Description (EN):

The IPA ADRION area, due to the large variety of forests-based activities present, has been developing a strong tradition of furniture and furniture-related production. Nevertheless, the regions show differences in approaches and development and this lead also to different usage of local wood, post-production waste and post-consumer waste. SMEs, despite the different sizes and capabilities, are facing similar challenges to take on a greener and more sustainable approach within their production to meet EU strategies and guidelines and consumers too are asked to pay more and more attention to circularity and sustainability while purchasing products. The FULAR projects would like to tackle this challenge with the adoption of a transversal series of actions aiming at boosting circularity and uptaking of new solutions within the sector. The consortium, involving partners and associated partners from IPA and ERDF countries covering the quadruple helix, is set to find concrete ways to foster sustainability at a cost-effective level. Universities and research institutes, together with sectoral cluster organisations, development agencies, institutes of entrepreneurship development, competence centres from Greece, Italy, Albania, Bosnia and Herzegovina, Serbia, Slovenia and Croatia as part of the FULAR consortium will jointly work to implement tools that can be directly used targeting SMEs, academic networks, policy makers, consumers together with other relevant stakeholders. The transnational approach aims at fostering collaborations between the variety of actors and networks involved thus developing joint solutions that are relevant for the whole Programme area and that could be also transferred beyond the project’s regions. The planned actions foresee the involvement of the partners in the whole project implementation following a detailed result-oriented work plan. Starting from a specific study focused on how SMEs and consumers consider the importance of the implementation of circular approaches, together with an in-depth analysis of the best practices within the region involved, FULAR project will collect information regarding the overall perception concerning green transition and circularity in the IPA Adrion area. Moreover, thanks to the individuation of some of the best material solutions for sustainable furniture production (considering wood from local sources as raw material, secondary raw materials coming from post-production phase, and, finally, post-consumers materials), as well as, the identification of the most innovative and cost-effective technologies, FULAR will have reached a general framework for the application of the knowledge gathered into furniture production processes. To do so, a circular design contest and three material engineering international workshops will be organised to find innovative design projects for the application of circular models to furniture sector. The winning projects will be then prototyped and tested to demonstrate the feasibility of the application of the innovative circular solutions. Special attention will be dedicated to capitalisation of results with the adoption of a Beyond FULAR: dissemination and transferability plan. The projects results are targeted to a variety of actors, such as SMEs, Experts, Local-Regional-National Public Authorities, Academic Institutions, Professional Schools, Business Support Organisation, Sectoral Agencies and other relevant stakeholders. In conclusion, the FULAR project aims at fostering sustainability and circularity in the furniture sector of the IPA ADRION programme area ensuring positive effects on various horizontal principles such as DNSH and providing concrete joint solutions to tackle the circularity challenges of the sector supporting a greener economy development in the Adriatic Ionian region. The variety of actors involved in the consortium, together with the research and on field piloting actions planned, the concrete results FULAR aims at delivering together with the networks it aims to reach are all elements that will enhance new paths towards furniture circularity.

Expected Achievements (EN):

