incident Response System) (EN) | NAMIRS was designed in 2021 and started its operations in 2022, with expected end date scheduled in February 2024. This project is co-financed by the European Commission DG ECHO in the framework of the EU Civil Protection Mechanism and is led by the LP CEI-ES. It aims at preventing and protecting from the effects of maritime disasters in the North Adriatic Sea through better preparedness and enhanced cooperation at transnational level.
The LP CEI-ES is coordinating a consortium of seven partners from Croatia, Italy and Slovenia, who are performing several tasks and activities meant to relaunch transnational cooperation for improved preparedness and risk management in case of accidental marine pollution caused by oil and other Hazardous and Noxious Substances (HNS) pollution from ships.
After analysing the context, the available resources and national mechanisms in case of oil spill, common operating procedures will be outlined, which will be the object of a dedicated training programme, and later validated in a simulation exercise.
NAMIRS’s outputs will contribute to ASAP particularly in the field of environmental risk assessment, as well as in relation to the mapping of resources (mechanisms, equipment, technical and human resources).
Moreover, synergies have been already established between NAMIRS and REMPEC, as the former can make valuable contributions to the process, led by the latter, towards the agreement on a Sub-regional Contingency Plan among IPA Adrion coastal countries.
(EN), NAMIRG (North Adriatic Maritime Incident Response Group) (EN) | NAMIRG is the predecessor of NAMIRS. It was also co-financed by the European Commission DG ECHO under the EU Civil Protection Mechanism and implemented between 2018 and 2019 under coordination of the LP CEI-ES.
NAMIRG contributed to fighting fire incidents onboard of ships at sea and limiting their effects in the North Adriatic Sea by setting up a common transnational fire intervention system.
The LP CEI-ES coordinated the firefighter brigades of Friuli Venezia Giulia Region, Koper, and Istria County, which joined their forces to give life to the first transnational MIRG (Maritime Incident Response Group) team for efficient emergency response at sea.
Main outputs were a personnel training manual, common procedures for preparing the NAMIRG squad and defining the operations to follow in the event of a fire at sea, and guidelines for materials and devices necessary for the NAMIRG team during helicopter transfer and fire-fighting operations.

ASAP will benefit of the synergies already established (see box on the project NAMIRS) with the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC). REMPEC has supported all IPA Adrion coastal countries to develop their National Contingency Plans (NCPs). It has also supported Croatia, Italy and Slovenia to develop a Sub-regional Contingency Plan (SCP) that was finalised in 2005 but never entered into force as it was not ratified by all contracting parties. In more recent times, the process towards the development of the Adriatic Sea “Sub-regional Marine Oil Pollution
Contingency Plan” (between Albania, Bosnia and Herzegovina, Croatia, Italy, Montenegro and Slovenia) was relaunched. It shall be remarked that, on the occasion of the First Meeting of the Competent National Authorities for the development of the Adriatic Sea SCP (Durres, 8-9 November 2022), the LP CEI-ES was invited to present NAMIRS in order to maximise the synergies between the same project and the cooperative process assisted by REMPEC. The same synergies will be optimised between REMPEC and ASAP.
Finally, synergies will be established with the SCP RAMOGE (France, Italy, Monaco), also thanks to the fact that the RAMOGE Secretariat accepted to join the ASAP consortium as associated partner.
(EN), ASOSCoP (Adriatic-Ionian Regional Contingency Plan for the Emergency Oil Spills in the Adriatic Sea) (EN) | ASOSCoP was adopted on the 12th Extraordinary EUSAIR Governing Board Meeting (10 June 2020) as one of the EUSAIR FLAGSHIPS 2021-2027. It was proposed by the Environmental Quality pillar (Thematic Steering Group 3, co-coordinated by Slovenia and Bosnia and Herzegovina, both included in the ASAP partnership). Its objective is to prepare an Adriatic-Ionian Sub-regional Oil Spill Contingency Plan within the framework of the OPRC Convention and of the Prevention and Emergency Protocol of the Barcelona Convention, while taking into account the EU Directive 2013/30/EU of the European Parliament and of the Council of 12 June 2013 on safety of offshore oil and gas operations.
