Description (EN):

According to the World Health Organization (WHO),some 4.2 million deaths every year are a result of exposure to outdoor air pollution,and 91% of the world’s population lives in places where air quality exceeds WHO`s guideline limits. Also,a study developed by UNICEF,has found that children experienced 15% of their daily black carbon exposure while travelling to school,and 44% during their time in school. In accordance with the provisions of the framework documents specific to the areas of the project partners-Lumina Strategy for Local Development 2023-2030,Integrated Development Plan of Krushari Municipality 2021-2027 and Integrated Development Plan of General Toshevo Municipality 2021-2027,the main anthropogenic factors that influence the qualities of the environment in all partner areas,are:industry,transport, communal/municipal and household activities,use of artificial fertilizers and pesticides in agriculture.These factors have an impact on the state of the atmospheric air,waters,soil and ecosystems. The overall objective is to deliver a school community of environmentally-minded thinkers,based on educational programmes and pollution mitigation tools, in support of the entire community,consolidating and applying project promoted knowledge and skills. The project regards building youth motivation to actively participate in identifying solutions for the environmental problems. Public administrations and public schools supporting environmental education and recognising the importance of awareness,are fundamental in order to improve the quality of life in the cross-border area. CHANGE project will ensure the achievement of the Programme`s PA2 output indicators through the partnership between three organisations from neighboring regions,namely Lumina commune from Constanta county (Romania),Krushari Municipality from Dobrich district (Bulgaria) and "Hristo Smirnenski" Primary School from General Toshevo municipality (Dobrich district Bulgaria) (RCO87) and the associates schools-Lumina School no. 1 and "Hristo Smirnenski" School from Krushari,and through the development of 2 distinct tools to mitigate pollution,namely the CHANGE-App/car sharing application for the project schools and CHANGE integrated environmental teaching tool (PSO3),more than 26000 inhabitants just within the partner areas (resident population) benefitting from the pollution mitigating tools. All 5 public project organisations acknowledge the reality that environmental education based on life experiences must begin during the very earliest years of life.Beginning this process in the early years,when children’s attitudes toward the world around them are forming,is essential,each experience playing a critical role in shaping lifelong attitudes,values,and patterns of behaviour toward natural environments. Project consortium`s approach is a multilevel one,targeting in the same time and measure-pupils and teachers (1), parents and next-of-kins (2),and the larger community.CHANGE activity plan begins with and from the theoretical view of environment endangerment and pollution,and moves on to real and measurable actions by introducing mitigation tools reachable to everyone–an online application and an integrated teaching tool. CHANGE project focuses on the transboundary character of nature protection and reducing pollution, addressing pollution as a regional and global challenge,where no boundaries or borders can control the atmosphere,and loss of nature as a direct effect of pollution. The impact of initiating project`s tools,exceeds the administrative boundaries of the partners, being Lumina commune, Krushari and General Toshevo municipalities,the results serving the entire crossborder area,first of all as tool for mitigating pollution,and second, as an exemple to follow and easy to be replicated in other regions also,the targeted problem being a current problem in all communities,no matter the national boundaries. Project CHANGE will mitigate pollution by working on 2 complementary levels: -on the one hand,through behavioural interventions aiming to encourage positive behaviour among pupils,teachers in order to limit childrens' exposure to pollution and protect every piece of nature (through the Environmental Event Calendar A 1.1,Young Ranger A 1.2,Environmental Strategy A 1.3,Environmental Local Action Groups A 2.1,Environmental education and sustainable development Trainings for pupils A 1.4 and Sustainable development experts in the educational environment and in the public administration A 1.5), -on the other hand,through the development of 2 distinct tools to mitigate pollution,namely the CHANGE-App/car sharing application (tool 1) for the project schools,and CHANGE integrated environmental teaching tool (tool 2) consisting of an indoor environmental lab,an outdoor environmental lab,small green areas and a rainwater harvesting system. Both tools are innovative, their novalty giving the possibility of easily being replicated

Actual Achievements (EN):

