Les îles méditerranéennes vont entamer leur transition vers la neutralité climatique grâce au projet CO2 Pacman. Atraver les résultats et les outils des précédents projets (BLUE DEAL, COMPOSE/COMPOSE Plus, FP7 CityZen), CO2 Pacman fournira les connaissances et les outils nécessaires pour les stratégies et de politiques intégrées pour relever le défi de l'atténuation du changement climatique et de l'adaptation à celui-ci ; à cette fin, il engagera les autorités publiques, les citoyens et les parties prenantes dans la co-création de scénarios pour la transition vers des îles climatiquement neutres. Les activités du projet seront présentées dans 3 îles: Brac (HR), Crète(EL), Elbe (IT). Le projet développera un cadre coopératif de planification intégrée et fournira une stratégie/un plan d'action conjoint intégrant des politiques et des stratégies d'atténuation du changement climatique et d'adaptation à celui-ci, qui pourront être reproduites dans les îles et les zones côtières. Le nouvel outil d'évaluation et de visualisation du CO2 Pacman sera perfectionné et utilisé pour évaluer les défis actuels (e.g. l'empreinte carbone et ses facteurs), puis pour identifier un ensemble de solutions multisectorielles (dans les domaines de l'énergie, des bâtiments, de la mobilité, de la gestion de l'eau et des déchets, du tourisme, de l'industrie), basées sur des approches écosystémiques, pour quantifier leurs effets en termes d'atténuation et de compensation de l'empreinte carbone pour l'objectif de neutralité climatique dans les îles. L'approche de coopération et de co-création ciblera les autorités publiques, les entreprises, les groupes d'intérêt et les citoyens pour soutenir l'innovation et le renforcement des capacités. Le passage à une société climatiquement neutre nécessite une transition culturelle: le projet intègre des informations scientifiques et techniques dans un nouveau système de communication capables d'aider à planifier la transition climatique pour les îles.

Description (EN):

Mediterranean islands will start their transition to climate neutrality thanks to the CO2 Pacman project. Building on outcomes and tools from the previous projects Interreg Med BLUE DEAL and COMPOSE Plus and the FP7 CityZen, CO2 Pacman will provide knowledge and tools to drive the implementation of integrated strategies and policies for the challenge of climate change mitigation and adaptation; with this purpose it will engage public authorities, citizens and stakeholders in co-creation of scenarios for the transition towards climate neutral islands. Project activities will be showcased in three target islands: Brac in Croatia, Crete in Greece and Elba in Italy. Based on results from testing, the project will develop an integrated cooperative planning framework and deliver a joint strategy/action plan embedding policies and strategies for climate change mitigation and adaptation to be potentially replicated in islands and coastal areas. The new CO2 Pacman assessment and visual tool will be developed to assess current challenges (i.e. Carbon Footprint and its drivers) and then to identify multi-sectoral solutions and to quantify their effects in terms of Carbon Footprint mitigation and compensation to achieve the goal of climate neutrality in the islands. These solutions, including ecosystem based approaches, will concern the sectors of energy, buildings, mobility, water and waste management, tourism, industry, etc. The cooperation and co-creation approach will target: public authorities (increasing their capacity in effective planning), enterprises, groups of interest and citizens to foster both transnational and local cooperation, support innovation and capacity building. The shift to a climate neutral society requires a cultural transition: the project integrates scientific and technical information in a new clear and fun communication and social engagement system, composed by new visual tools able to help plan climate neutrality transition roadmaps for islands.

Actual Achievements (EN):

