Description (EN):

RISE-UP project partners have identified several problems that are present in all project areas. Partners will jointly tackle the following identified problems: - Unequal access to healthcare services, particularly in rural or remote areas, limited availability of specialized medical services resulting in long waiting times or the need to travel long distances for treatment, - Inequality in healthcare access and treatment outcomes among vulnerable or marginalized groups, - Insufficient healthcare infrastructure and resources including medical equipment and facilities, - Inadequate prevention and control measures for communicable diseases and emerging public health threats, - Limited focus on preventive healthcare and health promotion initiatives, - Lack of health information systems and interoperability between healthcare providers. The project's overall objective is to foster cooperation between partners from rural regions of Croatia, Bosnia and Herzegovina, and Montenegro to enhance the quality of healthcare services, preventive healthcare, and accessibility for vulnerable and marginalized groups. This will be achieved through the implementation of the following activities: - Purchase of new medical equipment that will enhance diagnostic capabilities and deliver higher-quality care, - Implementation of ICT solutions that will enable communication, data sharing, and collaboration among healthcare professionals, - Organization of preventive examinations that play a crucial role in early detection and prevention, - Purchase of vehicles to facilitate transport and enable healthcare professionals to reach vulnerable and marginalized groups and to provide home-based care, - Organization of educational workshops about prevention for the general public, - Empowering healthcare professionals with up-to-date knowledge and skills, fostering collaboration, and promoting best practices in the field of preventive care through education/training programs, - Implementation of a Cross-border Pilot Project to improve prevention and healthcare services in Croatia, Bosnia and Herzegovina's near-border regions. During the project implementation at least 3.800 persons from regions will have direct benefits from the project through preventive examinations, home visits, and educational workshops, while the regional population (170.000) will have access to better healthcare services. A total of 70 healthcare professionals from the partnership and other regional healthcare institutions will improve their knowledge, skills, and expertise through the education and training programs that will be organized/attended by the partners. Main project outputs include cooperation between four (4) project partners, organization of one (1) joint education & training related to breast cancer with at least 20 participants, one (1) cross-border pilot project that will be implemented by the Healthcare Center Mekovic and Healthcare Center Ljubuski, and one (1) solution developed based on the project pilot. All project partners will benefit from the project activities and outputs by enhancing the quality of healthcare services, preventive healthcare, and accessibility for vulnerable and marginalized groups. Partners will cooperate and work together on the implementation of the project activities. All partners have similar problems in their regions that they want to tackle through the project. A cross-border approach is needed because of several reasons. - Collaboration with international partners facilitates the exchange of knowledge, experiences, and innovations. Different countries may have unique approaches to healthcare challenges, and cross-border cooperation enables learning from each other. - For regions located near borders (HCLJ and HCM), cross-border cooperation will improve healthcare accessibility by ensuring that patients can access specialized services or facilities available in neighboring countries without facing significant geographical barriers. Cross-border has a more significant impact by reaching a larger and more diverse population. - Cooperation allows for the implementation of comprehensive programs that address the needs of different communities, making the project's outcomes more robust and sustainable. - Cross-border cooperation promotes collaboration, building stronger ties between neighboring countries. This collaboration can create an environment of trust and goodwill, facilitating future joint initiatives in healthcare or other sectors. Most of the project activities represent something new in the project regions that wasn’t implemented before, or if was, wasn’t at this scale. The pilot project between HCM and HCLJ represents something original as the patients in that region can be referred between two healthcare centers to access specialized care and treatments unavailable locally. Patients won’t have to travel to other distanced healthcare institutions.

