Cities both contribute to climate change and are strongly affected by it. To help them prepare for current and future challenges, the ReMED project is developing simple and affordable tools to understand climate risks, identify suitable solutions, take action, and monitor progress. These tools will be available through an online platform, supported by training for public authorities. The project will also introduce the platform in France, Portugal, Bulgaria, Albania, and Slovenia. The tools will be adapted to local needs and tested with municipalities and local partners. Experienced partners will train and support the new partners, who will then share their knowledge with local decision-makers and professionals. Local working groups will also be created in each country to encourage cooperation and help ensure the project's results continue to be used in the future. Project partners will meet regularly and organise exchanges and study visits to support this work

Les villes contribuent au changement climatique tout en en subissant fortement les effets. Afin de les aider à se préparer aux défis actuels et futurs, le projet ReMED développe des outils simples et abordables permettant de comprendre les risques climatiques, d’identifier des solutions adaptées, de prendre des mesures et de suivre les progrès réalisés. Ces outils seront accessibles via une plateforme en ligne, accompagnée de formations destinées aux pouvoirs publics. Le projet mettra également en place cette plateforme en France, au Portugal, en Bulgarie, en Albanie et en Slovénie. Les outils seront adaptés aux besoins locaux et testés auprès des communes et des partenaires locaux. Des partenaires expérimentés formeront et accompagneront les nouveaux partenaires, qui transmettront ensuite leurs connaissances aux décideurs et aux professionnels locaux. Des groupes de travail locaux seront également créés dans chaque pays afin d’encourager la coopération et de garantir que les résultats du projet continuent d’être utilisés à l’avenir. Les partenaires du projet se réuniront régulièrement et organiseront des échanges et des visites d’étude pour soutenir ce travail.

Actual Achievements (EN):

The first period of the ReMED project was an eventful period. The project started off with the kick-off meeting held in Malta and organized by the Lead Partners, University of Malta. This was also the consortium first Steering Committee meeting. During the meeting it was communicated to all the partners that one of the Greek partners decided not to proceed with the project and thus a new Greek Partner had to be found. It was a long process to find and change the partner and get all the paperwork done so that the contract agreement and subsidiary agreement could be concluded and signed. During this period Green Living also launched their kick-off meeting in Torino in which representatives of all the projected met to discuss the Green living theme and how we can collaborate between projects. In this period the first unofficial deliverable was tackled, which is ‘Mapping existing methodologies and indicators for climate change urban risk assessment’. This output was led by the National Observatory of Athens (NOA) in which all partners contributed to this document. This document was submitted on Basecamp by NOA. We also worked on the setting up the Local Project Committee in which ReMED project was introduced. A document, outlining the meeting was also submitted on Basecamp. This output was led by iiSBE Italia. In the Communication department, a lot of work was also done. The Communication Strategy was drawn up by University of Malta, reviewed by all partners and then submitted on Basecamp. Other communication items which were set up during this first period were the project website, social media pages on Facebook and LinkedIn, project poster and project document templates for our outputs and presentations. The Project Carbon Footprint monitoring was also addressed based on the methodology and tool provided by the Interreg Euro Med Programme I which all Project Partners calculated the carbon footprint generated by the project to date. This is led by NOA. The project is progressing at a good pace and mostly on schedule as planned. In this period, we had one official deliverable, to be completed: A1.2 - ReMED Assessment Systems. This was delivered at the end of period 2 successfully. The development of the ReMED Assessment System is an important milestone in the ReMED project, as it lays the foundations and mechanism for the ReMED assessment tool. Another two unofficial deliverables, A1.3 and A1.4. are being completed: A1.3 was targeted to be complete by the end of Period 2. These two activities deal with the Decision Support Framework and tackle the ReMED Platform. Good progress was registered in these activities. The