Description (EN):

CAROUSEL project creates a "Marketplace of up-cycled products" by piloting approaches and solutions that increase the level of circular lifestyles in small villages and leads to behavioral changes of citizens, enterprises and local public authorities. This is the proposed response to a common challenge of the Adrion area where towns and villages are resource-intensive consumption centres that need a transition to circularity as a green solution. By now for Local Authorities, circularity is still a weakly applied concept and circular models only remain a niche of possible solutions. For SMEs, uncertain financing of circular business models that are not necessarily oriented towards growth is one reason for not investing, and consequently consumers lack an easily accessible offer of alternative and innovative forms of consumption. On the other hand, citizens are already open to Circular Economy sustainable measures that benefit the environment and sustain the quality of life. Challenges on this scale need to be addressed transnationally and beyond the borders. CAROUSEL realizes: - a Transnational Action Plan adopted by a transnational community; - the CAROUSEL MarketPlace running both online and offline. The project works in 6 Countries by involving and addressing small villages (like small islands and small internal rural municipalities) and it reaches the whole ADRION area (and beyond) when the Marketplace is launched and fully operational. Through the creation of local circular ecosystems, CAROUSEL promotes and tests an advanced up-cycling process. The marketplace, as a whole, is designed and built by “tracking” all the phases of such process: i) incoming material (provided by the involved municipalities) ii) upcycling process (undertaken by the involved companies and designers) iii) marketing phase (supported by the influencers and performed through the Marketplace itself) iv) sales (addressed to the general public and to the public sector, for achieving green public procurement objectives). For each product the platform gives evidence of the “CERTIFIED” upcycling process (through a “representation of the traceability” of the upcycled resource, by closing the “circle”). Strong cooperation and jointly developed strategies bring these solutions in the Adrion region. The novelty stays in the creation of a community involving all the relevant actors of the "circle", acting on the CAROUSEL MarketPlace as providers of the resource (Local authorities), transformers (creative designers and innovative manufacturers, SME), influencers and facilitators (intermediates), buyers/consumers (either private or public).

Actual Achievements (EN):

CAROUSEL project started on august 1, 2024 and concluded its first semester on 28 february 2025. The partnership is fully engaged and the activities are proceeding according to the timeplan, with only minor delays and deviations. The partners took part in the kick off meeting online (October 2) and in presence in Gerace (November 12-14). The administrative tasks are accomplished, the FLC are appointed, the obligatory tasks for management are done. Regular contacts with project officers are taking place, as well as revision of AF. PP and LP participated in the events, in presence and online, organised by the program. WP1: the activities are proceeding, the ACT 1.1, 1.2 and 1.3 have started. D111 in draft as been prepared with the collaboration of all PPs. A comprehensive document has been realised, in draft for S1 and definitive in S2. ACT 1.2 The partners involved in pilot projects are getting familiar and confortable with the concepts of the project (mainly, upcycling) and are starting to explore the in their local realities who can be the potential actors to involve, and the potential materials to be elaborated. the work on the training schemes for partners is set up, to be delivered in S2. ACT 1.3 to start the concept of TAP is also started with dialogues among PPs. WP2: even though the activities are officially starting in S2, some action at local level is taking place: PP are exploring the main actors to involve, the materials to focus on, the extension of the territory to involve. PP2 has started to explore which is the best solution for the online platform. WP3: D331 and D332 are finalised, and set up the plans and strategies for communication. The IPA ADRION website is in place and the social networks as well, linked to the website. A communication team is set up and keep exchanging on regular basis, as well as producing contents and materials for the social networks and the website.

Right to Repair Europe - Campaign (EN) | Right to Repair is an EU-wide campaign. It consists of several European organisations representing repair initiatives, social economy actors, self-repair and all citizens who want to stand up for their right to repair. The campaign advocates for a universal right to repair and ambitious policies to achieve it. Repair is an integral part of a functioning circular economy and is actively addressed in our project through pilots in order to use products longer and conserve resources.
“Product as service” is a marketplace circular product within our project and will ensure the demands (e.g. "We demand access to repair information and spare parts for all - not only for professionals") are included in our activities.

(EN), From Niche to Centre – City Centres as Places of Circular Lifestyles (NiCE)

(EN) | Currently, the online trade is growing, which increasingly shifts consumption from stationary trade to the digitalised sphere. In contrast, alternative and sustainable consumption models leading to more circularity and sufficiency increase. However, due to the current framework conditions these models usually only remain in their niche and are only seen by "interested parties" at most. NiCE project brings these two challenges together: a transformation of central places in cities that make it easy for their inhabitants to implement sustainable lifestyles and at the same time to (re)animate centres in a more circular way.
Consumers lack a central and easily accessible offer of alternative forms of consumption (as are Carousel “online and offline circular marketplace” etc.). CAROUSEL project can use experience in various practical approaches in different settings that consciously strengthen the new forms of consumption based on services and offers of circular economy, make them visible in urban centres (i.e. multifunctional resource centre) and bring all relevant actors together. PP7 (ZRS BISTRA PTUJ) is a partner and will ensures the exchanges.

