Description (EN):

Innovation is key to tackle the ambitious goals of cities/regions to make public planning and construction (PPC) more circular and to overcome the inefficiency of current circular PPC processes. Administrative action, planning and information management still takes place in sectorial silos, the public sector lacks data and know-how to steer efficient circular PPC processes and strict requirements leave only little room for innovative and sustainable construction. CircleBIM meets these challenges by creating collaborative & experimental space for interdisciplinary & interdepartmental action on the topic of innovation in circular construction (CC). 6 (BE, DE, DK, FR, NL, SE) Local Circular Construction Partnerships (LCCPs) are established as new innovation platforms, with regular exchange and learning formats to test, implement and roll-out innovative CC pilot projects. The LCCPs will apply & improve Building Information Management (BIM) as a process and prerequisite for planning and building with circularly sourced materials, to increase efficiency, sustainability and innovativeness of PPC processes. BIM, still rarely used in CC, allows to structure complex information flows across sectors and integrates multiple discipline actors into these processes. Partners bring in a range of experiences with circular PPC processes and the use of BIM. The transnational exchange supports regional innovation processes, and sets ground for international standards to use BIM in circular PPC. 7 regional strategic action plans consolidate the 6 LCCPs' innovation ecosystems, respectively enable transfer to a NOR partner region, an NSR-wide roll-out strategy guarantees the legacy and policy uptake. A novelty is to establish interoperable data systems in PPC and its anchoring in regional strategic action plans, hence, meeting goals of the EU Innovation Agenda, Industrial Strategy, Green Deal, and New European Bauhaus.

Expected Achievements (EN):

Transnationally compile and exchange PPs experience with BIM and circular public planning & construction processes to co-develop a transferable CircleBIM framework (A1.1-1.3) for innovatively using BIM in the full cycle of circular public PPC. Co-develop a tailored pilot implementation template (A1.4) and a monitoring & evaluation scheme (A1.5) to assess success factors and effects in WP2 for an effective regional and transnational innovation transfer and policy uptake in WP3. To pilot the transnational CircleBIM approach, the 6 LCCPs are established as innovation platforms involving key stakeholders along the PPC chain (authorities, enterprises, investors and chambers) to co-design innovative pilot BIM approaches each representing a different part of the PPC cycle processes. LCCPs set ground to change participants' behaviour to innovate processes and for the regional and transnational uptake of the pilots 'solutions. Foster uptake & transfer of LCCPs as innovation and learning platforms to innovate & integrate BIM approaches into practical circular PPC & policy processes both in partner regions and beyond. This happens by capacity building, awareness raising & policy uptake in the 6 LCCPs & MRCC. Transnationally, CircleBIM exchanges knowledge, involves target groups & experts, projects & networks, carries out dissemination activities to promote the evaluated and updated CircleBIM approach.