Actual Achievements (EN):

During the first period, partners have conducted the following activities: - Conducted preparatory activities and started with the procurement of equipment and vehicles as per the project proposal. As part of the activity related to the replacement of outdated equipment and purchase of new equipment that will improve prevention and healthcare in the project regions, the following equipment has been procured and delivered in the first reporting period: HCLJ - One (1) Integrated biochemical-immunochemical analyzer; One (1) Automated Hematology Analyze; One (1) Dental digital X-ray imaging machine; Two (2) radiology units with three (3) displays; One (1) Bilirubin Measurement machine; One (1) TENS machine; One (1) Set of equipment for emergency medical procedures; One (1) Centrifuge for blood testing; One (1) Set of occult blood tests; One (1) Centrifuge for urine; One (1) Laboratory refrigerator; One (1) Digital sight test panel. HCM - Two (2) examination tables and one (1) medical bed with a scale; One (1) device for bone densitometry. HCZ - One (1) colposcope with a camera; One (1) gynecology ultrasound machine, One (1) Dental 3D X-ray imaging machine; One Digital X-ray machine with two flat panel detectors. HCT- Two (2) autoclaves and one (1) sterilizer. Total of 19 medical machines, 2 medical sets, and 3 medical beds/tables have been purchased by the partners in the 1st Reporting Period. - As part of the activity related to improving access to healthcare services and improving home-based healthcare for vulnerable and marginalized groups, the following vehicles have been procured and delivered in the first reporting period: - HCLJ - One (1) patronage vehicle. - HCZ - One (1) ambulance vehicle. Total of 2 vehicles have been purchased by the partners in the 1st Reporting Period. - As part of the activity related to the implementation of ICT solutions to improve prevention and access to healthcare services in the project regions, the following ICT solutions have been procured and delivered: HCLJ: One (1) PACS Software (Picture Archiving and Communication System). HCM: One (1) Medical Transcription (Dictation) Software. Total of 2 ICT solutions have been purchased by the partners in the 1st Reporting Period. - As part of the activity related to enhancing the knowledge and skills of healthcare professionals in partnership organizations, the following number of healthcare professionals have attended trainings/educations in the 1st Reporting Period: HCLJ: Total of 6 educational/training workshops were held. Total of 35 medical professionals participated. HCM: Total of 2 educational/training workshops were held. Total of 8 medical professionals participated. HCZ: Total of 4 educational/training workshops were held. Total of 11 medical professionals participated. Total of 12 different trainings/educations events were organized by partnership institutions and a total of 54 healthcare professionals from the partnership institutions participated in trainings/educations events during the 1st Reporting Period. - HCLJ has organized a project Kick-off meeting on the 17th of October 2024. During the meeting, partners have formed a Project Steering Committee (SC). - Project social media page (Facebook) has been created as well as the materials for communication, dissemination, and visibility (project logo, poster, roll-up, and plaque). Project-related news (articles) are regularly disseminated on the project's social media page, partner's websites, and local/regional media channels. During the second reporting period, the project partners made significant progress in strengthening healthcare services and prevention in the target regions. New modern medical equipment was introduced across several health centers, enabling earlier diagnosis and improved treatment opportunities, particularly in areas such as mammography, ultrasound, and logopedic therapy. With this new equipment, partners began to expand preventative examinations and home-based care, offering more accessible and higher-quality services to local populations, including vulnerable groups. The implementation of digital and ICT solution in Lubuški and Metković further improved service delivery as patients were provided with healthcare services using the medical transcription (dictation) software. Special emphasis was placed on reaching marginalized communities through home visits and mobile care services, supported by the procurement of patronage vehicles and ambulances. This outreach approach has already shown positive results in bringing essential healthcare to those who face barriers to access. Preventive healthcare was strengthened not only through medical examinations but also with awareness-raising workshops. These sessions educated communities on key health risks, including cancer and tuberculosis, while also promoting healthier lifestyles through better nutrition and preventive practices. Finally, healthcare professionals across the partnership continued to enhance their knowledge and skills through targeted training sessions, ensuring the sustainability and quality of newly introduced services.

IMPHACT - IMprovement of Palliative HeAlth Care quality and accessibiliTy in cross-border area (EN) | IMPHACT is a completed project under Interreg IPA CBC Croatia, Bosnia and Herzegovina, and Montenegro 2014-2020 programme where HCM, HCLJ, and HCZ were partners.
Under IMPHACT project partners have worked jointly to tackle problems related to palliative care. Some of the problems that have been determined in all project regions included: Lack of services and institutions for palliative care, a lack of clear policies establishing palliative care, a lack of equipment and facilities, and a lack of educational programs on palliative care as well as palliative care services in the region.
As part of the solution partners have implemented the following activities: purchase of new medical equipment, organization of educational workshops related to the palliative care for target groups and healthcare professionals (from partnership institutions and other regional institutions), setting up palliative mobile teams for home visits, exchanging experiences with institutions (study visits) in other countries, etc.
RISE-UP has several important synergies with the IMPHACT project. Firstly, project was implemented by the same partners that will implement the RISE-Up project (with the addition of HCT).
More importantly, while the partners under the IMPHACT project have tackled problems related to palliative care, now they will tackle problems related to preventive healthcare and accessibility. Both problems have a lot of touching points like unequal access to service, outdated or non-existent equipment, marginalizing vulnerable groups, lack of information and education, etc.