All partners initiated the project activities in accordance with the project`s Time Plan, namely activity A1.1 "CHANGE-Environmental Event Calendar" and activity A1.2 "CHANGE-Young Ranger". Also,the main project procurements corresponding to the project activities A1.3 "The Handbook of Environmental Strategy-Schools protecting the environment and mitigating pollution",A1.4 "Environmental education and sustainable development Trainings for schoolchlidren" and A2.1 "Environmetal Local Action Groups"-were completed, the aforementioned activities (A1.3,A1.4 and A2.1) being scheduled to start in the second reporting period. Regarding the Project Management,the project team was designated from the begining of the project implementation,as well the externalised management service was contracted by LP.The following management instruments were developed: -"Public Communication plan" updated on a regular basis,as each partner carries out promotional activities; -"Procedure for communication between partners and associates" commonly agreed and approved by the project team and associates`representatives; -"Monthly progress plan" updated on a monthly basis; -"Project Acquisitions Plan" including project related purchases for each partner. Under the "External management services (consultancy)" contract, in the first reporting period, the provider transmitted to LP 4 Activity Reports,detailing all the activities performed in relation to the project/project schedule plan/project partners and associates. Outputs and deliverables: WP1 "Environmental awareness and education": -D.1.1.1 "CHANGE Environmental Celebration Days Agreement" was completed, the Agreement being approved and signed by all project partners and associates on April 2nd 2025 at LPs headquarters. -Output 1.1 "Public administrations supporting environmental education and recognising the importance of competent knowledge, awareness and framework planning, in order to improve the quality of life" output`s completion is ongoing: *A1.1-D.1.1.1 completed;2 out of 5 environmental events completed;D.1.1.2 "Story of the CHANGE Environmental Event Calendar" 40% completed being directly related to the environmental events completed. *A1.2-the procurements related to the activity development are completed;the "Procedure for pupils` enrolling" was agreed and approved by all partners and associates. *A1.3-procurement related to the activity, was completed by all partners. *A1.4-procurement related to the activity, was completed by all partners. *A1.5-procurement related to the activity was completed by PP2 and PP3, and not by LP1, A1.5 currently being the subject of a modification request addressed to JS / MA. WP2 “Environmental Mitigation” The main procurement related to the activity A2.1 "Environmetal Local Action Groups" was completed by all partners,the euipments being delivered and accepted by them.No progress yet related to the development of the activities A2.2, A2.3, A2.4, A2.5. Development of a Fishing theme park in Sibioara village, 157221 (EN) | Project CHANGE is complementary, as objective to be attained, to the project “Development of a Fishing theme park in Sibioara village” funded through the Operational Programme for Fishieris and Maritime Affairs 2014-2020.
The investment under the Fishing Park project, will have the effect of developing and capitalizing on the existing natural potential, thus ensuring the balance between socio-economic systems and natural potential, diversifying and streamlining zonal development, in order to improve the quality of life of people. The implementation of the Fishing Park regards the diversification of sports-recreational activities, playing areas for children, development of small green areas within the park in Sibioara village.
Through CHANGE project, Lumina commune hall emphasizes the importance of the environmental education and awareness towards the actions to mitigate pollution, being aware of the fact that, no matter how many parks or green space will be developed, they will always be insufficient without collective awareness and collective mitigation.

