Description (EN):

Rural areas in Adriatic-Ionian regions face some common socioeconomic and environmental challenges, including depopulation, brain-drain & ageing population, limited connectivity & access to public infrastructures & services as well as lack of opportunities in policy co-creation & access to funding. These challenges are the most pressing for rural communities (citizens and their SMEs). Additionally, climate change, leading to more frequent extreme weather events, poses serious challenges to the resilience and economy of rural communities. The key to unlocking the full potential of rural areas and helping them become more resilient, is to empower these rural areas and increase the development of networks & clusters among partners, regions, and enterprises to form a multiregional innovation system. Through Interreg VI B IPA ADRION - Specific Objective 1.1 Strengthening innovation capacities in the Adriatic - Ionian region and the indicative action to promote and encourage the development of transnationally designed innovations (technical and non-technical innovation, including services) through pilot & joint actions contribute to addressing societal and environmental challenges such as demographic change, energy efficiency and climate change, ADRURAL project aims to empower rural communities by utilising existing tested & innovative Smart Solutions and other innovation Solutions scenarios & models, addressing key societal and environmental rural challenges. These challenges will be addressed via community-led innovations/Smart Solutions (developed by other projects or initiatives and covering a wide range of relevant challenges faced by rural communities across the EU), from - indicatively- the following five (5) domains: Circular Bioeconomy, Biodiversity & Ecosystem Management, Resilience to Shocks, Citizen Engagement & Quality of Life, LifelongEducation & Training and Climate Adaptation & Mitigation etc. The selected Smart Solutions & scenarios, from these domains, with collected data & information from and for the project, will be demonstrated transregionally, according to geographical & socioeconomical criteria, in five (5) Mini Rural Living Labs (MRLLs) pilots, located in selected countries of the partners in Adriatic - Ionian area. These pilots will vary in economic & socio-cultural contexts by paying specific attention to the needs of women, youth & vulnerable groups, and also will produce new data, upscale knowledge & successful scenarios with the tested innovative Smart Solutions & innovation Solutions. This will lead to the development of successful Innovative Models for rural communities. Moreover, these efforts will result in the creation of a resource library, an online learning system, a discussion forum & a hub for gathering relative information, accessible to users via an integrated ADRURALs Online Rural Empowerment Hub (OREH), incorporating as well innovative solutions, data, models, policies, sources of knowledge, funding opportunities & good practices, from other projects & initiatives. The goal is to establish an accessible integrated live system of shared knowledge. ADRURAL will follow a multi-actor approach through joint rural stakeholder’s actions and governance schemes. A networking strategy will enable links with relevant organisations, networks, projects, initiatives to ensure the active engagement of rural communities and their SMEs for societal & economical change. A new approach & strategy incorporating innovative models and good practices, will be developed & tested through co-creation with users in partners' rural communities, aiming for more resilient & sustainable rural areas in the Adriatic-Ionian region. This approach will be implemented in a living network system which will support evidence-based governance frameworks, policy making and funding instruments to increase knowledge transfer between these specific countries, regions & citizens to address their needs and tackle their challenges effectively. The fact that regional & local best practices in community-led, social & business innovations for rural development do exist, but are often limited to single cases and lack penetration into regional and national policies, demonstrate the need for a transnational approach as an effective mechanism to assist rural areas to jointly develop new solutions & address common issues. ADRURAL recognises the uniqueness of each participating region & combines technology, capacity building, sustainability aiming at empowering ADRION rural communities to overcome the barriers they face. The project outputs are summarized in 1 Transnational strategy and action plans, 1 Stakeholder Engagement Strategy, 1 Adrion Rural Innovation Network, 5 Pilot action set-up plans, 1 Online Rural Empowerment Hub (OREH) and results: 1 Transnational strategy and action plans, 6 Total taken up Solutions, Α formal agreement (MoU) among the 10 project partners to continue cooperation, after the end of the project.

Actual Achievements (EN):

