Description (EN):

PROMONT project focuses on ADRION rural areas with mountain relief that are characterised by unique biodiversity which is threatened by overexploitation of resources, by unsustainable economic activities and by the seasonal mass-tourism, that have led to deterioration of biodiversity. PROMONT main objective is to protect and preserve the fragile and rich ecosystems of the Adriatic/Ionian Mountains by promoting actions for environmental protection and regeneration involving and empowering local communities and stakeholders. The challenges that PROMONT project is aiming at are: -to protect the unique ecosystems of the mountains; -to support the involvement and empowerment of local communities in the design of respectful regenerative actions; -to support the local economy; -to strengthen an international network of mountain stakeholders through capitalization actions. PROMONT project will: 1. Test solutions to protect and restore flora and fauna in mountainous areas, also envisaging the use of green infrastructure. 2. Identify and transfer good practices and innovative solutions addressing the preservation of native flora and fauna in terrestrial mountainous environments. PROMONT wants to foster a positive change of mindset about the human presence and its relation with mountain biodiversity: biodiversity and local communties will benefit from the success of the actions implemented by PROMONT, in the short and in the long term. PROMONT project will produce the following outputs: 1. One common strategy and one common action plan jointly developed 2. Six pilot actions developed jointly and implemented 3. Twelve organisations cooperating across borders The project will focus on selected local biodiversity of the six pilot areas, as a result of WP1:Preparing a common framework for regeneration of biodiversity in Adrion mountains. PROMONT will record/monitor the existing population of the selected species of flora and fauna and will create common action plans and strategy for the protection/regeneration of the population based on a common methodology and on common innovative tools to be adapted by all areas. The final step of the project will be to implement a capitalisation process in order to maximize replicability effects and to widespread the results of the methodology/action plans/strategy in order to achieve the wider possible capitalization of the results from other bodies/areas of common characteristics. A transnational approach is required since the threats to biodiversity in mountainous areas is common to all the areas of the ADRION and beyond. It is an international problem that must be solved by joining forces at international level. Rural mountainous areas are characterised by small public authorities governing large portions of territories, with scarcity of human and financial resources and with few opportunities to improve their capacities. The local administrations are lacking knowledge, tools and resources to face problems in their local territories: they are all facing common problems, such as citizens and visitors' bad behaviours, and thus need common tools to solve them. Thus PROMONT is giving to a selected group of local administrations/organisations which represents well the situation in several types of mountainous territories, an opportunity to share best practices, to improve know-how through the experiences and to test some tools created ad-hoc for their mountainous territory and their communities. This is an added value that they could never get acting alone. The transnational approach is also needed in order to maximize the scientific accuracy of the methodology to be used and of the tools to be used, taking into consideration data gathered from different areas with common characteristics. During the project, a number of innovative technological tools will be designed and developed. The scanning of the areas with ICT equipment (as drone-based special cameras) in order to clarify the dangers faced for the selected flora and fauna species, the involvement of all local stakeholders in all phases of the project, including decision making, the comparative analysis of the recorded data and the primary analysis in order to define the common characteristics to confront, are the main original approach elements. The activation of citizens and stakeholders will be accomplished with the series of local workshops and informative sessions that will inform them about the current state of biodiversity in the study areas. Moreover, the creation of GIS maps (open sources) in the study areas will provide information about (i) habitats (ii) human activities in the study areas. Finally, the proposed maps will also include digital databases of ecological and non-ecological parameters of the study areas and in the PLATEAU platform.

Expected Achievements (EN):

WP1 has the objectives of "setting the scene", defining the common playing field inside which the partnership will act. WP1 is very important because 1) it gives to the partnership the common knowledge that is the starting point (what is biodiversity, what are restoration actions, why it is important a community based approach) and 2) it gives the tools to prepare and implement the actions at local level through the local pilots. WP1 is led by IHU, a University that, thanks to the experience of its different departments, will be able to support the partnership with a 360 degrees knowledge (biology, local sustainable develpment, technologies etc). The partnership will be involved in the preparation of the common strategy, methodology and action plans, bringing the experiences from the field, bringing their local problems and local challenges that will then become the common starting points.Involvement of local stakeholders is key for success: trainings and workshops will be realised. The objective of the WP2, led by RDA, is to prepare and test locally the common methodology. To do that, the 6 pilot areas will firstly prepare their LAPs, involving the local stakeholders in a bottom-up approach, with the objective of creating a positive atmosphere of collaboration between stakeholders (decision makers, citizens, organisations, businesses). Then, they will implement the action, contantly monitoring the improvements and evaluate the final results. Equal opportunities and non discriminations actions will be taken into account: in the organisation of workshops open to all the members of the communities (also different religions, origins, etc) that can even enrich the multicultural dialogue and find solutions coming from non-european cultures. Additionally, accessibility will be considered when choosing the places for local meetings and workshops and in particular for the choice of the local pilot site. The objective of this WP is to enhance the potetial replicability of the practices and tools realised in PROMONT. The tools realised in WP1 and tested in WP2 are targeting decision makers of rural areas, thus the transferring and capitalisation has an enormous potential in IPA ADRION. Led by AIE - a network with a multiannual experience in capitalisation- we will organise 6 transferring workshops in the areas of the pilots (one per area). We will participate in international events (at least 2) in order to disseminate the policy recommendations that we will produce. We will set up a strong link with international networks (i.e. Euromontana) to capitalise the results and our recommendations for policy makers. The scientific partners will prepare at least 1 scientific paper to disseminate in scientific events. Pieriki and IHU will host the project's final conference where the final results will be disseminated.