(EN), CIRCLE - Circular Innovation and Resilient City Labs in the Adrion Region

(EN) | Promotion of circular economy (from cradle to cradle,instead of linear model from cradle to grave) is foundation of effective models of good waste management/recycling as well as for creation of new green businesses/jobs.
CIRCLE, therefore, aims at increasing and spread knowledge on practical viability of circular economy principles, through a collaborative approach involving innovation producers business actors, administrative and financial organisms as well as civil society within urban areas, where biggest amount of waste is produced but also places where innovative models can be implemented.
CAROUSEL intents to go a step further and proposes the real realization of a feasible solution for private and public actors involved (and beyond).
(EN), Enterprise Europe Network in Macedonia (EENOMA)

(EN) | As part of the Enterprise Europe Network, MIR has been responsible for managing the innovation and technology transfer activities since 2008. It provided advisory and partnering services to numerous SME clients, with circular economy being one of the key focus areas. Within the national consortium, MIR is responsible for cluster collaboration, design and delivery of digitalisation and circularity-related services, including circularity roadmaps, assessment, audits, workshops and online courses on these topics. Existing practices in innovation and technology transfer as well as the close ties with all innovation & green economy players nationally and regionally will be highly relevant too. The good practice of MIR, ‘3CS methodology – Connect, communicate and collaborate’ for mapping, analysing and organising stakeholders’ cooperation will be further utilised for the benefit of CAROUSEL project, whereas the established links within the ecosystem, including public and private stakeholders will facilitate the dissemination and transferability of the project results.
(EN), POLICY ANSWERS - R&I Policy making, implementation and support in the Western Balkans

(EN) | Two partners, MIR and IMP, are implementing POLICY ANSWERS project that aims to monitor and support policy coordination between the European Union and the Western Balkans, to support the Western Balkans for successful participation in regional and multilateral research and innovation activities, as well as to promote regional cooperation for R&D and to provide support for networking and access to information and excellence. MIR is in particular responsible for carrying out analytical activities such as mapping relevant institutions, programs, initiatives, needs and common priorities in the Western Balkans; monitoring of the implementation of the Agenda for the Western Balkans, including the green agenda, and the progress achieved in connection with the integration in the ERA; providing strategically informed recommendations for policy and agenda making. MIR also contributes to the building capacities and implementing pilot actions in all countries of the Western Balkans to contribute to strengthen their innovation ecosystems, as well as in creating and delivering informed policy recommendations to decision makers in the region addressing key European Union priorities such as (1) digitalisation, (2) green economy and (3) health, and their reconciliation. All these represent both a solid basis and dissemination platform for the CAROUSEL project and its outcomes. All relevant information can be widely distributed through the POLICY ANSWERS’ information centre and web platform as well as use the findings in the overall policy-making process.

