- SROK (EN) | The ongoing Project, On the Road to Disaster Risk Reduction (Na putu do smanjenja rizika od katastrofa – SROK), is an EU-funded project (Structural and Cohesion Funds) that aims to reduce disaster risk by raising awareness and educating the general public and primary school children. - The Projects overall goal is to increase community resilience by raising awareness of risk reduction activities and educating the general public and children on the benefits of disaster risk reduction as well as preparedness measures. - 6. Promotion and visibility. (EN), NoRiskBase (EN) | The Project, Assistance in developing a more robust baseline for effective disaster risk management – NO RISK BASE, was an EU-funded technical assistance project funded under the Union Civil Protection Mechanism Financial Instrument.
- The aim of the Project was to develop a multi-risk Disaster Risk Management Strategy and new national Disaster Risk Assessment Guidelines. The draft documents focused on reducing the most significant risks from the two current National Risk Assessments and aimed to fill the gaps analysed in the national Risk Management Capability assessment. Finally, the Project aimed to raise awareness of disaster risk reduction mainly of the national government administrators across all relevant sectors as well as the public.
- The key groups of activities include:
- - Drafting the first national multi-risk, multi-sector Disaster Risk Management Strategy and Action Plan
- - Drafting the new Risk Assessment Guidelines

- The main project objective addresses the problems that landslides in the region (HR, BA, and ME) cause, especially through: - designing Landslide Susceptibility Maps (LSMs), - preparation of Guidelines for Landslide Susceptibility Maps, and development of a Strategy for created guidelines implementation in the current legislation.
- For LSM creation, a manual LiDAR-based landslide inventory is created for the area of 310 km2 within three Croatia counties, by HGI-CGS. These inventories will significantly enhance the available data on landslides, allowing for an increased number of manually delineated landslides. This data will be used as one of the input datasets within LADY to develop a machine-learning application, enabling automated LiDAR-based landslide identification.
- Moreover, the knowledge gained in developing well-structured and practical guidelines will be applied and utilized in the activities of the LADY project. (EN), RESPONSa (EN) | RESPONSa (Response to landslide and flash flood risk with Early Warning System design); project under Interreg IPA CBC Croatia - Bosnia and Herzegovina - Montenegro
- The project RESPONSa focuses on establishing a landslide early warning system (EWS) in pilot areas (HR, BA, and ME) through landslide monitoring using remote sensing methods, monitoring meteorological conditions, and determining threshold values for triggering hazardous events. Active involvement of local community and civil protection agencies enables the capacity assessment of the community and the development of operational processes, by whose integration into unified EWS, the local community is able to respond effectively and timely.
- Within this project, a manual LiDAR-based landslide inventory is created for five pilot areas in Croatia by HGI-CGS, covering an area of 210 km2. These inventories will significantly enhance the available data on landslides, allowing for an increased number of manually delineated landslides. This data will be used as one of the input datasets within LADY to develop a machine-learning application, enabling automated LiDAR-based landslide identification. (EN), SafeLand (EN) | SafeLand (Living with landslide risk in Europe: Assessment, effects of global change, and risk management strategies); project under the European Commission (EC)'s Seventh Framework Programme (FP7)
- SafeLand aims to achieve three main objectives: 1) provide an improved harmonised framework and methodology for assessing and quantifying landslide risk in Europe's regions, 2) evaluate changes in risk patterns, and 3) provide guidelines for selecting appropriate risk management strategies.
- The specific tasks completed during project implementation can be directly related to the LADY's activities and outputs. Notably, the project developed guidelines for landslide susceptibility, hazard, and risk assessment, as well as the identification of risk hotspots in Europe. These completed tasks provide valuable resources and information which will be consulted when developing LADY's new methodologies. (EN), GeoTwinn (EN) | GeoTwinn (Strengthening research in the Croatian Geological Survey: Geoscience-Twinning to develop state-of-the-art subsurface modelling capability and scientific impact); project under HORIZON 2020
- The GeoTwinn project stands to gain valuable knowledge from the collaboration between HGI-CGS and renowned European geological surveys; the British Geological Survey (BGS) and the Geological Survey of Denmark and Greenland (GEUS). Through these partnerships, HGI-CGS has significantly enhanced its research potential, engaging in scientific exchanges and training programs across diverse geological disciplines, including geohazards. Contribution to wider strategies and policies:
- Other The Sendai Framework for Disaster Risk Reduction 2015-2030
- The Framework works hand in hand with the other 2030 Agenda agreements, including The Paris Agreement, The Addis Ababa Action Agenda on Financing for Development, the New Urban Agenda, and the Sustainable Development Goals. It advocates for the substantial reduction of disaster risk and losses in lives, livelihoods and health and the economic, physical, social, cultural and environmental assets of persons, businesses, communities and countries.
- The Sendai Framework states that there is a need for focused action within and across sectors by States at local, national, regional and global levels in four priority areas:
- 1: Understanding disaster risk; 2: Strengthening disaster risk governance to manage disaster risk; 3: Investing in disaster risk reduction for resilience; 4: Enhancing disaster preparedness for effective response and to “Build Back Better” in recovery, rehabilitation and reconstruction.
- Under Priority 1 it is important “to promote the conduct of comprehensive surveys on multi-hazard disaster risks and the development of regional disaster risk assessments and maps, including climate change scenarios”, to “provide guidance on methodologies and standards for risk assessment”.