CO2PACMAN project officially started on November 21st 2023. The Kick-Off Meeting was held on 20-22 March 2024 in Siena (Italy), and established the groundwork for project implementation, with discussions on roles, responsibilities, and timelines. Before that several informal online meetings were organized to prepare activities. The project management structure was presented and has been fully operational since the project kick-off meeting. The Project Management Team has been established by UNISI and includes representatives from all partner organizations, ensuring efficient coordination and communication. As LP, UNISI has continually assured the flow of communication between PPs ensuring the circulation of the relevant information concerning the contents of the project, as well as administrative and financial issues. Since the beginning, all project partners were engaged and actively contributed to the project development, except for RAUSK who withdrew from the Partnership after a few months. The CO2PACMAN Steering Committee decided to replace RAUSK, with all its budget, with the new Bosnian partner CENER21. For this reason, the procedure to modify the AF has been finalized in delay by the LP in accordance with the SC members and the JS and the signature of the contract process has been concluded in July 2024. The LP and the WP leaders coordinated the co-working activities of PPs. Online meetings were held to discuss progress, address issues, and ensure alignment across all work packages. A budget Redistribution among UNIFI and UNISI Partners has been performed and approved by the Steering Committee. UNIFI asked UNISI to take over the coordination role of the WP1. This decision was derived due to the change in composition of the UNIFI team, and the loss of the previous reference person and related expertise. While minor challenges have arisen, they have been effectively managed without significant impact on the timeline or budget. Clear instructions and guidelines were sent to PPs to allow PP delegates to provide their contribution, collect coherent information, and assemble final deliverables by WP leaders. Partner UNISI worked closely with Partner UNIFI to Activity 1.1 implementation- Preparing Pilot activities: CO2PACMAN tool assessment system. The 1.1 activity has been performed based on remote meetings and several co-working sessions. The deliverable D1.1 has been produced and definitively validated by the quality Board of the CO2PACMAN Project. Partner EPLO submitted the first draft of D.2.5- Development of communication and dissemination strategy, contributing to the project's overall understanding of the communication strategy. Managing the project’s dissemination and communication efforts, ensuring that the project’s progress and results were effectively shared with a broader audience. The project website has been also created and populated with news and information. Social Media channels (LinkedIn, Facebook, YouTube, and Instagram) have been activated and populated with information on the project's activities. A Podcast Show was launched and video interviews and video presentations of the partnership were created and produced by the LP and launched in the project social community to communicate about the project. Activity 1.2- Preparing pilot activities: cooperative planning has been started by Resel-TUC Partner, and will be finalized in the coming months. A longer period was required to achieve a common understanding among project partners and to develop a joint motivation and strategy. For this reason ReSEL-TUC initiated a consultation matrix exercise, to integrate and streamline all views, incentives and expectations. Also, the team put some effort into making links with previous initiatives (i.e. BLUE DEAL, COMPOSE) to build on experiences, tested methods and, exploring potential synergies for a more effective implementation. The deliverable D1.2.1 will be soon available in Basecamp. In general, all the partners provided essential resources and expertise that enabled WP and task Leaders to finalize the specific deliverable of this first reporting period. Procedures for internal communication have been created and agreed upon between all PPs, including the creation of the Communication Team (made by one person per PP), and the shared Google Drive folder as the repository for all the project documents. The foreseen Communication activity for 2024 has been summarized by the CM and shared with all PPs. During the initial semester, the LP and the Communication manager participated in the Kick-off of the Green Living Areas Community project in Turin (in April 2024). Overall, the project is on track to meet its goals, and the consortium is committed to maintaining momentum in the next reporting period. Each partner has made substantial contributions, both independently and in collaboration with others, ensuring that the project remains on track and continues to deliver high-quality outputs.