EUStrategyAdriaticIonianRegion Pillar III:Promoting Climate Change Adaptation And Disaster Risk Prevention - Improving waste management practises is a priority in the region. By implementing innovative waste management solutions, promoting recycling and circular economy principles, and raising awareness of responsible waste management, the Adriatic-Ionian region can significantly reduce waste and protect the overall health of the marine and coastal environment.
Pillar I: Blue growth emerging/promising sectors fostering development and sustainability: issues concerning the development of the sustainable blue economy, green and digital transition as well as smart specialization and circular economy
The pilots tested in the project offer new approaches for alternative and sustainable business models. These support smart, sustainable and inclusive development in the region and offer new options for strengthening SMEs (upcycling companies, manufacturing companies, market influencers). By processing the expert evaluation of the pilots, numerous actors can benefit from the experiences of the project and more easily finance and implement their own ideas. The project also promotes the democratisation of and participation in cooperation processes involving various forms of engagement. This leads to a change in the roles and responsibilities of actors and socio-economic structures in local communities. Facilitating circulation between research and business communities and increasing their networking and clustering capacity is an integral part of the EUSAIR.
EuropeanGreenDeal The project directly addresses fundamental objectives of the EU Green Deal: Together with the PPs, viable, sustainable and resilient business concepts are being developed, which at the same time offer the opportunity for new employment relationships and the learning of new skills. Through the participation of the PPs from different countries, different circumstances and local needs can be taken into account.
In particular, the objectives of the Circular Economy Action Plan are addressed. The alternative business models tested through the pilots (e.g. up-cycled products second life; circular product as service: circular renting, old-for-new; circular services – consultation, design, production capacities for upcycling etc.) promote long use and advanced reuse i.e. upcycled products as well as access to circular shopping services and circular maintenance. Thus, the models also pay off in terms of improved resource efficiency. Through the expertly monitoring and evaluation of the pilots, statements can then be made about their use, financial viability and structural sustainability. Overall, with this approach, the project promotes a climate-neutral and circular economy that remains competitive through the new concepts.
By establishing the pilots in small municipalities and offer a dialogue, the citizens (as consumers) are actively involved in the change mindset, behaviour and the development of new consuming and doing business. The project has an impact on the shaping of our future lifestyles and the design of our municipalities. The implementation of the pilots offers an initial experiment with the aim of adopting these approaches in other places.
Other The CAROUSEL project is highly relevant for the Green Agenda for the Western Balkans, with a main aim to achieve carbon neutrality by 2050 and align the region with the European Green Deal’s key elements. The Agenda, adopted in 2020, includes Circular Economy as one of its core priority areas. In this pillar the Agenda strives for supporting the transition to a fully circular economy with the EU supporting Western Balkan partners, among others, in developing strategies to improve the sustainability of raw material production, preventing, reducing, recycling and managing waste looking at the entire lifecycle of products. The envisaged community building, co-creation of action/sustainability/transferability plans, accompanied with the good practices from the pilots, the CAROUSEL will contribute to achieving the goals of the Green Agenda for WB.
Other The project outcomes are of important relevance and will contribute to the objectives of the latest National Plan for Waste Management of N. Macedonia (2021-2031). The Plan envisages a number of measures to support the country’s transition towards circularity, both concerning private and public sectors. Relevant sectors, priorities for re-use, recycling and upcycling have been identified, accompanied with a well developed communication plan for raising awareness aimed towards different target groups, all being relevant target audiences for the CAROUSEL project.
Other It is important to note that in the Republic of Serbia, there are still no adopted laws specifically related to the circular economy. Still, there are existing laws and regulations that support principles of sustainability and environmental protection, which may have an side impact on the development of the circular economy in Republic of Serbia: Law on Amendments to the Law on Waste Management (2023), Law on Packaging and Packaging Waste (2009.), Law on Environmental Protection (2019), Law on the use of renewable energy sources (2023), National Sustainable Development Strategy (2021-2030). Related to the circular economy there are Circular Economy Development Programme (2022-2024) promotes Serbia's transition to a greener economy. It focuses on improving production efficiency, developing local roadmaps, fostering collaboration, integrating circular economy concepts into education, and promoting sustainability as well as The Roadmap for Circular Economy in Serbia, (2020) kind of basic document that initiated dialogue among decision-makers, industry, academia, and civil society. It outlines future steps and timelines using digital tools in circular economy.
Other In Italy, the project contributes to the achievement of the future objectives of the "National Strategy for the Circular economy" approved in June 2022. It is a document which individuates the activities, objectives and measures to pursue in the definition of institutional policies for assuring a real transition towards circular-type economy.

Other In Greece, the project contributes to the achievement of the National Action Plan on Circular Economy (NAPCE) objectives, which was developed as Greece’s response to the EU Action Plan for the Circular Economy.

The Project is aligned with Greece’s National Waste Management Plan (NWMP) and its accompanying National Strategic Plan for Waste Prevention (NSPWP) which have horizon 2030, taking into account the EU Circular Economy legislative package. These two plans set the policy directions on waste management at the national level. They also provide general guidelines, by indicating the appropriate measures and actions to achieve the targets set in the new Waste Framework Law 4819/2021 (enforcing the EU Waste Framework Directive and its amendments). 13 Regional Waste Management Plans (RWMPs) have also been drafted (one for each Region) and ratified. Local management plans (municipality level) were also assessed in the context of drafting RWMPs.
So while the regulatory framework for circular economy in Greece comprises several pieces of legislation that are based on EU Law, it isevident that additional effort is needed in order to lay the foundations for the full implementation of the circular economy principles, a resource management concept that moves beyond the traditional waste management practices such as focusing on waste prevention, re-use and up-cycling; and this is precisely what the Project intends to do.

Montenegro’s accession negotiations should be seen in this light, i.e. it should be borne in mind that fulfilling the negotiation goals at the same time means honouring the commitments under the 2030 Agenda and SDGs.Within the framework of precession talks with the EU, Montenegro opened Chapter 27 – Environment and climate change, the key chapter in terms of environmental management, which deals with the topics that are critical for the 2030 Agenda and the SDGs. In this sense, CAROUSEL project is fully in the line with to the objectives of key strategic development from the Declaration on the Ecological State of Montenegro and linked to the National Strategy for Sustainable development up to 2030, National circular transition strategies until 2030 with Action plan 2023-2024, to the Smart Specialization Strategy as well as it supports the fullfilment of various obligations under the SDGs, the Paris agreement, the Green Agenda for the Western Balkans etc.
Also, project will contribute to the achievement of the Roadmap towards the circular economy in Montenegro, or more conretely it will serve all elements of Montenegrin society: to improve the quality of life, to motivate those making important economic decisions to incorporate circular business models to improve the quality of their work, to broaden and increase the number of employment opportunities and to stimulate cultural evolution. Furthermore, its intention is to achieve systemic change. Thus, it will inspire a shift in the way of thinking and doing in terms of the use of resources, as well as to provoke decision makers to adopt a self-binding commitment - to adjust and act on the policies they propose in accordance with the principles of a circular economy, since Montenegro is at the beginning level in this field.Networking, exchange of know how and best practices will further improve adoptation of a circular economy in Montenegro.
