Description (EN):

In general public perception, healthcare is a clean industry that does not generate significant pollution of leaves a noticeable carbon footprint. In fact, the healthcare sector releases 4.4 % of global greenhouse gases each year as much as is emitted annually by 514 power plants coal-fired power stations. (HCWH/ARUP, 2019). Health sector directly and indirectly releases greenhouse gases while delivering care and procuring products and services from carbon-based supply chain. Project partners – Suwałki, Grajewo, Marijampolė and Alytus Hospitals – identified the following joint challenges: - lack of proper level of knowledge of staff in the subject of significant negative impact of the activities of healthcare institutions on the environment and, at the same time, of measurable effects of actions neutralising this impact for the health of the population, attractiveness of the region and the medical institutions themselves; - lack of involvement of staff of medical units in determination of actual state and identification of optimal pro-environmental solutions possible in the given unit – close cooperation with specialists in auditing and planning of pro-environmental undertakings; - lack of sufficient activity on the part of the entities to reduce the negative impact on the environment (presentation of path to follow is needed). The project aims on stimulation of CB cooperation of healthcare units to reduce negative impact of their activities on natural environment, especially by reducing direct and indirect pollution of PL-LT border region. The main specific objectives are: - increasing the awareness, involvement of Hospital’s staff in development optimal solutions to be implemented, - developing of model path of activities for the whole health sector in the region to activation in the scope of minimalizing impact of it for the environment. The main project activities/outputs of the project are: - 1 training for the staff of Partner hospitals on negative impact of the activities of healthcare sector on the environment and measurable effects of actions neutralising this impact, - 2 on-line workshops to examine together technical, organisational and economic problems in the field of impact for environment (1st) and to present and discuss the resulting ecological efficiency diagnosis reports (2nd), - 4 ecological efficiency diagnosis reports – per 1 for each Partner, - 1 green guidelines, constituting a model path for taking pro-environmental activities in healthcare sector. The target group are: - partner institutions that will experience a direct positive change intended by the project in the form of being fully prepared to take pro-environmental measures to reduce the negative environmental impact of their activities - inhabitants of PL-LT border regions, who will have a chance to live in regions where the medical units (project partners and, in the longer term, other health care units) are properly prepared and undertake investment measures to reduce the negative impact on environment and will be less exposed to the deterioration of their health as a result of living in regions where negative impact of the health sector on the environment will be significantly reduced. Air and water pollution do not respect political boundaries. LT-PL borderland is characterized by a uniform landscape and lacks natural barriers to pollution. The drainage basins of the rivers Šešupė and Czarna Hańcza are tributaries of the Nemunas river. On the other hand, any action to reduce pollution will have an impact on both sides of the border, therefore also potentially reducing the incidence of environment-related health conditions on both sides of the border. Healthcare units of LT-PL border area have not made a joint effort to positively influence the area’s environment. Activities to date have been dispersed and individual and their scope has been driven by continuously identified need and financing opportunities. The ad hoc nature of measures taken and the lack of exchange of experience limited their effectiveness and was fraught with the risk of suboptimal solutions. Collaboration facilitates the exchange of knowledge and best practices in sustainable healthcare. Hospitals will learn from each other’s successes and challenges in implementing green initiatives, will also identify the widest possible range of potential actions. All those actions will lead to effective guidelines being developed across the border being the model path of activities of healthcare units in reducing the negative impact of their activities on the environment and thus on the health and quality of life of the PL-LT region's inhabitants. The most original and transferable part of the project is the model guide (Green Hospital Path) to be a tool of replication by other healthcare entities in the PL-LT border region.

