Contribution to wider strategies and policies:
- EuropeanGreenDeal The EU Green Deal comprises a set of policies for transforming the EU into a climate-neutral and resource-efficient economy by 2050. The main policy-areas of intervention that INFIRE contributes to are the following:
- 1. A higher level of EU climate ambition for 2030 and 2050.
- 2. Achieve zero pollution in an environment without toxic substances.
- 3. Clean, affordable, and safe energy supply.
- 4. Efficient use of energy and resources in construction and renovation.
- 5. Acceleration of the transition to sustainable and smart mobility.
- This will be achieved through the planning and testing of pilot solutions for carbon neutrality and climate adaptation (WP3), triggering their transferring and uptake (WP4) while building capacities to enable and accelerate the transition (WP2) and its financing (WP1).
- Moreover, through WP4, INFIRE contributes to the EU Green Deal Investment Plan and Just Transition Mechanism (EGDIP), supporting the Mediterranean Living Areas to decrease the transition divide among South and North Europe.
- Lastly, the replicable pilot testing approach of INFIRE contributes to the concept of “Local Green Deals” promoted by the EC Intelligent Cities Challenge, by testing good practice examples, but also by building local and international networks of stakeholders to act as enablers and supporters of the transition, namely the: Territorial Working Groups (WP 3) and the Advisory Hubs (WP1). Lastly, the international activities of INFIRE are expected to be useful for the “National Energy and Climate Plans” elaborated in several Euro-MED countries under the Green Deal.
- TerritorialAgenda2030 Territorial Agenda 2030 stresses the need to be supported by actions from committed players in order to address priorities and concerns over spatial inequalities and the transition towards a carbon/climate-neutral economy, which is the core of the INFIRE project.
- INFIRE fosters cooperation and coordination between places, levels of governments, policy sectors and societal groups to address complex issues and utilise diverse potential, as well as territorial development policies and cooperation on joint objectives that are essential to increase the resilience of municipalities, regions and countries, by strengthening their recovery processes.
- Specifically, INFIRE contributes to the strengthening of:
- - place-based approaches; (WP2 and WP3)
- - coordinated sector policy territorial impacts and coherence (WP1 and WP2)
- - cooperation between territories;
- - territorial cohesion at European level
- - territorial cohesion at cross-border, transnational, inter- and intra-regional level
- - Member State and neighbouring country contributions to territorial cohesion through the WP1 and WP2 interregional approaches for financing and planning climate adaptation and carbon neutrality, WP3 cooperation among pilot territories and WP4 on triggering the transferring. Lastly, through Associated Partners of INFIRE, the project contributes to synergies with the Neighbourhood bilateral and multilateral relations.
- EUStrategyAdriaticIonianRegion Several INFIRE Partners and Associated Partners are located in the EUSAIR macro-region, thus ensuring the creation of direct links with the INFIRE (and consequently with the Interreg Euro-MED Programme), at least in the following countries: Greece, Italy, Croatia, Bosnia and Herzegovina and Montenegro. The integrated and holistic approach of INFIRE is expected to increase the potential synergies at the local level. Increased contribution can be achieved through the Mission 3 TC and IDP projects with which INFIRE will be in close collaboration and the Coordinator of the Result Amplification Strategy. Specific common interests among INFIRE and EUSAIR include the creation of further opportunities for smart, sustainable and inclusive growth right across the Adriatic and Ionian Region, and investment in energy improvements, such as to increase energy efficiency and the increase production of renewable energy.
- EUStrategyAlpineRegion Territorial links with EUSALP are considered through the INFIRE partners from France and Italy, and especially the Auvergne-Rhône-Alpes Energy Agency that participates in the Action Group 9 for: Energy efficiency and renewable energy.
- Thematic links derive through topics of common interest with INFIRE, and specifically the EUSALP Action Groups on Mobility, Green Infrastructure and Energy. The INFIRE approach contributes to all three Action Groups from a thematic point of view, while the INFIRE pilots of Italy and France are also directly relevant. Especially regarding the Action Group 9 on Energy, EUSALP aspires to set-up several clusters for energy efficiency, greening the Alpine infrastructure, renewable energy and energy management systems. INFIRE Advisory Hubs and IT, FR pilots could be considered for integration in the said clusters.
- In addition, synergies and exchanges of practices will be achieved through the INFIRE cooperation with the Mission 3 Thematic Community and Institutional Dialogue projects via the Coordinator for Result Amplification Strategy.
- Other WESTMED, already in strategic partnership with Interreg Mediterranean (2014-2021), renewed with Interreg Euro-MED programme, has National Hubs in several INFIRE countries with the aim of promoting Sustainable Blue Economy in the western Mediterranean. WESTMED can benefit from the technical knowledge produced by INFIRE regarding financing investments for carbon neutrality and climate adaptation (WP1), and from the integration of Blue Economy strategies with other strategies that are commonly present in Living Areas (i.e. strategies for Energy Transition, Climate Adaptation, etc) (WP2). Stronger synergies are expected mostly for coastal Living Areas, given the focus of WESTMED. The TC and ID projects of Mission 3 are expected to highlight synergies, potentially at cross-Mission level within Interreg Euro-MED and WESTMED. INFIRE Coordinator for Result Amplification Strategy will provide inputs so as to identify elements of common interest. Lastly, the National Hubs of WESTMED could be linked with the National Advisory Hubs of INFIRE and explore collaboration opportunities in the framework of INFIRE durability.