This is perfectly in line with the work that REMPEC is performing by assisting the six Adriatic countries (Albania, Bosnia and Herzegovina, Croatia, Italy, Montenegro, Slovenia) to develop a transnational mechanism for mutual assistance able to coordinate and integrate all activities related to prevention and response to marine pollution incidents. ASAP activities and expected outputs will make a decisive contribution to this process. (EN), FIRESPILL- FOSTERING IMPROVED REACTION OF CROSSBORDER EMERGENCY SERVICES AND PREVENTION INCREASING SAFETY LEVEL (EN) | The FIRESPILL project, financed by the Interreg Italy-Croatia programme, aimed to enhance the capacity of Emergency Service Organizations to increase cross-border effectiveness in tackling natural and man-made disasters, decreasing the exposure of the populations to the impact of hazards and increasing the safety of the Croatian and Italian Adriatic basin by improving emergency prevention and management measures and instruments. Thanks to its investments, the equipment available in the area for joint response was upgraded and it will be considered and the FIRESPILL partners involved during project implementation. (EN), WESTMoPoCO (EN) | The WESTMoPoCo project (Western Mediterranean Region Marine Oil and HNS Pollution Cooperation) -financed by DG ECHO - concluded in 2020 and aimed to support cooperation between the beneficiary countries in the field of preparedness and response to marine pollution by oil and hazardous and noxious substances (HNS), leading to the development of the HNS Response Manual which brings together operational recommendations on the preparedness and response phases in the event of a pollution incident at sea involving HNS. Such result will be used in WP1 activities, especially for upgrading training competences in the Adriatic Sea about HNS response. (EN), IRAMAR - Improving the integrated response to pollution accidents at sea and chemical risks in port (EN) | IRAMAR - financed by DG ECHO - is the follow up of the WESTMoPoCO project and it aims to support the countries bordering the western Mediterranean basin and the Atlantic (Spain, France, Italy, Malta, Morocco, Portugal and Tunisia) in order to improve preparedness and response to pollution risks (including risks related to the traffic of hazardous and noxious substances in ports) through an integrated approach to response capabilities at sea, on the coast and in ports. Its results in the four areas of work (emergency system in ports/chemical clouds response capabilities/ use of drones/ integrated approach to marine emergencies) will be used to complete the ASAP analysis (the LP is member of the IRAMAR advisory board). EUStrategyAdriaticIonianRegion ASAP’s objective and outputs were designed bearing in mind the overall scope of the EU Strategy for the Adriatic and Ionian Region (EUSAIR) and its Action Plan, which inter alia points out that “Pollution of the sea originates from a number of different sources. Intense maritime transport activities and hydrocarbon exploration and exploitation result in oil spills, including large scale pollution events […]” (p. 44). ASAP will provide for a direct contribution to one of the “indicative actions” listed in the EUSAIR Action Plan (p. 45), namely the “Drafting and implementation of a joint contingency plan for oil spills and other large-scale pollution events, building on the work on the sub-regional contingency plan developed by the Joint Commission for the protection of the Adriatic Sea and coastal areas, and on the forthcoming Action Plan for the Offshore Protocol of the Barcelona Convention. Implementation of measures to enable joint contingency planning and coordinated emergency response”.
It deserves to be mentioned that the LP CEI-ES has already cooperated with the EUSAIR Environmental Quality pillar (Thematic Steering Group, TSG 3) for the design of the NAMIRS project, which was endorsed by means of official Letter of Support signed by the Co-coordinators of TSG3 in May 2021.
EuropeanGreenDeal Building resilience, improving prevention of and preparedness to environment-related risks are essential principles of the EU Green Deal, which inter alia “[…] aims to protect, conserve and enhance the EU’s natural capital, and protect the health and well-being of citizens from environment-related risks and impacts” (p. 2).
This vision is explicitly stated throughout COM (2019) 640: “An immediate priority will be to boost the EU’s ability to predict and manage environmental disasters” (p. 18). Along the same lines, “Creating a toxic-free environment requires more action to prevent pollution from being generated as well as measures to clean and remedy it. To protect Europe’s citizens and ecosystems, the EU needs to better monitor, report, prevent and remedy pollution from air, water, soil, and consumer products”.
Within this framework, ASAP’s objective and envisaged outputs are meant to contribute to this fundamental shift towards preventive rather than reactive measures in front of specific risks deriving from accidental marine pollution.
Other The ASAP frame is in line with, and represents a contribution to, the UN Mediterranean Strategy for the Prevention of, Preparedness, and Response to Marine Pollution from Ships (2022-2031), adopted in 2021 by the contracting parties to the Barcelona Convention. The Strategy aims to “A clean and healthy Mediterranean marine and coastal environment with a sustainable and pollution free maritime sector, supported by a rigorous enforcement system and strengthened multi-sectoral cooperation, for the benefit of present and future generations”. Out of the seven Common Strategic Objectives (CSOs), CSO1 aims to “Prevent, prepare for, and respond to operational, illegal and accidental oil and HNS pollution from ships”. To meet this objective, coastal countries are called to strengthen their capacities “to respond efficiently to marine pollution incidents at sea and onshore through the establishment and the update of national system for responding to marine pollution, the development and update of national contingency plan (NCP) and sub-regional operational agreements and contingency plans”.
The LP CEI-ES has been invited to the First Coordination Meeting on the Mediterranean Strategy (2022-2031), held in Malta on 29 November – 1 December 2022, where participants agreed to explore synergies to align the development of a Sub-regional Contingency Plan in the Adriatic and the NAMIRS project (see C.2.6), with the support and under the guidance of REMPEC.