Actual Achievements (EN):

During the reporting period Project partners appointed a Project Teams responsible for implementing project activities and preparing reports. Individual responsibilities have been assigned to each team member. The project was officially launched on 11th February 2025 with a kick-off conference organized by the Lead Partner in Suwałki (WP1, Activity 1.1). The event was attended by 48 participants, per 12 representatives of each partner (D.1.1.2). On 21st March 2025 Alytus Hospital organised specialised 1-day training ‘Green transformation direction in healthcare institutions’. The event brought together not only management Staff from partner hospitals but also facility managers, engineers, and other professionals. The training addressed the importance of green transformation in the healthcare sector, with special attention given to the economic aspects of hospital operations (24 participants ). On 8th April 2025, 14 representatives of PP’s staff (‘task force’) participated in on-line workshops session organized by Marijampolė Hospital. The participation of more people than planned in the AF did not involve additional costs and was due to the interest in the subject of the workshop. A dedicated sections for the project were created on PP’s websites. This sections contains information about the project, EU support, and ongoing activities. Partners started procurement procedures for contractors of the planned Ecological Efficiency Diagnosis Reports. Press articles (WP1, Activity 1.1, D. 1.1.3) on the project were published by Project Partners: LP1 in ‘Dwutygodnik Suwalski’ on 20.02.2025; PP2 in ‘Alytaus naujienos’ no. 14 (14074), PP4 in ‘Suvalkietis’ no. 42 (11146) on 30th May 2025 promotional materials for participants of the project event were prepared and bought by LB1 (notepads & pens, cup sand stress-balls) and PP2 (folders, notebooks, pens and water bottles). Promotional materials were distributed among the participants of the project events – kick-off conference in Suwałki (48 sets) and trainings in Alytus (24sets). PP2 prepared durable plaque and placed it near the main entrance in the hospital lobby, LP1 placed a project A3 poster and placed it on the hospital notice board.

Projects entitled “Renewable energy sources at the Suwałki Voivodeship Hospital – use of photovoltaic cells to produce electricity for own use” and “Renewable energy sources at the Suwałki Regional Hospital – use of collectors and heat pumps to produce heat for the hospital's own needs" (EN) | The projects carried out by Suwałki Voivodeship Hospital thanks to the financial support of the UE within the Podlaskie region UE Programme were initiatives with a direct pro-environmental objective. Within the project, the SVH has implemented technologies to use solar and air energy to generate electricity and transfer thermal energy for its own use.
The projects show the synergy with the project presented in the application form in terms of subject topic, i.e. reducing the negative effects of healthcare institutions on the environment, while proposed project does not duplicate the previous projects. It further develop as well as complements results of the mentioned already implemented project.
On the basis of these projects, carried out independently without the participation of other partners in the sector, a RES infrastructure with a negligible environmental effect from the point of view of the entire region was created. The submitted project, on the other hand, is a CB partnership investment (PL-LT).
Static synergy to synergy effect results from the relationship between the current project and existing outcomes generated by past analysed project. It is not possible to interact directly with the already implemented project activities but the results will be used as the already existing and further developed (on the basis of the documents prepared within the project) infrastructure resources.
Thus, the information offered by past project outcomes will contribute to the sustainable use of resources under a synergic process.
The added value of the current project is to address the topic reducing the negative impact of healthcare units on the environment of the PL-LT border area through partnership (exchange of experiences and good practices) with the perspective of implementing the model solution obtained as a result of the project in other healthcare institutions.
(EN), Project entitled “Modernization of the energy sector of Alytus County S. Kudirka Hospital using renewable energy sources” (EN) | The project carried out by Alytus Hospital thanks to the financial support of Climate Change Special Program was the initiatives with a direct pro-environmental objective. Project results: geothermal, solar heat collector and solar photovoltaic systems were installed in the hospital. The measures implemented allowed to reduce the institution’s costs for heating, hot water, electricity, as well as to save the environment, much less carbon dioxide will enter it.
The projects show the synergy with the project presented in the application form in terms of subject topic, i.e. reducing the negative effects of health institutions on the environment, while proposed project does not duplicate the previous projects. It further develops as well as complements results of mentioned already implemented project. Contribution to wider strategies and policies:

EUStrategyBalticSeaRegion The strategy is macro-regional in nature, based on three main thematic pillars: Save the Sea, Connect the Region and Increase Prosperity. The main objectives are complemented by specific objectives:
1. Clear water in the sea;
2. Rich and healthy wildlife;
3. Clean and safe shipping;
4. Reliable energy markets;
5. Good transport conditions;
6. Connecting people in the region;
7. Better cooperation in fighting cross-border crime)
8. Improved global competitiveness of the Baltic Sea Region;
9. Climate change adaptation, risk prevention and management.
SUERMB activities are implemented through 14 Policy Areas pursuing the above objectives: Nutri, Hazards, Bio-economy, Ship, Safe, Transport, Energy, Spatial Planning, Secure, Tourism, Culture, Innovation, Health, Education.