Project CHANGE is a continuation of the efforts developed by Lumina commune hall in what concerns reducing pollution, namely CO2 emissions, in public schools from its administrative unit, by implementing energy efficiency measures (thermal insulation of the entire buildings, energy efficient heating plants, replacement of outdoor windows and doors) in 3 public educational buildings and 1 communitary center.
CHANGE project comes to complete LESS project, by emphasizing the education of the school population in relation to the environment, the efforts regarding the improvement of the school infrastructure becoming inefficient over time, through the lack of knowledge and collective consciousness.
(EN), LIGHT “Learning to Improve the Global Health Together” 330669/2021 (EN) | CHANGE project completes the efforts initiated by Lumina commune hall in order to decrease the pollution level in its administrative unit, by developing the LIGHT Solar Park – a project financed through the EEA & Norway Grants 2014-2021 Renewable Energy Sources Call, introduction the RES in the local public administration network.
CHANGE project, as the LIGHT project, are aiming the same target-reducing the pollution and CO2 emissions, the first project having an educational and awareness raising trajectory, and the second project investing in a renewable energy source, both of them protecting the environment and the human habitat.
(EN), Project BGENVIRONMENT-4.003-0013 "Partnership for Adaptation to Climate Change" (EN) | By implementing CHANGE project, Krushari Municipality continues the initiative begun in the project "Partnership for adaptation to climate change" financed through the SEE Mechanism 2014-2021, implemented in partnership with the municipalities Smolyan Asenovgrad, Svilengrad, Pleiades Bulgaria Ltd - a company developing activities in the field of sustainable development and a partner from Norway - the University of Science and Technology in Trondheim.
The project targeted to increase the capacity of local authorities to develop and implement programs for adaptation to climate change, to introduce specific measures leading to a direct reduction of greenhouse gas emissions, for the Municipality of Krushari the specific measures including the development of a photovoltaic power installation on the roof of the Municipality hall, the energy produced being used by the public administration buildings from the municipality, and training and increasing the capacity of the employees in implementing measures for the production of electricity and heat energy from renewable sources and carrying out energy efficiency surveys laid down in the energy efficiency programs of the partner municipalities.
The expertise acquired during the implementation of the project "Partnership for adaptation to climate change" brings value into the development of the CHANGE project, given the fact that the local authority already acknowledges the legal framework in force, both national and EU level, regarding urgent measures the mitigate pollution with sustainable instruments, in any possible activity area. (EN), KRUSHARSOVA HISTORY – ROBG-134 A cross border union in the shadow of history (EN) | Project CHANGE builds upon the results observed regarding the implementation by Krushari Municipality of the project “A cross border union in the shadow of history-KRUSHARSOVA History”, aiming to improve the sustainable use of the natural and cultural heritage in the target cross-border region Dobrich-Constanta through the development and promotion of joint sustainable tourism, is a fusion of cultural, historical, natural and tourist routes.
By implementing the current project, the municipality increases the value and significance of the cross-border area, by expanding the influence and action topics and targeting a very much valued social asset – the youth, and ensuring their development by respecting the boundaries of nature and natural landmarks.
(EN), "Hristo Smirnenski" Primary School from General Toshevo (EN) | The School implemented several environmental and environmental education related projects, following the participation and winning competetions, such as:
1. LIDL Competition “Lidl for a Better life” – the School won the competition and received funds for developing in the schoolyard a Green Classroom being an alley of herbs, a pond with water lilies and an artificial river around which flowers are planted and a wooden bridge is installed.
2. National Campaign "Clean Environment - 2023" on the theme "I love nature - and I participate", organized by PUDOOS /Enterprise for the management of environmental protection activities – the School won the competition with the project "Green horizons', developing with the received funds a small outdoor area as a playing area, with plants and wooden furniture.
3. HENKEL Bulgaria "Together for a more beautiful world" competition-the School won the competition with the project "Think green-live green", with the objective to reduce the pollution of nature in the Dobrudja region by organizing clean-up actions.

Contribution to wider strategies and policies:

EUStrategyDanubeRegion CHANGE project partners and associates align themselves to the expressed common intention of all the countries of the Danube Region in respect to strengthen cooperation in preventing pollution, enhancing nature protection and biodiversity preservation.
CHANGE project addresses the pillar 2 „Protecting the environment in the Danube Region”, Priority Area 06 “To preserve biodiversity, landscapes and the quality of air and soils”.
The targets of the PA 06 are also shared by the CHANGE project objectives, the project partners and associates aiming through the development of permanent “CHANGE Event Calendar”, “Young Ranger” exploratory field visits, training of both sides of the school population in sustainable development and ecological education, permanent Environmental Action Groups, indoor and outdoor Environmental Lab and demonstrative green spaces, and CHANGE App tool to mitigate pollution, to:
- preserve green areas through the development of environmental initiatives such as the indoor and outdoor Environmental Lab and school green areas;
- reduce CO2 emissions and decrease the air pollution through the CHANGE mobile App permitting and encouraging car-sharing for parents and pupils;
- to educate and increase the awareness regarding the importance of landscapes and ecosystems through the permanent development of environmental related Days and by initiating action groups (environmental action groups).
EuropeanGreenDeal Environmental education particularly for young people is crucial to empowering and engaging the next generation of change-makers and/or decision-makers with what we need to do, to mitigate the environmental crisis we are all facing.
Project CHANGE addresses two of the EU Green Deal`s measures:
- measure “a zero pollution ambition for a toxic free environment”: CHANGE project focuses on the challenges of the territory, specifically reducing pollution, addressing greenhouse effect, impacting local ecosystems, through both theoretical initiatives (educational-Younge Ranger action, Event Calendar, trainings of both teachers and pupils in environmental education and sustainable development, local action groups, CHANGE Handbook Strategy) and practical initiatives (indoor and outdoor Environment Lab, development of schoolyard green spaces, CHANGE App).
- measure “preserving and restoring ecosystems and biodiversity”: all project activities, summed up, have only one stake / target: to create a healthier environment, less polluted, to preserve nature where it exists and to develop it in areas where it has been adversely affected in a deep manner, to restore biodiversity in partner areas for the benefit of the entire cross-border area.
TerritorialAgenda2030 Project CHANGE contributes to the EU Territorial Agenda 2030, specifically to art. 54 Healthy Environment “Better ecological livelihoods, climate-neutral and resilient towns, cities and regions”.
All the activities in the project, as well as each individually, serve this objective: education and awareness of children in order to protect nature, in order to assume and implement all possible measures, no matter how small, to reduce pollution. The project strengthens awareness and empowers children, and through them, the parents and grandparents, reaching entire communities, being competent and skilled to influence both public and private stakeholders, to protect and conserve the given territory.
Other New Bauhaus Initative
The project contributes to the thematic axis:
- 3.3.1 “Reconnecting with nature”: CHANGE project is setting schoolchildren to protect and encourage nature and biodiversity, wherever they are and by any means at hand, becoming aware, or more aware, of the fact that all the teachings assimilated by their direct involvement in the project, obliges them to be more active and to explore.
- 3.3.2 “Regaining a sense of belonging”: The lack of «green» from the environment in which we live, has negative effects on all aspects of human activity. Children are one of the main groups, beside women and elderly, that are affected psychologically, spiritually, culturally, deprived of important activities and the pleasures of everyday life. By completing its objectives, the project consolidates the premises for daily green recreation and empowers them by acknowledging what the environmental issues are and what cand they do.
Other Green Public Procurement
All project related public procurement will follow the principles of the Green Public Procurement,in this regard the subsequent minimal set of measures will be undertaken, at project level:
-a red list of materials will be drafted to be included in the tender book (or attached to),mentioning the materials that will not be used within the delivery of any services or goods/products, under any circumstances (eg. asbestos, formaldehyde, arsenic etc.)
- any vegetable waste or any waste at all, produced when carrying out the development of the demonstrative green areas and green initiatives organised in the schoolyards, must be collected separately, in order to be taken over by specialised waste management providers.
Other Lumina commune local development plan
According to Lumina Strategy for Local Development 2023-2030, the vision of its citizens is outlined on the European development trajectory, wanting to increase the quality of life for all inhabitants, through social, economic, technical measures and initiatives related to environmental protection.
The development of green spaces within the premises of schools is a priority established also within the Lumina Local Development Strategy, the priority being complementary to other measures undertaken or to be undertaken by the common hall in order to ensure the safe living of Lumina`s citizens and also the restoration of the local ecosystem and biodiversity.
Other Integrated Development Plan of Krushari Municipality (2021-2027)
Project CHANGE contributes to the Priority 2 “Development of educational, health, social, cultural, youth and sports accessible activities”, one of the main targets being improving education, sports and youth activities (Measure 2.1).
Other Constanta Sustainable Development Strategy 2021-2027
In accordance with the data collected by the Strategy, only Mangalia and Techirghiol administrative units have a more generous area of green spaces, which complies with the minimum national requirement of 26 m2 green spaces / inhabitant.
CHANGE project contributes to the Intervention Field: The technical-building infrastructure and quality of the environment. The Development Strategy was drafted largely based on the requests and suggestions of the Constanta county citizens (being developed a very large consultation procedure), one of the main requests expressed by the county`s inhabitants, regarded the development of green areas, the responsible management of any protected areas, and massive reduction of the human interference in the coastal and marine ecosystem. CHANGE project contributes to the Strategy`s intervention field, by increasing the education and awareness of children, as to their role and participation in protecting and also developin green areas, conserving ecosystems and contributing to the restoration of the cross-border biodoversity.

Project CHANGE is in consonance with several Measures in the Priority Plan of projects to be developed in the municipality, such as Measure 1.3 "Sustainable management of forest resources", Measure 2.1 "Promotion of energy efficiency and reduction measures of greenhouse gas emissions",