ReMED team realised that these deliverables would not be complete by the end of Period 2 due the vast amount of work the activity and official deliverable A1.2 entailed. For this reason, the target date for the finalisation of the two unofficial deliverables A1.3 and A1.4 was shifted to the beginning of Period 3. This gave the opportunity to have a better quality output for these activities. They are currently on schedule and should be finalised in the first few months of Period 3 as planned. During period 3 we had one official deliverable D1.7.1 - The ReMED video which was submitted in January and two unofficial deliverables WD2.1.1 - Adaptation of the ReMED system and WD 2.3.1 - Training Protocol; as well as A1.3 - Decision support framework which was shifted from period 2 to period 3. All deliverables were submitted as planned. We also had a Partner meeting in Athens / Fyli Municipality in Greece, and discussions with different partners to make sure the project was on track. Online meetings in between the partner physical meetigns were also organised to ensure project deliverables are on track. The ReMEDTraining system framework was consolidated during the Project meeting organised and hosted in Athens and Fyli Municpality; the material will be prepared during period 4. There was a push from the Lead Partners to ensure that all Municaplity partners finalsie the preparation and issue of the tenders to engage the external experts as envisaged in the project proposal. This is an important step to commence the testing phase with the municipalities partners in the project. Communication of the project continued with different partners ensuring dissemination in the resepctive countries and regions. During period 4 there were no official deliverables. We, however worked on developing all the material for the Training Systems. The material was prepared in English and internal training meetings were also delivered across all target groups. Work on the testing of the pilot sites commenced during this period and a lot of work was carried out in this activity this period. The external experts were engaged and they played an active role in the selection and analysis of the pilot sites. The climate hazards that effect the different areas were chosen and the indicators for each climate hazard were discussed. The Contextualisation of the ReMED platform for each pilot case study was carried out. Since this period and period 5 consist of the bulk of the work for the project and approximately 80% of the deliverables are due at the end of period 5, monthly meetings were set to ensure that all the work was addressed in a timely manner. A Partner meeting was also held in the Municipality of Genova in Italy, and discussions were held with different partners to make sure the project was on track. Communication of the project continued with different partners ensuring dissemination in the respective countries and regions. The first Transnational Project meeting was held in December were the ReMED project, ReMED assessment framework, Decision-support framework and Training systems were introduced to the international audience.

(EN) | N/A (FR), ReMED will capitalise 2 results of the CESBA MED Interreg MED project: the CESBA MED Assessment System and the CESBA MED Decision Making Method. The CESBA MED Assessment System is composed by 2 multi-criteria tools, SBTool (Sustainable Buildings Tool) and SNTool (Sustainable Neighbourhoods Tools), useful to measure the level of sustainability at building and urban scale. The ReMED Assessment System will be built on the CESBA MED Assessment System, adapting SBTool and SNTool to be usable for climate risk assessment. The CESBA MED Assessment System capitalised in ReMED will be the version updated in the ENI CBC MED Sustainable MED Cities project (see description in C2.6). The CESBA MED Assessment System has been conceived to carry out evaluations concerning the level of sustainability of buildings and neighbourhoods. It is not usable to carry out climate risk assessments because it isn't not in line with the risk concept expressed in the IPCC AR5 and AR5, In this concept, the risk is a result of the interaction of vulnerability, exposure, and hazard, elements that aren’t included in the sustainability assessment methodologies. ReMED will mainstream the risk concept in SBTool and SNTool and will transform them in the RBTool (Resilient Buildings Tools) and RNTool (Resilient Neighbourhoods Tool), using the methodology of the impact chains as elaborated in the Interreg Alcotra Habit.A project (see description in C2.6). The ReMED Decision Support Framework will be built on the CESBA MED Decision Making Methodology, as updated by the ENI CBC MED project Sustainable MED Cities (see description in C2.6). The CESBA MED Decision Making methodology