The port sector faces a growing dilemma of increasing obstacles and challenges in daily operations, e.g. increasing energy prices or uncertain logistics chains, but at the same time political pressure to transform their operations into greener, more sustainable and resilient ones. This pressure is highly policy-driven by introduction of new regulations determining the path for port development, especially the European Green Deal and IMO Fit for 55 legislations, setting up key targets for 2030 and 2050 such as a major reduction of GHG Emissions as of 55% by 2030 compared to 2015. Even though the consequences of not matching these goals are unsure, ports need to kickstart their green transition now to comply to them. In the programme area, majority of ports are classified as small and medium-sized ports (SMSPs), which actually face even higher obstacles for starting their green transition due to lower financial capacities, human resources and political support compared to big ports. Nevertheless, they are affected the same way by European environmental targets and legislations. Thus, it is necessary to support SMSPs in their green transition and decarbonisation in the South Baltic Area, hence, the overall project objective is formulated as follows: To improve knowledge and capacities for decarbonisation measures in small and medium-sized ports of the South Baltic Area by equipping them with two solutions until the end of 2026. Joint developing, testing and applying 2 solutions are at the heart of this project, allowing SMSPs to immediately react (Green Energy Harmonisation Toolbox for Small and Medium-Sized Ports) as well as act strategically (EU Regulation and Green Policy Compliance Roadmap of Green Transition for Small and Medium-Sized Ports) as response to the introduced challenge, which will be supported in showcasing hands-on pilots in SMSP areas (Port Electrification and Energy Twins). In this, the project will make great contribution in SMSPs green transition with solutions offering high potential for adaptability to other SMSPs in the SBA. Moreover, for sufficient green transition and decarbonisation in port areas, it is important to change to an ecosystem approach. SMSPs in the SBA are very much integrated into logistics chains with a lot of actors on local and regional level. Especially SMSPs are often closely located to cities underlining this approach. Port operations, networks, interactions and spillovers are not stopping at the port’s gate. They are highly connected hubs of goods, people, vehicles, data, information and so on. Thus, the project is understanding and supporting the mindset of seeing SMSPs as complex ecosystems. Considering the ecosystem approach, the cross-border approach is even boosted through cross-institutional or intermediary approach within the project consortium. However, a joint cross-border approach is important to overcome the common challenge SMSPs have to face. It does not only lead to more efficient solutions (e.g. financially or output-driven), but also increases awareness and adaptability for SMSPs outside the consortium. Lastly, SMSPs often find themselves in peripheral areas of the SBA, cross-border cooperation is at least able to break up isolation of mindset and improve innovation capacities among the partners and beyond. The project is a result of on-going work grounded in Connect2SmallPorts project as well as two Seed Money projects as follow-ups (DigiTechPort & DECADE2030). Thus, this project is able to utilise the digital solutions already developed and up-scale them for green transition and decarbonisation. As of today, digitalisation is not anymore the objective for SMSPs as interview and studies have exposed, it is rather a tool or method to actually achieve remarkable impact in efficient environmental and energy management for SMSPs. This is new way and approach within the INTERREG programme brought up by this project.