The ADRURAL project has made significant strides in its first reporting period, laying a solid foundation for future activities aimed at promoting innovation in rural communities across the Adriatic-Ionian region. The project officially kicked off with a successful meeting in Corfu (Nov 2024), bringing together all partners to align goals and actions. Steering committee sessions and online coordination meetings ensured effective communication and smooth planning. Project management tools, such as a risk management plan (D3.2.1), quality monitoring methodology (D4.5.1), and the first quality monitoring report (D4.5.2) and the Communication Strategy (D1.5.1) were developed to ensure high standards and accountability. Moreover, the ADRURAL social media accounts (D1.5.2) and communication material (roll up banner & project brochure) are also ready. The project gained visibility through translated flyers, banners, newsletters, social media campaigns, and public events held across several partner regions. Materials were localized in multiple languages (e.g., Croatian, Slovenian, Serbian, Macedonian), making the project accessible and inclusive for rural populations. Multiple partners conducted desk research, surveys, and stakeholder consultations to identify the key challenges and opportunities for innovation in rural areas. Several draft and finalized reports now offer in-depth analysis of issues such as depopulation, climate risks, digitalization gaps, and social entrepreneurship. Notably, partners mapped national and regional community-led innovations, highlighting practices in agriculture, health, education, and rural entrepreneurship. The first phase of the Adrion Rural Innovation Network (ARIN) was launched. Partners across the region identified and began engaging over 100 local stakeholders, from policymakers and NGOs to farmers and youth representatives. These efforts laid the groundwork for an active regional network that will support innovation and knowledge exchange. Early development steps were taken toward building the Online Rural Empowerment Hub, a key digital platform that will showcase success stories, connect stakeholders, and provide tools to support rural innovation. Technical specifications and initial content curation have been initiated. During the second reporting period, ADRURAL partners made substantial progress across all work packages, strengthening coordination, deepening the knowledge base on rural innovation, and laying the groundwork for the upcoming pilot phase and strategic outputs. The consortium collectively advanced research activities, stakeholder engagement, communication actions, and technical developments, demonstrating strong collaboration despite administrative delays and varying national contexts. A major accomplishment has been the implementation of key analytical reports on challenges, opportunities, and innovation potential in rural communities across several regions, informed by desk research, surveys, consultations, and field visits. In parallel, mapping exercises identified community-led and smart rural initiatives in multiple countries, offering valuable examples and revealing local innovation ecosystems. Partners also advanced the development of the ADRURAL Stakeholders Network and contributed to launching the Adrion Rural Innovation Network (ARIN), which now includes the first signed Memorandum of Understanding and an online tool designed to gather expressions of interest from potential members. This growing network is becoming an important platform for cross-border exchange and long-term collaboration. Communication and dissemination actions intensified during this period, with partners organising knowledge-sharing workshops, networking events, public seminars, and study visits. Participation in international conferences, fairs, and thematic panels significantly increased ADRURAL’s visibility and fostered direct engagement with academic institutions, public authorities, the private sector, and local communities. Social media activities, website updates, newsletters, and promotional materials further strengthened outreach efforts and ensured a consistent communication approach across regions. A key milestone of this reporting period was the development and delivery of the shared methodology for setting up pilot actions and co-creation processes (D2.1.1), prepared collaboratively by several partners and validated through internal consultations. This methodology provides a harmonised framework for implementing Demo Farms, Mini Rural Living Labs, and other pilot initiatives planned for the next phase. Study visits and partner exchanges—such as visits to demonstration farms—facilitated mutual learning and ensured that the methodology reflects real operational needs. Preparatory work for pilot sites is ongoing, supported by stakeholder engagement and regional planning activities. The digital dimension of ADRURAL also moved forward with the start of development of the Online Rural Empowerment Hub (OREH). Following successful procurement procedures, the IT provider began working on the platform, supported by partners who contributed structured content, case studies, and resources. Once completed, the Hub will serve as a central reference point for rural communities, offering knowledge, tools, and examples that can inspire and support innovation across the ADRION area. Strategic and policy-related work progressed as well, with partners initiating analyses of governance frameworks, relevant funding instruments, and policy measures supporting community-led innovation. These efforts lay the groundwork for future policy recommendations and white papers that will guide regional authorities and stakeholders in fostering smart rural development. In addition, quality monitoring and reporting activities continued as planned, ensuring that project implementation remains on track. PP3 successfully organised the 2nd Project Meeting and the 2nd Steering Committee Meeting in Šibenik, enabling partners to review progress, plan upcoming activities, and resolve outstanding issues. Overall, the cooperation among partners proved highly beneficial. By working together, partners exchanged expertise, harmonised methodologies, built shared knowledge resources, and strengthened regional networks. The joint efforts not only accelerated progress but also ensured that the project’s approach to rural innovation is inclusive, comparable across regions, and grounded in real needs. The second period therefore, represents a crucial step forward, creating a strong base for the launch of pilot actions, further development of the digital platform, and the preparation of strategic recommendations that will support resilient, innovative, and community-driven rural development throughout the ADRION region.

EUStrategyAdriaticIonianRegion EUSAIR’S mission is to connecting people and institutions to build a common understanding of cooperation for a harmonised, integrated and sustainable region. The vision is to joint multi-level solutions for common challenges towards a stronger Adriatic and Ionian region. Specifically connect with the PILLAR 3 : ENVIRONMENTAL QUALITY
-To contribute to the goal of the EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restore them in so far as feasible, by addressing threats to marine and terrestrial biodiversity.
The ADRURAL is a network of simultaneous local and regional hubs of knowledge with the proposed Smart Solutions and methodology and mainly with the Smart Solution Hub. This network will be supported and be alive with the implemented joint horizontal and vertical strategy of cooperation between the partners and all involved stakeholders. The horizontal implementation to ADRION-IONIAN region will span over distinct challenges related to rural innovation, economy, food security, biodiversity, and climate change, which are interrelated to each other, whereas the vertical will span over distinct spatial of rural communities regions over distinct ecosystems and food production systems

ADRURAL is going to contribute and be related because it aims to improve the effectiveness of rural communities tackling the intense challenges they must face in ADRION IONIAN regions, by applying smart solutions, innovative tools & services. Rural areas in Adriatic-Ionian regions face some common societal and environmental challenges such as depopulation, brain-drain and ageing population, limited connectivity & access to public infrastructures & services. These are the most pressing challenges for rural citizens & SMEs. Besides, climate change, leading to more frequent extreme weather events, poses serious challenges for the resilience & the economy of rural communities. The key to unlock the full potential of rural areas & help them become more resilient, is by empowering these rural areas & increase the development of networks & clusters among partners, regions and enterprises to forming a multi-regional innovation system.
Other The long term Vision for the EU’s rural areas identifies the main challenges that rural areas are facing and highlights the opportunities that are available. ADRURAL aims to address the challenges faced by rural areas in the Adriatic- Ionian region, in order to enhance the resilience, sustainability and connectivity of these areas and eventually the quality of life of citizens living in rural targeted regions
Other ADRURAL will contribute to the New European Bauhaus by encouraging community-based innovation and community-led interventions, tailored for real contexts and problems, with the clear aim to promote well-being, of the local people. The project will connect with the New European Bauhaus movement and its vision to integrate the built and natural environment in new ways, with citizens as drivers of the process. Structures for citizen engagement in rural areas, as well as the development of new ways to value active citizenship, will be a major asset