Policy Area Energy proposes, among other things, the action 'Increase the share of renewable energy, including offshore renewable energy' or the action 'Enhance energy efficiency efforts in the region by deepening regional cooperation'.
Proposed project implements clearly both of these activities – as it is an initiative that can be called a partnership effort to improve energy efficiency (in this case in the health sector in the PL-LT border area), its objective, activities and expected results will contribute to an increase in the share of renewable energy in the long term.
In addition, given the fact that the state of the environment is directly linked to health, it is also possible to point to the project's link with the action "Promoting the integration of health concerns into all policies, with particular emphasis on the impact of environmental factors, especially climate change, on human health" identified for Policy Area "Health".
Other European Green Deal (EGD)
EGD aims to make the EU's economy sustainable by turning climate and environmental challenges into opportunities across all policy areas and making the transition just and inclusive for all. It covers various aspects of environmental protection, including biodiversity, pollution, and energy efficiency. It is a new growth strategy that aims to transform the EU into a fair and prosperous society, with a modern resource-efficient and competitive economy where there are no net emissions and greenhouse gases in 2050.
EGD focuses on 3 main pillars about the transition to clean energy, which will help reduce greenhouse gas emissions and improve quality of life - ensure an affordable and secure energy supply in EU; create a fully integrated, interconnected and digital EU energy market; prioritise energy efficiency, improve the energy performance of buildings and develop an energy sector based mainly on renewable sources.
The project is in line with assumptions 3, given that it is an initiative addressing the need to improve ecological efficiency in health sector. As a result, partner hospitals in PL-LT border area will be optimally prepared to implement effective measures to improve energy efficiency. It should be noted that the importance of EGD for implementation of this objective is even greater as the project is not just a one-off initiative.
As a result, hospitals in the PL-LT border area will be optimally prepared to implement effective ecological efficiency measures.
Due to the guidelines for improving ecological efficiency in health sector in PL-LT border area, the project is potentially replicable outside of the project partnership: by other medical institutions in the region. Thus, the project draws inspiration from EGD as the growth strategy of "giving back more than taking away".
Other New European Bauhaus (NEB)
NEB is an initiative by EU that combines design, sustainability, accessibility, affordability and investment to help deliver Green Deal. NEB places a strong emphasis on environmental protection, sustainability and transition to a climate-neutral economy. The core principles of NEB highlight environmental protection in several key aspects:
- Sustainability – focusing on developing and promoting practices that are environmentally friendly, support green growth, and contribute to achieving the EU's climate objectives. This includes encouraging the use of sustainable materials, promoting energy efficiency, and supporting the circular economy,
- Climate Goals and Energy Efficiency – supports projects and ideas that contribute to the EU's climate goals, including the reduction of carbon emissions and the improvement of energy efficiency in buildings and public spaces. By focusing on innovative design and construction methods, NEB aims to reduce the environmental impact of the built environment;
- Collaborative Projects for Environmental Protection –fosters collaboration among scientists, architects, designers, artists, and citizens to develop solutions that are not only aesthetically pleasing but also environmentally sustainable. This multidisciplinary approach ensures that environmental protection is considered from multiple perspectives and implemented in innovative ways.
The project is in line with these aspects, particularly with regard to Sustainability, as it leads to a reduction in environmental pollution in naturally attractive partners’ regions characterised by twin conditions in this respect and forming parts of an integral part of PL-LT border area. IT is the idea for resolving complex societal problems through co-creation and building participation on the level of public health care.
Consequently, it contributes to improving the wellbeing of CB communities on the basis of an energy-efficient healthcare sector.
Other Polish Long-term Building Renovation Strategy
The objective indicated in the strategy is to improve the energy efficiency of the building sector in Poland. The strategy identifies the necessary actions to achieve high energy efficiency and low carbon buildings in Poland by 2050.
As set out in the Long Term Renewal Strategy, buildings are to be retrofitted by 2050 in parallel with the transformation towards a climate-neutral economy. A key aspect of building refurbishment considered in this strategy is the reduction of energy consumption and CO2 emissions, but this must be accompanied by an effort to improve the standard of buildings and, in particular, the health and safety of those living and working in the buildings.
