    Contribution to wider strategies and policies:

    • EUStrategyAdriaticIonianRegion ASAP’s objective and outputs were designed bearing in mind the overall scope of the EU Strategy for the Adriatic and Ionian Region (EUSAIR) and its Action Plan, which inter alia points out that “Pollution of the sea originates from a number of different sources. Intense maritime transport activities and hydrocarbon exploration and exploitation result in oil spills, including large scale pollution events […]” (p. 44). ASAP will provide for a direct contribution to one of the “indicative actions” listed in the EUSAIR Action Plan (p. 45), namely the “Drafting and implementation of a joint contingency plan for oil spills and other large-scale pollution events, building on the work on the sub-regional contingency plan developed by the Joint Commission for the protection of the Adriatic Sea and coastal areas, and on the forthcoming Action Plan for the Offshore Protocol of the Barcelona Convention. Implementation of measures to enable joint contingency planning and coordinated emergency response”.
    • It deserves to be mentioned that the LP CEI-ES has already cooperated with the EUSAIR Environmental Quality pillar (Thematic Steering Group, TSG 3) for the design of the NAMIRS project, which was endorsed by means of official Letter of Support signed by the Co-coordinators of TSG3 in May 2021.
    • EuropeanGreenDeal Building resilience, improving prevention of and preparedness to environment-related risks are essential principles of the EU Green Deal, which inter alia “[…] aims to protect, conserve and enhance the EU’s natural capital, and protect the health and well-being of citizens from environment-related risks and impacts” (p. 2).
    • This vision is explicitly stated throughout COM (2019) 640: “An immediate priority will be to boost the EU’s ability to predict and manage environmental disasters” (p. 18). Along the same lines, “Creating a toxic-free environment requires more action to prevent pollution from being generated as well as measures to clean and remedy it. To protect Europe’s citizens and ecosystems, the EU needs to better monitor, report, prevent and remedy pollution from air, water, soil, and consumer products”.
    • Within this framework, ASAP’s objective and envisaged outputs are meant to contribute to this fundamental shift towards preventive rather than reactive measures in front of specific risks deriving from accidental marine pollution.
    • Other The ASAP frame is in line with, and represents a contribution to, the UN Mediterranean Strategy for the Prevention of, Preparedness, and Response to Marine Pollution from Ships (2022-2031), adopted in 2021 by the contracting parties to the Barcelona Convention. The Strategy aims to “A clean and healthy Mediterranean marine and coastal environment with a sustainable and pollution free maritime sector, supported by a rigorous enforcement system and strengthened multi-sectoral cooperation, for the benefit of present and future generations”. Out of the seven Common Strategic Objectives (CSOs), CSO1 aims to “Prevent, prepare for, and respond to operational, illegal and accidental oil and HNS pollution from ships”. To meet this objective, coastal countries are called to strengthen their capacities “to respond efficiently to marine pollution incidents at sea and onshore through the establishment and the update of national system for responding to marine pollution, the development and update of national contingency plan (NCP) and sub-regional operational agreements and contingency plans”.
    • The LP CEI-ES has been invited to the First Coordination Meeting on the Mediterranean Strategy (2022-2031), held in Malta on 29 November – 1 December 2022, where participants agreed to explore synergies to align the development of a Sub-regional Contingency Plan in the Adriatic and the NAMIRS project (see C.2.6), with the support and under the guidance of REMPEC.
