Description (EN):

Enhancing the resilience of Adriatic Ionian territories against natural disasters is a significant challenge for an area prone to different kinds of natural hazards. The challenge is even greater when one counts on the consequences of climate change that induce increasing severity and frequency of specific types of hazards. And it becomes even more complex for an area like Adriatic Ionian that is multinational, and is characterized by heterogeneity, different governance structures, and diverse socio-economic conditions. GRECALE stands up to this complex challenge having as its overall objective to enhance territorial resilience and disaster recovery in the Adriatic Ionian basin. The project targets two specific usecases of natural disasters: floods and earthquakes, as they affect the entire area and can have multinational and cross border effects. The project aspires to make a significant contribution towards a more resilient area, exploiting transnational cooperation in Civil Protection, leading to more harmonized and efficient frameworks and systems, overcoming Civil Protection process heterogeneity, and addressing the entire lifecycle of Civil Protection focusing specifically on the response and recovery phases, during and after an incident. To this end, it will produce an IPA ADRION Civil Protection Innovation Platform (ACPIP) networking the entire Civil Protection Quadruple Helix in the partner territories and beyond, including public administration, Civil Protection stakeholders, academia and research, enterprises, and the private sector with an involvement in Civil Protection, the civil society, and general public. Studying the existing frameworks and systems is of paramount importance to create a unifying Civil Protection Model, for the entire lifecycle of Civil Protection and especially response and recovery phases, detailing the actors involved, the actions undertaken, the data and information exchanges, and the communications among them. As a next step, an ADRION Civil Protection Disaster Management System (ACPDMS) portal will be developed, utilizing mature and advanced information and communication technologies that can help in the context of risk assessment and disaster management. In fact, the project capitalizes on the output of the successful ADRION TransCPEarlyWarning project and its Early Warning platform following its relevant assessment recommendations to extend so as to cover the entire lifecycle of Civil Protection operations and different types of hazards. The ACPDMS will first and foremost offer a one stop shop operation for Civil Protection stakeholders with reference to their process monitoring and management, while it will allow experimentation with advanced technologies such as Artificial Intelligence and analysis of Copernicus datasets. A multinational pilot action is envisaged in seven partner territories engaging this innovative approach and enhancing multinational cooperation in the context of collaborative training and capacity building. Finally, the project recognizes the fact that managing territorial resilience in a multinational area requires addressing political, legal, and logistical complexities. Overcoming these challenges requires building trust and establishing effective governance mechanisms. To this end and in order to have a permanent effect through uptaken outputs after the end of the project, GRECALE will draft a strategic outline comprising a set of specific policy recommendations for increasing territorial resilience, accompanied by a specific action plan detailing actions and funding instruments that can facilitate the strategy adoption. The project follows a holistic approach along different axes: multinational and interdisciplinary networking of stakeholders, exploitation of the offerings of advanced technologies and innovation, multinational pilot actions and experimentation, multinational collaborative capacity building and upskilling, elaboration of policy recommendations and specific action plan for facilitating uptake and transferability, and wider communication and awareness building. This holistic approach has a strong transnational dimension as natural hazards do not recognize borders and they need a unifying approach in their management across national frameworks and systems. This holistic approach also contributes to the originality of the GRECALE project. Along with the exploitation of the best offerings of ICT and innovative ACPDMS to be developed, the project will engage the entire Civil Protection Quadruple Helix in Civil Protection exercises to offer transnational upskilling. By pooling resources, expertise, and experiences, GRECALE can enhance IPA ADRION collective capacity to withstand natural hazards. GRECALE recognizes that the journey toward territorial resilience requires perseverance, adaptability, and it will produce a strategy offering IPA ADRION territories a long-term vision for a safer and more resilient future.

Actual Achievements (EN):

