Celem projektu jest zwiększenie dostępności komunikacyjnej transgranicznego połączenia drogowego pomiędzy gminą Istebna i gminą Čierne w Jaworzynce. To transgraniczne połączenie komunikacyjne zostało utworzone w poprzedniej perspektywie (2014-2020) w ramach partnerskiego projektu Gminy Istebna i Gminy Čierne "Budowa transgranicznego połączenia komunikacyjnego Jaworzynka - Čierne - Skalite (etap 1 i 2)-wcześniej partnerskie gminy nie posiadały bezpośredniego drogowego połączenia przez polsko-słowacką granicę, mimo, iż ze sobą sąsiadują. Aktualnie istnieje potrzeba poprawy stanu technicznego infrastruktury drogowej prowadzącej do tego utworzonego połączenia pomiędzy Polską i Słowacją, tak, aby umożliwić mieszkańcom i turystom bezpieczny dojazd do kraju sąsiedniego. Ma to na celu pobudzenie rozwoju i integracji wspólnego rynku turystycznego i korzystania z atrakcji turystycznych obszaru pogranicza. Realizacja projektu oznacza tworzenie warunków do wzrostu zdolności do konkurowania w regionie przygranicznym, poprzez przeciwdziałanie marginalizacji gospodarczej i społecznej oraz zwiększenie atrakcyjności turystycznej i inwestycyjnej, dzięki poprawie stanu infrastruktury drogowej o charakterze transgranicznym. Cele projektu zostaną zrealizowane poprzez: - po stronie polskiej - przebudowę drogi powiatowej 2644S w Jaworzynce w gminie Istebna na odcinku 1,5 km od ronda z drogą wojewódzką 943 i 941 do skrzyżowania z drogą gminną w rejonie posesji nr 819. - po stronie słowackiej - przebudowę i rekonstrukcję drogi III/2010 wiodącej przez centrum wsi Čierne, gdzie koncentruje się życie mieszkańców. Projekt obejmuje dwie drogi-drogę III/2010 oraz drogę lokalną MK 10-1.Droga III/2010 jest drogą o znaczeniu regionalnym. Długość zmodernizowanych odcinków-3106 m. - wspólną komunikację projektu - tablice informacyjno-promocyjne po obu stronach granicy,publikacja informacji o realizowanym projekcie na stronach internetowych partnerów, konferencja podsumowująca projekt i prezentująca efekty projektu. Cieľom projektu je zvýšiť komunikačnú dostupnosť cezhraničného cestného prepojenia medzi obcou Istebna a obcou Čierne v Jaworzynke. Toto cezhraničné dopravné prepojenie vzniklo v predchádzajúcej perspektíve (2014-2020) v rámci partnerského projektu Obce Istebna a Obce Čierne „Vybudovanie cezhraničného dopravného prepojenia Jaworzynka - Čierne - Skalite (1 a 2.etapa) - predtým partnerské obce nemali priame cestné spojenie cez poľsko-slovenskú hranicu, aj keď spolu susedia. V súčasnosti je potrebné zlepšiť technický stav cestnej infraštruktúry vedúcej k tomuto spojeniu medzi Poľskom a Slovenskom tak, aby umožnili obyvateľom a turistom bezpečne cestovať do susednej krajiny. To má stimulovať rozvoj a integráciu spoločného turistického trhu a využívanie turistických atrakcií v pohraničnej oblasti. Realizácia projektu znamená vytvorenie podmienok pre zvýšenie konkurencieschopnosti v prihraničnom regióne bojom proti ekonomickej a sociálnej marginalizácii a zvýšenie turistickej a investičnej atraktivity vďaka zlepšeniu stavu cezhraničnej cestnej infraštruktúry. Ciele projektu sa dosiahnu prostredníctvom: - na poľskej strane - rekonštrukcia okresnej cesty 2644S v Jaworzynke v obci Istebna v úseku 1,5 km od kruhového objazdu s krajskými cestami 943 a 941 po križovatku s mestskou cestou v lokalite č.819. - na slovenskej strane - rekonštrukcia a rekonštrukcia cesty III/2010 vedúcej cez centrum obce Čierne, kde sa sústreďuje život obyvateľov. Súčasťou projektu sú dve cesty - cesta III/2010 a miestna komunikácia MK 10-1. Cesta III/2010 je cestou regionálneho významu. Dĺžka modernizovaných úsekov - 3 106 m -- spoločná komunikácia projektu - informačné a propagačné tabule na oboch stranách hranice, zverejnenie informácií o realizovanom projekte na webových stránkach partnerov, konferencia sumarizujúca projekt a prezentácia efektov projektu. kurz v EUR 4,51 „Smernice Ministerstva financií 10.2023

SK: The aim of the project is to increase the communication accessibility of the cross-border road link between the municipality of Istebna and the municipality of Čierne in Jaworzynka. This cross-border transport link was established in the previous perspective (2014-2020) within the framework of the partnership project Municipalities of Istebna and Obce Čierne "Building a cross-border transport link Jaworzynka - Čierne - Skalite (1 a2nd stage) - previously the partner municipalities did not have a direct road connection across the Polish-Slovak border, although they were neighbours. It is now necessary to improve the technical condition of the road infrastructure leading to this connection between Poland and Slovakia so as to allow residents and tourists to travel safely to the neighbouring country. This is to stimulate the development and integration of the common tourist market and the exploitation of tourist attractions in the border area. The implementation of the project means creating the conditions for increasing competitiveness in the border region by combating economic and social marginalisation and increasing tourist and investment attractiveness by improving the condition of cross-border road infrastructure. The objectives of the project will be achieved through: - on the Polish side - reconstruction of the 2644S district road in Jaworzynka in the village of Istebna in a section of 1.5 km from the roundabout with regional roads 943 and 941 to the intersection with the urban road in locality no.819. - on the Slovak side - reconstruction and reconstruction of the road III/2010 leading through the centre of the village Čierne, where the life of the inhabitants is concentrated. The project includes two roads - road III/2010 and local communication MK 10-1. Road III/2010 is a road of regional importance. Length of upgraded sections - 3 106 m -- joint communication of the project - information and promotional boards on both sides of the border, publication of information about the implemented project on the partners' websites, conference summarizing the project and presentation of the effects of the project.