Experience from the IMPHACT project will be used to enhance the quality of healthcare services, preventive healthcare, and accessibility for vulnerable and marginalized groups in the regions through the purchase of new medical equipment, vehicles, and ICT solutions, organization of preventive examinations, home-based healthcare services, and educational workshops for citizens and healthcare professionals. (EN), Q-Access-HC - Q-Access Healthcare: Quality and Accessibility Improvement of Health Care in Cross-Border Area of Adriatic Hinterland (EN) | Q-Access-HC is a completed project under Interreg IPA CBC Croatia, Bosnia and Herzegovina, and Montenegro 2014-2020 programme where HCM and HCLJ were partners.
Under Q-Access-HC project partners have worked jointly to improve health care quality and access in the cross-border area of the Adriatic hinterland, with a focus on the vulnerable groups (palliative care patients and elderly) and specific groups (tourists and travelers).
Project activities included the introduction of quality management systems (QMS) in both institutions and ISO certification, know-how transfer between institutions (and with other institutions), and know-how transfer on the European level. Improvement through procurement of better equipment and small-scale infrastructure improvements, and activities aimed at raising public awareness at the national level about the needs of vulnerable groups and their institutional support systems.
RISE-UP has several important synergies with the Q-Access-HC project.
Both projects have similar objectives and activities improving healthcare services with a focus on vulnerable and marginalized groups, improving healthcare infrastructure (equipment), raising public awareness about the needs of vulnerable groups, know-how exchange, etc. While the Q-Access-HC project was focused on palliative care patients, RISE-UP is focused on preventive care.
The RISE-UP project will use experience and knowledge gained through the Q-Access-HC project to enhance the quality of healthcare services, preventive healthcare, and improve accessibility for vulnerable and marginalized groups in the regions through the purchase of new medical equipment, vehicles, and ICT solutions, organization of preventive examinations, home-based healthcare services, and educational workshops for citizens and healthcare professionals. (EN), HEPSC - Healthy Eating Pre Schools Children (EN) | HEPSC (Healthy Eating Pre Schools Children) is a completed project under Interreg IPA CBC Croatia, Bosnia and Herzegovina, and Montenegro 2014-2020 programme where Primary Healthcare Center Bar, Institute of Public Health of Šibenik-Knin County, Institute of Public Health of Federation of Bosnia and Herzegovina and Ministry of Labour, Health, Social Welfare and Displaced Persons of Herzeg – Bosnian Canton were partners.
The main goal of the HEPSC project was to improve children’s health by promoting an efficient and well-functioning food safety and quality control system that leads to improved public health and to provide support to public health institutions to evaluate eating habits, energy, and nutrient intake in the preschool population. The project has established 4 counseling centers for preschool children and their parents in order to provide guidance on healthy nutrition and the importance of physical activity.
RISE-UP and HEPSC projects both projects have a similar objective which is to educate vulnerable groups about the importance of promoting healthy lifestyles by educating participants about the importance of nutrition, physical activity, stress management, and other factors that impact overall well-being. While the HEPSC project was focused on preschool children, the RISE-UP project will focus on several different target groups (children, elderly, people with chronic diseases, etc.).
The aim of the RISE-UP activities is also to encourage visitors to participate in the preventive examinations that will be organized through the project and to the overall importance of regular screenings and check-ups.
The RISE-UP project will use knowledge from the HEPSC project to conduct educational workshops in their regions. Also, since the partners from the HEPSC project are geographically close to the RISE-UP project partners, they will be invited to be lecturers in the RISE-UP project educational workshops. (EN), ON TIME - PreventiON and early detecTIon for more effective treatMEnt of colon and breast cancer (EN) | ON TIME is a completed project under Interreg IPA CBC Croatia, Bosnia and Herzegovina, and Montenegro 2014-2020 programme where Institute of Public Health Zadar, General Hospital Zadar, Institute of public health of Montenegro, PHI General Hospital “Blažo Orlandić” Bar, Institute for public health of West Herzegovina County were partners.
The main objective of project ON TIME was to improve the prevention, early diagnosis, and treatment of cancer with improved quality of the services in public health sector through the modernization of equipment, education, and networking of healthcare professionals. Three mobile teams were formed within 3 institutes for public health with trained health professionals to increase the knowledge of the general public about the importance of prevention and early detection of colon and breast cancer and individual consultations on the field. Project Partners were equipped with modern medical equipment for the purpose of improving early diagnosis and treatment.
RISE-UP has several important synergies with the ON TIME project.
Both projects have similar objectives and activities like improving the prevention, early diagnosis, and treatment of cancer with improved quality of the services in the public health sector through the modernization of equipment, education, and networking of health professionals.