- LADY's contribution to understanding disaster risk and providing guidance on risk assessment methodologies and standards aligns with the Sendai Framework's emphasis on promoting comprehensive risk assessments and ensuring the use of consistent methodologies across different regions and sectors. LADY supports the strengthening of disaster risk governance by providing essential data and knowledge on landslide risks. The creation of landslide inventories and risk assessments allows policymakers, authorities, and stakeholders to make informed decisions and develop appropriate risk reduction strategies and policies.
- EuropeanGreenDeal EU Strategy on Adaptation to Climate Change
- The European Green Deal, one of the six EU Commission priorities for 2019-2024, places a strong emphasis on climate actions. In 2021, the Commission adopted its new EU strategy on adaptation to climate change.
- LADY contributes to this Strategy by addressing the impacts of climate change, particularly in relation to increasing landslide risks. It aims to enhance the EU's capacity to anticipate and respond to climate-related risks and promote actions for reducing vulnerability and increasing resilience. By addressing landslide risks, LADY enhances resilience to extreme weather events, which are expected to increase in frequency and intensity due to climate change, through landslide inventories and risk assessments.
- Other EU Strategy on Disaster Risk Management
- LADY directly supports the EU Strategy on Disaster Risk Management by focusing on landslide risk reduction. It aims to strengthen the EU's ability to prevent, prepare for, and respond to disasters. The activities within LADY, such as creating LiDAR-based landslide inventories and assessing risks, provide valuable data and tools for effective disaster risk management. Improved landslide risk methodologies can significantly benefit the Strategy by providing valuable information and tools to assess, mitigate, and respond to landslide hazards.
- Improved methodologies offer more precise and comprehensive data on landslide susceptibility, hazard zones, and potential impacts. By incorporating these methodologies into disaster risk management strategies, authorities can conduct more accurate risk assessments. Accurate risk assessment provides a sound basis for creating hazard and risk maps, thus providing valuable insights into areas prone to landslides and their specific characteristics. By incorporating this information into spatial planning, disaster risk management strategies can guide decision-making processes regarding infrastructure development, urban expansion, and zoning regulations. Both risk assessment and spatial plans offer a more detailed understanding of landslide processes, triggering factors, and potential mitigation measures. Hazard and risk maps contribute to developing robust early warning systems and help formulate comprehensive emergency response plans. By providing accessible and understandable information about landslide risks, authorities can raise community awareness, promote preparedness, and encourage participation in resilience-building and mitigation activities.
- Other Decision on the Union Civil Protection Mechanism (UCPM)
- As a Member State, Croatia must adhere to the Decision on the UCPM 1313/2013/EU, among other legislative frameworks. Article 6 of the Decision states that “Member States shall: develop risk assessments at the national or appropriate sub-national level and make available to the Commission a summary of the relevant elements … every three years”. It is, therefore, an obligation of the Civil Protection Authority, according to the national legislative framework and the Decision of the UCPM, to develop quality risk assessment documents every three years.
- According to the Commission Staff Working Paper, Risk Assessment and Mapping Guidelines for Disaster Management, “the national risk assessments will have to draw on data from many different sources posing challenges in terms of data traceability, reliability, proper documentation, interoperability and other. It is therefore important that data sources are made explicit, including as concerns the use of expert know-how.”
- Risk assessments, which will be performed and analyzed within LADY in all three Programme countries, need to be kept up-to-date as risks emerge and evolve, including changes in elements at risk (exposure) and vulnerability. It is, therefore important to regularly review and reassess risks and methods. The review of methodologies for landslide risk assessment will consider relevant advances in best-practice and discussions at the European level. Adequate risk monitoring arrangements, feedback and lessons learnt from a disaster response, exercises and training, as well as the regular evaluation of prevention, preparedness and mitigation measures will facilitate any future risk assessment and the (re-)evaluation of the effectiveness of prevention and mitigation measures.
- EUStrategyDanubeRegion EU Strategy for the Danube Region (EUSDR)
- LADY aligns with Priority Area 5 of the EUSDR, which focuses on managing risks, including natural and man-made disasters. By developing new protocols and methodologies for landslide inventory design and landslide risk assessment, the project directly contributes to promoting disaster resilience, preparedness and response activities (Target 4). Thereby, the project incorporates advanced technologies and generates valuable knowledge and information about landslide risks in the Danube region. By sharing this knowledge through information exchange, capacity building, and the adoption of best practices for landslide risk reduction in the region, LADY supports the development of a knowledge society and, thus, directly contribute to Priority Area 7.
- Other Infrastructure for Spatial Information in the European Community (INSPIRE Directive)
- The EU INSPIRE Directive aims to facilitate data accessibility and interoperability across the EU, overcoming language and data standard barriers. It promotes the sharing and harmonization of spatial information for various purposes.
- Among 34 spatial data themes, in the context of geohazards and risk, the INSPIRE Directive includes a theme for natural risk. This theme focuses on identifying and mapping natural hazard zones where highly populated areas intersect with areas of significant environmental, cultural, or economic value. To assess and estimate risks in these zones, parameters such as potential hazards, probability of occurrence, and vulnerability of exposed populations and assets are necessary. Within LADY, the harmonized methodology for LiDAR-based landslide inventory design and landslide risk assessed within all project countries will be achieved by taking into consideration the data specification defined by INSPIRE Directive.