was conceived to guide the user in the development of the optimal concept to improve the sustainability of a builing or of a neighbourhood. In ReMED the decision-making methodology will be adapted to identify the optimal solutions to improve the resilience of building and neighbourhoods taking in account the IPCC risk concept. (EN), N/A (FR), ENI CBC Med, 2014-2020, Sustainable MED Cities (EN) | N/A (FR), The ENI CBC MED project Sustainable MED Cities is a capitalisation project of the CESBA MED Interreg MED project. The main objective of Sustainable MED Cities is to expand the applicability of the CESBA MED Assessment System and Decision Making methodology to the whole Mediterranean region. The result as been the Sustainable MED Cities Assessment System and the Sustainable MED Cities Decision Making methodology. The assessment tools CESBA SBTool and CESBA SNTool have been updated in relation to the most recent technical standards and relevant frameworks of indicators, including the Level(s) framework of the European Commission. The version of SBTool and SNTool used in ReMED to develop the ReMED Assessment System are the ones updated in the Sustainable MED Cities project. In Sustainable MED Cities project the CESBA MED decision making methodology has been further improved and detailed. Consequently, the version of the decision making methodology used to build the ReMED Decision Support Framework will be the one produced in the Sustainable MED Cities project. ReMED partners iiSBE Italia (PP3) and NOA (PP5) are in the partnership of the ENI CBC MED project Sustainable MED Cities and were partners in CESBA MED. (EN), N/A (FR), Interreg ALCOTRA, 2014-2020, Habit.A (EN) | N/A (FR), The project Habit.A was funded by the Interreg Alcotra programme and it was focused on the topic of raising the resilience of the Alpine built environment. In this project, it has been defined a methodology to adapt sustainability assessment systems to be usable in risk assessment processes at building, neighbourhood and settlement scale. The methodology consist in the use of impact chains linking climatic hazards, level of exposure and level of vulnerability of buildings or neighbourhoods to produce a score representing the level of adaptation. The main scientific reference is the "Risk Supplement to the Vulnerability Sourcebook" published by the German Federal Ministry for Economic Cooperation and Development. The methodology will be adapted to the Mediterranean context and used to transform the Sustainable MED Cities/CESBA MED Assessment System in the ReMED Assessment System. PP3 iiSBE was partner in Habit.A. (EN), N/A (FR), Interreg ALCOTRA, 2014-2020, ARTACLIM (EN) | N/A (FR), In the framework of the project ARTACLIM it has been developed a web-tool to implement a multi-criteria assessment system useful to carry out vulnerability studies at territorial level. In ReMED, the ARTACLIM web-tool will be used as starting point to build the upgraded ReMED Platform. The ARTACLIM web-tool will be adapted to fit with the ReMED Assessment Method and the ReMED Assessment System will be uploaded. Users will be able to use the web-tool to carry out evaluations on neighbourhoods and bindings. EuropeanGreenDeal The European Union’s (EU) Green Deal is the EU’s main new growth strategy to transition the EU economy to a sustainable economic model. The overarching objective is for the EU to become the first climate neutral continent by 2050, resulting in a cleaner environment, more affordable energy, smarter transport, new jobs and an overall better quality of life. The ReMED project will increase the impact of policy instruments that are contributing to reach the EU Green Deal objectives.
TerritorialAgenda2030 The Territorial Agenda 2030 is a strategic framework document that underlines the importance of and provides orientation for strategic spatial planning and calls for strengthening the territorial dimension of sector policies at all governance levels. Spatial planning is one of the key policy instruments addressed by the ReMED project. The objective is to mainstream the climate adaptation and resilience principles also in strategic spatial planning.
EUStrategyAdriaticIonianRegion In EUSAIR, climate change adaptation is defined as a horizontal principle, relevant to all thematic pillars of the strategy. Due to its transnational nature and easiness of adaptation to any Mediterranean context, the ReMED Platform will have the opportunity to be further capitalised in EUSAIR.
EUStrategyAlpineRegion In EUSALP, climate change adaptation is bundled together with disaster risk management in one of nine actions, the AG8.
Due to its transnational nature (the ReMED Platform can potentially be adapted to any European region), the AG8 will have the opportunity to capitalise the project’s outcomes.