Interreg MED: EMbleMatiC (EN) | Emblematic Mediterranean Mountains projects and iniative tested a more responsible and sustainable tourism development model by creating eco-itineraries. Located in their hinterland coastal areas, these eco-itineraries contribute to geographically rebalance the visitors flows, to extend the seasonality, to reduce environmental impact whilst generating economical return for these low-density areas. The PROMONT project will adapt in detail the tools of the EMbleMatiC project and initiative. (EN), UNWTO: Tourism’s Potential for Mountain Ecosystems and Communities (EN) | According to the specific UNWTO initiative, if managed sustainably, mountain tourism has the potential to boost the incomes of local communities and help preserve their natural resources and culture. And, according to FAO, UNWTO and MP, measuring the volume of visitors to mountains represents the first vital step towards unlocking the potential of the sector. As such PROMONT implements activities aiming to the specific initiative's scope.
Through this initiative's report, FAO, UNWTO and MP highlight the importance of collective efforts, involving public and private stakeholders from across the value chain, to improve data collection, standardization and delivery to gain a more comprehensive assessment of mountain tourism in terms of volumes and impacts, so that it can be better understood and developed to align with the Sustainable Development Goals. Project PROMONT in full involves the local communities across all the value chain of the involved pilots. (EN), UNWTO: Mountain tourism – Towards a more sustainable path (EN) | This initative study highlights the important role that tourism can play in valuing the natural and spiritual heritage of mountains, and the cultural diversity and traditional practices of mountain peoples. Particularly when linked to nature and rural tourism, mountain tourism can make a valuable contribution to promoting sustainable food systems and adding value to local products.
All the aforemntioned are working in full synergy with the PROMONT project concept. (EN), UNEP: Fragile mountain ecosystems on the mend around the world (EN) | According to the UNEP's initiative mountain ecosystems are hugely diverse, holding many plants and animals uniquely adapted to harsh conditions. They supply much of humanity with freshwater. But mountain areas are being hit hard by climate change and unsustainable development, ramping up risks for people and nature. These are the problmes that our project would like to tackle and is aiming ay.
Mountains are a focus of the United Nations Decade on Ecosystem Restoration, a global push to reinvigorate degraded landscapes. (EN), EC: Nature restoration law (EN) | The European Commission’s proposal for a Nature Restoration Law is the first continent-wide, comprehensive law of its kind. It is a key element of the EU Biodiversity Strategy, which calls for binding targets to restore degraded ecosystems, in particular those with the most potential to capture and store carbon and to prevent and reduce the impact of natural disasters.
Europe’s nature is in alarming decline, with more than 80% of habitats in poor condition. Restoring wetlands, rivers, forests, grasslands, marine ecosystems, and the species they host will help:
-increase biodiversity
-secure the things nature does for free, like cleaning our water and air, pollinating crops, and protecting us from floods
-limit global warming to 1.5°C
-build up Europe’s resilience and strategic autonomy, preventing natural disasters and reducing risks to food security.
the PROMONT will draft action plans, including possible restoration actions, and the partners will also be required to monitor and report on their progress. This process is coming in accrodance to the restoration law of the EC. (EN), UN convention on biological diversity (EN) | Signed by 150 government leaders at the 1992 Rio Earth Summit, the Convention on Biological Diversity is dedicated to promoting sustainable development. Conceived as a practical tool for translating the principles of Agenda 21 into reality. Contribution to wider strategies and policies:

EUStrategyAdriaticIonianRegion PROMONT can directly contribute to the EUSAIR pillar 3:ENvironmental quality. In particular "To contribute to the goal of the EU Biodiversity Strategy to halt the loss of biodiversity and the degradation of ecosystem services in the EU by 2020, and restore them in so far as feasible, by addressing threats to marine and terrestrial biodiversity".
The PROMONT project contributes to the implementation of the EUSAIR since it covers all the objectives:
1. Supporting the integration of the Western Balkans, with the participation of three IPA partners from this area;
2. Providing political and financial support to foster good neighbourly relations in the region, by providing finance via the ADRION programme and by creating common political strategic documents for adaptation.
3. Supporting regional cooperation, to boost economic development, improve connectivity, and enhance security, by the exchange actions, the common tools, the common analysis, the common action plan and strategy.
4. Promoting shared values and the unity in diversity of the rich cultural heritage of the macro-region, by confronting the ADRION mountainous areas as an integrated region of common preservation shared values.
5. Supporting the development of sustainable tourism and its ecosystems in one of Europe’s most popular destinations, by taking into consideration the damage created by the over-tourism in protected mountainous areas and by creating the environment for regeneration towards a more sustainable integration of tourism activitis and protected ecosystems.
EuropeanGreenDeal The PROMONT project is focusing on creating a sustainable model for fragile mountainous areas, being in complete accordance with the European Green Deal which is the EU’s main new growth strategy to transition the EU economy to a sustainable economic model.
The project speaks about regeneration, initally of six areas, but via the capitalisation process to all similar Adriatic/Ionian areas. As such and in parallel to the European Green Deal it presents a transformational opportunity and a commitment of all involved local actors to remake the local economic model, aiming at achieving climate neutrality by 2050, bringing to a cleaner environment, more affordable energy, smarter transport, new jobs and an overall better quality of life.
Other Biodiversity Strategy 2030: which will define National Plans for biodiversity protection and enhancment. Our project can potentially contribute in the preparation phase of the national plans, bringing the experience during consultations about the pilot areas, the data of the scientific publications, the methodologies, and also contributing with Policy recommendations targeting national bodies.
Other EUSALP - in particular in the thematic policy area "environment and energy" . It can concretely contribute to the AG6 "To preserve and valorise natural resources, including water and cultural resources" and AG7 "To develop ecological connectivity in the whole EUSALP territory". The Italian and slovenian partners could in particular contribute as they are in the Regions of the EUSALP.