The RISE-UP project will use knowledge from the ON TIME project and further improve prevention and public healthcare services. While the ON TIME project was only focused on colon and breast cancer, the RISE-UP project will focus on several different fields, systematic examinations to prevent chronic diseases (hypertension, diabetes, diseases of the heart and blood vessels, kidney and liver diseases, etc.), preventive dental and oral health examinations, preventive gynecological examinations for women, preventive breast cancer, preventive psychological testing, etc. (EN), Equal2Health - Reducing access inequalities in primary healthcare for socially significant diseases at CB Area’s deprived communities (EN) | Equal2Health is a completed project under Interreg IPA CBC Greece - Bulgaria 2014-2020 programme where the General Hospital of Thessaloniki “G. Papanikolaou”, Cardiological Society of Northern Greece, Intermunicipal Agency of Western Countryside in Thessaloniki “Nefeli”, Regional Health Insurance Fund – Smolyan, Multispeciality Hospital for Active Treatment Devin JSC and Diagnosticand Consulting Center "Alexandrovska" were partners.
The general objective of the Project was to reduce health inequalities in the CB area by protecting citizens from socially sensitive diseases, promoting health prevention, fostering supportive environments for healthy lifestyles, and encouraging health innovation. Main activities included:
- Protecting (medical exams) citizens (especially socially vulnerable groups) from socially sensitive diseases;
- Promoting health prevention and “health literacy” in deprived communities for better understanding and benefiting from primary health care services;
- Foster supportive environments for healthy lifestyles;
- Capacity building of medical personnel through research, training, and transferring know-how on dealing with specific diseases as well as with patients from various vulnerable groups.
RISE-UP has several important synergies with the Equal2Health project.
Both projects have similar objectives and activities like improving healthcare services in cross-border regions, improving prevention through the organization of preventive examinations for citizens, promoting healthy lifestyles, educations, and networking of healthcare professionals.
The RISE-UP project will use outputs/results from the Equal2Health project and adapt them in order to use them in our project territory. (EN)

Through the project Activity 1.5 partners will organize educational workshops that will focus on promoting healthy habits such as proper nutrition, regular physical activity, stress management, adequate sleep, and obesity prevention. This activity will contribute to the EUSAIR pillar 1. Blue growth and its objective to promote healthy nutritional habits.
Nutrition plays a significant role in maintaining good health and preventing various diseases. A healthy and balanced diet is essential for overall well-being and can help reduce the risk of chronic conditions such as obesity, heart disease, diabetes, and certain types of cancer.
EUStrategyDanubeRegion RISE-UP project will directly contribute to the EUSDR Pillar 3 - Building Prosperity: smart, social and innovative - Priority Area 09: People & Skills and Pillar 4 - Strengthening the Danube Region; effective, sound and safe - Priority Area 10: Institutional Capacity & Cooperation.
Under Priority Area 09: People & Skills project will directly contribute to the TARGET 2: Contribution to improved educational outcomes and relevant skills and competencies in the Danube Region.
Project will directly contribute to those priorities and targets through the organization and attending educational and training programs for the healthcare professionals from the partnership and regional healthcare institutions that will allow them to stay updated with the latest advancements, innovative approaches, and emerging trends in healthcare, and help them develop new and refine existing clinical and technical skills.
Under Priority Area 10: Institutional Capacity & Cooperation project will directly contribute to the ACTION 1: To improve institutional capacities in order to provide high-quality public services and ACTION 2: To facilitate the administrative cooperation of communities living in border regions.
Project will directly contribute to those actions and priorities through the purchase of new medical equipment, vehicles, and ICT solutions, the organization of preventive examinations, home-based healthcare services, educational workshops for citizens and healthcare professionals in project regions, and the implementation of the cross-border pilot project between the HCM and HCLJ.

One of the main topics of the European Green Deal is Farm to Fork: a Fair, Healthy, and Environmentally Friendly Food System.
One of the objectives under that topic is to ensure public health and nutrition. More specifically, one of the F2F Strategies focuses on the following area: Promoting sustainable food consumption and a shift to healthy diets.
The project will contribute to that area through project Activity 1.5 where partners will organize educational workshops that will focus on promoting healthy habits such as proper nutrition, regular physical activity, stress management, adequate sleep, and obesity prevention.
Nutrition plays a significant role in maintaining good health and preventing various diseases. A healthy and balanced diet is essential for overall well-being and can help reduce the risk of chronic conditions such as obesity, heart disease, diabetes, and certain types of cancer.