The BLUE DEAL Labs, BLUE DEAL planning framework, the Open Innovation Challenge, the School Contest and the “ask-your-citizens” survey have been experienced in the project and results will be advanced and extended in the CO2 Pacman project. TUC ReSEL developed a prototype model and a practical web-based toolbox (Sustainable Energy Planning toolbox) for sustainable energy projects design, implementation and assessment, integrating not only technical, but also socio-economic aspects. The model has been tested and validated on the ground through the implementation of 18 sustainable energy projects, whereas the toolbox has been utilized by 450+ authorities and 3,200 unique users. Overall COMPOSE contributed to an increased capacity at the decision-making and planning levels and encouraged the sustainable use of local natural resources, green investments and new business models through bottom-up approaches and by exploiting the local potential and promoting local entrepreneurship.
COMPOSE PLUS followed to mainstream and transfer the validated COMPOSE model and toolbox (TUC ReSEL led the Transnational Capacity Building and Transferability planning). It focused on building capacities of local authorities and stakeholders to lead sustainable development and clean energy transition, in 7 additional MED territories. Also partner Development Agency of the Una-Sana Canton was part of the COMPOSE PLUS project as a receiver. Synergies with those projects are: Capitalisation of an existing validated and very practical tool, optimising it and building on best-transferring methods as well as exploiting lessons learnt and experiences. Efficient methods of skills capacity building can be replicated/adapted. The objective of the project is to promote internationalization, technology transfer and access to financing for the companies, which will allow them to increase competitiveness by generating business opportunities by establishing contacts with potential clients and strategic partners through a simple internationalization process. CEEI Valencia has participated in several projects that involve contact with companies, especially SMEs. The SEIMED consortium will be used in the framework of this new project, to arrive to SMEs, start-ups, entrepreneurs in our region, and also globally, as EEN is working at more than 60 countries and we have links with all the partners in those entities. (FR), SEIMED is the consortium for the Valencian Community of the Enterprise Europe Network – EEN, and CEEI Valencia is a member. The EEN is the largest network to support the internationalization of SMEs at a commercial, technological and financial level. Currently EEN has more than 60 member countries, and more than 3,000 experts and about 580 organizations are part of it, including chambers of commerce, business associations, regional development agencies, research institutes, universities, technology and innovation centers, mainly European, which manage more than 7,500 business opportunities. CIVITAS SUMP PLUS (Horizon 2020)
(EN), CIVITAS SUMP PLUS/ Horizon 2020 (FR) | SUMP PLUS helps cities of all sizes and at varying stages of development to bridge the implementation gap towards realizing their sustainable mobility strategies and visions. It is creating simplified tools and introduces new processes for mobility pathways development and cross-sector planning, which are tested in co-creation laboratories in six cities - Antwerp (Belgium), Alba Iulia (Romania), Greater Manchester (UK), Klaipeda (Lithuania), Lucca (Italy), and Platanias (Greece).
The city labs utilise innovative engagement instruments for enhancing the integration of various governance levels and joint planning processes including citizens labs to explore the attitudes to change, willingness to adapt, and likely behavioural responses. Good practices and lessons learnt are transferred to politicians, practitioners, and researchers via a sharing and learning community.
Of particular relevance here is the role of TUC ReSEL as coordinator of the City Lab of Platanias, a tourism destination with high seasonal fluctuation. Co-creation of simplified analytical tools in collaboration with UCL and Space Syntax. Technology and planning solutions adapted to the local demonstrator. Impacts monitoring and assessment. Capacity building for local/regional stakeholders.

Contribution to wider strategies and policies:

EuropeanGreenDeal CO2 Pacman will test tools and procedures serving the principles of EU Green Deal, being fully coherent with its integrated roadmap covering all policy areas (energy, buildings, transport, agriculture, and industries). By integrating multi-sectoral solutions to decrease Carbon Footprint, it shares the goal of making the EU's economy sustainable by turning climate and environmental challenges into opportunities and making the transition just and inclusive for all.
MediterraneanSeaBasin CO2 Pacman contributes to synergies with the West Med initiative and the Union for Mediterranean Ministerial Declaration on Environment and Climate Change especially in terms of advancing knowledge for governance and blue economy. In particular, multi-sectoral solutions will be showcased in three test bed islands (considering criticalities highlighted by the European Parliament resolution of 4 February 2016 on the special situation of islands 2015/3014 RSP). This and a set of sectoral strategies mentioned below will be taken as reference for the implementation of a catalogue of concrete solutions for climate neutrality in islands and used for validating options and highlighting financial opportunities.
EUStrategyAdriaticIonianRegion CO2 Pacman will contribute to synergies with Macro Regional Strategies such as the EU Strategy for the Adriatic and Ionian Region EUSAIR (pilot islands are included in the Macro-Region), and eventually referring to other projects of the Adrion Interreg Program.
Other EU Energy System Integration Strategy - The transition process in the roadmaps will concern actions for renewable energy generation that will be determined based on characteristics of the production-consumption systems and the infrastructural grid of target islands, in line with the principle of linking the various energy carriers with each other and with the end-use sectors.
Other EU renovation wave strategy - The transition process in the roadmaps will concern actions for energy saving that will include renovation of buildings for decarbonization of heating and cooling, thus tackling energy poverty and worst-performing buildings including public buildings
Other EU Offshore Renewable Energy Strategy - The transition process in the roadmaps will concern blue energy deployment in line with findings and methodologies of the BLUE DEAL project.
