Climate change is now very high on the agenda, but its effects can differ locally. The Baltic Sea Region faces increasingly severe climate-related issues, such as intensive precipitation, flood events, and strong storms, leading to spatial planning and water management challenges. Many previous projects aimed to improve local strategies for climate adaptation, resulting in a comprehensive toolkit of targeted planning and design solutions, such as more flood-resilient infrastructure. Despite this practical toolkit for climate adaptation, local communities' uptake of climate-related policies and addressing current hazards is still insufficient. DigiClimAct addresses the vulnerability of the South Baltic Area (SBA) to the impacts of climate change. Several barriers have been diagnosed, hindering the institutional and social capacity of climate adaptation, including insufficient resources, conflicting interests, or uncertainty about future benefits. These barriers lead to the still too low acceptability of climate adaptation measures among SB communities. Although we observe that the general awareness of climate change is growing, a comprehensive understanding of the local climate adaptation measures is still lacking. This is partly due to the reliance on traditional means of promotion, such as academic publications, websites, or handbooks, which are inaccessible to many stakeholders. More effective and innovative dissemination strategies are needed to empower individuals to take action and advocate for change. Regional and local authorities in SBA must engage all societal levels to facilitate a sustainable transition. Yet, they lack effective means for systematic bottom-up interaction with these entities, hindering their potential to bolster societal resilience, raise climate change awareness and promote sustainability. Digitisation presents a promising avenue for achieving this goal. The project aims to increase the institutional and societal capacity to adapt and improve preparedness by adopting a digitisation strategy, which will be piloted in three project areas in Poland, Lithuania and Sweden. By applying a cross-border approach, we want to jointly tackle the problem of insufficient innovation in action for climate adaptation. DigiClimAct initiates a new network of creative interaction by piloting various digital applications (VR, immersive and interactive applications) to communicate climate knowledge and impact scenarios. These immersive environments and engaging visualisations, aimed at bridging the gap between expert knowledge and stakeholders, are created for a variety of target users, with different gender, age, ethnicity and income. DigiClimAct also provides a cross-border digitisation roadmap as a wider approach for disseminating climate issues to civil society to improve climate adaptation measures' acceptability and build social resilience. Finally, it delivers a digital handbook promoting the democratic perspective in climate action, providing checkpoints for citizens on how to increase the accountability and transparency of the decision-making process in their region. The project partners have expertise in the core areas crucial to its implementation: academic knowledge of environmental policies, skills in innovative digital technologies, and long-term experience in social capacity building and promoting climate justice. Only by joining all these competencies and networks, is it possible to create an operational digital strategy for more effective communication of climate adaptation amongst different social groups. The project also involves extensive collaboration with local actors from different backgrounds. Leveraging the approach of co-creation and social inclusion, DigiClimAct significantly improves our understanding of how to develop effective and accessible digital tools with digital inclusion in mind. As a result, it elevates the digitalisation level across different sectors of the regional economy.