Based on preliminary pilot plans developed in the application phase (see WP2 output), LCCPs further specify & co-design concrete pilot case approaches by identifying circularity aspects, selecting the appropriate BIM approaches & tackling information gaps & innovation barriers for a stronger public sector uptake.
Regional capacity building to uptake and maintain LCCPs as innovation platforms and pilots via guidance sessions and workshops / Based on WP2, the LCCPs & MRCC organise digital and physical capacity-building workshops and guidance for local/regional target groups to increase institutional capacities of stakeholders to uptake, adapt and maintain LCCPs, to exploit pilot case results and lessons learned, and to promote the common CircleBIM approach as inspirational guideline to use BIM approaches in future circular PPC processes (At least 2 regional training and communication events per pilot region & MRCC)
Good Practice exchange and analysis / UCN & BDH lead PPs exchange on inventory (A1.1) and feed in good practices (GP) of BIM approaches & related circular PPC processes from other projects (e.g. CTB, BBoBB, CIRCuIT, KARMA. Flemish liv. labs circ. Constr.). Transnational workshops analyse GPs/inventory for transferability potential, efficacy & for introduction of applicable BIM processes. A GP-report aims at creating incentives & improving innovation capacities for public sector stakeholders on BIM application in circular PPC.
Continuous innovation processes: Engaging stakeholders in the LCCPs / Pilot implementations are kicked-off based on their co-design in A2.1. LCCPs institutionalise their innovation process by cooperatively working in min. 12 digital / physical meetings & using an internal collaboration tool. Continuously, LCCP-lead partners engage & communicate with local stakeholders to facilitate the pilot implementation, monitor the progress & potentially adjust activities. e.g. by onboarding architects, C+D firms, investors, planners, & others with physical+digital events
Awareness campaign in pilot cities/regions and MRCC on LCCPs and pilots as innovation lighthouses / To popularise & infuse CircleBIM approaches in further local circ. PPC processes among public & private stakeholders, CircleBIM organises 7 events in LCCPs & MRCC, prepared by awareness raising activities (continued from A2.6). LCCPs & pilots are presented as innovation lighthouses and policy uptake discussed in a dialogue/roundtable format with cross-sectorial actors, for how the future use of BIM approaches can be strengthened & institutionalised - as basis for output 1, WP3.
Conceptualise a common and transferable CircleBIM framework to enable innovative use of BIM in circular PPC processes / Acknowledging country-specifics of legislation & BIM practices (A1.1), of methods, practices & GPs (A1.2), PPs co-develop a common & transferable CircleBIM framework that a) carves out key stakeholder processes & applicable BIM approaches to efficiently steer circular PPC projects, b) enables national/regional adaptations, c) provides a base for a step-by-step guidance to set-up own innovation platforms (LCCPs) that enable innovative use of BIM in circ. PPC processes.
Implementation of pilot cases: Innovative BIM approaches in circular PPC processes / LCCP-leads IGEMO, HCU, OV, ARV/SUST, BUIL, MID conduct activities as laid out in their pilot implementation template (A1.4) and co-designed cases (A.2.1). Innovative BIM approaches in 6 pilot circular public planning and construction processes are implemented. This way, administrations, architects, building owners and the C+D sector cooperate via selected BIM-approaches to achieve digitalization, higher circularity and more efficient & better integrated processes. BDH, SAX, UCN support LCCPs.
Transnational cooperation with relevant initiatives and European projects to exchange on innovation on BIM approaches in circular planning and construction processes / The partnership organizes cross-fertilisation with other ongoing European, North Sea (BBoBB, CTB), & national projects via conferences, joint events and regular updates. Cooperation with initiatives, and platforms, (e.g. CCRI, EUROCITIES, sectoral innovation networks, assemblies of regional councils, ACR+) enables exchange on innovation and state-of-the-art knowledge and creates multiplier effects to lobby BIM-approaches as innovators and enablers for circular PPC on transnational level.
North Sea wide awareness campaign for the uptake of the transnational CircleBIM approach as inspirational guideline / A joint transnational campaign building upon A2.7 addresses target groups (public, economic, scientific) along the circular planning and construction chain to uptake the transnational CircleBIM approach (LCCPs, pilots). Stories, testimonials, videos on pilots, social media, newsletter & targeted mailings are used. Evaluation results (A2.5) of pilots feed in and the transnational CircleBIM approach is updated and promoted. PPs organize national uptake via country-specific channels.
Co-design the template for implementation of the circular PCC pilots in the LCCPs / Based on A1.3, PPs co-design one template for implementation of the circular PCC pilots in the LCCPs in WP2. It contains harmonized categories and steps to to establish the LCCPs as innovation platforms considering regional specification, context & varying topics (e.g. construction of new houses, re-use of material, extend building life cycles, interregional material data banks) in the pilots; a tool for the plan-do-check-act cycle for iterative self-improvement.
Transnational exchange on innovation processes in LCCPs and the pilot cases / PPs regularly exchange digitally about the LCCP innovation process and pilot implementations, and in selected study visits (if possible, back-to-back with physical consortium meetings). LCCPs present innovation process & implementation progress and gain feedback for LCCP/pilot implementing/adaptation. PPs also use this as a forum to exchange beyond their pilots about new developments for BIM approaches in circular public planning and construction processes.
Develop a monitoring and evaluation framework for LCCPs and pilots / UCN & SAX develop a scheme to monitor & evaluate the LCCPs & pilots. It provides an analytical multi-method framework and KPIs to assess in the LCCPs the innovation process & involvement of stakeholders, and for the pilots' success factors (i.a. technical, regulatory, financial application), operability and user-acceptance. Iterative evaluation cycles allow validation and adaptation of the CircleBIM approach (A2.5) to increase usability and transnational transferability.
Accompanying transnational monitoring and evaluation of the LCCPs and pilot cases / Based on A1.5 UCN, SAX and LCCP coordinators conduct the monitoring & evaluation of LCCPs innovation processes and pilots. This includes iterative feedback loops with LCCP stakeholders (focus groups, surveys) on i.a. process innovations and its support factors & barriers, financial aspects, environmental impact, data-operability, user-acceptance, technical solutions, resource efficiency). This results in an evaluation report and an update of the CircleBIM approach (WP1 output).
Final event to disseminate CircleBIM approach, LCCPs as innovation platform models and pilots for uptake / The LP organises a final dissemination event in Hamburg with regional, national and European decision-makers from ministries, public authorities, associations, initiatives and other practitioners. It provides knowledge transfer and opportunities for dialogue and networking. Lessons learned, the updated transnational CircleBIM approach & the LCCPs as models for innovation platforms are showcased and the pilot implementation template communicated as a tool to start similar innovation processes.
Exchange with target groups on the CircleBIM approach to boost innovation in the use of BIM in circular PPC processes / PPs share news (website, social media, poster exhib., other communic. channels) to raise awareness of target groups on the CircleBIM approach, its potential to boost innovation using BIM in circ. PPC processes, to inform about GPs, LCCPs upcoming piloting. A transnational communication campaign fosters exchange with NSR target groups, enables knowledge exchange with sister projects/initiatives (C.3.4), and feedback with externals (e.g. BBoBB, CTB, CEO) on A1.1-A1.5 outcomes.
Communicate LCCPs innovation processes, pilot cases and overall project progress to internal target groups / IGEMO, HCU, OV, ARV, BUIL, MID implement the communication strategy. They capture the progress of the LCCPs' innovation processes, pilot cases & the overall project & include it to appropriate communication tools for local target groups with accessible, non-technical language. Therefore, PPs produce videos from pilots, storytelling vlogs to inform about intermediary steps, run press/media activities & organize public info events for citizens, administrations & other relevant stakeholders
Communicate and exchange on LCCPs innovation processes, pilot cases and transnational CircleBIM approach to external target groups / All PPs contribute to a transnational communication/dissemination campaign (website, social media, lectures), facilitated by the project communication manager (see C.7.3). This includes i.a.: promotion of LCCPs' innovation processes (incl. success & failure factors) & the transnational CircleBIM approach as inspirational guideline already during piloting; Videos with lessons learnt, transferable aspects& recommendations from all LCCPs & pilot cases. in national & English language.