The project partners successfully contributed to the preparatory activities for the drafting of the proposal including formation of the partnership, capitalizing on previous ADRION project TransCPEarlyWarning. The consortium also completed the drafting of the final application form addressing the comments of the IPA ADRION JS. The partnership following the signature of the Subsidy Contract has proceeded in the necessary administrative procedures to start the project including relevant decisions, setting up administrative and technical team of the project and opening necessary tenders for staff. The LP has successfully organized the project pre-kick off in Oct 2024 and kick off in Komotini in Dec 2024, participated either physically or remotely by the consortium. During the kick off meeting a revision of project timeline has been prepared and presented to mitigate delays due to late Subsidy Contract signature. In the context of WP1, the first deliverabla D.1.1.1 related to a Survey of existing frameworks was delivered within the 1st period. This deliverable comprises the country specific regulatory frameworks related to the risks that the project deals with: floods and earthquakes. With reference to communication activities, the partnership have produced posters to be placed at their premises' entrance and has used their web sited and social media accounts to promote the project activities. The initial phase of the GRECALE project has been focused on building a strong partnership and laying the groundwork for its future work in regional civil protection. Key achievements from our first periods of activity include the following. 1. Completing and Activating the GRECALE Partnership The project consortium has been formally established, uniting partners from across the Adriatic-Ionian region. Key steps towards this achievement included: - Finalizing all administrative procedures to officially launch the project. - Establishing a dedicated project management and technical team. - Finalizing the entrance to the consortium of the Municipality of Novaci as a new partner, integrating them into the consortium. - Holding two successful in-person project meetings in Komotini, Greece (November 2024) and in Pescara, Italy (June 2025), which solidified GRECALE collaborative plans. 2. First Concrete Results: Research and Analysis The GRECALE team has been actively researching civil protection systems to create a shared knowledge base. The main outputs produced so far are: - “Survey of Civil Protection Frameworks and Systems”: A comprehensive data collection on existing national models. - “Comparative Analysis of Civil Protection Systems”: A study identifying common challenges and best practices across the region. - “The Grecale Civil Protection Model”: A detailed proposal for a new, cooperative model for disaster response. - First draft of the “Network Charter”: The founding document that will guide our future cross-border cooperation network. 3. Reaching Out to Stakeholders and the Public From the very beginning, we have been committed to sharing our progress and engaging with key audiences. Events: Our partners have actively participated in major ADRION Programme and EUSAIR events, presenting the project to a wide audience of institutions and experts. Target Groups: Our initial work is particularly relevant for civil protection agencies, local and regional authorities, and policy-makers involved in disaster risk management. The communication towards these target groups is expected to be intensified in the upcoming periods. Communication Channels: GRECALE consortium has utilized their institutional web pages and social media accounts to spread the project achievements towards target groups and the general public. Furthermore, the project’s website and social media channels will be set up in the next period to ensure our findings and activities are accessible to all interested citizens and stakeholders. This is expected to lead to an intensification of project communication and dissemination activities overall.

Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion GRECALE involves partners from Greece, Italy, Croatia, Bosnia Herzegovina, Montenegro and North Macedonia, thus it is geographically linked with the EU Strategy for the Adriatic and Ionian Region (EUSAIR). The project directly supports 2 of the main objectives of EUSAIR, more specifically the support of integration of Western Balkans integrating 3 Western Balkan IPA partners in the consortium, and the support of regional cooperation, and enhancement of security of the area by compiling a consortium of 8 partners from 6 countries cooperating in the domain of enhancing reliance against natural hazards. The project addresses overall ADRION resilience to natural risks, which severity and frequency are increasing due to climate change. Its outputs contribute towards this direction through (i) the establishment of an Innovation Platform on Civil Protection, presenting a platform for dialogue engaging the CP ecosystem in ADRION countries, (ii) the development of a CP Disaster Management System dealing with the entire lifecycle of CP hazard’s interventions from the early warning phase to the response and recovery phases, (iii) 7 pilot testing actions across ADRION area, (iv) a Joint Strategy for standardized responses to natural disasters and associated adoption plan. In this context by enhancing overall CP ecosystem efficiency and capacities, GRECALE horizontally influences EUSAIR pillars related to Connecting the Region, and Environmental Quality. GRECALE envisaged objectives and activities are expected to increase cooperation and networking in the area, elaborate appropriate strategies and action plans for standardized responses to natural disasters, and pilot testing of innovative solutions followed by adequate upskilling. EUSAIR authorities will be targeted by the project in order to develop synergies with other programmes, and will be invited in the major project events such as final conference.
EuropeanGreenDeal The EU Green Deal (EUGD) aims to transform EU into a “modern, resource-efficient and competitive economy, while preserving Europe’s natural environment, tackling climate change and making Europe carbon-neutral and resource-efficient by 2050”. GRECALE focuses on improving resilience to natural hazards, providing adequate networking and tools to ADRION CP ecosystem, and producing adequate strategies for CP enhancement. It recognizes enhanced CP needs attributed to the climate crisis and the need for more efficient and adaptation mechanisms, thus contributing to the EUGD objective of adapting to climate change and building resilience. By enhancing overall C P, it is in line with the EUGD objective of minimizing risks and promoting sustainable development practices. GRECALE follows an integrated approach involving the entire CP ecosystem in ADRION and is thus in line with EUGD emphasis on integrated policymaking, multi-sectoral cooperation, and engagement of stakeholders at all levels. GRECALE emphasizes knowledge sharing, and capacity building in CP and territorial resilience. By disseminating knowledge, improving skills, and building capacity, it enhances collective ability to respond effectively to natural hazards, being in line with the EUGD objective of promoting research, innovation, and exchange of expertise to support sustainability goals. Finally, GRECALE positively influences EUGD objective of ensuring a just and inclusive transition to a sustainable economy, as increasing territorial resilience goes beyond environmental aspects and extends to socio-economic dimensions, strengthening resilience of communities, promoting awareness and social cohesion in the face of natural hazards. GRECALE envisaged CP innovation platform, innovative CP Disaster Management System and its pilot testing, and relevant strategy and action plan are fully compatible with the approach envisaged by the EU Green Deal.
Other Territorial Agenda 2030
GRECALE will contribute to the overarching objectives of the Territorial Agenda 2030 for a Just and Green Europe being aligned with foreseen actions i.e. place-based approaches; cooperation between territories; territorial cohesion at cross-border; transnational, inter- and intra- regional level, and the following priorities:
- Better balanced territorial development utilizing EU diversity: GRECALE will promote integrated and cooperative approaches related to CP and enhanced resilience against natural hazards, engaging decision makers at all governance levels.
- Easier living and working across national borders: GRECALE reinforces transnational cooperation to address common challenges related to tackling CP natural risks interventions by exploiting existing synergies and encouraging exchanges with other projects and programmes to facilitate cooperation between different administrative areas.
- Better ecological livelihoods, climate-neutral and resilient towns, cities, and regions: GRECALE supports enhanced territorial resilience to natural risks through CP process management tools, takes into account increasing impact of climate change to ADRION territories increasing natural hazard frequency and intensity, and targets strengthening awareness and empowering CP ecosystems.

