The project Circular MuSe supports municipal utility companies & municipalities in the South Baltic area in applying circular economy approaches in their services for citizens. In this context, the specific goal is to increase resource efficiency by reducing their consumption of raw-materials and production of waste by re-using them within the supply chains of municipal services. The geographic focus is on both urban and rural areas. This shall be achieved in the following way: WP 2. Creating a “South Baltic Knowledge Hub on Circular Municipal Services” for cross-border capacity building & knowledge transfer: An international network & pool of circular economy experts from research & education institutions is created. It jointly explores & appraises available pre-work and best practices, and compiles an open comprehensive catalogue of case studies and available solutions, incl. “knowledge agents” for circular municipal services that can provide deeper information. On this basis and in dialogue with practitioners, the CE experts elaborate modular curricula for education & mentoring programmes for municipal utility companies and municipalities in smaller cities & rural areas. WP 3. Piloting new circular approaches to enrich the portfolio of available solutions: The pilots include either the elaboration of feasibility studies and the practical testing & evaluation of technical-organisational CE solutions in selected municipalities. They will focus on the re-use of raw materials within individual municipal services, re-use across sectoral municipal services, or the utilisation & processing of collected household or industrial waste for them. The pilot measures involve the development of new CE solutions or the adaption of existing circular solutions to the specific demands of municipal utility companies. Special attention will be paid to waste that occurs seasonal or periodically in the municipalities - sand from street sweepers after road maintainance (PL) and bottom sediment from rainwater basins (SE and DK - different approaches). The approaches & results are documented & added to the “South Baltic Knowledge Hub on Circular Municipal Services” (WP2). WP 4. Rolling-out support measures for circular municipal service provision: Based on the jointly elaborated curricula (WP2), education courses will be offered that provide municipal utility companies and municipal decision-makers with basic knowledge on CE approaches & existing solutions for increasing the resource efficiency of municipal services. They include (online) seminars and study trips to best practices. Furthermore, mentoring programmes are launched to guide & support municipal utility companies in the development & operationalisation of circular municipal services. The CE experts from the involved research & education institutions will act as trainers and mentors. Associations of municipalities or municipal utilities will support the organisation and promotion of the offers. Furthermore, arenas for further, direct cross-border exchange of practitioners’ & researchers on the subject are created. Based on a partnership that comprises research & education institutions, municipal umbrella organisations and municipal utilities, therefore, Circular MuSe will address the identified barriers for the deployment of circular approaches for municipal services that increases their resource efficiency in targeted ways and a comprehensive manner.
