Description (EN):

The most important and the biggest challenge in the field of the project is the long transport time of patients (Ostroleka) and the shortcomings in medical equipment - angiograph (Lviv). Therefore, the main objective of the project, both in Poland and Ukraine, will be to investigate and then mitigate the negative impact of long patient transport times and the quality of medical equipment on the level of health care, this will lead to improved access, fast and effective emergency medicine and modern healthcare in both hospitals. The following specific objective of the project will lead to the achievement of the general objective: 1.Modernization of the infrastructure in the Mazovian Ostroleka Specialist Hospital (helicopter landing site) and modernization with the help of an angiograph as part of the modernization of the medical infrastructure of the vascular surgery department of the hospital in Lviv – by creating conditions of care in Ukrainian and Polish healthcare facilities. 2.Joint meetings, exchange of good practices, workshops and training in cardiology, vascular surgery and emergency medicine - will affect the preparation and implementation of innovative procedures used in: a. medical rescue and solving the problem of the impact of long patient transport time (Ostroleka and Lviv) on the effectiveness of treatment; b. in the field of vascular surgery, modern methods of treating stroke (experience exchange, training) - collecting, testing and further dissemination of best treatment practices in the Ukrainian-Polish borderland. In the case of the hospital in Ostroleka, the most important factor that has a very negative impact on the use of quick and effective rescue procedures is the long time of transporting patients to individual departments, resulting from the distance of the current landing site from the hospital's emergency department. Measurements carried out in Ostroleka show that the time from landing the helicopter to reaching the appropriate branch is even more than an hour. This long time significantly affects the effectiveness of subsequent rescue operations. In the case of a hospital in Lviv, the problem is the lack of modern equipment for angiographic examinations, and the current device is already exhausted –which does not allow to conduct research in a proper and effective way. The current situation in Ukraine related to the war, internal migration and the increase in the number of patients requires equipping the hospital in Lviv with a new angiograph. This equipment will enable the diagnosis and treatment of various cardiovascular diseases, providing patients with accurate and timely assistance. An important element is the establishment of cooperation between specialists of both – hospital institutions in the framework of joint research, working teams, mutual visits and exchange of experience in the field of emergency medicine, cardiology and vascular surgery, what will affect the quality of medical care of both hospitals. This will increase the level of knowledge of medical staff, the use of the latest medical solutions and the possibility of using specialized equipment. Thanks to this, the hospital in Ostroleka will support its partner in the field of vascular surgery and highly specialized methods of treating patients after mechanical thrombectomy in the Department of Vascular Surgery of the Mazovian Specialist Hospital in Ostrolece. The hospital in Ukraine, will provide support from crisis management and the impact of patient transport time on the effectiveness of the emergency department. The procedures will be developed by a joint working team composed of specialists of hospitals in Ostroleka and Lviv. Participation in this work will be in equal proportions and will require on-line working meetings to develop appropriate practices, resulting in creation of target – procedures adapted to legal regulations in Poland and Ukraine.
