Description (EN):

The Alpine region (AR) is the most affected in Europe by rising temperatures, and cities, especially those surrounded by mountains, are facing increased heat-related risks to public health in the built environment. In addition, air quality is a challenge in this region as pollution remains captured. The impacts of global warming are well known, but public awareness of the actions needed is still lacking. COMMONAIR promotes new governance models based on a bottom-up “citizen science” approach to monitor cities microclimate at the local scale with and by citizens. COMMONAIR seeks to bridge the gap between science-based methods, involvement of the public and policy implementation by local governments. Temperature, public open spaces comfort and air quality measurement made by citizen target groups, including students, NGOs, with experts' support will be the starting point of informed local debate and appropriate policy making. Additional data for research will be provided raising citizens willingness for adaptation actions. This approach will significantly innovate governance, both vertically and horizontally, involving all levels of decision-making, government, stakeholders and local actors. It also provides, through meetings and communication tools, regional and transnational share of good practices and results among stakeholders who face similar challenges in the Alps, enhancing adaptation capacity. The previous experience cooperative work of the four country teams, tested in Grenoble and Turin, will be shared and discussed. The EUSALP AG 8 “Risk Governance” will be involved to foster the transferability of the tools and processes developed in the project. The approximate budget for 24 months is 0.63 million euros. The project will follow the European Commission's greening recommendations as well as the EUSALP priority for a carbon-neutral Alpine Region.

Expected Achievements (EN):

The objective is the creation of a cooperative active network, involving target groups and the partners, in all pilot areas to collect, analyse and discuss microclimatic data at the local scale as well as, in the pilot of Grenoble, air quality data. The objective is to develop a governance process at local, regional and transnational level, based on scientific data and experience promoting citizen and stakeholder participation in adaptation actions and policies for extreme heat and air pollution

Contribution to wider strategies and policies:

EUStrategyAlpineRegion The COMMONAIR Project will contribute to the goals and strategies of the EUSALP Action Plan, in particular Action Group 8 – Risk Governance, focused on spatial planning considering the Alpine Region extremely prone to climate change impacts. Heat stress is not only an issue in urban areas south and north of the Alps but for many inner-Alpine areas therefore key target areas for adaptation through spatial planning strategies can be fostered by governance models based on citizen science practices.
EuropeanGreenDeal EU Green Deal recognises the role of citizen science (CS) and participation through co-design, workshops, and focus groups as means of policies exploring ethics, benefits, and challenges of R&I approaches and technology. Nevertheless, governance models based on CS are still lacking. Co-creation, involving citizens in the development of knowledge, is a key factor of both the GD and COMMONAIR projects, contributing to put in practice monitoring, evaluation and feedback to projects and policies.
TerritorialAgenda2030 By contributing to TA 2030, the COMMONAIR project will provide tools to enable place-based responses, cooperation, and coordinated policies to address climate change in the Alpine region. Increased risks of heat waves, forest fires, droughts, land and soil degradation, flooding, and other natural and natural/technical hazards require climate change mitigation and adaptation actions that can even bring new development opportunities for places. Governance will be a key factor in achieving TA 2030.