Project partners will use joint methodology, which enables transnational comparison of the forest-based industries’ and consumers’ performances with the reference to the sustainability and circular economy concepts. The activities will enable FULAR partners to identify also the best cases SMEs that already implemented circular economy models to their production processes. The activities will lead to a clear picture of the state of the art of furniture companies in the Adriatic Ionian area as regards circular economy models’ implementation. The information collected will be used by the partners to develop a joint strategy with common goals and actions towards the enhancement of sustainable and circular solutions for the furniture sector Lead partner of the WP will be WIC. WP 2 will focus on the individuation of practical solutions based on the scientific studies regarding circular materials and innovative technologies and techniques introduced among the transnational forest-based industries. The specific studies and research activities conducted by the partners will lead to the production of a manual resuming strategic guidelines for the specific case of the furniture companies. The document will be shared with the sectoral actors of the Adriatic Ionian area and it will be aimed at summarising strategic information which could be helpful for the SMEs to start implementing circular economy models into their production processes. The information collected in the manual will be used as terms of references for the activities of WP3, in particular for pilot actions. The WP leader will be PREDA. The specific objective of WP3 is to demonstrate to the companies inside and outside the Programme Area the feasibility of greener items with the use of the materials and techniques identified during the project. CLUSTER ARREDO will be the lead partner of this specific WP. To do so, the International Awards: green challenge for designers will be organised to involve students and designers in the preparation of eco-design project proposals starting from scientific results collected in WP2. The winning projects will be further developed during the Materials Engineering International Workshops, where 3 of the winning projects will be selected to be prototyped. The main aim of the project is to spread innovative and sustainable circular business models in the furniture industry with the focus on SMEs and to equip furniture employees with relevant skills related to circularity, while promoting synergies and cooperation among business, universities research centres and other relevant stakeholders oprating in the furniture sector.

The two projects share a similar vision and similar focus, though involving different regions and type of partners and of actions. The scientific and "on field" results developed within each of the projects are naturally beneficial to the other and a successful transfer of knowledge between the two projects is predictable and will have a positive impact on results. The SAWYER project developed various actions that can be useful for the FULAR project development, such as: understanding which are the current status and trends in the Furniture sector of circular economy legislative & voluntary instruments, defining future possible sector scenarios for 2030 due to circularity drivers and levers and mapping circular economy initiatives in the EU, which have been already implemented and demonstrated of being able to support the industry circularity. The focus on circular and sustainable oriented legislations and instruments and the mapping of initiatives in the EU on the topic can be a great starting point for the FULAR consortium to develop its actions within the EU policy framework.

RE-CENTRE is an EUROCLUSTERS project that supports SMEs from the three sectors involved (traditional furniture and living sector, IT sector, and green/circular economy sector) in the development of innovation projects and new business models to become more competitive and resilient trough collaboration.

The general objective of one of the RE-CENTRE open call is to financially support small cross sectorial partnerships creating/adopting new collaboration models that include digital and/or greening innovations and/or technologies. In addition to that, the project is developing communications activities directed to SMEs on sustainable materials such as the "New materials for the furniture sector" workshop to be held in july 2023. WIC and CLUSTER ARREDO actively participates in round-table discussion with two of the partners of this project as part of the EFIC Cluster of Clusters. The knowledge gained by the RE-CENTRE project and the small cross sectoral partnerships created thanks to the open calls are clearly relevant for the FULAR project, despite being the approach of the two projects quite different as RE-CENTRE is focused on specific SMEs support and the consortium is cluster-based, while FULAR involves a miscellaneousness of actors thus leading to diversify actions. Starting from the need to foster the thematic link between Circular Economy and BioEconomy, both having for example, food waste, biomass and bio-based products areas of intervention, the project "Adrion Master On Circular Economy and BioEconomy (AMOCEAB)" aims to raise specific competences in these fields, through the establishment of a Transnational Network, an a Master's Degree Programme in the ADRION Area. Likewise the FULAR project, AMOCEAB project involves high research institutions and business supports centres in the ADRION Area. The projects support the creation of a Master On Circular Economy and Bio Economy and aims at developing solutions that can be spilled over in the FULAR project.
One of the partners of the AMOCEAB project is the Agricultural University of Tirana, which works in strict synergy with FULAR partner WICA thus facilitating transfer of knowledge and possible joint dissemination to transfer results to levels that goes from Universities to SMEs, policy makers, consumers and the public. The REC-N-COMP project, focusing on recycling and composite material and exploring technologies in extra-EU contries such as USA, Singapore and Japan adopts a cross-sectoral approach involving partners from Textile, Furniture and Automotive sectors.
NEXT TECHNOLOGY TECNOTESSILE (AP) is lead partner of the consortium and CLUSTER ARREDO, who is a partner in the project, is WP leader of Communication WP and will involve the networks developed within this project to spread FULAR results also to other sectors such us the textile one who is strictly linked to furniture and upholstery. Both projects aim at boosting sustainaibility taking concrete actions to involve SMEs and international stakeholders. KATCH_e brings together 11 partners from four EU countries to address the challenge of reinforcing the skills and competences in the field of product-service development for the circular economy and sustainability in the construction and furniture sectors.

