- NAMIRS (North Adriatic Maritime Incident Response System) (EN) | NAMIRS was designed in 2021 and started its operations in 2022, with expected end date scheduled in February 2024. This project is co-financed by the European Commission DG ECHO in the framework of the EU Civil Protection Mechanism and is led by the LP CEI-ES. It aims at preventing and protecting from the effects of maritime disasters in the North Adriatic Sea through better preparedness and enhanced cooperation at transnational level.
- The LP CEI-ES is coordinating a consortium of seven partners from Croatia, Italy and Slovenia, who are performing several tasks and activities meant to relaunch transnational cooperation for improved preparedness and risk management in case of accidental marine pollution caused by oil and other Hazardous and Noxious Substances (HNS) pollution from ships.
- After analysing the context, the available resources and national mechanisms in case of oil spill, common operating procedures will be outlined, which will be the object of a dedicated training programme, and later validated in a simulation exercise.
- NAMIRS’s outputs will contribute to ASAP particularly in the field of environmental risk assessment, as well as in relation to the mapping of resources (mechanisms, equipment, technical and human resources).
- Moreover, synergies have been already established between NAMIRS and REMPEC, as the former can make valuable contributions to the process, led by the latter, towards the agreement on a Sub-regional Contingency Plan among IPA Adrion coastal countries.
- (EN), NAMIRG (North Adriatic Maritime Incident Response Group) (EN) | NAMIRG is the predecessor of NAMIRS. It was also co-financed by the European Commission DG ECHO under the EU Civil Protection Mechanism and implemented between 2018 and 2019 under coordination of the LP CEI-ES.
- NAMIRG contributed to fighting fire incidents onboard of ships at sea and limiting their effects in the North Adriatic Sea by setting up a common transnational fire intervention system.
- The LP CEI-ES coordinated the firefighter brigades of Friuli Venezia Giulia Region, Koper, and Istria County, which joined their forces to give life to the first transnational MIRG (Maritime Incident Response Group) team for efficient emergency response at sea.
- Main outputs were a personnel training manual, common procedures for preparing the NAMIRG squad and defining the operations to follow in the event of a fire at sea, and guidelines for materials and devices necessary for the NAMIRG team during helicopter transfer and fire-fighting operations.

- ASAP will benefit of the synergies already established (see box on the project NAMIRS) with the Regional Marine Pollution Emergency Response Centre for the Mediterranean Sea (REMPEC). REMPEC has supported all IPA Adrion coastal countries to develop their National Contingency Plans (NCPs). It has also supported Croatia, Italy and Slovenia to develop a Sub-regional Contingency Plan (SCP) that was finalised in 2005 but never entered into force as it was not ratified by all contracting parties. In more recent times, the process towards the development of the Adriatic Sea “Sub-regional Marine Oil Pollution
- Contingency Plan” (between Albania, Bosnia and Herzegovina, Croatia, Italy, Montenegro and Slovenia) was relaunched. It shall be remarked that, on the occasion of the First Meeting of the Competent National Authorities for the development of the Adriatic Sea SCP (Durres, 8-9 November 2022), the LP CEI-ES was invited to present NAMIRS in order to maximise the synergies between the same project and the cooperative process assisted by REMPEC. The same synergies will be optimised between REMPEC and ASAP.
- Finally, synergies will be established with the SCP RAMOGE (France, Italy, Monaco), also thanks to the fact that the RAMOGE Secretariat accepted to join the ASAP consortium as associated partner.
- (EN), ASOSCoP (Adriatic-Ionian Regional Contingency Plan for the Emergency Oil Spills in the Adriatic Sea) (EN) | ASOSCoP was adopted on the 12th Extraordinary EUSAIR Governing Board Meeting (10 June 2020) as one of the EUSAIR FLAGSHIPS 2021-2027. It was proposed by the Environmental Quality pillar (Thematic Steering Group 3, co-coordinated by Slovenia and Bosnia and Herzegovina, both included in the ASAP partnership). Its objective is to prepare an Adriatic-Ionian Sub-regional Oil Spill Contingency Plan within the framework of the OPRC Convention and of the Prevention and Emergency Protocol of the Barcelona Convention, while taking into account the EU Directive 2013/30/EU of the European Parliament and of the Council of 12 June 2013 on safety of offshore oil and gas operations.
- This is perfectly in line with the work that REMPEC is performing by assisting the six Adriatic countries (Albania, Bosnia and Herzegovina, Croatia, Italy, Montenegro, Slovenia) to develop a transnational mechanism for mutual assistance able to coordinate and integrate all activities related to prevention and response to marine pollution incidents. ASAP activities and expected outputs will make a decisive contribution to this process. (EN), FIRESPILL- FOSTERING IMPROVED REACTION OF CROSSBORDER EMERGENCY SERVICES AND PREVENTION INCREASING SAFETY LEVEL (EN) | The FIRESPILL project, financed by the Interreg Italy-Croatia programme, aimed to enhance the capacity of Emergency Service Organizations to increase cross-border effectiveness in tackling natural and man-made disasters, decreasing the exposure of the populations to the impact of hazards and increasing the safety of the Croatian and Italian Adriatic basin by improving emergency prevention and management measures and instruments. Thanks to its investments, the equipment available in the area for joint response was upgraded and it will be considered and the FIRESPILL partners involved during project implementation. (EN), WESTMoPoCO (EN) | The WESTMoPoCo project (Western Mediterranean Region Marine Oil and HNS Pollution Cooperation) -financed by DG ECHO - concluded in 2020 and aimed to support cooperation between the beneficiary countries in the field of preparedness and response to marine pollution by oil and hazardous and noxious substances (HNS), leading to the development of the HNS Response Manual which brings together operational recommendations on the preparedness and response phases in the event of a pollution incident at sea involving HNS. Such result will be used in WP1 activities, especially for upgrading training competences in the Adriatic Sea about HNS response. (EN), IRAMAR - Improving the integrated response to pollution accidents at sea and chemical risks in port (EN) | IRAMAR - financed by DG ECHO - is the follow up of the WESTMoPoCO project and it aims to support the countries bordering the western Mediterranean basin and the Atlantic (Spain, France, Italy, Malta, Morocco, Portugal and Tunisia) in order to improve preparedness and response to pollution risks (including risks related to the traffic of hazardous and noxious substances in ports) through an integrated approach to response capabilities at sea, on the coast and in ports. Its results in the four areas of work (emergency system in ports/chemical clouds response capabilities/ use of drones/ integrated approach to marine emergencies) will be used to complete the ASAP analysis (the LP is member of the IRAMAR advisory board).