GRECALE involves partners from Croatia, Bosnia Herzegovina, and Montenegro and is thus geographically linked with the EU Strategy for the Danube Region (EUSDR).
GRECALE will contribute to the following actions under EUSDR priority area “Environmental Risks”:
- ACTION 1: Provide sufficient support for development and execution of risk management plans for different hazards
- ACTION 2: Enhance the capacities, extend the coverage of basin-wide or regional forecasting and warning systems, and develop rapid response procedures
- ACTION 3: Strengthen disaster prevention and preparedness among governmental and non-governmental organizations
- ACTION 4: Decrease human impacts that evolves natural risk factors resulting in environmental damages
- ACTION 5: Anticipate regional and local impacts of climate change
By establishing a CP Innovation Platform, networking the ADRION CP ecosystem, equipping it with an innovative Disaster Management System, pilot tested in 7 territories, upskilling to increase overall capacities, and drafting a Strategy and Action Plan, the project intends to increase the efficiency in handling environmental risks.
It will also contribute through its CP related upskilling and capacity building to priority area “People and Skills” and action:

Other European Disaster Risk Management
GRECALE is in line with article 196 of the Treaty of the Functioning of the EU encouraging “cooperation between Member States to improve the effectiveness of systems for preventing and protecting against natural and man-made disasters”. EU policy related to CP has led to establishment of an EU CP Mechanism “to facilitate reinforced cooperation” “in CP assistance intervention in the event of major emergencies, or the imminent threat thereof” (Council Decision 2007/779/EC, Euratom). Project contributes to EU CP mechanism as it engages the ADRION national and regional CP ecosystems through an Innovation Platform, equipping them by adequate Disaster Management System offering CP monitoring capacity throughout the entire lifecycle of a CP natural risks interventions from early warning to recovery, performs related pilot testing and capacity building activities, and elaborates Strategy and Action Plan driving towards the enhancement of CP overall. All the project activities contribute towards enhancing the overall European disaster risk management policies and disaster resilience goals.
Other National CP systems
At national level the GRECALE project is coherent with
- Italian CP Code (Leg. Decree No 1, Jan 2, 2018 GU) defining preventative activities and management of national alert system;
- Greek Law 4662/2020 on CP (Government Gazette 27/Α/7-2-2020) related to the prevention and management of natural disasters, as well as L.3013/2002 General CP Plan with the code name "Xenocrates";
- Slovenian CP framework governed by Act on the Protection against Natural and Other Disasters) (Uradni list RS, št.51/06 - UPB1, 95/07 - ZSPJS in 97/10) and several resolutions and decrees;
- Croatian CP framework composed by Homeland Security System Act, OG no. 108/217, CP System Act/Law on Civil Protection, OG no. 82/2015, 118/2018 31/2020, and other 9 laws;
- Albanian Law Nr.45/2019 “On civil protection”, dated 18/07/2019;
- Bosnian Framework Law on protection and rescue in case of disasters, May 15, 2008;
- Montenegrin Law on Rescue and Protection
- Protection and Rescue Law of North Macedonia