- Other NEXT GENERATION EU (NGEU) has been created to boost the European Recovery from the pandemic and support its Transition towards a Green, Digital and Resilient EU. Being the largest stimulus package ever, a total of €2.018 trillion are helping rebuild a post-COVID-19 Europe. Grants and loans are integrated within the programs: RRF, REACT-EU (regional cohesion), Horizon Europe (research and innovation), InvestEU, European Agricultural Fund for Rural Development, Just Transition Fund (climate-neutral economy) and RescEU (disaster relief and emergency reserves). The grants and loans contribute to 1. Single Market, 2. Cohesion, resilience and values, 3. Natural resources and environment. A strong link between the EU recovery Plan and Climate Action is highlighted by Ursula Von der Leyen in order to fight climate change and reduce GHG emissions.
- The success and impact of NextGenerationEU strongly relies on the capacities to plan and finance climate adaptation and carbon neutrality which are at the heart of the INFIRE project. Therefore, INFIRE is expected to work extensively on the increase of capacities aimed at the planning and financing of resilience and neutrality at different governance levels, complementing the flagship investments of NGEU with sound plans for investments of different sizes, triggering private investments and boarding stakeholders and citizens in this process (all INFIRE WPs). Most importantly, INFIRE will support the -lagging behind- Mediterranean countries overcome barriers that involve the upscale of green solutions in the most emitting sectors, i.e. buildings and mobility. In this way, INFIRE will harness the potential of the direct and spillover effects of NGEU.
- Other New European Bauhaus (NEB) - NEB is a creative and interdisciplinary initiative of the EC (adopted in 2021) that connects the EU Green Deal with living spaces. NEB calls for places, practices and experiences that are:
- - Sustainable: in harmony with nature, the environment, and our planet.
- - Inclusive, encouraging a dialogue across cultures, disciplines, genders and ages.
- - Enriching: inspired by art and culture, responding to needs beyond functionality.
- INFIRE participatory and co-creation activities, especially within WP3 (testing) will be fully in line with NEB co-design and interdisciplinary approach. The NEB sustainability aspect is anyway the core of INFIRE pilot solutions, while the inclusion aspect will be highly addressed in all INFIRE pilot areas. Artistic interventions will be examined where possible (i.e. the pilot solution of Kalamata open space Mobility Hub). INFIRE solutions aspire to be featured in the NEB inspirational examples in the dedicated NEB platform.
- Other EU 2050 long-term strategy for “Climate Neutral Europe” and Flagship Mission “100 Climate Neutral and Smart Cities by 2030” - Through this Strategy the EU aims to be climate-neutral by 2050 – an economy with net-zero greenhouse gas emissions, in line with the Paris Agreement. For the acceleration of the realization of this Strategy, the EC launched the Mission “100 climate-neutral and smart cities by 2030” to mobilise ambitious cities of different backgrounds and typologies that will act as experimentation and innovation hubs to put all European cities in a position to become climate-neutral by 2050.
- Among the main building blocks of the Mission are the Climate City Contract and the Mission Label, the Mission Platform (NetZeroCities) and the network of National Contacts. INFIRE contributes directly to the Strategy and Mission through the Carbon Neutrality Pilots, that include Mission cities (i.e. Lyon and Kalamata) and non-Mission cities. All Living Areas will benefit from the momentum that this Mission has generated, while INFIRE will focus on one of the biggest challenges: the mobilization of private investments, by: assisting cities in integrating planning and investments (WP1, WP2), and making sense of their priorities (INFIRE green finance evaluation tools and models), testing carbon neutrality solutions in the most emitting sectors (WP3): buildings and transport, increasing the awareness and confidence of investors, and engaging citizens. INFIRE solutions are expected to be useful for a large number of Euro-MED Living Areas, as they cover multiple topics and typologies (Nature-based-solutions, RES, sustainable mobility, energy poverty, etc). Moreover, the Mission Network of National Contacts can collaborate with the INFIRE National Advisory Hubs. Lastly, all materials of INFIRE can be cross-fertilised with the materials produced by NetZeroCities (i.e. Financing climate neutrality guide), yet INFIRE material will be adapted to the Mediterranean context.
- Other EU Strategy and Flagship Mission “Adaptation to Climate Change” - EU strategy on Adaptation to Climate Change, adopted in 2021, calls for Smarter, Faster and More Systemic Adaptation. INFIRE approach tackles all aspects through increasing the local governments understanding on which investments to prioritise, increases consensus through the involvement of citizens and stakeholders, and on moving from silo towards integrated planning and financing.
- One of the Climate Adaptation Strategy goals is to “step-up international action for climate resilience” which is one of the two core-elements addressed in INFIRE (the other is Planning) through WP1 and especially INFIRE Green Finance Evaluation Toolkit, to be tested in WP3 and prepared for Transfer in WP4.
- Moreover, INFIRE contributes directly to one of the five flagship EU Missions, namely: “Adaptation to Climate Change: support at least 150 European regions and communities to become climate resilient by 2030” involving directly regions that are included in the first wave of 118 signatories, while the other regions have the ambition to join the Mission as well (INFIRE Adaptation pilots).
