Description (EN):

Project titled "Strengthening cross-border cooperation between fire brigades" is a response to one of the priorities of the program, which is "Strengthening cooperation between local, regional and national stakeholders - Building mutual trust, in particular by encouraging interpersonal activities." The aim of the project is to strengthen mutual trust and share good experiences between the fire brigades of Korycin and towns in the Vilnius region (Niemenczyna and Gineitiškės) by improving rescue and fire-fighting techniques along with the exchange of information and experiences. The project will result in firefighters gaining new skills, exchanging experiences, and organizing joint events aimed at building cross-border ties. The project is an example of cross-border cooperation thanks to which the joint efforts and experiences of the Partners contribute to increasing security. The project is a continuation of the established cross-border cooperation. Partners participating in joint project departments implemented during the implementation of the project entitled: Crisis Response Matrix - a new approach to cross-border crisis management once again declared their willingness to continue cooperation. The partners want to deepen mutual trust through joint activities and developing a network of contacts. Activities implemented in the project, such as joint training in Poland and Lithuania, organization of sports and cultural events and conferences, will contribute to achieving the program indicators 1. RCO81: Participation in joint cross-border activities - 60 participants 2. RCO87: Organizations cooperating across borders - 3 organizations 3. RCO115: Jointly organized public events across borders – 2 events 4. RCR84: Organizations cooperating across borders after project completion - 3 organizations 5. RCR85: Participation in joint cross-border activities after the end of the project - 15 participants This project is a continuation of the developed goals, such as increasing public awareness of the prevention and preparation of borderland citizens for emergency situations and disasters, and improving the skills of fire brigade personnel. The defined goal of the project will contribute to improving the qualifications and skills of firefighters struggling with similar problems on both sides of the border, strengthen the framework of cooperation developed during the previous project and increase knowledge of the functioning of fire brigades. In addition to activities aimed at firefighters, the project will involve people interested in the activities of emergency services by participating in joint cultural and sports events (firefighting competitions) organized separately in Poland and Lithuania and for adults and children. In Lithuania, there is no rooted and established tradition of firefighting professions, especially for young people and children. The training provided in the project responds to the needs of contemporary fire rescue problems, such as fires in photovoltaic installations, electric cars or peat extinguishing.

Actual Achievements (EN):

During the first reporting period, a number of important activities were implemented that contributed to the achievement of the project's overall objectives and results. A project opening conference was held in Korycin (Poland), where the objectives, tasks, and responsibilities of the project partners were discussed and preparations for further cooperation were made. Contacts were renewed with other project partners and relevant institutions. Twenty-six participants attended the conference (14 from LP1, 6 from PP2, and 6 from PP3). Joint training: 1. 2025.04.03-04 Joint qualification training for firefighters on the topic "INTERIOR FIRE FIGHTING TRAINING" – 40 participants (20 from LP1, 10 from PP2, and 10 from PP3) participated in the training, deepening their knowledge of firefighting tactics, safety measures, equipment operation, and first aid. The training took place in Poland. 2. 2025.05.08-09 Joint training "INCIDENT MANAGEMENT INVOLVING ELECTRIC VEHICLES AND FIRE FIGHTING PHOTOVOLTAIC INSTALLATIONS." During the training, firefighters learned about the hazards associated with electric vehicles and photovoltaic installations and acquired practical skills for safely extinguishing such fires. They were trained in the use of protective equipment, appropriate firefighting tactics, and compliance with safety standards. The training increased their preparedness to respond to modern incidents. The training took place in Poland and was attended by 30 firefighters (15 from LP1, 5 from PP2, and 10 from PP3). 3. 2025.05.22-23 Joint Firefighter Qualification Training "PEAT EXTINGUISHING – THEORY AND PRACTICE" – Firefighters participated in specialized training on extinguishing long-lasting fires in complex natural conditions. The first day was theory, the second day was practical. The training took place in Lithuania and was attended by 30 firefighters (10 from LP1, 10 from PP2, and 10 from PP3). Project promotional materials were prepared: All Partners created information durable plaques and a roll-up banner, started disseminating information about the project on the institutions’ websites, and prepared and published press articles in local media presenting information about the project, its goals, assumptions, sources and amount of funding.

The Emergency Response Matrix project mostly based on information transfer, training, and networking can be seen as taking the first steps required for such a collective capacity building
Therefore current Project proposal takes up the actions aimed at promotion, development, adaptation and incorporation of the modern emergency management solutions into the common public service practice and fostering cross-border cooperation on that matter. It will be achieved through strengthening the capacity of the Cross-border Emergency Management Network by elaborating the "Cross-Border Emergency Management Framework" - the document setting the collaborative framework for the cross-border emergency governance and guidance across the principles of the emergency management cycle.