KATCH_e involved partners from Portugal, Spain, Denmark and Austria focused on training and reinforcing skills in Circular Economy and Sustainability for the construction and furniture sector. The project outcomes, such as the KATCH_e e-book developed on basic knowledge, business approach, product and product-service system design, assessment and communication in circular economy with a life cycle perspective could provide inputs to the partnership while developing project activities. In addition to that, the networks created in the KATCH_e project can be active receivers of FULAR main results and can be involved during the workshops in WP3. (EN)

EUStrategyAdriaticIonianRegion The EU Strategy for the Adriatic and Ionian Region (EUSAIR) is the strategy adopted in 2014 to strengthen cooperation on common challenges among the countries of the Adriatic Ionian area. More specifically, FULAR will answer to the Pillar three of the EUSAIR Action Plan, which is “Environmental Quality''. Through the enhancement of the level of awareness of the circular economy importance among the main furniture stakeholders and consumers and the dissemination of the good practices individuated during the project, FULAR will support EUSAIR initiatives for the development of a more sustainable Adriatic Ionian Region by encouraging SMEs to introduce circular economy solutions to make greener their production processes. Through project activities, FULAR will promote more sustainable approaches for the Adriatic Ionian furniture industries which will have, as a consequence, a better environmental management and preservation.
Moreover, FULAR will answer to the cross-cutting issues of EUSAIR, concerning capacity building, research and innovation, and SME development. Through the project activities and the specific structure given to the partnership, FULAR will support capacity building and research innovation. More specifically, the active scouting phase aimed at finding new alternative materials solutions to use for furniture production will enhance the actual knowledge on this topic. Furthermore, the practical application of the alternative materials and the assembly techniques individuated to foster circular economy in the sector will allow to showcase to SMEs a real application of the scientific results collected inspiring companies development towards a circular approach.
EuropeanGreenDeal The European Green Deal is the Commission’s strategy to implement the sustainable development goals set in the UN 2030 Agenda and actively promote green and digital transition among Europe. FULAR will support the Green Deal pillar “Mobilising industry for a clean and circular economy”; more precisely, through the specific activities foreseen in the project, FULAR is aimed at enhancing the circular economy among the furniture sector, promoting new sustainable solutions and good practices implementation among the companies.
FULAR gives special attention to the Circular Economy Action Plan, planned to be implemented in the European Green Deal. CEAP foresees a set of initiatives along the entire life cycle of the product, targeting products’ designing processes, encouraging sustainable consumption, and promoting efficient waste management.
The FULAR project will follow the CEAP initiative of “designing sustainable products”, set to make products fit for a climate-neutral, resource-efficient and circular economy. More precisely, FULAR will provide concrete solutions for new or alternative sustainable materials’ introduction in the product design phase of the furniture sector and will encourage furniture companies to implement circular good practices in internal production processes to ensure high-quality recycling of life-ended products or the more durable product production.
In line with the leading principles of the Circular Economy Action Plan, FULAR activities will also foresee the individuation of common solutions for the furniture sector through the direct involvement of the stakeholders and consumers. Using inputs from the main actors of the sector, a common roadmap based on real information will be set to find common solutions to the main challenges furniture industry incur in making a circular economy transition.
Other UN 2023 Agenda
The UN 2030 Agenda is the Action Plan adopted by the United Nation Members in 2015 to promote prosperity among countries while protecting the environment. At its heart there are 17 Sustainable Development Goals (SDGs) aimed at reaching the Agenda’s goals.
FULAR project delivers the 12° SDG: “Ensure sustainable consumption and production patterns”. More specifically, the FULAR project refers to specific targets 12.5 “By 2030, substantially reduce waste generation through prevention, reduction, recycling and reuse”. The aim of the FULAR project is, actually, enhancing the transition towards a circular economy among furniture SMEs, by providing good practices and common solutions to the main challenges which obstacles the companies’ transition. Furthermore, FULAR will conduct a study in relation to the most cost-effective technologies and techniques related to the enhancement of the furniture producton’s sustainability. Using this approach, on one hand, FULAR will encourage internal waste reduction and the use of resources’ optimisation. On the other hand, FULAR will encourage companies in using assembly techniques which allow easy-disassembled items, in a view of recycling and reuse of its parts.
Moreover, through the scientific studies that will be conducted on the wood raw materials, the post- industrial materials, and the end-life furniture components to find the best way to use or reuse them into furniture production, the FULAR project will follow the specific target 2.A of the 12° SDG: “Support developing countries to strengthen their scientific and technological capacity to move towards more sustainable patterns of consumption and production”.
Other Green Agenda for the Western Balkans
The Green Agenda for the Western Balkans is the new strategy for the Western Balkans endorsed in 2020 aimed at supporting the industries’ transition of the area from a traditional economic model to a sustainable economy, in line with the European Green Deal. FULAR will contribute mainly to pillar two of the Agenda: “Circular Economy”, contributing to the specific object of “Resources, Production and Innovation”. Through the analysis of the raw, post industrial and end-life materials, FULAR will individuate possible new uses of alternative materials in the furniture sector, following the Agenda indication. Furthermore, through the scouting process related to the best cost-effective technologies and techniques to introduce to make a circular economy transition in the furniture sector, FULAR will also contribute to the Agenda indication under the same specific objective to promote “innovative and more efficient ways of producing and consuming”. Moreover, through the real use of the materials in prototyping phase in implementing the selected eco-design projects, FULAR will also take measure that, as establisched bt the strategy “address the entire life cycle of products, from design and manufacturing to consumption, repair, reuse, recycling, and bringing resources back into the economy”.