Contribution to wider strategies and policies:

CircleBIM contributes to the New European Innovation Agenda and follows i.a. Flagship 3 to accelerate and strengthen innovation in European Innovation Ecosystems across the EU and addressing the innovation divide, via the establishment of LCCPs as innovation platforms in the projects' partner regions and the application & improvement of Building Information Management (BIM) as an innovative cross-sector processual approach for planning and building with circularly sourced materials.
The transition pathway for construction contributes to the updated EU industrial strategy which highlights the need to accelerate the green & digital transition of EU industry and its ecosystems. CircleBIM contributes to the transition pathway for construction in building block 1 Competitiveness (refers to digitalisation & BIM), and building block 3"Enabling framework" (enable a greener construction ecosystem with circ. economy/sustainable products; enable digital transition as resilience lever)
As key initiative for the Green Deal, the new circular economy action plan lists "Construction" as one of the key product chains. Following-up, in 2022 the revised Construction products Regulation was adopted to achieve a well-functioning single market for construction products and to contribute to the objectives of the green & digital transition, particularly the modern, resource-efficient and competitive economy. CircleBIM contributes to harness these potentials and bring them into practice.
The NEB calls for co-design. CircleBIM follows the stated principles "from global to local", "participatory" and "transdisciplinary" by facilitating cooperation in LCCPs. It contributes to the thematic axe: The need for long-term, life-cycle thinking in the industrial ecosystem by realising that "circular, sustainable design and architecture should become the new normal" and promote the uptake of the digital transition. It leads to a transformation of the enabling environment for innovation.
To achieve carbon neutrality and the goals set in the EU Green Deal, it is imperative to make the construction sector with its enormous impact greener and more efficient. The Green Deal explicitly targets "Building and renovating in an energy and resource efficient way" as well as "Mobilising industry for a clean and circular economy". CircleBIM strives to combine and address both elements by linking the topics to higher innovativeness in the public sector for construction projects.
The Renovation Wave identifies as focus area "public buildings and social infrastructure" and aims to drive energy efficiency while boosting renovation activities and thus extend the lifespan of existing buildings to reduce material consumption. The renovation wave strives to reduce emissions and contribute to the greening of the construction sector. CircleBIM addresses in pilot cases (and in the transnational campaign) renovation projects and how to increase public sector efficiency with BIM.
Czech Ministry of Industry and Trade & the JRC of the EC produced a study calling for aligning smart specialisation with transformative innovation policy and bringing new tools & innovative approaches into regional RIS3. CircleBIM follows the call by establishing LCCPs as place-based innovation hubs providing evidence based data & new approaches for circular planning & construction, & emphasizing the collaborative & cross-sector process to effectively deliver innovation & policy improvement.