There is no doubt that the project is an element of preparation for the implementation by PL partners of effective investments fulfilling the objective indicated in the Strategy. The optimal solutions implemented by Partners in this field will allow them to achieve the optimal increase in energy efficiency of the infrastructure they use for medical activities and thus reduce the negative environmental impact of the PL-LT border region.
Other Podlaskie Voivodeship Development Strategy till 2030
The vision for Podlaskie Voivodeship defined in the document is "Ambitious Podlaskie", taking into account economic, social, territorial and organisational dimensions. Social aspect refers to striving for the position of one of the most attractive regions in Poland and Europe in terms of quality of life of its inhabitants, based on the unique values of the environment, rich cultural heritage and high quality of public services, as well as a high level of competence of the inhabitants, while the organisational aspect was formulated as striving for the position of an efficiently managed region, favourably connected with domestic and foreign partners, effectively pursuing its own interests and those of its inhabitants.
Among the strengths of Podlaskie Voivodeship in the area of the natural environment and infrastructure are clean, diverse and unaltered by human activity natural environment and good conditions for the production of energy from renewable sources, also for the development of a closed loop economy.
Operational objective (OO) 1.4: The energy revolution and circular economy, indicates the main lines of intervention, where we find, among other things, support for the development of renewable energy sources (RES).
Under OO 3.3 International and trans-regional partnerships, a number of lines of intervention have been identified, including the development of cross-border cooperation
The am. objectives clearly overlap with the objectives defined for the project. Firstly, it addresses the issue of protection of natural environment by preparing for implementation of effective investment measures to improve ecological efficiency in health care units in PL-LT border area, including measures related to the use of renewable energy sources, secondly it intensifies beneficial CB partnership to achieve this goal, and on a higher level it contributes to improvement of quality of life of inhabitants in region.
Other MARIJAMPOLĖ SELF-GOVERNMENT STRATEGIC DEVELOPMENT PLAN TILL 2030
The Plan contains, inter alia, in section 2.5 ENGINEERING INFRASTRUCTURE AND ENVIRONMENT issues relating directly and indirectly to environmental protection, where the importance of sustainable management of wastewater or electricity are highlighted. In section 2.5.9 Natrural resources, the role of Nature conservation and biodiversity is highlighted.
The project implements the section 2.5. directly - it addresses the issue of environmental protection by preparing for implementation of effective investment measures to improve energy efficiency in health care units in PL-LT border area.
Other Lithuania’s vision for the future ‘Lithuania 2050'
The strategy includes the priority areas of environmental protection: sustainable use of natural resources and waste management; improvement of environmental quality; preservation of ecosystem stability; climate change mitigation and adaptation to environmental changes caused by climate change:
1. Ecological efficiency - to use less and less energy and other natural resources for production;
2. Pollution prevention - revention of waste formation, saving of natural resources, improvement of environmental quality, use of waste as a resource are encouraged.
3. Integration of environmental protection policy - the country's economic sectors (transport, industry, energy, construction, agriculture, housing, tourism, health care, and others) must be developed in such a way as to have as little negative impact on the environment as possible.
4. Use of the best available technology - to use the most effective technologies from the point of view of environmental protection and at the same time practical technologies - cleaner production principles, implementation of low-polluting technologies.
5. Amendment - to replace substances dangerous to the environment and human health with non-hazardous, non-polluting or less polluting substances.
6. Subsidiarity - to help local communities take care of their environment, to increase possibilities of actions and measures for solving local environmental problems.
7. Partnership and sharing of responsibility - each of the partners recognizes its responsibility for the implementation of environmental protection goals, respecting opinions of different interests/groups.

The Strategic plan of the city of Alytus until 2030 contains among other I. PRIORITY. A CONVENIENT CITY. Within the priority, the following Objective “1.1 Mitigate and adapt to climate change” was identified. Objective contains, inter alia:
- Task 1.1.1. Reduce energy consumption
- Task 1.1.2. Increase green energy production in the city.
The project implements the priorities directly - it addresses the issue of environmental protection by preparing for implementation of effective investment measures to improve energy efficiency in health care units in PL-LT border area.