Beautiful are the places, practices, and experiences that are:
1. Enriching, inspired by art and culture, responding to needs beyond functionality.
2. Sustainable, in harmony with nature, the environment, and our planet.
3. Inclusive, encouraging a dialogue across cultures, disciplines, genders and ages.
The FULAR project addresses all three experiences with specific focus on the second one.
Other The FULAR project aligns with Greece's National Circular Economy Action Plan (NAPCE), which aims to transform the country's economy into a circular model. FULAR's focus on circularity in the furniture sector contributes to the objectives of this plan by promoting sustainable production practices, resource efficiency, and waste reduction.
As far as Italian national strategies are concerned, FULAR aligns with Italy's National Strategy for Sustainable Development, which includes goals related to circular economy and sustainable consumption and production. The project's emphasis on circularity in the furniture sector supports Italy's efforts to promote sustainable manufacturing practices, reduce environmental impact, and enhance resource efficiency.
For Albania, FULAR contributes to Albania's National Strategy for Development and Integration, which emphasizes sustainable economic growth and environmental protection. By promoting circular economy principles and sustainable approaches in the furniture sector, FULAR supports Albania's goals of green development and resource conservation. Moreover, FULAR aligns with Bosnia and Herzegovina's Strategy for Sustainable Development, which includes objectives related to sustainable production and consumption and supports Serbia's National Circular Economy Strategy, which aims to transition the country towards a more sustainable and resource-efficient economy.
The project also aligns with Slovenia's National Waste Management Plan, which emphasizes the importance of waste prevention, recycling, and resource efficiency and contributes as well to Croatia's National Waste Management Plan, which focuses on waste prevention, resource efficiency, and circular economy principles. The project's activities, such as developing circular design solutions and implementing pilot actions, align with Croatia's objectives of promoting sustainable waste management practices and circularity in the furniture sector.
